At a ceremony in the “National Forensic Sciences University” campus in Gandhinagar, “Union
Home Minister Amit Shah, who was on a two-day visit to Gujarat”, officially opened a state-
level command and control center called "TRINETRA" as well as a number of other initiatives.
This action was made to modernize and technologically advance the Gujarat Police and to
improve public amenities. As stated in the press release 1 “This project will protect Gujarat by
converting Gujarat government's plan to make Suraksha Chakra into Sudarshan Chakra”
The Home Minister claimed that many actions had been made to boost people's faith in and
confidence in projects. Additionally, he gave the Gujarat Police “10,000 Body Cameras, a Video
Feed Management System, Workstations, Docking Stations, and Servers” in order to improve,
develop, and modernize the Gujarat Police's security services. 80 cars from the Anti-Human
Trafficking Unit were also presented to the Gujarat Police today in addition to this. Shah argued
that by utilizing cutting-edge technology, the command and control room must be expanded to
encompass all cameras, including those at residential colonies, seaports, airports, bus stops, and
bus stops throughout the State. This project will protect Gujarat by converting Gujarat
government's plan to make “the Suraksha Chakra into a Sudarshan Chakra”. In order to provide
timely access to the control room for any occurrence at any location, he emphasized the
importance of increasing connectivity and storage capacity.

Our visit was accompanied by Police Sub Inspector RAUNAK MULIANA who gave us in depth
understanding of functioning of TRINETRA and how the surveillance is done for whole of the
state from one place itself. It was mentioned by him that TRINETRA office is headed by DG and
ADGP of the state.

On the ground floor was operation and management centre. But we visited first floor where on
the “WALL OF FAME” were several awards put up such as PMI INDIA AWARD 2021, PMI
SOUTH ASIA AWARDS 2021, SKOCH AWARD etc.
TRINETRA office is the central office for all the districts of Gujarat. Officer Raunak also
mentioned about PROJECT ITMS (Integral Traffic Management System) which can be used to
detect vehicle through registration number and once the vehicle is detected then through the help
of “VIDEONETICS” we can trace down the movement of vehicle along with its speed, time at
which it passed etc.
CCTV CAMERAS
Currently, there are “7000 cameras installed at 41 traffic junctions, including 6 holy pilgrimage
sites and the Statue of Unity in Kevadia”. These cameras are connected to the “Netram (District
Level Command & Control Centre)” of each district through point-to-point connectivity, and all
of the districts' 'Netram' have been integrated with Gandhinagar-based Trinetra. And in Phase 2
we will have an addition of 10,000 more cameras in the state. Storage capacity of these cameras
is 1000 TB i.e. it can record for 1 month. For any investigation purpose the backup is taken in
hard drive which can be used as evidence in court of law. The CCTV footage works on BSNL
network.
In case of power cut also the video is recorded and is stored in backup as the live footage for the
same cannot be seen on screen.
BODY WORN CAMERAS
There was also a discussion relating to body worn cameras used the police officers specially at
the time of making an arrest. We were also shown a sample video of the same. The body worn
cameras also record voices along with video. There are currently 10,000 body worn cameras in
the state.

DRONE
The state also uses drone for surveillance. Currently there are 14 drones in the state which are
categorised into 4 types based on their covering range which varies from 2-4 km generally. The
location of drone is decided by IPS officer of the state.
OTHER OBSERVATIONS RELATING TO VISIT
Each police officer in the centre is provided with 2-3 districts to keep a constant eye on
the functioning of district and functioning of the cameras as well.
The Gujarat Police Force's TRINETRA- Integrated Command and Control Centre (i3C),
which was launched as part of the VISWAS Project, has been awarded the prestigious
National e-Governance Gold Award by the Indian government.
At the “25th National Conference” on e-Government held in Jammu, the Gujarat Police
Force received the “National Award for E-Governance Scheme 2021–22” in the category
of Excellence in Adopting Emerging Technologies.
Other technologies installed as part of TRINETRA's “Intelligent Traffic Management
System”s include Automatic Number Plate Recognition, Red Light Violation Detection,
Illegal Parking Detection, Wrong Way Detection, Crowd Detection, People Counting,
and Camera Tampering.
Drones are only used for surveillance purpose and not for defence.
CONCLUSION
We gained a thorough understanding of the functioning of TRINETRA centre and how the
surveillance of whole state is done from one place. It was clear that the department's
infrastructure was well-built and capable of supporting a range of examinations, and operational
duties.
The use of safety precautions and adherence to pertinent protocols showed that safety was given
top priority. The administrative buildings were kept up properly and included designated areas
for meetings, office work, and evidence storage. The administrative infrastructure's general
efficiency and organization helped the department's operations run smoothly.
The field trip not only gave students exposure to the practical side of new technologies
involvement in police force, but it also allowed them to network with other professionals and
experts in the area. For future research collaborations, advice, and access to resources and
facilities that may be useful for research initiatives, it can be beneficial to establish connections
with specialists.
