* WHAT IS A BONDED LOGISTICS CENTER FACILITY ?
Answer :
Bonded Logistics Center, Hereinafter Abbreviated as PLB, is a Bonded Storage Place
(TPB) to stockpile goods from outside the Customs area and goods from other places
within the Customs area,Can be accompanied by 1 (one) or more simple activities
within a certain period of time to be issued again.

* WHAT IS THE STOCKPILING PERIOD AT THE BONDED LOGISTICS CENTER ?
Answer :
The activity of stockpiling goods in the PLB is granted for a maximum period of 3
(three) years from the date of entry into the PLB
The stockpiling period can be extended to a maximum of 3 (three) years in the event
that the goods stockpiled in the PLB are goods for household purposes :
1.Oil and/or natural gas operations
2.Mining
3.Certain industries, or
4.Other industries with permission from the head of the customs office taking into
consideration

* WHAT ARE THE PROVISIONS FOR IMPORTING GOODS FROM OTHER PLACES IN THE CUSTOMS AREA
INTO PLB
Importation of goods from other places within the customs area into the PLB can
only be carried out against:
1. Goods to support goods from outside the customs area that are stockpiled by PLB
2. Items that are generally needed for simple activities
3. Goods for export purposes in the context of export consolidation or supply of
export goods
4. Goods for special purposes elsewhere in the customs area

* WHAT IS MEANT BY SIMPLE ACTIVITIES
Answer :
The activity of stockpiling goods originating from outside the customs area and/or
goods originating from other places within the customs area within the PLB can be
accompanied by 1 (one) or more simple activities, namely:
1. Packaging or repackaging
2. Sorting
3. Standardization (Quality Control)
4. Merger (kitting)
5. Packing
6. Setup
7. Consolidation of goods for export purposes
8. Provision of goods for export purposes
9. Reinstallation and/or repair
10. Maintenance in strategic industries, including painting
11. Update (blending)
12. Providing labels in Indonesian
13. Attachment of excise stamps or affixing other signs of excise payment on
excisable goods
14. Dealers of capital goods from outside the customs area
15. Exhibition of goods imported and/or originating from other places within the
customs area
16. inspections from relevant technical institutions or agencies in order to
fulfill the provisions on import and/or export restrictions
17. inspection for the issuance of a certificate of origin (SKA) by the relevant
technical agency in the context of import and/or export and/or other simple
activities that can be determined by the director general
18. The simple activities mentioned are not processing (manufacturing) activities
that produce new products that have different properties, characteristics and/or
functions from the original goods

* WHAT ARE THE PROVISIONING FOR RELEASING GOODS ORIGINATING FROM OUTSIDE THE
CUSTOMS AREA THAT ARE STORED AT THE PLB ?
Answer :
Goods originating from outside the customs area that are stockpiled at the PLB can
be released to:
1. Support industrial activities in bonded zones, SEZs, free zones, or other
economic zones determined by the government in accordance with statutory
provisions.
2. support industrial activities elsewhere in the customs area
3. Entered into another TPB
4. exported
5. support industrial activities that receive import duty exemption facilities,
import duty relief and/or import duty refunds based on statutory provisions in the
customs sector.
6. Support industrial activities that receive import duty facilities borne by the
government
7. Support distribution activities and availability of certain goods domestically
8. support small and medium industrial activities (IKM) elsewhere in the customs
area

* WHAT FACILITIES ARE PROVIDED TO PLB?
answer :
Goods imported from outside the customs area to be stockpiled at PLB:
1. given a suspension of import duties
2. given exemption from excise, and/or
3. PDRI is not charged

* WHAT ARE THE OBLIGATIONS OF PLB ORGANIZERS
answer :
PLB organizers must:
1. put up a sign with the name of the company and the number and date of the
initial permit as PLB organizer in a place that can be clearly seen by the public
2. provide appropriate space, work facilities and facilities for customs and excise
officials to carry out service and supervision functions.
3. provide space, work facilities and facilities needed for physical examinations,
such as forklifts, digital scales or similar tools.
4. provide facilities and infrastructure for organizing electronic data exchange
for PLB or PDPLB entrepreneurs who are supervised by customs offices that implement
the PDE system
5. Install CCTV that can be accessed from the customs office in real time and
online and has recorded data for at least 7 (seven) days previously, which can
provide an overview of the entry and release of goods
6. maintain bookkeeping based on generally accepted accounting principles in
Indonesia
7. submit changes (updates) to data in the event that there is data that has
changed regarding PLB permits
8. submit documents related to PLB activities if an audit is carried out by DJBC
9. periodically submit a copy of the annual financial report prepared based on
generally accepted accounting principles no later than the end of the 4th (fourth)
month after the end of the tax year
In the event that the PLB is a large industrial PLB/E-Commerce PLB, it is mandatory
to provide allocation of space and/or business for the benefit of small and medium
industries.

* GETTING FASTER
The increase in import duty receipts shows that there is a shift in the release of
imported goods from ports or airports to PLB. This means that the function of PLB
is running according to its objectives. This is because one of the functions of PLB
is as an extension (spoke) of the main unloading port (hub).
This concept is known as hub and spoke. So the port is no longer the final
destination (spoke) for raw materials, but goes up one level to become a hub.
Meanwhile, warehouses outside the port near industrial centers become spokes for
raw materials, namely places for temporary storage of goods. waiting for clearance
or permission.
In this way, the existence of PLB can provide logistics efficiency to business
actors. They obtain raw materials more easily and with better quality, with more
efficient capital and time.

* PLB MAKES LOGISTICS MORE EFFECTIVE & EFFICIENT
