Subject: Systematic Improvement in Civil Wing: Delegation of Financial Powers

regarding .

CPWD workmg procedure as applicable to BSNL has been compiled by this office as
Compendium of Guidelines & Instructions issued by P&T/DoT/BS NL alongwith clause by clausf'
connectivity in rega rd to applicability of CPWD Works Manua l, 2007 vide no. 13-1/2009-
W(T)/313 dated 27.09.2010 and uploaded on intranet.bsnl.co.in on 27.09.2010. Since the issue
of above Compendium . all further instructions with regard to procedure applicable to BSNL are
available in BSNL's intranet portal.

Delegations of Financial Powers (DOFP) for execution of Civil Works of BSNL were issued by
Establishment Finance Cell and endorsed by th1s office from time to time and required wide
circulation g1ven to all stakeholders. It has come to the notice of this office that different versions
of delegations are bemg cited and used at various levels.

In order to improve internal system of working and to avoid any ambiguity in exercising Financial
Powers. Delegation of Financial Powers(DOFP) to Civil Wing officers for Internal Works/External
Works of BSNL issued from time to time are listed and attached herewith for ready reference .

Referen :- Your o ffice Letter .no 36-1 7/CE(C) -CTO/Kol/637 dated 23.05.2012

Please refer to your above letter on the cited subject. It has now been decided by
the competent authority vide letter no. 4-10/97-A&C(Voi-111)/Part/59 dated
12 06.2012 that CPWD Works manual 2012-and CPWD Delhi Schedule of Rates
2012 shall be adopted for BS NL Civil works except the delegated financial pQwers,
Rules for Enlistment of contractors. 2/3 Bid system . Tender Documents and any
other specific instructions/guidelines issued by BSNL from time to time.

Since , no specific instructions I financial powers relating to deviations q_f agreement

rtems for BSNL Internal Works have been issued. the same may be processed as
per instructions/guidelines contained in CPWD works Manua l 2012 alongwith the -
correction slip/ corrigendum

Further. as CPWD has drspensed with the AHR/ALR items and only deviation in the
quantitres has to be consrdered. therefore, AHR/ALR items do not form basis for
awarding any additional quantity and delegated powers in respect of award of
additional quantities agarnsl AHR/ALR items. vide letter no.6-3/99-EB dated
01/04/1999 become rn applicable.
