Deployment fund, cash advance, contingency funds and/or other forms of financial ‘equivalent suficent for two (2) week deployment (subject for extension based on ‘evaluation, subject to replenishment; 4. WHEREAS, Section 5, Article Il of the 1987 Philippine Constitution states that the ‘maintenance of peace and order, the protection of lif, liberty, and property, and the Promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy; WHEREAS, Section 16 of the Local Government Code (RA 7160) or the General Welfare Clause states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental of its efficient and effective governance, and those which are essential to the promotion of the general welfare; WHEREAS, Republic Act No. 10121 otherwise known as the “Philippine Risk Reduction and Management Act of 2010" mandates every local government unit to strengthen the capacity for disaster risk reduction and management and building the resilience of local communities to disaster including climate change impacts; WHEREAS, the Disaster Risk Reduction and Management for Health (ORRM-H) Plan for CY 2023 provides for a timely, effective, and efficient preparedness and response especially to public health emergencies and disasters; WHEREAS, the undersigned sees the necessity of approving the Disaster Risk Reduction and Management for Health (DRRM-H) Plan for CY 2023 to provide Continuous essential health services during disasters and emergencies, NOW THEREFORE, |, MODESTO M.
