About the University

Chanakya National Law University (CNLU), Patna has been established under the Chanakya
National Law University Act, 2006 (Bihar Act No. 24 of 2006) and has been included in section
2(f) and section 12(B) of the UGC Act, 1956. The primary objective of the University is to
offer multidisciplinary, research based comprehensive legal education to young legal minds,
instilling in them respect for rule of law and values enshrined in the Indian Constitution. The
University has also been mandated to contribute in nation building through promoting legal
awareness, disseminating legal knowledge and conducting and disseminating research on
contemporary legal issues and issues of public concern.

The University has a nestling green, invigorating campus of eighteen acres in the heart of the
historical city of Patna, capital of the state of Bihar. It is located within an educational hub
along with other eminent educational institutions of the region and creates ambience of
intellectual exchange and mutual learning among students of different streams. Located within
an easy distance from all means of transportation as well as important government institutions,
the campus boasts of newly constructed auditorium, sprawling and well-resourced library, café,
basket-ball court, football ground, boys and girls halls of residence and a fully functional
gymnasium for both male and female students apart from well-equipped academic and
administrative blocks as well as accommodation for teaching and non-teaching staffs. A state
of the art facilitation centre is also under construction to accommodate a well - equipped
dispensary and student activity and committee centres.

The University offers five years integrated undergraduate B.A. LL.B (Hons.) & B.B.A LL.B
(Hons.) degree programs and one year Master of Laws (LL.M) program. The University also
offers research programs Ph.D., D. Phil. and LL.D. Not the least, postgraduate diploma courses
in human rights, child rights, corporate philanthropy and social responsibility, cyber law and
intellectual property rights have also been launched by the University from the current
academic year. The courses seek to enable students meet requirements of judiciary and legal
profession and to that end build skills in understanding, interpretation and application of law,
learn and hone techniques of advocacy and lawyering, develop skills in the domain of
alternative dispute resolution mechanisms such as, arbitration, mediation and conciliation,
learn legal and legislative drafting, develop the understanding of judicial process and inculcate
analytical, innovative and critical interpretative skills.

To achieve its objectives in contemporary times of social, political, technological, and climate
upheavals and to build students’ competencies in understanding, engaging, and resolving
ensuing challenges effectively, the university, in accordance with the New Education Policy,
2020, endeavours to take a multidisciplinary approach towards teaching. CNLU bedrock is
integration of knowledge. To this end, the teaching methodology seeks to blend traditional and
innovative methods like inquiry-based and cooperative learning approaches, giving each
faculty member an opportunity to design and facilitate their courses in the most contemplative,
creative, and effective manner using the state of the art library, extensive legal and social
science databases, audio-visually equipped classrooms, and Microsoft teams. These tools, in
addition to field visits, tutorials, assignments, clinical experience, legal research and projects,
empower teachers to groom students in a plethora of skills including writing skills involving
incisive, precise, lucid yet compelling expression, sophisticated analytical skills involving the
ability to deconstruct information, take into account both micro and macro perspective on issue
at hand, logical reasoning, critical thinking, research skills involving use of extensive legal
database, data analysis, creativity, and convincing and coherent advocacy skills. Students
imbibe professional, leadership and interpersonal skills while working with and engaged in
numerous activities of a number of student committees such as moot court committee,
academic and debating committee, debating club, legal aid cell, pro bono club, NSS cell, civil
service committee, sports committee all of which seek to assure a holistic all round
development of students.

To keep students in sync with the changing requirements of the profession and society,
University has consistently revised and updated its courses and subjects offered therein. To this
end, the University has introduced Honours courses in Constitutional Law, Corporate Law, IPR
and Criminal Law at the undergraduate level and Constitutional Law and Administrative Law,
International Law, Corporate and Commercial Law, Intellectual Property Law, Criminal Law
and Human Rights at the Master’s level. Students are offered clinical courses, seminar courses,
non-credit courses and optional papers focussing on lucrative career opportunities.

Research Centres
A rigorous teaching environment is supplemented by thriving research centres and chairs. The
Chair Professor, Panchayati Raj under Department of Panchayati Raj and IPR Chair sanctioned
by Department for Promotion of Industries and Internal Trade (DPIIT), Ministry of Commerce
and Industry, Government of India are thriving spaces of student-teacher- government
collaboration to contribute in building and sustaining a robust grassroot democracy through
research and capacity building development and creating a vibrant and sustainable IP system.
The Child Rights Centre (CRC), Centre for Advanced Research on Corporate and Insolvency
Law (CARCIL), Centre for Innovation, Research and Facilitation in Intellectual Property for
Humanity and Development (CIRF- In-IPHD), Chanakya Centre for Alternative Dispute
Resolution (CCADR), Centre for Innovation, Incubation and Legal Entrepreneurship (CIILE)
and Centre for Law and Economics (CLE) engage students in their diverse activities, providing
and facilitating internship opportunities, honing their research, leadership, and management
skills, and giving opportunities to students to interact with experts and access ground-level
realities, challenges, and opportunities. The University has also entered into MoUs with various
institutions within and outside India for the purpose of faculty and student exchange program.

of California, Berkeley, Leiden University in the Netherlands, the University of Southern
California, the Institute for Law and Finance, Goethe University in Frankfurt, North-western
Pritzker School of Law, Birkbeck School of Law at the University of London (Ph.D.),
University College London, The Fletcher School at Tufts University, and Queen Mary
University of London (Paris Campus).

B.A., LL.B. (Hons.) and B.B.A., LL.B. (Hons.) Course

The integrated 5-year B.A., LL.B. (Hons.) and B.B.A., LL.B. (Hons.) programs are open to
students who have completed their 12 years of school education and have joined CNLU after
clearing the CLAT examination. These courses offer integrated degrees of bachelor of
arts/bachelor of business administration and law and entail studying compulsory subjects,
honours subjects and electives.

In the arts/business administration cohort, twelve compulsory foundational subjects are taught,
apart from two language papers, till third year. In the law cohort, students study twenty eight
compulsory subjects as required by the BCI regulations. The compulsory subjects in law also
include four clinical subjects. The details of these subjects are mentioned below. In addition,
students have to choose a specific honours stream on offer by the University. The University
currently offers honours courses in Constitutional Law, Criminal Law, IPR and Corporate Law.
The honours degree seeks to enhance students’ knowledge and skills in a stream of law which
interests them. In the process, students develop higher capacity for independent learning and
research, advanced problem-solving, critical thinking skills, and stand a chance of better career
opportunities in the field of choice. Having chosen an honours stream, students study eight
subjects (mentioned below) under their chosen honours cohort from the 7th semester. In
addition, students choose six elective subjects from among a list of subjects on offer as elective
subjects (mentioned below), which too are on offer from 7th semester. List of subjects on offer

One Year LL.M. (Master of Laws) Programme

The One-Year LL.M. Programme is a rigorous and challenging programme designed to prepare
students for careers in law, academia, and public offices. The programme offers a wide range
of courses in a variety of legal disciplines, including constitutional law and administrative law,
international law, corporate and commercial law, intellectual property law, criminal law, and
human rights. Students also have the opportunity to participate in clinical experience and
conduct legal research through a dissertation.

Research Programme

CNLU has a strong research culture, and its Ph.D. and LL.D. programmes are highly regarded
in India and around the world. Many legal luminaries, such as Padma Vibhushan Shri K. K.
Venugopal, Learned Attorney General of India, has been conferred an LL.D. degree (Honoris
causa) from our university.

CNLU: Pedagogue

CNLU: A Hub of Co-curricular and Extra-curricular Activities

CNLU students actively participate in various co-curricular and extracurricular activities,


including moot court competitions, debating championships, and other inter-institutional
events. These opportunities allow students to refine their skills, learn from peers, and connect
with professionals. Students themselves organise two annual moot court competitions—one on
cyber law and another on Anti-Trust laws—in collaboration with regulators. These
competitions draw participants from law schools across India. CNLU teams have also taken
part in and achieved awards in numerous national and international moot court competitions.
In addition to moot court, CNLU hosts the Parliamentary and British Parliamentary Debating
Championships. These competitions enable students to cultivate critical thinking, public
speaking, and teamwork skills. CNLU debating teams have also excelled in both national and
international competitions.

Throughout the academic year, our students arrange various other inter and intra-institutional
events, such as cultural festivals, sports tournaments, and social awareness campaigns. These
events allow students to showcase their talents, explore diverse cultures, and build new
friendships. CNLU's balanced dedication to co-curricular and extracurricular activities
distinguishes it as a unique institution. Students have ample opportunities to engage in a wide
range of activities, which contribute to their personal and skill development. The university

extracurricular activities playing a pivotal role in achieving this goal.

CNLU Says No to Ragging / CNLU Rejects Ragging


CNLU maintains an unequivocal stance against the act of ragging. The university’s unwavering
commitment to upholding the fundamental principles of ‘merit’ and 'ethics' underscores its
mission to cultivate proficient individuals who possess a strong ethical foundation.
Recognising the diverse cultural and social backgrounds of our student body, originating from
various regions of the nation, promoting social cohesion emerges as a pivotal objective. The
practise of 'Ragging,' a societal malady, finds no place within the educational milieu of our
establishment. Our university has a firmly constituted discipline committee and Anti-Ragging
cell (committee and squad), which operate in full compliance with the guidelines and
regulations stipulated by the UGC (University Grants Commission).

prevent instances of sexual harassment within the workplace. It also plays a pivotal role in
preventing discrimination and sexual harassment against female individuals by fostering
gender harmony among both students and staff. Furthermore, the ICC organises periodic
initiatives focused on women's empowerment, aiming to create an environment that is
conducive and welcoming for women, ensuring their well-being and professional growth.

The University has also constituted the Restorative Justice Committee to encourage meaningful
engagement between students in conflict with one another, and to bring a solution based on
mutual respect, reintegration and reform, facilitating harmonious relationships between
students and a peaceful campus life.

Community Engagement
The university firmly believes that higher education wields a profound transformative
influence, impacting not only students, teachers, and researchers but also society at large. The
Chair Professor of Panchayati Raj at CNLU is deeply rooted in the philosophy articulated by
Mahatma Gandhi, who affirmed that "the voice of the people may be said to be God's voice,"
emphasising the significance of the Panchayat as an embodiment of the people's voice and will.
The primary objective of the chair revolves around generating substantive results to propose
and offer recommendations for corrective actions. These suggestions aim to assist the relevant
authorities in the development of suitable policies and programmes, ensuring their efficient
execution in local governance. The Chair Professor in Panchayati Raj is contributing
significantly to the realisation of the Government of Bihar's visionary project, "Saat Nischay."
The Child Rights Centre, actively supports and facilitates the Government of Bihar in selection
and training of the JJB and CWC members as well as in the capacity building of judicial
officers, para legal volunteers, civil society organisations and child care institutions in child
rights.

The university offers a range of flexible and accessible learning opportunities, including open
lectures, symposiums, and workshops, for the local community. This is coupled with legal
support through our Legal Aid Cell and the National Service Scheme (NSS) under the Ministry
of Youth and Sports. Furthermore, we provide assistance to newcomers, MSMEs, and large
corporate enterprises, aligning with the Start-Up and Make in India policies. Our chair
professor and research centres are dedicated to providing legal guidance aimed at bolstering
the economic growth of both the state and the entire nation.

Infrastructure
The university is situated in the heart of the capital city, Patna, and its campus spans eighteen
acres of land. The university's library, known as 'Nishant Nilayam,' houses a vast array of
literature, encompassing both print materials and digital resources such as electronic databases
and journals. The Halls of Residence, covering an area of seven thousand one sixty-six square
metres, consist of one hundred and four single-occupancy rooms and one hundred and ten
double-occupancy rooms for both boys and girls. These accommodations are complemented
by a mess and dining hall, a dispensary with a medical attention room, a gym area, a table
tennis room, a volleyball court, a warden's office, and a waiting area. The campus features two
conference halls, spanning an area of one hundred fifty square metres. Both halls have a seating
capacity of two hundred people each. Additionally, there is a Moot Court Hall occupying an
area of one hundred and forty-four square metres with a seating capacity of eighty people. The
sports facilities on campus include a basketball court covering an area of four hundred and
thirty-five square metres, a football ground spanning one thousand square metres, two
volleyball courts, each measuring one hundred eighty square metres, and two badminton courts,
each with an area of one hundred thirty square metres. Furthermore, there are two gymnasiums,
each occupying one hundred twenty-five square metres, catering to both male and female
students. To ensure uninterrupted power supply, all campus buildings, including the Halls of
Residence, are equipped with diesel generators that provide round-the-clock backup power.
Moreover, the university offers a health centre staffed with personnel, including a medical
officer, resident nurse, and support staff. Our belief in the transformative power of conducive
spaces drives our ongoing investment efforts. We are committed to constructing exceptional
environments that empower both students and staff to excel in their endeavours. This
commitment extends to enhancing our facilities to support growth, foster sustainability within
our community for present and future generations, and ultimately create welcoming and
enriching spaces for learning, living, working, and visiting. Today, we continue to develop and
invest on campus.

ADMISSIONS:
1. DIRECT ADMISSION TO FOREIGN NATIONALS
There are five seats for the Foreign Nationals and those who wish to apply for B.A., LL.B.
(Hons.) or B.B.A., LL.B. (Hons.) may apply directly to the University in the prescribed format
as given on the university website, i.e., www.cnlu.ac.in. Their merit shall be finalized on the
basis of their percentage of marks in 10+2 / Intermediate or its equivalent. In case of any
grading system, the equivalent percentage shall be taken into consideration. However, they
shall fulfil other eligibility criteria of CLAT-2024. The Minimum percentage of marks in 10+2
/ Intermediate or its equivalent for admission to B.A., LL.B. (Hons.) or B.B.A., LL.B. (Hons.)
course will be 45%. In case of tie, preference shall be given to higher percentage of 10th marks.
In case of further tie, preference shall be given to the one with higher age. Further tie, if any,
shall be done by drawing a lot.

Candidates who wish to apply under Foreign Nationals shall submit the duly filled in
application form which can be downloaded from our website www.cnlu.ac.in with all
supporting documents along with the one time non-refundable fee of `7,500/- or its equivalent
by way of DD drawn in favour of Registrar, Chanakya National Law University, Patna payable
at Patna. The dates shall be announced later on our website.

Selected candidates shall complete the admission process by paying required fees in full on the
scheduled dates to be announced in the University website: www.cnlu.ac.in

NOTE: Unfilled seats of the Foreign Nationals shall not be filled in by any other category and
they shall remain vacant.

2. ADMISSION REGULATIONS TO THE B.A., LL.B. (HONS.) AND B.B.A., LL.B.


(HONS.) COURSES AS PER CLAT-2024 EXAMINATION
The selection for 138 students shall strictly be on the basis of merit-cum-preference as
determined by the Common Law Admission Test (CLAT) 2024 and candidates shall fulfil other
requirements regarding age and qualifications as per CLAT-2024. This admission will be
subject to the Reservation as per Bihar (In Admission in Educational Institutions) Reservation
Act, 2003 (Bihar Act 16 of 2003) besides other rules. They are as follows:
Total seats for Under Graduate (UG) are 138 (One Hundred Thirty Eight). It
has been bifurcated in two equal numbers i.e., 69 for B.A., LL.B. (Hons.)
Course and 69 for B.B.A., LL.B. (Hons.) Course.

All above mentioned reservations are vertical reservations in nature.
Note: 5% Horizontal reservation shall be applicable for PWD.

I. If a candidate from the Economically Weaker Section (EWS) is not available to the
extent of the reservation percentage, the rest of the vacancies/seats under this category
shall be filled up by the candidate of unreserved category only.
The candidates out of the State of Bihar shall not claim the benefits of reservation
under EWS as per the Bihar Reservation in vacancies in posts and in services and in
Admission in the Educational Institutions (For Economically Weaker Sections) Act,
2019.

II. After filling all the reserved categories (SC/ST/EBC/BC) seats from men & women
candidates of Bihar of the said categories, the four higher rank women candidates only
who fail to get seat under the above-mentioned categories taken together will get seat
under Women of Backward Classes (WBC) category.

*The relevant certificate from Bihar State Authority should clearly mention the
category to which the candidate belongs viz., (1) Extremely Backward Classes
(Annexure-1) or (2) Backward Classes (Annexure-II).

*Candidates of Bihar seeking admission under Other Backward Classes (OBC)


quota for Chanakya National Law University, Patna shall mention in the
application form itself whether they belong to BC or EBC categories of Bihar.
Failure to mention the specific category BC/EBC will not entitle them for
Reservation benefits as there is no such category as Other Backward Classes
(OBC) in Bihar Reservation Act, 2003.
**ABOUT WOMEN OF BACKWARD CLASSES (WBC)

All women candidates of Reserved Categories (Scheduled Caste, Scheduled Tribes,


Extremely Backward Classes & Backward Classes) of Bihar who will be applicants of
CLAT-2024 and who opt for CNLU are hereby requested to fill up their application
form in their own categories. At the time of admission after filling up all above-
mentioned reserved categories seats as per their percentage, reserved seats (04) for
WBC (Women of Backward Classes) will be made available to reserved categories
women as per their CLAT-2024 rank among reserved categories women.

NOTE: Out of total 138 seats 69 seats are allotted for B.A., LL.B. (Hons.) course and
69 seats are allotted to B.B.A., LL.B. (Hons.) course. Allotment of seats in these courses
will be subject to choice-cum-merit in the CLAT-2024 examination. CLAT-2024
students who have passed +2 Exam from Commerce stream and want to take
admission in our University will be admitted only in B.B.A., LL.B. (Hons.) Course.

Candidates taking admission through CLAT 2024 shall pay a total amount of `2, 56,970/-
(Rupees Two Lakh Fifty Six Thousand Nine Hundred and Seventy only) whereas Foreign
Nationals shall pay a total amount of `4,41,770/- (Rupees Four Lakh Forty One Thousand
Seven Hundred and Seventy only or equivalent US $ or €) at the time of admission.

Note: Hostel accommodation is optional. Local and other students may opt to be Day-Scholars.
Local students may be allotted hostel accommodation depending on the availability of rooms
after allotment of rooms to the students who are not resident of Patna.
