INSTITUTIONALIZING THE CLEAN-AS-YOU-GO PROGRAM IN THE MUNICIPALITY OF TUBA,
PROVINCE OF BENGUET AND APPROPRIATING FUNDS

WHEREAS, Section 17 of Republic Act No. 7160 known and cited as the "Local Government
Code of 1991" directs local government units to ensure and support, among other things, the
preservation and enrichment of culture, promote health and safety, enhance the right of the people to a
balanced ecology, improve public morals, maintain peace and order, and preserve the comfort and
convenience of their inhabitants;
WHEREAS, the "Clean-as-you-go" (CLAYGO) is a practice of cleaning up in the process of
completing a task or activity, where it is essential to maintain high levels of cleanliness and hygiene to
prevent contamination and illnesses;
WHEREAS, the habit of CLAYGO is an excellent way to promote cleanliness, hygiene, and
efficiency in any workspace or activity;
WHEREAS, as the frontier town of the province and the Cordilleras, the Municipality of Tuba is
one with the state in promoting health and safety in improving public morals of its citizenry which reflect
the vibrant relationship between members of the community;
NOW THEREFORE, BE IT ENACTED BY THE SANGGUNIANG BAYAN, IN SESSION DULY
ASSEMBLED, THAT:
SECTION 1. TITLE. This ordinance shall be known and cited as the “CLEAN AS YOU GO (CLAYGO)
ORDINANCE OF TUBA, BENGUET.”
SECTION 2. POLICY.
a. It is the policy of the municipality to “protect and promote the right to health of the people and
instill health consciousness among them”.
b. This Ordinance is not an interference on the private establishment’s exclusive right in the
conduct of their business preference, nor on the preference of people who prefer having service
crews to dish out for customers, nor to cause unemployment due to lesser demand for service
crews dishing out in the dining area.
c. This Municipal Ordinance zealously purports to raise awareness and to rally Tuba constituents
and visitors in promoting “cleanliness, hygiene, and efficiency in any workplace or activity”,
starting with the simple act of exerting a little effort to at least fix or clean the dishes used when
dining.
d. This is not to mandate and penalize those within LGU-Tuba, but to encourage, the habit of
CLAYGO (Clean-as-you-go), being “one with the State in promoting health and safety in
improving public morals of its citizenry which reflect the vibrant relationship between members
of the community”.
SECTION 3. COVERAGE. This ordinance shall cover the practice of Clean-As-You-Go in restaurants,
fast food chain, cafeterias, eateries, bakeries, coffee shops, canteens, food outlets, and all similar food
establishments and picnic grounds, play grounds, cooking and eating areas in swimming pools, waiting
sheds, public utility terminals and other similar places.
SECTION 4. DEFINITION OF TERM
Clean-As-You-Go (CLAYGO) shall mean the process of cleaning the tables or areas after utilizing it.
This includes bringing/disposing of the items used in the designated garbage bins/areas. It is
SECTION 5. STRATEGIES. To ensure the success of this program, the following strategies shall be
adopted by the Municipality:
A. SOCIAL MOBILIZATION. The municipality through the CLAYGO TASK FORCE shall coordinate with
the business/private sector for the implementation of measures and programs within their own
establishments to encourage the practice of CLAYGO by their respective customers, to wit:
1. Installation of signages and other promotional materials about CLAYGO within the premises
of the establishment;
2. Provide a minimum of three (3) separate garbage bins for biodegradable, non-biodegradable,
and recyclable wastes for proper segregation;
3. Provide a designated depository area where customers can place their return trays and other
used non-disposable tableware such as those made from ceramic, plastic, metal, and glass
among others;
4. Provide basic cleaning supplies (e.g. tissue, washcloth) near the depository areas.
B. The Local Government of Tuba through the Municipal Environment and Natural Resources shall
implement the following:
1. Installation of signages and other promotional materials about CLAYGO in Tuba Sports Youth
Center, Public Markets, Food Court, Waiting Sheds and Municipal Ground /Building/Halls and
other public places;
2. Provide a minimum of three (3) separate garbage bins for biodegradable, non-biodegradable,
and recyclable wastes for proper segregation in the Tuba Sports Youth Center, Public Markets,
Food Court, Waiting Sheds, Municipal Ground/Building/Halls and other public places.
SECTION 6. CLAYGO TASK FORCE. To ensure implementation of this ordinance, a CLAYGO Task
Force shall be created though an executive order which shall be composed of the following:
Team Leader: MENRO representative
Co-Team Leader: MHSO representative
Members: Mayor’s Office-Licensing Inspector
PNP representative
Mayor’s Office-CAA representative
Mayor’s Office-Tourism Section representative
Function: Coordinate with the Tuba-Deped, 13 barangays of the municipality and national agencies
assigned in the municipality for the conduct of information education campaign in schools, barangays,
business sector, tourism sector, religious sector, and other stakeholders.
SECTION 7. BUDGETARY REQUIREMENTS. The amount of at least FIFTY THOUSAND
(PHP50,000.00) shall be appropriated in the Annual Budget and may be augmented in the
Supplemental Budget under the Municipal Environment and Natural Resources Office for the
implementation of this ordinance, to be used primarily for the implementation of strategies set forth in
Section 6.B of this Ordinance, and the mobilization of Task Force CLAYGO.
SECTION 8. REPEALING CLAUSE. All ordinances, rules and regulations and other issuances or parts
thereof inconsistent with the provisions hereof are hereby repealed or modified accordingly.
SECTION 9. SEPARABILITY CLAUSE. If any part or provision of this ordinance is declared
unconstitutional or invalid, other parts or provisions herein which are not affected thereby shall continue
to be in full force and effect.
SECTION 10. EFFECTIVITY CLAUSE. This ordinance shall take effect pursuant to law.
