1. INTRODUCTION
This report outlines a detailed electrical inspection and testing service that LEGEND provided to SEMA SURVEYORS’ office located at
st
1 Floor Al-Kinz Plaza-North Parliament Building, Road # 1 Presidency Street, 26 June Avenue, Hargeisa-Somaliland , the
office building contained two room, storage area and corridor. The inspection was conducted on October 31, 2023 which has covered a
wide array of electrical critical components inspection of the office building included the examination of the main distribution panel board,
sub-distribution panel board, consumer unit, sockets, switches, conductors sizing and selection, Circuit Breaker and Earthing and bonding
protection system. Moreover, this inspection service incorporates the assessment of fire alarms and smoke detectors, fire
extinguisher, emergency exit lighting installation and the overall electrical load demand of the office space. The primary objective
was to assess the installed electrical system safety and security as well as to identify any potential hazards and issues and areas of
improvement within the electrical system installation and operation. And finally to provide the client a comprehensive report including
observations, findings and recommendations along with photos and testing measurement results.
2. SCOPE OF WORK
The scope of services includes inspection and testing for electrical system installations and proper operation, covering the following:
 Inspection for service drop and feeder entering to the office premises and check the size of the service conductors.
 Inspection and testing panel boards with all components & power factor correction units, IP rating including all necessary accessories
and ancillary works for MDPB and SDPB, CU, RCDs to be completely installed and tested.
 Testing and evaluation of circuit breakers to verify their effectiveness in controlling electrical circuits.
 Inspection and testing of copper conductors PVC/PVC insulated, including terminations, all necessary accessories and ancillary works
required for complete installation as specified, indicated in the design and completely complying safety standards and regulation.
 HVAC and Air conditioning split units installation and operation complying with the minimum technical design and installation
requirements
 Check that the load on the circuit does not exceed the circuit rating and verify the branch circuit loads do not exceed the maximum loads
allowed.
 Inspect that the branch circuits are enough for the load served and the load is evenly distributed.
 Check that the power sockets for specific loads meet the requirements of that particular demand.
 Inspection and testing of power socket outlets including the main circuit, conduits, conduit fittings, boxes, and all necessary accessories
and ancillary works as specified and as indicated in the design
 Inspection and test fire alarm and smoke detectors properly installed and functioning if applicable.

 Review of compliance with industry standards and regulations.

3. LIMITATIONS
It's important to note the limitations of this inspection. Limited access to certain areas and concealed wiring prevented a comprehensive analysis of
conduits and conductors, also electrical design, As built drawing and circuit wiring documents were not available during the inspection. Physical,
measurements & testing inspection were performed. As there is no electrical building code regulations in the country, LEGEND inspection experts have
been using the international best practice and standard compliance requirements for electrical installation system based on their prior experience with
similar projects.
4. FINDINGS AND RECOMMENDATIONS

5. CONCLUSION
Based on the electrical inspection and testing conducted by LEGEND experts at SEMA SURVEYORS’ office building, it was identified the lack of
earthing system throughout the office building which increasing the electrical faults and potential equipment damage. It is also worth to mention that
electrical testing for the voltages are within the allowable ranges. However, the branch circuits for the socket on the Engineers office are not evenly
distributed for the served loads. Addressing the findings and rectifying the recommendations mentioned on the above will not only enhance the safety and
functionality of the electrical system but also ensure the well-being of the office staff and protect electrical equipment from the damages. Regular follow-up
inspection of at least every 6 months is recommended to maintain the electrical installations at optimal levels of safety.
Regarding the total peak load of the office building was estimated 15.54 kW including 20% for future load increase. And also the critical peak load was
estimated 5.33 kW. Therefore, UPS backup with capacity of 5.5 kW, during power interruption will be recommended only for these critical loads during
power interruption.
