              The PUVMP is a transformational large-scale initiative that aims to holistically transform the road transportation system by addressing
              public transportation concerns on vehicle safety and quality; route network efficiency; and fleet management. The PUVMP envisions a
              transport sector that is restructured, modern, well-managed, and environmentally sustainable.

                 Environment-friendly, safe, secure, comfortable, and convenient public transportation experience for commuters through the
                 modernization of the current PUV fleet in compliance with the Philippine National Standards (PNS);
                 Improvement of the welfare of commuters through effective and efficient public transport services to encourage modal shift to public
                 transportation;
Impact
                 Responsive supply of PUVs to passenger demand through the rationalization of route networks;
                 Dignified livelihoods for drivers, operators, and other allied transport workers through the eradication of the boundary system and
                 provision of regular salaries with mandatory government benefits i.e., SSS, PAG-IBIG, PhilHealth through industry consolidation or
                 the strategic merging of drivers and operators for the implementation of a proper fleet management system

                    Summary of physical accomplishments as of January 2024:
                       As of 12 January 2023, 1,069 LGUs out of 1,575 LGUS (68%) have already submitted their draft LPTRPs for the review of the DOTr
                       and the LTFRB. Of these, 164 were already approved and issued a Notice of Compliance (NOC) or Special NOC.
                       Accredited 1,739 transport cooperatives (TCs) with around 262,653 members.
                       As of 31 December 2023, there are a total of 7,515 PUJ and UVE routes with 128,467 (74.75%) units that have consolidated
                       nationwide. Meanwhile, for higher capacity PUVs such as Minibus and PUB a total of 2,007 routes have 18,157(84.46%)
                       consolidated units nationwide. Overall, the consolidation rate is at 76.47% or 146,624 of the 191,730 baseline units as of 31
                       December 2023
                       54 modern PUV models offered by 21 active and confirmed manufacturers and/or assemblers compliant with set PNS for modern
                       PUVs and grantees of DOTr’s Certificate of Compliance (COC).
                          34 models (63% of the 54 models) are locally manufactured and/or assembled by 11 manufacturers (58% of 19 manufacturers).
                          Five (5) of the models are electric public utility vehicle (e-PUV) models (Class 1 and Class 2). Table 5 shows the number of PUV
                          Units/Models that are locally manufactured or assembled and imported or completely built-up units (CBU).
Physical               10,917 PNS-compliant modern PUJ and UVE and OFG-compliant Minibus and PUB units operational nationwide.
Accomplishments        342 Transport Service Entities (TSEs) benefited from the Equity Subsidy wherein 262 are cooperatives and 80 are corporations.
                       As of December 2023, 1,433,640,000.00 was the released Equity Subsidy by the Government Financing Institutions (GFIs) to 5,431
                       units and 430,080,000.00 was released under the Private Financing Institutions (PFIs) to 928 units.

10 COMPONENTS OF THE PROGRAM
 COMPONENT          DESCRIPTION
Regulatory          Issuance of various policies in coordination with the DOTr’s attached agencies and other national government agencies to provide
Reform              guidance, direction, and clarity on how to attain the objectives of the Program.
                    As the Local Government Units (LGUs) are more knowledgeable and familiar with their territorial jurisdiction, the task of planning routes
                    within the province is devolved to the LGUs (for intra-city and municipality routes, the city or municipality concerned; for inter-
Local Public
                    city/municipality routes but intra-provincial routes, the province concerned) pursuant to the Joint Memorandum Circular between the
Transport Route
                    DOTr and Department of the Interior and Local Government (DILG) last 2017. The LGUs are expected to rationalize their existing routes
Plan
                    based on passenger demand, road hierarchy, and road capacity, and to identify new/developmental routes by formulating their own
                    Local Public Transport Route Plans (LPTRPs).
                    The planning for routes in Metro Manila and portions of Laguna, Bulacan, Rizal, and Cavite is done through the Route Rationalization
                    Study in the MUCEP Area*. These LGUs are expected to plan for their intra-zonal routes, while the inter-zonal routes, being more
                    complex in nature, are to be done by the Department and the LTFRB.

                   Strategic merging of operators into a consolidated entity. Under this component, the Department, with its sectoral attached agencies,
 Industry
                  conducts seminars on the advantages of forming a cooperative or corporation and capacitating transport cooperatives and corporations
 Consolidation
                  in fleet management systems, and compliance with labor rules and regulations, among others.
                  Provides the consolidated entities access to 1) Special loan facilities from eligible financing institutions such as the Government
 Fleet
                  Financing Institutions (GFIs); and 2) Equity subsidies for loans availed from the Special Loan Facilities and to loans availed through
 Modernization
                  Private Financing Institutions.
                  Pursuant to Republic Act No. 8749, there is a need to ensure proper and responsible disposal of old and non-roadworthy PUV units. As
                  such, the Vehicle Useful Life Program seeks to establish vehicle scrappage facilities capable of disposing of waste material from old,

                  dilapidated units. Operators may use the salvage value generated from the scrapping process as additional capital in their transition
 Life
                  process. The component also aims to institutionalize a long-term vehicle scrappage policy which will also cover commercial vehicles,
                  among others.
                   Facilitates the expedient implementation of the PUVMP. It is the opening of new/developmental routes pending the finalization of the
  Initial
                  Route Rationalization Studies and LPTRPs. This component was implemented in 2018 to show the feasibility of the program. Various
 Implementation
                  routes in NCR, Regions 2, 3, 6, 7, 8, 10, and 12 are included in the initial implementation of the program.
                  The stakeholder support component aims to provide a social safety net to the drivers and operators who may be affected by the
                  implementation of the program and displaced as a result of the Route Rationalization and Local Public Transport Route Plan (LPTRP)
                  through Tsuper Iskolar Program and Entsuperneur Program.
                  Tsuper Iskolar Program
                  The Tsuper Iskolar Program is a collaborative partnership between the DOTr and the TESDA that aims to provide free skills training
 Social Support   and assessment to the affected stakeholders of the PUVMP, including their dependents.
                  Entsuperneur Program
                  The EnTSUPERneur Program, a partnership with the DOLE, aims to provide a social safety net and employment opportunities to the
                  affected stakeholders of the PUVMP through livelihood assistance packages that are aptly selected, enabling beneficiaries to have
                  sustainable sources of income outside the public transportation industry.
                  A component of the program catalyzing the objectives/goals, benefits, and opportunities provided by the PUVMP, through the production
                  of Information, Education, and Communication (IEC) materials on major topics under the PUVMP and the engagement of all
                  stakeholders through the conduct of consultations, forums, and caravans. The PUVMP National Program Management Office (NPMO)
 Communications
                  continues to post on its official social media pages; and develop and distribute IEC materials.
