I. PROVISIONS
1. The Scope of Works covered within these Specifications is the
construction of the Proposed Two-Storey Residential Building w/ Roof
Deck, located at Brgy. Wakas, Tayabas City, Quezon Province,
Philippines.
2. The Scope of works by the Contractor shall include complete
performance, execution, implementation of works called for under the
Architectural, Structural, Electrical, Mechanical, Sanitary / Plumbing
Plans and Specifications.
3. The Contractor shall bear the responsibility of checking all the numbers
and units as indicated in the Bill of Quantities. It is understood that the
Contractor shall supply and install the required units in accordance with
the Plans and the Specifications.
4. The following guidelines will highlight the conditions under which the
project will be implemented:
a. The Contractor must include his bid, programs/procedures on how
the existing building services and utilities will be relocated and
expanded with the least disruptions and inconvenience to the
building occupants/tenants.
b. Contractor must further ensure the following:
• Domestic water supply shall be free from contamination.
• Consistency of power supply.
• Cleanliness and sanitation of the project site at all time.
c. Contractor must provide fence enclosure, properly constructed and
painted to secure the area of construction. Coordinate with building
administration regarding specific guidelines.
d. The following shall be Owner – supplied – Contractor installed
materials/equipment’s hence excluded from the scope of the
Contractor:
• Air-Conditioning Unit
• CCTV, if in case in need

5. The Contractor shall provide attendant services and facilities to all
system contractors of the above, to ensure proper and orderly
execution/implementation of all owner-supplied equipment and
systems.
6. In their bid proposal, the bidders may propose materials or equipment
or makes other than those specified in the BOQ and/or Specifications,
provided they are of equivalent specifications and functionalities.
7. During project implementation, the winning bidder/contractor may
propose substitution of materials or equipment or makes other than
those specified in the Contract documents shall be subject to the
approval of the Architect for the following reasons only:
1. That the materials or equipment proposed for substitution is equal
or superior to the materials or equipment specified in construction
efficiency and utility provided that any and all costs relative thereof
shall be shouldered by the Contractor.
2. Or that the materials or equipment specified cannot be delivered to
the job site on time to complete the work of the other Contractors
due to conditions beyond the control of the Contractor.
3. In case of a price difference, the Owner shall receive all benefits of
the difference in cost involved in any substitution and the Contract
shall be altered by Change Order to credit the Owner with any
savings so obtained.
8. To receive consideration, request(s) for substitution shall be
accompanied by documentary proof of equality or difference in price
and delivery, if any, in the form of certified quotations and guaranteed
date of delivery from suppliers of either the proposed substituted
materials or equipment.
II. GENERAL CONDITIONS OF PLANS AND SPECIFICATIONS
The execution of this Specification, Plans and other related Contract
Documents shall be subjected to the rules and regulations as provided in
the General Conditions of the Contract. The Plans and specifications shall be
interpreted by the Architect and or his representative. The Contractor is
enjoined to confer with the Architect on items for clarification before
submitting his bid. No excuses shall be entertained for misinterpretation of
the Plans and specifications after the award of contract. All work as deemed

required by the Procuring Entity shall be carried out properly by the
Contractor.
A. The Contractor shall consult the Architect on portion of the work not
mentioned in the Specification and not illustrated on the Plans. He shall
not work without proper instruction or detailed plans approved by the
Architect, otherwise he shall be responsible for the acceptance of the
work done without details. In such case, the Contractor shall make
good the work at his own expense.
B. No alteration or addition shall be allowed without the consent and
proper documentation approved by the Architect, even such change is
ordered by the Owner. The Contractor shall bring the case to the
Architect. Request for approval of such changes, alteration, deviation of
work shall not be done without the consent of the Architect. Changes
may be presented to the Architect in the form of shop drawings.
C. If errors or omission appear in the drawings specifications and other
documents, the contractor shall notify the Architect in writing within
three (3) days after receiving such errors or omissions.
D. ONE (1) SET of clean Plan and specification shall always be kept at the
jobsite to be available to the Architect or his representative upon his
request during the construction.
III. GENERAL REQUIREMENTS
A. PROCESSING AND SECURING OF PERMITS AND INSURANCE
The contractor shall be responsible for securing all necessary permits
related to the project, which shall include but not limited to building
permits, occupancy permit, etc.), all insurances, guarantees and
warranties required by the Local Government Unit (LGU) and/or
Regulating Agencies to implement the Project and ready for use by the
Owners. All payments, fees and other incidental expenses related to
above are for the account of the Contractor.
B. SCOPE OF WORKS
1. The Contractor shall conduct thorough inspection of the existing job
site conditions.
2. The scope of work shall include all additions necessary in order to
implement the whole set of approved Plans, Working Drawings and
Specifications.
3. The Contractor shall secure and do all the legwork necessary for all
pertinent permits needed for the Owner to occupy and use the
building.

4. The Contractor shall construct All Architectural, Structural, Electrical,
Sanitary/ Plumbing, Mechanical / Fire Protection works in accordance
with the Plans and Specifications. All items shown on the Plans but
not mentioned in the Specifications shall be included. Discrepancies
shall be verified with the Architect.
5. These specification forms part of the contract documents and are
supportive of the Architect’s plans. Any discrepancy between the
plans and specifications shall refer to the Architect for Arbitrary
decision. Portion of the work not discussed herein or in the implied
by reason or standard drawings but construction practice shall mean
inclusion in the work scope as if it had been specified and discussed.
Work not specified herein but shown in the drawings shall form part
of the scope of the work.
6. All works shall be performed only by persons qualified for and
experienced in the specific type of work involved and required.
7. The Contractor shall provide necessary enclosures / fences around
the project site and ensure safety within and around the project site
of construction workers, tenants and the general public.
8. The Contractor shall be responsible for the safety and safe working
practices of its respective employees, servants and agents.
9. The Contractor shall submit details and shop drawings, templates,
and schedules required for the coordination of the work of the
various trades. Drawings should include information on all working
dimensions, arrangement and sectional views, connections and
materials.
10. Shop Drawings shall be submitted by the Contractor for Architect’s
approval. No shop drawings shall be implemented without the
Architect’s signed approval.
11. Mobilization of all the necessary equipment, tools, manpower and
materials necessary to commence construction activities within the
prescribed/agreed timetable/schedule.
12. The Contractor shall provide attendance to any other works and
operations that is necessary and required to ensure an orderly and
timely starting of the Project.
13. Final Cleaning as Pre-requisite to Final Acceptance: Final cleaning of
the work by a reputable building maintenance company shall be
employed by the General Contractor prior to the Architect’s final
inspection for certification of final acceptance. Final Cleaning shall
be applied on each surface or unit of work and shall be of condition
expected for a first class building cleaning and maintenance
program.

14. The Architect may at any time without invalidating the Contract
make changes by altering, adding to or deducting from the work as
covered by the drawings, specifications, and general scope in written
instructions. Provisions under General Conditions of the contract
cover such circumstances.
15. The Contractor shall submit As-Build Documents of the Project.
16. All drawings and specifications shall be read in conjunction with the
GENERAL CONDITIONS, UAP Document 301 copyright 1997, 4th
printing September 1989 by the United Architects of the Philippines,
of all the procedures and administrative aspects of all works
required under the plans and specifications of the Architect and all
his engineering design consultants.
17. Samples for approval – no materials shall be installed without the
Architect’s signed approval on samples submitted for such approval.
a. List of the need materials for Architect’s/Owner approval are as
follows:
• Sample hardware’s such as hinges, lock sets and accessories.
• Ceramic tiles sample for office, bedrooms, parts/tool room
and toilet.
• Sample of all paint/varnish finishes
• Electrical lighting fixtures
• Samples of items requiring substitutions / alternative
products.
• Others (as required)
18. Change Orders
No work shall be done that will lead to Additional Change Order
without notification from the Architect or Owner. All change order
works shall be as follows:
a. A black and white request shall be made by the Contractor
starting the scope and the corresponding amount entailing the
work with a written repost explaining the necessity of the work.
b. This submittal shall be accomplished by the contractor
regardless to whoever made the request and shall be submitted
to the offices of the Architect for evaluation. Furnish the
Architect with the copy of the request.

only and whose contractual relationship is with the Contractor
and not with the Owner.
V. GENERAL NATURE AND SCOPE OF WORK
It is declared and acknowledges intention and measured meaning to
provide and secure the OWNER, complete and ready for use the herein
mentioned, concrete and reinforced concrete as well as the concomitant phases
of general construction works.
Construction of the structure stipulated under these specifications
conforms to the National Laws, Local Ordinances and the NATIONAL BUILDING
CODE OF THE PHILIPINES.
Work contemplated under this specifications shall consist of furnishing of
materials, labor, plants, equipment, tools, appliances, utilities, transportations,
detailed superintendence and supervision and satisfactory performance of the
work and operation necessary for the complete construction of this Project (If
under Contract)
A. CONCRETE WORKS
1. PORTLAND CEMENT - shall conform to the requirements of the
Standard Specifications and test for the Portland cement of ASTM.
Cement brand shall be "PORTLAND" or equivalent.
2. FINE AGGREGATES - use in the composition of concrete mortar grout
or plasters, shall consists of sand or other inert materials with similar
characteristics having clean hard string durable, uncoated, grains and
free from injurious amount of dusts, lumps, soft, or flaky particles,
shale, alkali, organic matter, loams or clay.
3. COARSE AGGREGATES - shall consists of crushed stones, gravel or
other approved inert materials with similar characteristics or a
combination thereof, having hard, strong and durable uncoated, free
from injurious amount of soft, friable thin elongated or laminated
pieces, alkali, organic or deleterious matters. Coarse aggregates shall
be well graded as to the size ranging from 0.6 cm. in size which
should readily pass between all reinforcing bars and forms but not to
exceed 2.54 cm. for reinforced beams, floor slabs and thin walls.
4. WATER - shall be free from oil, acids, vegetable matters or other
deleterious substances and shall be reasonably clear and clean.

CONCRETE PROPORTIONS:
• Class " A " - shall consist of one (1) part of cement to a total of six (6)
parts of fine and coarse aggregates measured separately , use for all
footings, slab beams, girders, column and stairs.
• Class "B " - shall consist of one (1) part of cement to total of seven and
one half (7 1/2) parts of fine and coarse aggregates measured
separately, shall be use for none structural concrete works.
• Class " C “ - shall consist of one (1) part of cement to a total of nine (9)
parts of fine and coarse aggregates measured separately, shall be use
for concrete floor on fill.
CONSISTENCY - the quantity of mixing water to be used shall be the
minimum necessary to produce concrete of a workability required. The
consistency of the concrete shall be measured by the slump test as follows:
a. Concrete walls and Footings Max. - 12.7 cm. Min. – 5.00 cm.
b. Slabs Max. - 15.3 cm. Min. - 2.54 cm.
c. Floors on Fill Max. - 7.6 cm. Min. - 2.54 cm.
MIXING - Mechanical mixing of concrete shall be done in a batch mixer of
approved type, which ensures a uniform distribution of the materials
throughout the mass so that the mixture is uniform in color and
homogenous.
DEPOSITING OF CONCRETE MIXTURE - water shall be removed from
excavations before concrete is deposited, debris included. Forms shall be
thoroughly wetted. Under no circumstances all concrete that has hardened
be deposited in the work.
Concrete shall be handled from the mixer to the final deposit
continuously and as rapid as practically by methods, which shall prevent the
separations or loss of their sediments.
Concrete during and after depositing shall be thoroughly shaped and
compacted by methods approved by the ARCHITECT or his representative.
The surface of the hardened concrete shall be roughened thoroughly;
the surface of the hardened concrete shall be roughened thoroughly,
cleaned of foreign matters and saturated with water and forms retightened,
before fresh concrete is deposited. The new concrete shall contain an
excess of mortar to ensure bond.

Exposed material surface of concrete shall be protected from
premature drying by covering with canvass, burlap earth or other
satisfactory materials and kept thoroughly wetted for a period of ten (10)
days after having deposited.
FORMS - shall conform to the shape, lines and dimensions of the finished
concrete as called for in the plans and shall be substantially and sufficiently
tight to prevent leakage of mortar and shall be properly braced or tied
together so as to maintain correct position shape.
Unless otherwise ordered, forms and shoring shall not be disturbed
and shall remain in place for a minimum period of time in accordance with
the following schedules.
B. STEEL REINFORCEMENTS
Steel reinforcements shall conform to the requirements of ASTM A7 -
42. No steel reinforcements shall be placed until it has been thoroughly
cleaned of mill and rust scales, and coating of any character that will
destroy or reduce the bond of reinforcement applicably reduce in section
shall not be permitted.
Reinforcements shall be carefully formed to the dimensions indicated
on the plans and shall be accurately placed and secured against
displacements and shall not be bend and so straightened in any manner
that will injure materials. Heating of reinforcement bars is not permitted
without the approval of the ARCHITECT.
Splices of tensile reinforcement at point of maximum stress will be
allowed only when expressly authorized by the ARCHITECT. Splices when
permitted, shall provide sufficient lap, not less than 40 diameters to
transfer the stress between bars by bond and shear, and shall be accurately
in placed by #16 diameter wires. Splices in adjacent bars shall be staggered.
Where changes in the cross - section of a compression member occur,
the longitudinal reinforcements shall be slipped or offset, in a region where
lateral support is afforded. When offset, slope of the inclined portion from
the axis of the member shall not be more than 2.54 cm.
Where concreting is definitely suspended, exposed reinforcement
intended for splicing with future extension shall be protected from

corrosion by an approved metallic panel, which must be completely
removed upon renewing operations. Cement shall not be used under any
condition.
C. CONCRETE AND MASONRY SURFACE FINISHES
Cement Plaster - the surface shall be wetted and thoroughly wood floated
with a scratch coat of cement plaster, 9 cm. thick and a finish coat of 3 mm.
thick.
D. PLUMBING WORKS
GENERAL - undertake plumbing works as shown on plans and as herein
specified. Any deviation from the plumbing plan or drawing installation
shall be first referred to the ARCHITECT for approval before making any
such changes during progress of plumbing installation work. Make separate
record drawings in reproducible form layout plan of the following system.
• Water Supply Line
• Sewer Line
Such drawings shall show actual elements installation or place and actual
position.
WORKMANSHIP - the work shall be done by an experienced man under the
direction of a licensed MASTER PLUMBER.
Plumbing Work and size of pipes, unless otherwise specified shall be in
accordance with minimum requirements of applicable rules and regulations
of SANITARY CODE OF THE PHILIPPINES or the local ordinances.
E. ELECTRICAL WORKS
GENERAL - All works herein shall comply with the latest PHILIPPINE
ELECTRICAL CODE, the rules and regulations of the Bureau of Industrial Safety
Ministry of Labor and the rules and regulations of governing authorities as
applied for enforcement in the locality.
All drawings and specifications are meant to be complimentary to each
other and what is called for both, any apparent conflict between the drawings
and specifications and any controversial or unclear points in either shall be
referred to the ARCHITECT for decision.

Upon completion of the work as described herein, the CONTRACTOR
SHALL FURNISH the OWNER three (3) copies of the “as BUILT " plans for the
future reference and maintenance purpose.
The work shall consist of furnishing and installation of the following
search complete and in proper operating condition unless otherwise stated
in the specifications.
1. Kilowatt Hour Meter and Branch circuits.
2. Feeders and Branch Circuits.
3. Utilization outlets and Control Devices.
All materials to be installed shall be brand new and shall conform in
every case with established standard for the particular type of material used.
Only skilled worker using proper tools and equipment shall be employed
during entire course of installation work and shall be under the direction and
supervision of a licensed MASTER ELECTRICIAN.
Load center or panel board shall be flushed mounted type. Circuit
breakers shall be of the magnetic thermal type with ratings and number of
poles as indicated in the drawings.
Wiring methods - all wiring running under floor, underground and through
concrete or CHS partitions shall be in EMT or Std. rigid G.I. product conduits.
EMT shall not be used for exposed works and BX shall not be allowed also for
this works.
Conduits shall not be less than 125 mm nominal diameter.
For service and feeder conductors, tap shall be made with heavy duty,
all brass or copper soldered so less connectors. No other connector shall be
permitted and shall be used with sufficient rubber or friction tapes to ensure
insulation strength to at least that of the insulator of the conductor.
Wiring from ceiling outlets to lighting fixtures recessed in the dropped
ceiling shall be done using type of TW conductors in flexible metal conduits.
(Not BX cables)
Feeders shall be laid out in accordance with the line diagrams shown in the
drawings. Unless otherwise specified in the drawings.

Specifications or shown in the drawings, type TW wires shall be used for
feeder runs. The wires and conduits shown in the drawings shall be the
minimum size to be used.
Feeders shall be continuous and without splices from the main
distribution center up to all conductors and enclosed in the box.
Wall switches and receptacles - switches to control more than eleven (11) or
more 40 W fluorescent lamp using high power factor ballast shall be rated 10
A 250V or those controlling ten (10) or less, shall be rated no less than 3A
250V.
All duplex receptacles shall be rated no less than 15A 250V.
Interchangeable type receptacles shall not be permitted.
Lighting Outlets and Fixtures - use octagonal boxes, 10 gm. in sizes Standard
quality boxes of 5 cm. x 10 cm. deep types shall be furnished and installed
with cover plates for all outlets.
GUARANTEE - The CONTRACTOR shall guarantee that his work shall be free
from all defects for a period of one (1) year after acceptance of the project
and shall repair and make good at his own expenses. Any and all defects
which may develop in his work during that period if the said defects arise due
to the poor workmanship and materials.
F. PAINTING AND VARNISHING
GENERAL - Painting materials shall be Boysen or equivalent and shall be
applied according to the manufacturers' recommendations. Colour scheme
shall be done by skilled housepainters and varnishers.
In workmanship or workman like manner.
No painting or varnishing work shall be done under damp or bad
weather.
Painting on woodwork - before any painting is made, broom surface and
the area to be painted. Sandpaper the woodwork lightly with "00 sandpaper.
After interior primer and sealer is applied, 1st dry, putty holes, cracks. Open
joints and other defects. Cover knots and sappy streaks with shellac.
Paint the interior woodworks with two (2) coats of flat wall enamel.

Painting of Concrete and Masonry - before any painting works are done,
surface shall be thoroughly wired brushed and washed with solutions of three
(3) pounds of zinc sulfate crystals dissolve in a gallon of water, followed by
clean rinse. Allow to dry thoroughly for a period of three (3) days. A test for
concrete surface for alkalinity, repeat process until it is neutralized.
Caulk hairline cracks and opening up to 2 mm. thick with putty or
opening up to 6 mm. use heavy putty with cement. Paint concrete and
masonry surfaces with 2 coats of acrylic paints allow each coat twenty four
(24) hours drying time.
Varnishing of Woodworks - before any varnishing is started holes and other
defects of wood shall be filled with natural paste wood filler. Surface shall be
sandpapered to a smooth even finish.
Where stained finish is desired, stain surface with light oil, and allow
drying thoroughly and applying one coat of shellac. Allow to dry thoroughly
and sandpaper to a smooth even surface. Then apply two (2) coats spur
varnish. Rub each coat with natural varnish with wood filler, for the first
coat and second coat, apply lacquer sanding sealer. After varnishing, sand
second coat lightly, spray or brush clear flat lacquer. Hand rub with soft
cloth dipped in lacquer to accentuate depth of wood grain.
VI. GENERAL SPECIFICATION
A. ARCHITECTURAL
1. Ceiling:
a. Interior ceiling - 9mm thick. Gypsum board on Jea-max Light
Steel Frames 19mmX50mmX5.0m, t=0.40mm furring spaced @
400mm.o.c. in 12mmX38mmX5.0m, t=0.80mm carrying channel
spaced @ 1200mm.o.c. Use 25mmX25mmX3.0m, t=0.40mm
Wall Angle.
2. Doors & Windows
