The Philippines had gone a long way. As a
RATONALE: nation, the Filipinos embraced a lot of
changes and adapted new systems. On the
other hand, we invent some of them. In the
area of political arena, changes are evident.
As time runs its course, more systems are
introduced and new political strategies have
been developed. In these changes, there is
one thing that remains the same or even
worsen – the vote-buying strategy. It is very
clear in the Ominibus Election Code section
261 (a) that all sort of vote-buying is
prohibited. Many forms of vote-buying had
been around over the past years but no one
yet had been penalized. Instead of removing
the culture of vote-buying, it is intensified by
the “vote-straight” campaign strategy.
In this phenomenon, this research comes to
life. There are a lot of researches that
focuses on the issue of vote-buying but this
research will direct its attention to the present
form of vote-buying – the vote-straight
campaign. This study aims not to solve the
problem of vote-straight vote-buying
campaign but highlights the issue, know and
provide details about its effects.
The purpose of this study is to determine
PURPOSE: whether the voters will support the vote-
straight campaign of the Political Parties.
 Moreover, this paper also aims to identify as
to why they are supporting a particular
political campaign and the effects of this
strategy to the voters. Lastly, it intends to
educate voters regarding the new form of
vote buying.
This research will be conducted with the aim
INSTRUCTIONAL to educate voters. With the help of the data
MANDATE: from the respondents, this paper will let the
voters know that they have the freedom to
vote and cannot be bounded by fear and
anxiety.
This research will invoke critical-mindedness
COMMUNITY EXTENSION of the voters for the upcoming elections. This
MANDATE: will help them weigh things according to the
importance of their community and realize
their roles and identity as voters. These
realizations will ensure the production of
educated voters.
This research will soon become a
PRODUCTION MANDATE: springboard of other researchers. This will
invoke minds to be critical in their
environment especially in the field of politics.
This will eventually be improved in the future.
There are a lot of people who can benefit
BENEFICIARIES: from this study. Although this research will be
conducted in and mainly for the people of
Barangay Panayogon, Madrid, Surigao del
Sur, those people who seek ideas about
vote-straight vote buying campaign will also
benefit. Lastly, it is also for the future
researchers.
This is a qualitative research that caters the
APPROACH: Phenomenology Design. The research
instrument to be used in this study is in a
form of an interview. The interview will be
conducted upon the approval of the paper. In
addition, before the interview, the researcher
will write a letter of approval from the
respondents before doing a thing.
This paper is expected to provide a deeper
RESULTS: understanding on the particular vote buying
political strategy and will enlighten other
people’s minds in this reality.
This study is very significant. Even though
LEGACY: the study will focus particularly on the voters
of Barangay Panayonon, Madrid, Surigao del
Sur, there are a lot of voters from the other
 part of Surigao del Sur that can relate in this
matter. The MOA/MOU is expected to be
crafted in this research. This paper will be
noted and approved by the thesis mentor,
the thesis adviser, the panelists and the dean
of the Graduate School. This paper will soon
uploaded on the online journal websites.
To ensure the authenticity and validity of this
CAPACITY: research, the researcher will seek guidance
and advices from experts in the field of law
and another in the field of Social Sience. For
the legal aspect, the researcher will ask Atty.
Avelino U. Falcon and Mr. Paul Cuadrillero,
NEMSU-Cantilan Professor, for the field of
Social Science.
After the defense, the researcher will work
IMPLEMENTATION: for the revisions. If the paper will no longer
have issues, then it is ready for hard-
bounded. Then, the researcher will
disseminate the product to the respective
stakeholders.
