The delegation of Japan recognizes the importance of a citizen's freedom of speech and
opinion, therefore we will do all we can for citizens in autocratic regions to obtain these
same rights by making agreements that reduce the insecurity of certain governments with
regard to newspapers, and to provide security for journalists, who are often the ones who
suffer in this conflict of interest.
Edward Snowden once said “Under observation, we act less free, which means we
effectively are less free.”
When reading this for the first time, it makes perfect sense, but if you read more carefully
you can see that online surveillance is not a negative measure imposed by the government.
The Japanese delegation reminds you of a case that happened here in Portugal recently,
when a student prepared an attack on the Faculty of Science, but failed to execute it. And
why? because through online surveillance the police managed to stop the student.
Taking this, and many other cases in consideration, the Japanese delegation looks forward
to discussing the given problems and finding a proper solution for them.
