INTRODUCTION
Education serves as the key to unlocking an individual's utmost potential, fostering
societal progress and innovation. In alignment with this principle, the Department of
Education has embarked on the task of implementing the K-12 Program—a comprehensive
educational initiative spanning from kindergarten to Grade 12. This progressive program
systematically introduces students to Senior High School, covering Grade 11 and Grade 12,
thereby extending fundamental education by an additional two years. By seamlessly
integrating Senior High School into the existing educational framework, the Department of
Education aims to provide a well-rounded and extended learning experience relative to their
chosen strand.

Within the framework of the K-12 Program, students in the Lemery District are
afforded the opportunity to broaden their academic horizons through the Senior High School
curriculum. Despite encountering inevitable challenges, the Lemery District remains resolute,
emerging as a noteworthy public senior high school within the division.
During its inaugural year, under the astute leadership of Mr. Maximo M. Barquilla,
Lemery Senior High School's strategic foundation was meticulously laid. Adaptability was
demonstrated by sharing facilities with Governor Feliciano Leviste Memorial National High
School (GFLMNHS) Agronomy Campus and Lemery Pilot Elementary School under the
oversight of Principal IV Barquilla, who was affiliated with GFLMNHS.
Lemery Senior High School has evolved into the largest senior high school in the
Batangas Province division, currently educating a substantial number of students under the
guidance of a dedicated faculty.
Despite the challenges encountered during its founding year, the institution has made
significant strides since then. Lemery Senior High School's academic competency has shone
brightly, marked by a series of achievements over the years. The continual increase in student
enrollment, augmented faculty recruitment, and numerous victories in competitions, spanning
both academics and athletics, underscore their unwavering prominence in the academic
sector.
This institution's commitment to excellence is further exemplified by its successful
execution of various Department of Education initiatives. As Lemery Senior High School
continues to advance, it stands as a testament to the dedication and resilience of its
leadership, faculty, and students in the pursuit of educational excellence.
Presently, under the capable leadership of Mrs. Ellen P. Toldanes, in collaboration
with the entire school community, Lemery Senior High School remains steadfastly
committed to continuous improvement. The ongoing efforts are directed towards delivering
quality education and nurturing promising learners capable of meeting the challenges of
advancement and competence.

Objectives:
The plan includes comprehensive measures to address the issue of bullying and promote a
safe and supportive learning environment for all students. It focuses on psychosocial related
hazards (Bullying). It aims the following:
Recognize the risks brought by Bullying
Identify the incidences of Bullying its various types, styles and forms
Ensure the safety and awareness of the learners and the personnel on the effects of
bullying.
Respond immediately to the damages brought by bullying.
Strengthen partnership to stakeholders on preparedness, mitigation and respond
process.
Provide Psychosocial intervention to the affected learners.
Ensure and improve positive school environment.
Monitor and adjust local bullying prevention program based on analysis of local
school data and practices in the field of bullying prevention.

Bullying refers to a kind of hostile conduct where a person deliberately and repeatedly
causes harm or unease to someone else. It can manifest in various forms such as physical
contact, verbal abuse, or even subtle actions.
Bullying comes in different forms which includes physical bullying, verbal bullying,
cyber bullying, and social bullying. Though schools implement “a no bullying environment”,
this might not be not enough. This policy is not sufficed which causes for bullying to still
exist in school premises.
Physical bullying refers to bullying that includes hitting, kicking, tripping, pinching,
and pushing that causes both short term and long-term damages. Moreover, verbal bullying
includes teasing, name calling, insults, homophobic or racist remarks, intimidation, and
verbal abuse which at first may be seem harmless, but it can escalate to levels which stats
affecting the victim. Additionally, Cyber bullying can be overt or covert bullying behaviours
using digital technologies including hardware such as computers and smartphones, and
software such as social media, instant messaging, texts, websites and other online platforms.
Lastly, social bullying is often harder to recognise and can be carried out behind the bullied
person’s back. It is designed to harm someone’s social reputation and / or cause humiliation.
Due to severe cases brought by bullying, Lemery Senior High School students are not
only susceptible of the matter, but their learning may be hindered. Fortunately, in accordance
to DepEd Memorandum no. 5 s. 2017, the SSLG, joined by the SDRRM, facilitates and
ensures bullying is avoided in every homeroom.
If bullying causes a much severe damage like suicide, schools can have symposiums
ad interventions such as one-on-one talk to further address the issue and protect the students
and staffs.

V. Coordination, Command and Control
Activation– The Contingency will be activated once the situation escalates. Deactivation–
The CP will be deactivated once the situation normalize and achieve the target rehabilitation
Non Activation– The CP will not be deactivated when the school can manage the situation
and will prevent further damage to property and infrastructure.
IV: COORDINATION COMMAND AND CONTROL
A. Coordination
Directives set shall be implemented by the Incident Command Team. The incident
commander manages the team’s effort in normalizing the situation making sure that all team,
learners, faculty and staff is safe. The members of the Incident Command Team shall take
part in the implementation of directives, preparedness, responses and recovery measures in
the Contingency Plan. Coordination to the LGU should also be taken in effect for the quick
response and recovery efforts.
B. Command
During the response phase the incident commander shall imposed and communicated to the
responsible agencies and offices. The Incident Commander is in charge in the coordination
with partners and line agencies establishing well disseminated information, responses and
mitigation. Also he/she is responsible in reporting updates and certain adjustments on the
situation.
C. Control
The Incident Command Team of the school shall coordinate to the District Incident
Management Team. In worst cases class suspension shall imposed and wait for the
announcement of LGU. The classrooms affected by the extreme heat will be repaired
immediately and the affected students will be temporarily relocated to vacant classroom or to
covered court.

VI. Response and Early Recovery Measures
Awareness of Bullying
When bullying is observed or reported, immediate intervention is crucial. School
staff, including teachers and administrators, should step in to stop the bullying
behavior and ensure the safety of the victim.
Conduct a thorough investigation to gather information about the bullying incident.
This may involve speaking with the individuals involved, as well as any witnesses.
Keep records of the findings.
Inform parents or guardians of both the victim and the aggressor about the incident.
Maintain open communication channels to discuss the situation and potential
solutions.
Provide counseling services for the victim, aggressor, and any witnesses affected by
the incident. Supportive measures can help address the emotional impact of bullying.
Implement appropriate disciplinary actions for the aggressor, in line with the school's
policies. This may include counseling, detention, or more severe consequences,
depending on the severity and frequency of the bullying.
Develop and implement educational programs to raise awareness about bullying, its
impact, and strategies for prevention. These programs can involve students, teachers,
and parents.
Regularly follow up with the victim, aggressor, and any involved parties to monitor
progress and ensure that the bullying has ceased. Adjust interventions as needed.
Engage the broader school community, including parents and local organizations, in
anti-bullying initiatives. Building a culture of respect and understanding is essential
for
