EXECUTIVE SUMMARY

This presents the Industrial Effluent Characteristic Study (IECS) report of Fajar Palmkel Sdn Bhd
plant located in Rawang, Selangor. ALS Technichem (M) Sdn. Bhd. has been appointed by
Teknologi Enviro-Kimia (M) Sdn Bhd to conduct this study from 3rd to 6th October 2023.

The objective is to determine the characteristic of the wastewater from one (1) discharge point
source to compare with the regulatory requirement of Environmental Quality (Industrial Effluent)
Regulations 2009 stipulated by the Malaysia Department of Environment (DOE).

The scope of study was involved the wastewater sampling based on procedures stated in
Technical Guidance on Performance Monitoring of Industrial Effluent Treatment Systems
published by Department of Environment Malaysia.

Wastewater analysis was conducted based on parameter listed in Fifth Schedule of Environment
Quality (Industrial Effluent) Regulations 2009. Methods used for laboratory analysis were
following to the 21st edition of Standard Methods for Examination of Water and Wastewater
published jointly by American Public Health Association (APHA), the American Water Works
Association and the Water Environment Federation of the United States of America. Samples
were analyzed at ALS Technichem (M) Sdn. Bhd laboratory in Shah Alam, Selangor.

All sampling, measurement and analysis were performed by trained personnel and using
calibrated equipment in accordance with MS ISO/IEC 17025 laboratory management system.

The following summarizes the samples taken and compliance status of test results obtained.

Industrial Effluent Characteristic Study

A set of parameters were tested for wastewater samples collected at one (1) discharge outlet.

The analysis results for BOD (681 – 1590 mg/L), COD (1600 – 3970 mg/L) and Total Suspended
Solids (54 [DAY 2] – 84 [DAY 3] mg/L), Total Cyanide (0.055 [DAY 1] – 0.066 [DAY3] mg/L), Zinc
(2.1 – 2.9 mg/L), Total Phenols (20.9 – 106 mg/L), Oil & Grease (101 – 560 mg/L), Colour at pH
Nat (181 [DAY 3]mg/L), Colour at pH 7.6 (186 [DAY 3]mg/L) levels were higher than the
respective Standard A limits. Meanwhile, the pH value for three consecutive three days of sample
were not within the allowable limit (4.7 – 5.2).

1.0 INTRODUCTION

1.1 Background

Fajar Palmkel Sdn Bhd was started as a plantation company more than 110 years ago,
plantations (predominantly oil palm) still leads as KLK’s core business activity. Through
various strategic acquisitions and sound management, the Group’s total oil palm planted
area stands at 213,000 hectares spread across Malaysia (Peninsular and Sabah),
Indonesia (Belitung Island, Sumatra Central and East Kalimantan) and Liberia

ALS Technichem (M) Sdn. Bhd. was appointed by Teknologi Enviro-Kimia (M) Sdn Bhd
to conduct the Industrial Effluent Characteristic Study (IECS) for Fajar Palmkel plant
located in Rawang, Selangor from 3rd to 6th October 2023.

1.2 Objective

The objective of this study is to determine the characteristic of the industrial effluent of the
raw wastewater and compare with the regulatory requirement of Environmental Quality
(Industrial Effluent) Regulations 2009 stipulated by the Malaysia Department of
Environment (DOE).

1.3 Scope of Work

One (1) sampling point source was selected for this study. Wastewater sample was
collected hourly for twenty four (24) hours over a period of three (3) days consecutively.
The individual discrete sample collected through all times of day were mixed to form one
(1) composite sample.

The scope of this study was construct based on procedures stated in Technical Guidance
on Performance Monitoring of Industrial Effluent Treatment Systems published by
Department of Environment Malaysia.

respective Field Chemist and Technician from ALS Technichem (M) Sdn. Bhd

1.5 Security, Safety, Health and Environment

Prior to commence the study, ALS Technichem personnel has obtained working permit by
attending a safety briefing after registered themselves at Fajar Palmkel Malaysia main
entrance security check point. All personnel wore appropriate PPEs such as safety shoes,
safety helmet, ear protection and eye protection. All samples and preservatives chemicals
used in sampling were kept in proper container to prevent spillage.

1.6 Recommended Guideline and Compliance Requirement

1.6.1 Industrial Effluent Characteristic Study

Treated industrial effluent water quality is determined in Fifth Schedule [Paragraph


11(1)(a)] and Seventh Schedule (Regulation 12), Acceptable Conditions for Discharge of
Industrial Effluent in Environmental Quality (Industrial Effluent) Regulations 2009. Results
of the wastewater quality analysis are compared against Standard A in Table 2.

2.0 METHODOLOGY OF SAMPLING AND ANALYSIS

2.1 Industrial Effluent Characteristic Study

Wastewater sample was collected based on grab sampling technique from location which
has been pre-determined by Fajar Palmkel Malaysia team.

Grab sample was taken every hour and kept in cooler box at 4oC. At the end of 24 hours,
a composite sample is prepared by mixing all grab samples in equal quantity. The
composite was poured into labelled container containing chemical preservatives in
accordance to the test parameters to prolong its holding time and transported to laboratory
for further analysis at the end of sampling activities without delay.

Wastewater analysis was performed according to the 21st edition of Standard Methods for
Examination of Water and Wastewater published jointly by American Public Health
Association (APHA), the American Water Works Association and the Water Environment
Federation of the United States of America.

The test parameter and methodology for water quality monitoring are given in Table 3.

2.2 Laboratory Quality Control

The quality assurance programme is designed to assess the precision and accuracy of
the generated analytical results. It includes, the internal quality control plan for laboratory
analysis such as calibration curve, analysis of method blank, independent check standard,
duplicate analysis and spike recovery.

Trip blank, field blank and duplicate were provided during the sampling activities as a field
quality control.

2.3 Accreditation
All sampling, measurement and analysis of wastewater sample was conducted by ALS
Technichem (M) Sdn. Bhd., an accredited laboratory under Skim Akreditasi Makmal
Malaysia (SAMM) by Department of Standards Malaysia, Certificate No. 047 and No. 147
that meets the requirements of MS ISO/IEC 17025:2005.
Certificate of Analysis was prepared and the results were reviewed by certified signatories
Natasha Ain Binti Jamian (Senior Chemist, IKM No: L/2509/7481/16).

2.4 Instrumentation

The equipment was properly calibrated in accordance with current standards and
thereafter, or recommendations governing the calibration of such equipment in
accordance to the equipment manufacturer’s instructions.

4.0 CONCLUSION

With reference to the in-situ readings and analysis results, the daily composite sample
shows the characteristics where Fajar Palmkel Sdn Bhd produced 62.88 m3/day of
incoming water daily on average at a temperature recorded below 40°C. The pH value of
in- situ readings was within the range of pH from 6.0 to 9.0.

The most significant pollutant parameters recorded and generated daily over three (3)
days of sampling were COD, BOD, total phenols and oil & grease. Moreover, total cyanide
was also detected and showed a high reading value for sample composites on Days 1 and
2. Besides, total suspended solids as well as zinc readings came out higher than standard
limits for Day 2 and Day 3. Furthermore, the colour parameter for the Day 3 composite
sample is slightly higher than the limits.

The results for the rest of the test parameters complied with the respective DOE limits.
