The Scope of WORKS comprises offshore preparation works, offshore installation, removal, hook-up and

installation, inspection, providing support to PRSB in decommissioning, testing, pre-commissioning and start
up of all systems, related appurtenances and equipment of the platform.

The scope of work includes all WORKS necessary to put into initial safe operation all systems and equipment of
the platform facilities, to furnish all materials, construction tools and equipment, utilities supplies, temporary
structures, consumable, labour, supervision, transportation and other works and services necessary, except for
those items explicitly stated otherwise in the documents to be supplied by PRSB. BIDDER to expeditiously
perform and complete the offshore works in accordance with the project specific specification.

This shall include any or all other work and services which is generally related to that outlined above and which
is required and is necessary to complete the execution of the project including:

1) Offshore Preparation & WSS Reinforcement


i. Provision of Site Management Team (SMT) to manage this contract, including the efficient
integration and site management of all activities associated with the execution of the scope
of work of the contract. This shall include HSSE management, sub-contracting and vendor
management, effective work scoping and work packing, timely and accurate commitment &
progress of the work, with prompt productivity reporting and analysis in accordance with the
agreed KPIs, standards and the required QA/QC.
ii. Works scoping, work pack preparation, offshore execution and close-out reports for the
hook-up & pre-commissioning activities stipulated in this RFQ.
iii. Provision of manpower for verification of PRSB offshore work & pre-commissioning activities
in PETRA’s Yard / nominated Facility, during work packs preparation and clearing any
outstanding punchlist that may affect the mobilisation to field.
iv. Material handling, coordination and management of both PETRA and Contractor supplied
materials and consumables, including return of surplus materials to Kemaman Supply Base
(KSB).
v. Provision of Specialist Vendor i.e. NDT, abseiling, ROV, divers, offshore piling etc.
vi. Abseiling, rigging, scaffolding and work site preparation to support inspection activities.
vii. Provision of manpower to carry out general support to the offshore installation, hook up and
pre-commissioning activities – e.g. rigging, scaffolding, cleaning, support, etc.
viii. Provision of all necessary tools, plant & equipment for the execution of the scope.
ix. Management of scheduled waste to be back loaded from site to Kemaman Supply Base (KSB)
and to interface with KSB waste management team.
x. Management of scrap materials to be returned to Kemaman Supply Base (KSB) for PETRA
disposal. This shall include the necessary TENORM inspection of non-schedule and schedule
waste, as applicable.
xi. Coordinating & managing sub-contractors (where appropriate)
a) Remote Operated Vehicle (ROV) for installation, data acquisition (UTTG, MPI & etc)
and monitoring of subsea structure installation works.
b)Air / Saturation Diving
c) Bolt Tightening
d)Nitrogen Leak testing (as required)
e)Abseiling (as required)
f) Offshore Pile Installation
g) Non Destructive Testing (RT, MPI, UT)
h)Surface Preparation (Barnacle Removal)
xii. Installation of subsea and surface structural assemblies on Wellhead Support Structures that
include the following;
i) Bracing with clamps at surface (Appx.40 MT);
j) Bracing with clamps above mid span template(Appx.40 MT);
k) Subsea template (Appx. 75 MT);
l) Offshore piles (2 x dia 1.32m x appx 100m length, total weight: Appx. 260MT)
2) Offshore Decommissioning and Removal (Duration: 30 days) – MOPU Decom (to quote as an optional
cost)
i. Provide assistance in cessation of production, decommissioning, flushing etc to PETRA
OPERATION;
ii. Provide assistance to PETRA MARINE in MOPU jacking down activity;
iii. Removal, preserve and making good of Offshore Flexible Export Hoses (X nos x Ym),
iv. Removal, preserve and making good of Offshore Production Jumper Hose (X nos x Ym)
v. Removal, preserve and making good of existing fusible plugs system;
vi. Removal, preserve and making good of existing deluge system;
vii. Removal, preserve and making good of existing instrumentation & hydraulic control system;
viii. Removal, preserve and making good of flare boom on MOPU;
ix. Removal, preserve and making good of Aggreko Generator Set (1 unit) on MOPU;
x. Removal, preserve and making good of deep well pumps (2 units) on MOPU;
xi. Removal, preserve and making good of deluge pumps (2 units) on MOPU;
xii. Removal, preserve and making good of tubular arms and bridge on MOPU- Wellhead Support
Structure;
xiii. Removal of all guyed wires / existing lashing that connected to Wellhead Support Structure;
xiv. Removal of sea fastening (hot work)

3) Offshore Hook Up and Pre-Commissioning (Duration: 15 days) – MOPU Tie In (to quote as an optional
cost)
i. Provide assistance to PETRA MARINE in MOPU jacking up activity;
ii. Reinstatement of Offshore Flexible Export Hoses (X nos x Ym),
iii. Reinstatement of Offshore Production Jumper Hose (X nos x Ym)
iv. Reinstatement of existing fusible plugs system;
v. Reinstatement of existing deluge system;
vi. Reinstatement of existing instrumentation & hydraulic control system;
vii. Reinstatement of flare boom on MOPU;
viii. Reinstatement of Aggreko Generator Set (1 unit) on MOPU;
ix. Reinstatement of deep well pumps (2 units) on MOPU;
x. Reinstatement of deluge pumps (2 units) on MOPU;
xi. Piping modification works (2 x 3” x 1500# flow lines, estimated 12 dia inch per line) inclusive
of piping support modification / relocation if any and touch up painting
xii. Reinstatement of tubular arms and bridge on MOPU- Wellhead Support Structure;
xiii. Reinstatement of all guyed wires / existing lashing that connected to Wellhead Support
Structure;
xiv. Testing & pre-commissioning of all systems
a) Aggreko Generator
b)Electrical Distribution
c) Instrumentation and control system
d)Marine Instrumentation System (MIS)
e)Telecoms
f) Crane
g) Utilities (Air, Diesel)
h)Safety Systems, Fire Detection, etc.
i) Service Water pumps, Portable water system
j) Pre-Commissioning of systems to allow for production import from MOPU to FSO;
1. Flare Knock Out Drum (FKOD), Start-up the flare pilot
2. Test / Production Separators
3. Drains
4. Wellhead flow lines and export hoses
5. Metering
6. Chemical Injection
7. Transfer pumps
xiii. Manpower support during commissioning of all systems

4) Exclusion of works
i. Marine Spread (Work barge, Anchor handling tugs)
ii. Fabrication works
iii. Project Management Team
iv. Procurement of permanent project materials

5) BIDDER is required to fill in the Appendix 1 of this RFQ
