Purok Raquenards 1, Riverside, Barangay Sinawal, General Santos City. A separate
area from its purok and near to a river with 72 households and made with wood and
typical light materials.
BARANGAY HISTORY
Long time ago, before the arrival of the settlers in Dadiangas, Sinawal was purely
inhabited by natives called “B’laans”. The word Sinawal was taken from a “B’laan” Boy
named “Asnawal” who allegedly drowned in the once unnamed river in the place. The
mother with great grief kept on calling for her son aloud, “Asnawal, Asnawal!” The
incidentwas too popular that the natives called the place “Asnawal” and later on
devolved into “Sinawal”, since it was easier for them to pronounce the word.
Barangay Sinawal, is a mountainous and a “cogonal” area and may be tagged as
the little Dadiangas because of the presence of Dadiangas trees everywhere. It is an
agricultural area and the largest among the 26 barangays of the city having a total area
of 6,339.20 hectares. It’sfore fathers are the natives called “blaans”, being the first
inhabitants of the barangay. Animal hunting and food gathering were their way of
survival. Kaingin was the type of land they practiced. This practice might be one of the
reasons why most b’laans live in the mountains, leaving the plain and the lowlands to
the settlers and newcomers who in turn developed the plain areas into plantations.
The arrival of General Paulino Santos and other settlers more than 63 years ago
started civilization and cultural evolution among the tribes. Among the first settlers was
a certain Alberto Olarte who came from Baseo, Spain. Mr. Alberto Olarte married a
b’laan maiden and introduced Christianity in the place. Sinawal’s scenic photography
and hospitable residents attract other tribes to live in the area. Thus, intermarriage took
place, which played a significant role in the civilization of the B’laan. One success story
of intermarriage was the union of the settler from Cebu City, Mr. Bernardino Lozano and
Mariana Olarte, a pioneer B’laan-Spanish of Sinawal. Mr. Bernardino Lozano, the first
“Tinyente Del Barrio” earlier term for Barangay Captain, took courage to educate the
B’laans by teaching them to plow and plant crops and trees instead of hunting and food
gathering. He initiated formal education by donating to a school site in the 1950’s. Since
that time on the Olarte -Lozano clan vowed to uplift the living condition of the B’laans. A
lady descendant of Bernardino Lozano, Sr., Minda Lozano Atendido, married to Mr.
Bobby Atendido, continued the advocacy of her father. She also became a Barangay
Captain, followed by Antonio Olarte. However, ih the 1994 elections, Minda Lozano
Atendido once again won as the Barangay Captain of Sinawal. In the 1997 elections,
Minda Lozano Atendido was re- elected with her son, Richard Lozano Atendido as the
first Kagawad.
In the 1998 Local Elections, Minda L. Atendido was elected as City Councilor leaving
Richard L. Atendido as the Barangay Captain of Barangay Sinawal. During the 2002
elections, Richard L. Atendidowas was re- elected as Barangay Captain of Sinawal up
to June 30, 2007. He was elected as a City Councilor on the May 14, 2007, Local
Elections, leaving his barangay kagwad, Mr. Antonio C. Olarte as the Barangay Captain
of Sinawal by July 01, 2007.Last October 29,2007 elections, Dominador O. Lozano was
elected as the new Barangay Captain replacing Antonio C. Olarte.
From the past years up to the present, Barangay Sinawal has greatly improved
through the struggles of different leaders, all descendants of the Olarte and Lozano
Clan. Each purok was provided with buildings for education, basketball Courts, Day
Care Center, health assistance, accessible farm to market roads electricity and and
other agricultural inputs and can compete with other barangays of General Santos City.

PHYSICAL CHARACTERISTICS
GEOGRAPHY AND LOCATION
Barangay Sinawal lies between latitudes 6.1327, 125.1082 (6° 8' North, 125° 6'
East)
Barangay Sinawal is situated at approximately 6.1327, 125.1082, on the island
of Mindanao. Elevation at these coordinates is estimated at 133.9 meters or 439.3 feet
above mean sea level.
LAND AREA
Barangay Sinawal was first recognized as a barrio of the municipality of Gensan
in a municipal council meeting last Sept. 17, 1956, based on Republic Act 1408. It has
an area of approximately 6,339.20 hectares (or about 11.8% of Gensan city’s total land
area) and has six communities: sitio Cabuay, sitio Tangan, sitio Kasoy, Sinawal town
site, KPS village and Lansang village. The area before the creation of Gensan as a city
in 1968 was even bigger since Barangay Apopong used to be a part of Sinawal. With
the influx of migrants, Apopong was later segregated from Sinawal due to its large
population.
TOPOGRAPHY
Barangay Sinawal has a good in agriculture because of their fertile soil and This
signifies that the general land is better suited for farming. Rivers and streams serve as
water supplies, ensuring that the crops planted by farmers are increasingly beneficial.
METEOROLOGICAL CHARACTERISTICS
CLIMATE AND WEATHER
General Santos has a tropical wet and dry climate (Köppen climate
classification). With an average annual rainfall of less than 1,000 millimetres (39 in), it is
one of the driest places in the Philippines. Considerably, the climate in Barangay
Sinawal is relatively erratic.
SOIL
The soil exhibits the variability that is inherent in the variable geology of the city.
The rivers and streams in Barangay Sinawal do not erode vertically to any significant
degree but tend to horizontal erosion. The major crops are corn, Coconut and pineapple
plantations are also significant. In addition, lesser amounts of banana, root crops, fruits
and some legumes are produced in Barangay Sinawal.
ETHNIC GROUPS
The ethnic groups of the barangay comprise several kinds of tribes of which the
majority are Blaans. This is followed by the Tausug. Other groups include Cebuano,
Ilonggo, Ilocano, and Muslims.
RELIGION
Residents in the barangay are God fearing people. Each of them have their own
faith and religion. For particulars, Protestants ranks first, followed by Catholics and
Muslims while the rest comprised of Aglipays, Assembly of God, Evangelical, Apostolic,
Baptist and Seventh Day Adventist.

HISTORY
A long time ago in Barangay Sinawal there was this land area who were lived by the
natives aside from the high land part of the Barangay. Before there were three gates
built, namely: First gate, Second gate and Third gate. Raquenards was known as the
first gate. In 2001, the first gate became part of Barangay Sinawal and was officially
called Purok Raquenards and there is a part of the purok Raquenards called Riverside
because the area is near in the river which is part of the Purok. And they called
Raquenards and Rivernside in one purok.
Raquenards and Riverside is rich in land, the crops will easily grow because of the
nutrients from the fertile soil they have. This is one of the reasons why people chose to
live there because they can have their own business and food to eat. The purok got
more attention from the new settlers, in the present the number of households in purok
Raquenards, Riverside have 92 households having a total population of 219 individuals.
Some people who lived there were not originally from General Santos City, they came
from the different parts of Mindanao and most of them came from Jos Abad Santos,
Davao Occidental. They believed that Purok Raquenards, Riverside is one of the most
accessible places to live in because it was near to their workplace which is DOLE.
There was also a pineapple plantation located before the purok. On 2005 DOLE
Philippines Inc. integrated their plantation in Brgy, Sinawal that gives a great deal of
help to the people of the barangay including the settlers who lived in Purok Raquenards,
Riverside.

1. Purok Raquenards 1, Riverside is 2 kilometres away from barangay hall of
Sinawal where most of community activities are implemented.
2. The Purok also has church for religious gathering and tradition.
3. The Purok has one whole court. It is not completely made of concrete but still
useful for outdoor activities like basketball and volleyball.
PEACE AND ORDER
The Purok has designated a Barangay Tanod for the purpose of maintaining the
peace and order. Further, the Sitio Chairman aims to maintain peace and order by
being responsive to the needs of the community such as providing an i-com device as
an alternative way of communication.

the survey we gathered the total number of Manobo in Purok Raquenards, Riverside
with the total number of is 123, while the Blaan has having 37. Also, other ethinity has a
total number of 37 and Bisaya has a total number of 21 and lastly, Muslim has a totlal
number of 13.

Barngay Sinawal, General Santos City. Based on the survey we gathered the total
number of 106 Laborer (DOLE) in Purok Raquenards, Riverside while Student/None
Working have a total number of 71 while the Farmers has a total of 28. Vendor has
having total of 6 and lastly, both Driver and Mechanic have the same number total of 4.

The Purok Raquenards 1, Riverside is around 2 kilometers away from Barangay
Sinwal, General Santos City which is the center for governance. It is composed of
rivers, mountains, and forest.
Topography
Purok Raquenards 1, Riverside is a ridge area which is very suitable for farming.
In fact, the place was bolstered by the road construction of Barangay which helped
increase food production as well as selling food in the market.
Climate
The weather, as well as the rainfall pattern in the Barangay Sinawal, is distinctive
with that of General Santos City, where it has been noted before that the coldest period
occurs in the month of December and heavy rainfall during the month of May, June and
August but Most of the time it was very Hottest period.

Analysis Causes
The chart shows that the root cause of the problem is no birth Certificate. Birth
registration is an undervalued but critical first step towards safeguarding lifelong
protection and access to rights. It gives people access to basic services such as
education or health care. Those without certificates risk becoming invisible to the state,
at risk of exclusion and exploitation. Many may have difficulties accessing all types of
services. Civil registration certificates establish family ties and track major events of an
individual’s life, from birth to marriage and death, serving as crucial evidence in case of
legal protection.
PROBLEM PRESENTED
The Purok Raquenards 1, Riverside seeks help for their Birth Certification, to
have benefits and be a citizen of General Santos City. In addition, to ease their problem
in Education and health services.
ASSESSMENT STATEMENT
Purok Raquenards 1, Riversied the occurrence of problem such no access on
education and health services due to no birth certification and it has greatly affected the
life of every individual in the community. In addition, because of not enough money to
sustain their everyday needs they focus on their work instead of processing their
documents and birth certificate which has a big impact for them to avail any services.
The change potential for community’s problem is possible because there are
agencies that can be tapped to provide the resources they need. The barangay officials
are also approachable and showed their willingness to help the Purok Raquenards 1,
Riverside community. The community leaders are also active and cooperative which
indicates that their problem can be solved through their efforts guided by the interns.
The community has underlying problems caused by their main problem hence
those problems can be solved if given some attention. The community leaders and the
interns can tap some Non-governmental Agencies for partial remedy for some of their
problems like the electricity and need for health services.
If Purok Raquenards 1, Riverside’s problem will not be prioritized and be solved
immediately, the residents will continue to suffer from having no birth certificate. In
addition, if their problem will not be addressed immediately, they may continue to suffer
from having no access to education and health services which is a big factor of causing
malnutrition and the need for pregnant women for prenatal since their area is quite far
from the Barangay and they have no health center on the purok.
PROCESS USED
The interns employed and used Baranganic approach, which starts with a
courtesy call to the barangay leaders to formally perform community organization and
group work in their barangay, discuss the necessary requirements as Social Work
Interns, and choose the area to be conducted and address their pressing issue.
The cause-and-effect diagram of the problem scenario is displayed in the
problem tree analysis. It is a helpful tool for project development since it specifies the
logical relationship between the variables that go into problem-solving. It also illustrates
other paths and alternate remedies for the problem.
Attendees raise their hands at the general assembly to voice their concerns for
the neighborhood. The BCPC coordinator, the Purok official, and the fourth-year
students assist in grouping the problem statements according to their communalities
and arranging them as to cause and effect relationships to find the core problem.
After doing the problem analysis, the interns formulated an objective, statements
of results or desired conditions, and activities or inputs based on the problem.
The goal of the stakeholder analysis was to pinpoint internal and external
resources that may be used to address the community's needs and issues. Further, it
was decided that community members would work together and cooperatively to
implement the selected project to achieve their goals.
Social planning is used to emphasize a technical problem-solving regarding to a
community problem this model has help us to Identify the problem because first step to
social planning is to identify the problem that needs to be addressed in the community.
This could include issues such as poverty, homelessness, unemployment, crime, or lack
of access to healthcare. Also, after gathering data the problem has been identified, it is
important to gather data to better understand the scope of the issue. This could include
collecting statistics on the number of people affected, the economic impact of the
problem, and any other relevant information. In addition, develop a plan, Implement the
plan and lastly, Evaluate the plan because it is important to evaluate the plan to ensure
that it is having the desired effect. This could include conducting surveys, collecting
data, and analyzing the results and it will help to determine if the plan is successful.

EVALUATION
All services have been completely rendered to the community and all planned
interventions have been successful. The community problem was implemented and
conducted from March 29 to June 03, 2023.
1. After the Social Work Interns gathered information, the necessary document
needed on the processing of no birth certificate in Purok Raquenards 1,
Riverside was presented to the barangay. In addition, the Oplan Birth Rights is
still ongoing since the LCR and PSA is still making it.
2. To properly address the problem of the community the social work interns had a
seminar regarding the importance of birth certification so that they will participate
and have a willingness to cooperate in processing.
3. While waiting for the birth certification of the Purok Raquenards 1, Riverside, the
social work interns initiated to have general cleaning for the said prok, and they
participated in it.
4. With regards to health problems, the social work interns provided free checkup
for the community and all the data gathered in free checkup was endorsed in the
barangay last May 27, 2023.
RECOMMENDATION
To the community leader, the Purok chairman and officials, it is highly
recommended to have weekly visitation in Purok Raquenards 1, Riverside since they
are far from purok Raquenards.
To the people of the community, it is recommended to continually cooperate in
Purok activity in terms of bayanihan to maintain cleanliness and to avoid being
dependent on the project.
They were also recommended to have a monthly meeting regarding their
problems with health and others that may come up.
TERMINATION
In the case of Purok Raquenards 1, Riverside, Barangay Sinwal, General Santos
City, all the services coming from different agencies have already been rendered to
them. The objective and goals set by the community based on their problem and
through the guidance of social work interns and BCPC coordinator during the initial
phase has been met. Therefore, the community Raquenards 1, Riverside was
terminated.

II. Rationale:
The Barangay Social Work Intern together with the Barangay Council for the
Protection of Children will conduct Oplan birth rights for the community of purok river side, it
