Ko a Dispute:
• a territorial dispute over Ko a gram
panchayat since 1960. Disputes
pertain over 21 villages in Ko a gram
panchayat. Both states claim
territorial rights over them.
• Residents of Ko a panchayat receive
bene ts from both Po angi block in
Koraput and Salur in Vizianagaram
district of Andhra Pradesh.

•Andhra Pradesh conducted panchayat
elec ons in three villages in the Ko a
cluster, which is at the centre of a dispute
between Andhra Pradesh and Odisha.
•In the early 1980s, Odisha led a case in
the Supreme Court demanding right and
possession of jurisdic on over the 21
villages.
•In 2006 the court ruled that disputes
belonging to the state boundaries are not
within the jurisdic on of the Supreme
Court.

River dispute
• February 2006 , Odisha raised this issue-> Inter-State River Vansadhara
• Issue: sent to the Central Government is basically adverse e ect of the execu ve ac on
of Govt. of Andhra Pradesh in undertaking the construc on of a canal taking o from the
river Vansadhara called as ood ow canal at Katragada.
• the ood ow canal would result in drying up the exis ng river bed and consequent
shi ing of the river a ec ng ground water table.
• Vansadhara river originates near Lanjigarh village in Kalahandi district and Kalyansinghpur
in Rayagada district of Odisha and ows for about 265km ll it merges with the Bay of
Bengal in Andhra Pradesh.

• Vamsadhara river basin occupies 8015 square kilometers in Odisha and the remaining
2815 km ows in Andhra Pradesh.

submergence in its territory during unprecedented oods.

Dispute over the Mahanadi River:
• The Mahanadi River is the lifeline of
Chha sgarh, with 78% of the state's
popula on living in the Mahanadi
basin.
• Absence of any inter-state river sharing
agreement

• What does Odisha say?
• Chha sgarh government has been supplying water from the controversial Kelo
project to industries, instead of using it for drinking and irriga on purposes.
• Chha sgarh government constructed the Kelo project without consul ng the
Odisha government.
• According to the Odisha government, Chha sgarh has built 536 anicuts and 30
barrages, many of them for industrial purposes. Chha sgarh has also
been construc ng seven pick up weirs (small dams) across the river.
• It further says water storage facili es in Chha sgarh would have a long-term
impact on ows downstream in Odisha which will impact irriga on, drinking water
supply and ecologically sensi ve coastal and delta area of Mahanadi.

• Chha sgarh claimed that 52.9% of the total catchment of Mahanadi and 89.9%
of the catchment up to Hirakud lies in their State and they had a right to use the
water of Mahanadi.
• First, the Odisha government had drawn the a en on of the Union Government
to protect its interest and ul mately led a statutory complaint. Subsequently,
Odisha led a suit at Supreme Court on the ma er of Mahanadi water disputes.
On the nal hearing of this suit on January 23, 2018, the Apex Court directed
the Union Government to cons tute a tribunal.

formed.

Boundary Dispute

Jharsuguda district.

• The border dispute between Odisha and Jharkhand arises due to change in course
of river Baitarani.
• The Baitarani river originates from the hill ranges of Keonjhar district of Odisha.
• It is an east owing river of peninsular India, owing eastward and joining the
Bay of Bengal.
• Major por on of its catchment lies in the state of Odisha and a small patch of
the upper reach falls in Jharkhand.

Dispute areas:
• The border discontentment between West Bengal and Odisha with special
reference to Udayapur and Sankhamedi villages out of 14 disputed villages are
there.
• It is found that frequent border disputes among the people from both sites are
occurred on the borderland of Udayapur due to its rich natural tourism resources,
people’s blind love towards their own state(province) and language.
• The dispute in Sankhamedi village is primarily due to neglect of Odisha
government and over focus of West Bengal government which resulted in one-
sided demarca on previously which has been opposed by Odisha.
