The Local Government Unit of Pinamalayan under our leadership, remains focus, steady and firm to our sworn commitment to
Pinamaleños. We have utilized our funds and resources in achieving our noble commitment to people. Programs, projects and
activities are well aligned and attuned to the demands of the public. We have remained committed to our mission of reaching out to
the most vulnerable members of society. As a result, we must level up, improve, and modify all of our initial activities in order to
satisfy the unique requirements of our people while also adapting to the demands of a changing world.

My fellow Pinamaleños, it is with great pride and honor to present and dedicate this compilation of Thematic Plans and Programs
2024, a navigational plan towards the Local Government's developmental framework and program intervention for the Fiscal Year
2024.

This plan of action reflects our expectations for conquering challenges and moving forward. It contains the programs/projects/activities
streamlined for the coming year from a long master list of projects generated through sectoral consultation. Furthermore, with the
unwavering support and active participation of all stakeholders, we can vouch that no sector is being left behind and guarantee the
inclusivity of all programs.

Also, our heartfelt gratitude goes to the dedicated men and women of these municipality who place their best efforts to come up with
this plan.

Success is no accident. It takes a lot of hard work, perseverance, learning, studying, sacrifice, and most of all, love of what
you are doing or learning to do.
The municipality of Pinamalayan aims to become a sustainable place to live for every Pinamaleños. Planning and
implementation are the best tool in making success. Thematic planning is an important activity of the Local Government Unit
with the objective of building a more progressive municipality.
In this activity, the Local Chief Executive together with the Vice Mayor, Sangguniang Bayan Members, Department Heads,
Chief of offices, and the representatives from different sectors joined together in a group discussion and identifying different
programs, projects and activities that we believe needed to be implemented and can make an impact in the society.
Through inquiries, careful studies, researches and workshops, we will be able to sustain and meet the demands of the ever-
changing time. Long term solutions, programs, projects and activities to be implemented are relevant and beneficial to the
people. We cannot stop the passing time, but we have the power to define it.
With our collaborative efforts we can make Pinamalayan a sustainable place to live in. Let us work together and win as one.

Profile:
Narrative Report:
The Local Youth Development Council is a multi-sectoral youth association, which shall called, Provincial Youth Development Council (PYDC), City Youth Development Council (CYDC) and Municipal Youth Development Council (MYDC),
respectively headed by the concerned SK Pederasyon President and composed of representatives of youth and youth-serving organizations in the provincial, city and municipal level. The SK Pederasyon President is headed under the leadership
of HON. JOVEN S. VELASCO, stated that our community shall establish and adequate, effective, responsive and enabling mechanisms and support systems that shall empower the youth and ensure meaningful participation in local governance
and in nation-building.

Moreover, the office exercises general supervision and control over all programs, projects, and activities of the Sangguniang Kabataan of the municipality which aims to ensures wide and multi-sectoral participation of the youth and shall assists the
planning and execution of programs and projects of the SK, and the SK federations in all level.

Republic Act 10742, otherwise known as the Sangguniang Kabataan (SK) Reform Act of 2015 and Its Implementing Rules and Regulations, provides for the creation of Youth Development Office in every province, city and municipality. The said
law states that the LYDO shall be headed by a youth development officer with the rank of at least division chief. The LYDO should conduct the mandatory and continuing training programs of SK Officials and LYDC members. Local Youth
Development Plan (LYDP) shall refer to the provincial, city, or municipal youth development plan as initially drafted by the SK Pederasyon, finalized by the LYDC and approved by the local sanggunian. Local Youth Development Plan (LYDP) shall
be anchored on the Philippine Youth (PYDP) and the local development plans of the local government unit concerned.

The Local Youth Development Council ensures that all the programs, projects and activities of the Sangguniang Kabataan are aligned and coherent through the Local Government Code of 1991 (Republic Act 7160) that provides opportunity for
young people to directly participate in local governance. We are expected to submit a comprehensive Annual Accomplishment guided by the principles of accountability and transparency.

The current administration focused on the efficiency and reliability of the basic service to the young Pinamaleños. We are looking forward for the creation of our own office so that we can have a facility where we can accommodate the youth and
prepare the documents needed. Also the creations of plantilla positions in the proposed Local Youth Development Division is a great help to supervise and accomplish the plans and programs in the youth sector. In addition, convenient facilities for
the implementation of Youth & Sports Development Program is also needed to become more comfortable in conducting different kind of activities. The convenient sports venue can support the youth in practicing camaraderie and sportsmanship.
Moreover, allocated funds is not enough to conduct activities and events that can accommodate all youth sectors that’s why we are hoping for additional funds for the implementations of it. And resulting to that matter, building partnerships from
different agencies is one way to achieve our goals.
