1. PURPOSE
The intent of this document is to detail the Contractor scope of work for the design and build of
the dining space “Porta-cabin” required. This permanent facility to be provided, on the Gas
Network Head Office and at designated area behind Head Office building and provide all
necessary facilities in term of executive.

2. DEFINITIONS & ABBREVIATIONS

3. GENERAL REQUIREMENTS
Contractor shall submit comprehensive technical specifications of the overall design concept,
layout, functional, specifications and space requirements to fit;

The overall objective of the contractor is to design and build Porta-cabin dining hall considering
main requirements of Drawings and execution of the designs and to outline the following;
• Design and fit out portacabin space to cater 60 staff as a dining and 100 staff as
multipurpose hall.
• External finishing of porta cabin shall be aluminium cladding or equivalent.
• Dining clear hight 2.65
• Roof Sheeting - Single Skin (28 g) sheet.
• Side Sheeting Double Skin (28 g) sheet with (50mm) thick insulation inside.
• Floor (18 mm) screed including the carpet or granite tile as per final architect layout.
• Exhaust system.
• Handwash spaces as per layout.

4. DESCRIPTION SCOPE OF WORK


The scope of work includes supply and install dining hall include the civil and MEP works for OQGN
building.

The contractor is expected to give guarantees for all the works for a minimum period of 52 weeks from
the date of substantial completion. In respect of items for which guarantees are given by the vendors/
manufacturers, a back to back guarantee will suffice provided that such guarantee does not exceed
before 52 weeks from the date of substantial completion.

The Contractor shall carry out the work in accordance with sound Engineering practice and shall
comply with all contract requirements. All activities shall be carried out by Company approved
suppliers, vendors and Contractors.

All internal & external civil and MEP works including connection of the utilities to the exiting building
sewage line, water line, electricity connection, plumbing, and mechanical including all associated
works to operate the dining as per specified scope. Testing, commissioning and handing over the work
to the company as per all aspects and standard.

Submission of O&M manuals, As-built drawings, asset register, and vendors warranties and all other
documents belong to the project.

5. CIVIL AND GENERAL


The Contractor shall perform procurement, manufacturing, fabrication, assembly, inspection, supply,
certification, transportation, installation, supervision, testing, commissioning with all necessary tools &
test equipment, training, preparation of drawings and documents, including As-built documentation of
the Civil and Architectural system.

Surface preparation and Supply, install, test and commission a portacabin with of size 102 sq.m as per
approved layout.

• Scope includes but not limited to Detail Engineering, Procurement, supply,


Construction, and erection of porta cabin building along with foundations and site
preparation.
• Interior construction and finishing works: floors, ceilings, flooring, partitions, doors,
fixtures, fittings, as per approved layout etc;
• Design, supply, installation, testing and commissioning of Water supply and Drainage
system for the new porta cabin building. Scope shall include all the necessary
connections, checks & modifications required for connecting the new system to the
existing system.
• Loading & unloading, transportation and proper stacking of the demolished material
as per the direction of the company.
• Walkway/Pavement to the porta cabin from new building including pergola or any
alternative proposal for shading
• It is the responsibility of Contractor to ensure that all activities are identified, planned
for and executed in accordance with the requirements of this Contract.
• Review of Contractor’s documents by Company/its representative, and their
involvement in inspection and verification at any stage, do not relieve the Contractor
of his obligations to fulfil and meet the requirements specified in the Contract. The
Contractor shall rectify/correct/restore at their own cost and expense all non-
compliances, deficiencies, defects, or omissions revealed at any stage during
execution of the Contract and the same shall not form the basis of variation to the
Contract.
• Company shall reserve the right to add or delete any or part of the scope at any
phase of construction/ execution of the Contract.
• The Company shall reserve the right to revalidate the input data, assumptions at any
time during the Contract Period. Such revalidate shall not form the basis of a Variation
to the Contract. Hence, the Contractor should bring in any validate findings in support
of the project fulfilment and it is the responsibility of the Contractor to get revalidated
all the input data at the appropriate time of the Contract Period, from the Company.
• The Contractor shall make the site visit to access the Scope of Work and all associated
activities. All works specified shall be in contractor scope and not limited, to successful
commissioning and handing over the facility to the full satisfaction of the Company.
• Any deviations to the project scope of work, standards, Permit to work procedures
are to be brought to the notice of Company - CSR and relevant authorities in
Company as appropriate. In such cases work should not progress without consent of
the concerned party.
• In general, the building shall conform to the latest SP-1275, SP-1277, SP-1279, SP-1282
and SP-1285. OQ 03.01.41-Modular Accommodation and Associated Welfare Units
Specification.
• The overall size of the building shall be as per the sketch attached along with this SOW
documents. The layout shown is tentative, the bidder shall come up with detailed
drawing during the design phase.
• The contractor shall also study the drawing and check for any possible interference
with the existing structures.

• The contractor shall verify the site condition prior to tendering and no variation to the
cost and schedule shall be entertained by the company. Contractor shall satisfy
himself as to the requirements, and, if in his opinion, the details provided are not
adequate, the Contractor shall carry out further investigation to satisfy the
requirements at no extra cost to the Company.
• All Structural concrete works including slab on grade shall be minimum Grade C35
and all foundations shall be placed on a 50-mm thick blinding layer in concrete
Grade C10 to SP-1279, SP-1275 & SP-1282 which shall be placed on 1000 gauge
polythene sheet.
• Reinforcement bars for all concrete works shall be made from hot rolled deformed
high yield bars Grade 460 with a specified characteristic strength of 460 N/mm2.
• The structural steel fabrication shall be carried out as per SP-1279 part –G. The
materials for wieldable structural steel shall comply with BS EN 10025 & Hot finished
structural hollow sections shall comply with BS EN 10210 and BS 7668. Structural bolts
used for connection shall be of grade 8.8.
• The tap off for the water, sewage connection and power for the porta cabin building
shall be taken from the existing building. The Contractor shall make the site visit and
access the facility. Any modification done to the existing facility shall be done without
causing any disruption of power, water, and sewage to the existing main building. In
case of any disruption, the Contractor shall rectify the fault without any additional
claim to the full satisfaction of the Company.
• The bidders shall also propose alternate material or design for the building which shall
be reviewed by the Company. The acceptance of the alternate material and design
will be subjected to the sole discretion of the Company.
• The exterior wall for the building shall be with 50mm thick insulated sandwich panel
with polyurethane insulation having external and internal skin of polyester color
coated aluminum sheet of 0.7mm thickness. The cladding wall shall be supported on
purlin at suitable intervals. The exterior color of the building shall be matching with the
existing building and shall be after the approval of the company.
• Roof sheet shall be 50mm thick insulated sandwich panel with polyurethane insulation
having external and internal skin of polyester color coated aluminum sheet of 0.7mm
thickness. Roof sheet shall have box profile.
• The roofing sheet shall have proper overlap to ensure moisture & dust free
environment inside the room. The roof and the wall shall be sealed properly to prevent
any ingress of moisture and dust.
• The floor shall be finished with vitrified carpet tiles of 600x600x 9.5mm thickness with an
overall finish thickness of 50mm using cement screed. Anti-slip ceramic floor tiles shall
be provided for the wet spaces.
• The door schedule shall be designed as per company standards. The fire escape door
shall be steel door have minimum 1 hour fire rating. The glass door shall be minimum
12mm thick toughened glass. The flush door shall have minimum 44mm thickness with
4mm thick teak ply for door on both side except for toilet door where it shall be
commercial ply. All the doors shall be provided with all necessary ironmongery and
accessories as per the standard practice and recommendation of the Company.
• The windows shall be anodized aluminum framed and double glazed with 6mm clear
glass inside and reflective glass outside and 12mm gap between the two. Ventilator
shall be anodized aluminum framed with single glazed 6mm frosted glass provided
with explosion proof exhaust fan.
• The clear height for the building shall be minimum 2650mm from the finished floor to
the bottom of the false ceiling for both the floors.
• RCC foundations shall be provided for the porta cabin building. The foundation shall
be taken minimum 750mm into the ground to provide sufficient anchorage for the
foundation. The plinth of the building shall be elevated 600mm from the ground level.

• Anchor bolts shall be provided for holding the prefabricated building. Foundation
bolts shall be Hilti bolts or embedded bolts of grade 4.6. Minimum embedment in to
concrete shall be provided to enable the transfer of full load from the superstructure
by bearing and boding strength of the concrete with the anchor bolt.
• Anti-termite Treatment for the Buildings and Foundations shall be provided as SP-1275.
• All the joints shall be properly sealed with polysulphide sealing compound material to
ensure weatherproof construction.
• Steps and handrail shall be provided for emergency exit door to access outside of
the building and for the staircase to access the floor.
• 3D view drawing of the new proposed building shall be provided as part of the
drawing submittal.
• Contractor shall ensure rainwater from new building is well drained. The PVC down
comer pipe shall be provided to roof gutter to drain the water from the roof. The
rainwater runoff shall be suitable guided to the nearest rainwater collection point for
the safe discharge.
• Supports for AC units shall be designed and constructed with 300mm above the
finished ground level.
• Contractor shall design a proper exhaust system for the building.
• Once the construction is complete the Contractor shall clean the area, remove all
the unwanted debris, perform all the required interlock/ concrete paving and hand
over the facility to the full satisfaction of the Company.
• Excavation and backfill shall be as per company standards.
• Only hand excavation will be allowed unless otherwise permitted by the Company
Site Representative. Any existing underground facilities encountered during
excavation shall be immediately reported to the Company Site Representative.
• Any Manholes, drainage pit, duct bank, etc. require shall be included in contractor
scope.

6. MECHANICAL
Proper calculation (outdoor ambient temperature of 50 deg. C) shall be carried and obtain approval
for HVAC system, split A/C system shall be considered, all units shall be tested from factory prior to
delivery.

7. ELECTRICAL
Existing 4C x 35mm cable shall use for the power supply, existing external drawing to be used to
locate the EMH-5, weather proof terminal box shall be used to extend the existing cable to the DB
located area, cable shall extend through duct sleeves with concrete encasement, other end of
the cable may find in existing LV room and need to be connected to specific location as per
existing drawing, wall mounted type distribution board shall be used in door location with an IP42
protection, earthing cable shall be connected to existing building earth pit, all the cables shall be
terminated with cable glands, lugs, etc..

Internal installation consists of new distribution board, lighting points, switches, sockets and light
fixtures, emergency light point fixtures shall have built-in battery backup, exit sign board shall be
provided for each exit area, minimum wire size for lighting shall be 2.5 sqmm and 4.00 sqmm for
power outlets, lighting and small power drawings shall be submitted for company approval, all
circuits shall be protected with 30mA RCBO or MCB+RCCB in DB

8. PLUMBING
Water line shall be taken from the existing building water tank at the at the roof or nearest branch
to the proposed area, water line network shall be pressure tested prior to connections, network
sterilization to be done prior to final connection, a 50 liter water heater shall be used for hot water

line, proposed sewer line shall be connected to existing common Haya manhole near by the
proposed area.

9. FIRE SYSTEM
Fire alarm devices shall be place as per coverage study, fire panel to be placed or it shall be
connected to existing building fire system, installation consisting of smoke detector, heat detector,
call point, alarm bell, etc.. The system shall operate on 24 V DC with battery backup.

Necessary extinguishers (Co2) and fire blankets shall be placed as per the authority’s requirements.

10. NETWORK
• Supply, install, configure, and commissioning of Cisco PoE switch. Switch shall be connected
to both core switches.
• Supply, install, and configure two cisco access points.
• Supply and install of small rack 19 inches with 9 RU.
• Supply and install one patch panel to terminate copper data points used for structure
cabling.
• Supply and install dual data point boxes plates and modules, … etc.
• Supply, install, and terminate 24x single mode ducted FOC cable in first floor and dining porta
cabin.
• Supply, install, and configure fiber SFP interfaces in core switches.
• Supply and install fiber patch cords.
• Supply and install 6-way thee pin PDU with switch, UK plug.
• Label all cables, data points, access points, switches, cabinet, patch cords.

11. PERMITS, CONSENTS AND LICENSES


The Contractor shall identify and obtain all necessary permits, consents and licenses from the
Government, Concessional area owners and or other statutory authorities. The Contractor shall
comply with all conditions or restrictions imposed by any such consent. Permitting may require
interfacing with multiple agencies based upon the mandate/jurisdiction of each agency.

The Contractor shall undertake reviews of the projects permitting status and compliance with
permit conditions.

The Contractor shall submit a Permit Plan to the Company for information within 10 days of the
Effective Date. The Permit Plan shall list but not limited to:

a) All required permits, consents and licenses


b) The authority to whom application must be made
c) The planned date for obtaining the consent taking into account the expected time for the
authority to consider the application for consent

The Contractor shall report progress on obtaining consents in the monthly report and any
difficulties which delay obtaining consents in the weekly report (see Document C-8 – Procedures
for Contractor). The Contractor shall maintain the Permit Plan up to date and add any additional
requirements as they become known.

Any fees or other costs associated with obtaining any permits, consents, fulfilment of statutory
requirements or licenses are deemed to be included in the Contract Price.

Within the vicinity of Company operations/Interfacing Party operations, the Contractor shall carry
out the work in accordance with the Company's /Interfacing Party’s Permit To Work (PTW) system,
as required. The Contractor's relevant supervisory personnel shall have the necessary Company
certificates to act as Permit Holder. The Contractor should note that the PTW requires

administration input and therefore should plan his works, so as to give the Company maximum
notice for permits; i.e. not less than 48 hours. The Contractor shall make due allowances in his
planning schedule to take care of the time required for the PTW system.

The Contractor is responsible for ensuring that any person carrying out the work for which a PTW
is required fully understands his and his supervisor's obligations under the PTW system and the
Contractor adequately plans for such permits in its working schedule and price.

This section details out the Contractor Responsibilities, but not limited to the Scope of Work

• Permits, Consents and Licenses

a) All permit Work requirements associated with OQGN and other regulatory authorities shall be
attained and followed by the Contractor. Contractor shall be fully aware of the OQGN
permits requirements and other mandatory requirements of regulatory authorities to be
followed for this Contract.

b) The Contractor shall identify and obtain all necessary permits, consents and licenses from
Government, municipality or other statutory authorities to complete the Scope of Work. The
Contractor shall comply with all conditions or restrictions imposed by any such consent.

c) The Contractor shall submit a Permit and authority approval Plan to the Company for
information within 10 days of the award date. The Permit Plan shall list:

• All required permits, consents and licenses from government. Municipality and third
parties.

• The authority to which application must be made

• The planned date for obtaining the consent taking into account the expected time for
the authority to consider the application for consent

d) The Contractor shall report progress on obtaining consents in the weekly Report and any
difficulties, which may delay obtaining consents in the Weekly Report. The Contractor shall
maintain the Permit Plan up to date and add any additional requirements, as they become
known.

e) Any fees or other costs associated with obtaining any permits, consents or licenses are
deemed to be included in the Contractor’s Lump Sum.

f) The permits, consents and licenses referred to in this Article shall include, but not be limited
to:

i. Consent to extract soil for construction purposes

ii. ROP road passes

iii. Traffic routing plans for transportation of personnel, plant and materials

iv. Storage site approvals

v. Consent to extract water

vi. Consent to discharge water

vii. Consent to dispose of wastewater

viii. Consent to dispose of any construction waste

ix. Consent to dispose of any other waste.

x. Any other consent or approval process not listed above.

g) The Contractor shall ensure that all non-Omani employees (including those of any sub-
Contractors) have valid entry visas, residence permits, labor cards or any other
documentation required by the laws of the Sultanate of Oman.

h) The Contractor shall ensure that all employees (including those of any sub-Contractors) who
are required to drive any vehicles as part of their duties are in possession of a valid driving
license acceptable to the ROP and the Company whilst carrying out those duties.

i) Visa, residence, labor and multiple entry road permits for working, driving licenses, Permits to
Work, and Journey Management Plans shall not be part of the Permit Plan.

j) Should any permit, consent or license have a limited duration, which expires before the
completion of the activity to which it relates, the Contractor shall include renewal of the
permit, consent or license in the Permit Plan

Company shall not be obliged to provide assistance to the Contractor in securing necessary
permits or data from authorities and /or third party agencies excepting if any OQGN paperwork
is required.

12. PROJECT SCHEDULE


Contractor shall complete the Scope of work ready for the occupation by Company employees
in a time period that shall not exceed 2 months from the effective date of the contract.
Contractor shall submit a Project Schedule along with their proposal. The Project Schedule shall:

a. Identify milestones and key dates


b. Identify the project critical path together with float for each activity in the schedule.
c. Clearly describe constraints assumed
It is the responsibility of the contractor to arrange for timely reviews, sign-offs and approvals at all
stages of the design and project progress in order to adhere to the project program. Documents
reviews should be included within the project 2 months period.

13. FINAL DOCUMENTATION


Contractor shall prepare and collate all Final Documentation required for handover to Company
in accordance with Company requirements.

Contractor shall submit all final documentation including ‘mark-up’ drawings, with the exception
of as-built drawings, for Company review prior to the Scheduled Substantial Completion Date.

Contractor shall submit all as-built drawings for Company review prior to the Scheduled
Completion Date.

Contractor shall submit an electronic version of all their final documentation, for Company
records. These shall include, but not be limited to drawings, documents, vendor documents,
design documents, etc.

As part of as-built documentation Contractor shall populate the applicable Formats, “Formats”
and shall develop similar formats for the new items and handover the duly filled formats to
Company in soft copy to enable us to upload in our database system.
