A Specifi Terms and Conditions:
1. The funds presently sanctioned is on the basis of the proposal of DHSE(O) furnished vide their letter No.4495 dated
24.04.2024.
2. The remuneration presently sanctioned should be released for the approved list of Guest Faculties engaged in
different Govt. Higher Secondary Schools (Jr. Colleges) as usual after ascertainment of the actual requirement by
DHSE.
3. The Controlling Officer/DDOs shall be personally liable for drawl of funds from the Treasury and depositing in various
Banks or keeping funds un-utilised in form of cash, Bank Draft, DCR etc. If in future, any such un-authorised parking of
money is noticed, then the same will be recovered from his personal entitlements including his retirement benefits and
disciplinary action under Rule-15 of the OCS (CC&A) rules, 1962 will be initiated as per Cash Management System. The
remuneration presently sanctioned should be electronically disbursed directly to the account of the beneficiary through
CePC as per Finance Department Office Memorandum No.27444/F dt.26.07.2012.
4. The Director, Higher Secondary Education should ensure the checking of the approved list of Guest Facultics
engaged in different Govt. Higher Secondary Schools (Jr. Colleges) and then approve release of funds School (Jr.
Colleges) wise.
5. The F.R. &B.M. Act, 2005 may be followed scrupulously.
6. Utilisation Certificate is not required under the scheme for submission to the A.G.(A&E), Odisha.
