Tenders were invited by NHAI from Technical consultants for carrying out feasibility study/detailed project report and tender consultancy services for proper structuring and implementation of projects on EPC/PPP mode until declaration of Appointed date of projects. Mis Stup Consultants in Association with Sugam Technocrats Private Limited have been selected as preferred bidder for Package 6, “Ganga Nagar(NH-62)- Raisinghnagar-Rojhri- ‘Awa-Poogal and Anupgarh-Suratgarh” section of roads in the State of Rajasthan. The LOL was issued vide NHAI letter No. NHAV/BM/Proc./0/DPR/2015/7662 dated 08.01.2016. ‘The Consultants have commenced their services w.e.f 29.01.2016. Contract agreement for the work has been signed with NHAI on 29.02.2016... Objective ‘The main objective of the consultancy service is to establish the technical, economical, and financial viability of the project and prepare detailed project reports for rehabilitation/upgrading/construction of the existing/missing road to 2/4 lane NH configuration. The viability of the project shall be established taking into account the requirements with regard to rehabilitation, upgrading and improvement based on highway design, pavement design, provision of service roads wherever necessary, type of imtersections, rehabilitation and widening of existing and/or construction of new bridges and structures, road safety features, quantities of various items of works and cost estimates and economic analysis. Project Highway Project Route as per Contract agreement ‘As per contract agreement the route of the Project Highway was “Ganga Nagar (NH-62)- Raisinghnagar-Rojhri-Awa-Poogal and Anupgarh-Suratgarh” in the State of Rajasthan. ‘The length of Project Highway was 275 km. Map showing project highway is at Fig. 0.1. 0.3.2.2 Implementation of development proposals of the Project highway has been proposed in 034 035 03.6 ‘two work packages. For this purpose, road section from end of Raisinghnagar bypass km 101,000 to junction of proposed Pugal bypass with Dantour road_km 263.460 has been included in Package-2. Total length of the project highway in Package-2 is 162.460 km, Existing Alignment ‘The horizontal alignment is passing through plain / rolling terrain in the entire length. The horizontal geometrics of the alignment can cater to the design speed of 100 Km per hour in general. However, at a number of locations and in the built up areas it is quite substandard and not fit to cater for a design speed of even 80 km per hour. Horizontal geometrics needs to be improved to required standard. Vertical geometrics generally conforms to the required standard in the first half of the section that is up to km 180.00. Thereafter, vertical geometrics is quite substandard and needs to be improved to required standard. Existing Carriageway and Pavement ‘The existing project road has a mix of two lane carriageway of 7.0 m without paved shoulder and 5.5 m wide intermediate lane carriageway. The length of two lane ‘carriageway of 7.0 m width of the project highway is about 108 km and intermediate lane carriageway having 5.5 m and less width 52. km length. The condition of the pavement is ‘generally fai. Anupgarh, Gharsana, Rojhri, Chhattargarh, Sattasar and Pugal are some of the major settlements. 0.38 Major and Minor Intersections ‘There are 96 junctions formed due to different type of intersecting roads with the project highway. Out of these, 7 are major junctions and remaining 89 are minor junctions, 0.3.9 Existing Major and Minor Bridges and Culverts ‘The project road has I major bridge (span exceeding 60 m), 4 minor bridges(span between 6 mto 60 m) and 204 culverts. The passenger traffic has been observed to vary with respect to the influence of village/towns falling along the project corridor. The Project highway runs in North-South direction with cross roads in East-West direction. The influence of traffic on the West is limited as itis close to Indo- Pakistan border having very thin population. ‘The major influence centres are the two district headquarters, Ganganagar on the North and Bikaner on the South. Major town on route are Karanpur, Raisinghnagar, Anupgarh and Gharsana. For this purpose, road section from end of Raisinghnagar bypass km 101.000 to junction of proposed Pugal bypass with Dantour road_km 263.460 has been included in Package-2. Total length of the project highway in Package-2 is 162.460 km. Various improvements proposed for the up gradation of existing twofintermediate lane project road to two lane with paved shoulder have been described in detail in Chapter-6 “Improvement Proposals”. Proposed improvements are briefly summarized below: 0.5.1 Geometric Alignment Ithas been proposed to improve the horizontal geometries of the entire stretch to cater to a design speed of 100 km per hour. However, wherever there are site constraints, the ‘minimum design speed shall be kept as 80 km per hour. The vertical alignment generally conforms to required standard, It has been proposed to improve the substandard vertical geometrics of the stretches by providing ruling gradient of 2.5%. Minimum 3.3% Limiting sradient will be provided wherever it is not feasible to provide ruling gradient. For the towns / built up areas where in improvement of geometrics to the required minimum standard is not feasible due to the non-availability of adequate ROW, provision of bbypass/re-alignment is proposed. The vertical alignment in the section from km 180,000 to 263.460 is quite undulating and improvement to 100 km per hour design speed and intermediate sight distance is not feasible. For this section the design speed is proposed as 80 km per hour. There are few locations where gradient will be more than 2.54% 0.5.2. Proposed Bypasses Based on the site visit, available ROW and present land width between buildings / structures, ROW required for widening to 2-lane with paved shoulders in major built up areas, geometrics of the existing road and associated problem of land acquisition / dismantling of structures, itis proposed to provide bypasses at following locations. ‘The details are as given in Table 0.8. ‘Table 0.8: Summary of Bypasses Ss. The alignment of the road ‘on both sides is quite deficient. Therefore, itis proposed to improve the alignment and construct bridge on new alignment. In built up sections where bypass is not proposed, provision shall be made for space for Utilities 2 m width at the edge of ROW on either side, in addition to 2x 1.5m wide footpath cum drain. Concrete pavement will be provided in the entire available space between the footpath cum drain to overcome maintenance related issues, as per Fig. 5.3. In order to have minimum land acquisition issues for the project road and particularly in urban/built up areas to ensure maximum utilization of existing carriageway, itis proposed to follow concentric widening scheme in general for up gradation of intermediatetwo lane carriageway to two lane carriageways with paved shoulder. 0.5.5 Improvement of Junctions ‘At major junctions where NH/SH, or an important road crosses/meets the project road, grade separated structures have been proposed. In case of other intersecting roads, at grade ‘major junctions are proposed. All minor junctions are proposed as at grade intersections. For the new bypasses of the project road, grade separated intersections are proposed in order to make the bypasses access controlled as far as possible as provided in IRC:SP:73. Out of these, one major and one minor bridge are proposed for reconstruction and one minor bridge is retained without widening, Apart from this, 2 new minor bridges in re-alignment in lieu of the existing bridges and 6 culverts are proposed to be reconstructed as new minor bridges. Similarly the culverts other than pipes having widths and heights less than 1.5 m have been proposed to be replaced by Box culverts as appropriate to maintain the vertical profile. All other existing culverts have been recommended for \widening/repair/reconstruction. Out of total 204 existing culverts of the project road, 13 culverts are falling on existing road which are proposed to be abandoned due to bypasses/re-alignments. A total 12 new culverts are proposed on the bypass and re-alignment stretches. The ROB will be 4-lane standard as per provisions of IRC: SP: 73. 0.5.8 Vehicular Under Pass (VUP)/Light Vehicul Under pass (LVUP) Vehicular underpass are proposed to be provided at the intersection of the project road with ‘National/ State highways and important roads and especially on the proposed bypasses so as to make them access controlled, as far as possible. Light vehicular underpass are proposed at cross roads with moderate traffic. Total 8 VUP and 2. LVUP are proposed along the project road. In built up areas which have not been bypassed, rigid pavement is proposed to be provided in the entire available space between the footpath cum drain to overcome maintenance related issues. Initial Social Assessment analyses the critical social issues, identified during the site visi based on information supplied by the district administrative authority and identified during the community consultation. The results of these analyses will formulate a guideline to clearly identify social conflicts of the highway development project and will also help to formulate action plan to resolve the issues asa precursor to preliminary engineering design and undertaking the required preparation of Resettlement Action Plan (RAP). Initial Social Assessment of the Project is on the basis of whether it involves Project Affected Persons (PAPs) and/or Indigenous People (IP) or Scheduled Tribes. This information whether the project involves PAPs or IPs can be ascertained based on the information collected through the socio-economic survey, verification of assets and losses and consultations with the residents at the Project locations Keeping in mind the aims and objectives of the Initial Social Assessment& Social Screening, tools have been used are - Social Screening Survey formats, Field testing of formats, Screening survey, Collection of secondary data, Compilation of data, Analysis, Preparation of the report. Preliminary Social assessment indicates the fact that for widening of the road about 120 ha of additional land (Agriculture and non-agriculture) need to be acquired. Due to the proposed widening, 26 houses, 20 shops/commercial structures and 4 public structures will be impacted in the entire stretch. Based on score obtained by various social attributes the impacts will be categorized as MEDIUM. Land will be acquired and compensation for land and structures will be paid as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (also Land Acquisition Act, 2013). A detailed Social Impact ‘Assessment (SIA) and a Resettlement Action Plan (RAP) will be prepared for the project. In case of indigenous groups being affected, a Tribal Development Plan (TDP) would be prepared. ‘The land use along the project road is mainly agricultural cultivation (Wheat, cotton, Mustard) except in built up areas. The population of the area mainly depend on agriculture. 5 km distance from the alignment has been considered as study area for preliminary environmental assessment baseline studies. Secondary data collected from various Governments, Semi- Government organizations and site visits for various attributes like climate, physical environment, meteorology, ambient air quality, surface water and Ground water quality, soil characteristics, noise levels and flora & fauna. No forest land will be diverted for non-forest purpose. Due to widening of the road about 17 religious structures comprising 11 temples, 5 mosques and 1 gurudwara, 26 houses and 20 shops will be affected either partially or completely. The project road passes through some water bodies which will have partial impact. These water bodies are in the form of fishing pond, community pond, canal, ditches, streams and river. Due to widening of the project road about 8010 trees will be affected, which are the within Proposed ROW. The environmental screening analyse critical natural habitats (e.g. national parks, wild life reserves, sanctuaries, sacred groves, protected areas, forests, water bodies etc.), ‘major rivers and waterways, recorded cultural heritage sites and any other potentially sensitive areas, based on recent GOI census official data and information from NGOs and site visits, The results of this analysis plotted on maps and tabulated to clearly identify any ‘major conflicts with proposed road improvements. The nature and extent of such conflicts and recommendations concerning how to resolve them (including recommendation for exclusion, analysis of altemative alignment and/or mitigation) as a precursor to preliminary engineering design and undertaking the required for environmental assessment studies. ‘However, an EIA report has to be prepared on the existing baseline scenario and the results from the assessment and evaluation of the environmental impacts that may arise during the construction and operation of the proposed development. This report also highlights the post project environmental monitoring plan and environment management system considered to be necessary during the construction and operation. ‘This EIA report will be organized in as per guidelines of Environmental Impact Assessment Notification of 14% September 2006 (EIA notification 2006), and Standard TOR of MOE Highway Projects (2015). Length = 162.460 km (Approx) 0.9 Estimated Cost Of The Project: Preliminary cost estimate for the Project Highway has been worked out for each package as above based on the improvement proposals, quantities calculated for various items of works and the latest Schedule of Rates 2016 ~ 17 of Rajasthan applicable for National Highways in Bikaner and Ganganagar Districts, Rates have been analysed as per Ministry's data book. The basis rates of bitumen has becn taken from IOCL refinery at Panipat, which is nearest. The rates of Cement and Steel (SAIL, have been taken from ONAM PRO site as of Dec 2017. The bbase Civil Cost works out to Rs 716.76 Crores (Rs 4.41 Cr per km), ‘The Centages have been applied as per Ministry's norms as applicable for projects for implementation on EPC mode. Total cost including Centages works out to Rs 845.78 Crores (Rs 5.20 Crores/km) Provision has been made for Land Acquisition: Rs. 13.59 Cr for 65.437 Ha of land to be acquired and Rs 32.20 Crores for utility shifting based on preliminary assessment. Provision of Rs 3.74 Crores has been made for environment mitigation/tree cutting/plantation, ete. Total Project Cost including contingencies, Centages, LA, utility shifting, etc., works out to Rs. 895.31 Crores. An abstract of cost estimate is attached, 0.9.1 Justification of Cost The normative cost as per Ministry's letter dated 10.08.2016 based on BK Chaturvedi Committee Report for two lane with paved shoulders for 2016-17 is Rs 4.606 Crores including ‘centages.
