[AN ORDER ORGANIZING THE MUNICIPAL HEALTH EMERGENCY RESPONSE TEAM
(HERT) FOR THE LOCAL GOVERNMENT OF URBIZTONDO
WHEREAS, in consonance with the insttutionalization ofthe Disaster Risk Reduction and
Management in Health System (ORRN-H) and enhancement ofthe capacities ofthe heath system
in managing health risks and attaining reslience, there is a need to constitute or organize the
Municipal Heath Emergency Response Teams (HERTS) in the Municipality of Urbiztondo,
Pangasinan;
WHEREAS, pursuant to the Department of Health Administrative Order No. 2020-0036
re. the Instittionalization of DRRM-H System in P/CWHS and Administrative Order No. 2018-
(0018 re. the National Poicy on the Management of Heath Emergency Response Teams and its
revisions, the responsible personnel are hereby organized and designated as Public Health and
Hospital Heath Emergency Response Teams (HERTS):
NOW THEREFORE, I, MODESTO M. OPERANIA, Municipal Mayor of Urbiztondo,
Pangasinan, by virtue ofthe powers vested in me by law, do hereby order the following:

1. Conduct assessment to validate and monitor situation in the first 24 hours,
‘assess magnitude of the event and health situation, and determine health
‘capability to cope with the situation;
2. Provide promotive, preventive and curative health services at evacuation centers
‘and community asa team, through conduct of activities Such 35:

cases/ conditions and continuity care of chronic conditions

Section 3: SUPPORT REQUIREMENTS:
HERTS shal be enitied to receive the necessary support requirements/benefits needed to enshr%
vray and ef suisency of members prior, durin, and ater deployment, subject to the usual
aerating and auditing rules and regulations, induding but not limited tothe folowing
1L Individual Emergency Go Bag which contains frst aid kit, survival kt, toiletries, personal
protective equipment and others;
2. Deployment fund, cash advance, contingency funds and/or other forms of financial
‘equivalent suficent for two (2) week deployment (subject for extension based on
‘evaluation, subject to replenishment;
4. Health and nutrition supplies and commodities for the operation sufficient for two (2)
‘Weeks deployment (subject for extension based on evaluation, subject to replenishment;
44, Equipment required for the operations such as medical equipment, information and
‘communication, generator and others, sufficient for two (2) weeks deployment (subject
for extension based on evaluation), subject to replenishment;
5, Transportation requirements sufficient for the two (2) weeks deployment (subject for
‘extension based on evaluation), subject to replenishment;
6 ‘Supplies, materials and other commadites such as uniform, ofice supplies, cooking
Stansis ‘and various form, suficent for the two (2) weeks deployment (subject for
fetension based on evaluation), subject to replenishment;
+1. Fund allocation for the mobilization insurance (rave, accident and death) of HERTS;
{Other allowable funding allocation on remunerations/ benefits entitled to the member of
the HERTs on top ofthe regular benefit package provided to them during normal working
‘conditions such 2s per diem, lodging, meals, communication, allowance, incidental
expenses, overtime pay, compensatory leave, recognition and reward, death and burial
‘allowance, vaccination (as required/ necessary) and benefits due them.

AN ORDER ADOPTING THE DISASTER RISK REDUCTION AND MANAGEMENT
FOR HEALTH (ORRM-H) PLAN FOR CY 2023 OF THE MUNICIPALITY OF
URBIZTONDO, PANGASINAN.
WHEREAS, Section 5, Article Il of the 1987 Philippine Constitution states that the
‘maintenance of peace and order, the protection of lif, liberty, and property, and the
Promotion of the general welfare are essential for the enjoyment by all the people of
the blessings of democracy;
WHEREAS, Section 16 of the Local Government Code (RA 7160) or the General
Welfare Clause states that every local government unit shall exercise the powers
expressly granted, those necessarily implied therefrom, as well as powers necessary,
appropriate, or incidental of its efficient and effective governance, and those which are
essential to the promotion of the general welfare;
WHEREAS, Republic Act No. 10121 otherwise known as the “Philippine Risk
Reduction and Management Act of 2010" mandates every local government unit to
strengthen the capacity for disaster risk reduction and management and building the
resilience of local communities to disaster including climate change impacts;
WHEREAS, the Disaster Risk Reduction and Management for Health (ORRM-H) Plan
for CY 2023 provides for a timely, effective, and efficient preparedness and response
especially to public health emergencies and disasters;
WHEREAS, the undersigned sees the necessity of approving the Disaster Risk
Reduction and Management for Health (DRRM-H) Plan for CY 2023 to provide
Continuous essential health services during disasters and emergencies,
NOW THEREFORE, |, MODESTO M. OPERANIA, Municipal Mayor of Urbiztondo,
Pangasinan, by virtue of the powers vested in me by law, do hereby adopt the
Disaster Risk Reduction and Management for Health (DRRM-H) Plan for CY 2023
of the Mur ity of Urbiztondo, Pangasinan.
This order shall take effect immediately,
