Chapter 1

PROBLEM AND ITS BACKGROUND

This chapter describes the introduction, background of the study,

theoretical framework, conceptual framework, review related literature, statement

of the problem, hypothesis, significance of the study, scope and limitation and

definition of terms.

Introduction

The influence of government policies on entrepreneurial activities and

innovation outcomes in the Sampol market is a critical area of study. The

government's role in shaping the business environment and fostering

entrepreneurship is undeniable. This study aims to explore the impact of

government policies and support programs on entrepreneurial activities and

innovation outcomes in the Sampol market, with a particular focus on the

implementation of an action plan for businesses.

Entrepreneurship is a vital driver of economic growth and job creation, and

governments worldwide have recognized the importance of fostering a supportive

environment for entrepreneurs. However, the impact of government policies on

entrepreneurial activities may vary depending on the economic, cultural, and

societal conditions of different countries. Therefore, a comprehensive exploration

innovation outcomes in the Sampol market is necessary.

To understand and discourse the problem on how it may affect the

entrepreneurial when it comes to policy. Examining some factors that are usually

present in any various way of knowing the capability of government policy in

entrepreneurship and innovation. This study wants to expand everything that are

involve either opportunities or challenges which might experience by the small

businesses in Sampol Market.

The action plan for businesses in the Sampol market aims to address the

challenges faced by entrepreneurs and promote innovation and growth. This

thesis will examine the implementation of this action plan and its impact on

entrepreneurial activities and innovation outcomes. The study will be based on a

systematic literature review design, where data will be collected from existing

resources to obtain the findings.

The findings from the systematic literature review will provide insights into

the role of government policies in shaping the entrepreneurial landscape in the

Sampol market. The study will also identify the challenges and trends in the

market and provide recommendations for improving the business environment

and fostering entrepreneurship.

Hence, this study aimed to fulfill the gap of knowledge and contribute to

the study by observing and examining the influence of government policy

towards the small businesses in City of San Jose del Monte, Sampol Market

using the John Kingdon (1984) Policy Entrepreneurship Theory which tells about

influencing the society by creating opportunities and promoting desired policy.

Moreover, this study aims to contribute to the understanding of the influence of

government policies on entrepreneurial activities and innovation outcomes in the

Sampol market. The findings will be relevant to policymakers, entrepreneurs, and

researchers interested in promoting entrepreneurship and innovation in the

Sampol Market.

Background of the Study

Entrepreneurship has always been a field of uncertainty, with no

guaranteed outcomes or fixed rules to follow. To be an entrepreneur, one must

be able and willing to find comfort in the unpredictability of the business world.

(Szostak, L. 2023 Forbes site). According to the article of SCISPACE

government policy has both positive and negative effects on small businesses.

For the positive side it may relate to entrepreneurship growth and development

which can create a supportive culture between the private and public sectors. In

contrast, it can give a negative side because of higher federal regulations that

can be found to reduce the total number of small firms which can decrease the

output share of small firms. Overall, government policies play a vital role when it

comes to shaping the growth and performance of small businesses, those

policymakers should consider the impact of the policies that they create to every

sector.

Entrepreneurial activities may influence economic performance by

bringing new products, methods and production processes to the market.

Moreover, entrepreneurial activity is defined as “the enterprising human action in

pursuit of the generation of value, through the creation or expansion of economic

activity, by identifying and exploiting new products, processes or markets”

(OECD, 2007). For innovation it can lead to increased productivity that

encourages professionals to see their ideas being implemented. As the

innovation generates throughout the market it can give better output and raise

more goods and services that may result in economic development and growth.

Adopting the entrepreneurship and innovation idea can affect the rate of

technological change and structural transformation of the economy in the

business industry. It can also help the entrepreneurs to get some opportunities

and face some challenges for them to prove that they can do and survive

everything.

Government Intervention is a regulatory action taken by the government to

seek some decisions that are made by individuals, groups and organizations to

have changes when it comes to the economy. Moreover, the government

intervenes with the marketers to promote fair competition among the businesses.

Governments intervene in markets to address inefficiency. In an optimally

efficient market, resources are perfectly allocated to those that need them in the

amounts they need. In inefficient markets that is not the case; some may have

too much of a resource while others do not have enough. Inefficiency can take

many different forms. The government tries to combat these inequities through

regulation, taxation, and subsidies. Most governments have any combination of

four different objectives when they intervene in the market. (saylor.org, 2021).

Implement Policy

These are some existing policies that are implemented among the

policymakers. How it may affect the business or the market.

Foreign Investment Act - As a general rule, there are no restrictions on

the extent of foreign ownership of export enterprises. In domestic market

enterprises, foreigners can invest as much as one hundred percent (100%)

equity except in areas included in the negative list.

Corporate Recovery and Tax Incentives for Enterprises Act - Republic

Act No. 11534, otherwise known as the “Corporate Recovery and Tax Incentives

for Enterprises” (CREATE) Act is the second package of the Comprehensive Tax

Reform Program that reduces corporate Income tax rates. It provides other tax

relief measures that will help businesses, particularly those organized as

corporations (including One Person Corporations) recover from the effects of the

pandemic as well as measures that will rationalize the grant of fiscal incentives to

targeted investors.

Philippine Competition Act - The Philippine Competition Act (PCA) or

R.A. 10667 is the primary competition law of the Philippines for promoting fair

competition in the marketplace and protecting the well-being of consumers in the

process. It is a game-changing legislation envisioned to improve consumer

protection and help accelerate investments and job creation in the country,

consistent with the national government’s goal of creating more inclusive

economic growth.

Barangay Micro Business Enterprises Act - The “BMBEs Act of 2002”

encourages the formation and growth of barangay micro business enterprises by

granting them incentives and other benefits.

Revised Corporation Code of the Philippines - Republic Act 11232, or

the Act Providing for the Revised Corporation Code of the Philippines, was

signed into law by President Rodrigo R. Duterte on 21 February 2019. It amends

a 38-year-old Corporation Code in an effort to improve the ease of doing

business in the Philippines.

The purpose of this study is to explore and know what are the possible

effects of policies in some businesses. If some of them are negative or positive to

the current situation of businesses in the Sampol Market. The researchers want

to assess the effectiveness of these policies once they are put into practice,

including the barriers, factors and facilitators to have successful implementation.

Moreover, this study wants to know if those inputs and outputs can allocate those

funds for businesses, does it create good outcomes such as job creation,

economic growth and technological advancement? This may also provide long

term effects on how the policies affect the sustainability and growth of startup

business and innovative ventures over time. Lastly, the study may examine the

extent of current policies if those will benefit some sectors in the society. It clearly

state the objectives of the study to monitor and assess the effectiveness of

current policies, identify best practices, propose policy recommendations, do

some action plan on how to help small businesses, and evaluate the impact of

policy changes on entrepreneurial activities and innovation outcomes.

Theoretical Framework

This study is supported by the policy entrepreneurship theory, which was

developed by John Kingdon (1984) It makes use of creative thinking and

unconventional tactics to impact society, generate possibilities, and advance

desired policy results. The theory of policy entrepreneurship suggests that

individuals or groups can influence the development and implementation of

public policies by identifying opportunities, mobilizing resources, and advocating

for change.

Supporting entrepreneurship by the government is crucial if we are to

continue expanding in a sustainable manner. Thus, to stimulate economic

growth, we must support small and medium-sized enterprises, add to the

employment force, and assist individuals in conserving money. Several studies

have explored the impact of government policies on entrepreneurship and the

broader economy (Obaji & Olugu, 2014; Dutz. Ordover, & Willig, 2000; Daunfeldt,

Elert, & Johansson, 2014).

Furthermore, According to Peter Drucker (1985) entrepreneur and

entrepreneurship as a person who looks for change, responds to the change and

seeks to exploit the opportunities. The major unique point from the opportunity

construct of Drucker is that entrepreneurs have more eyes for opportunities they

see more than the problems. Stevenson concludes that entrepreneurs seek to

exploit every available opportunity without paying much attention to resources

currently being controlled by the entrepreneur (1990).

The connection lies in the potential role of policy entrepreneurs in

identifying the need for government policies that can enhance entrepreneurial

activities and innovation outcomes in the Sampol Market. These entrepreneurs

may work to develop an action plan that recommends specific policy changes to

support businesses in the market, thereby serving as drivers of policy change

and fostering a more conducive environment for entrepreneurship and

innovation.

Conceptual Framework

findings and conclusions.

The output consists of insights into the impact of government policies on

entrepreneurial activities and innovation outcomes leading to the development

and implementation of an action plan based on research findings. Moreover, it

provides insights for policymakers to refine existing policies or introduce new

initiatives that better support entrepreneurship and innovation in the Sampol

simultaneously considering the possible drawbacks of slower economic

Based on the study (Obaji N. and Olugu M., 2015) It is reported in

entrepreneurship literature that several variants of definition of entrepreneurship

concept exist [1] for the reason that entrepreneurship epitomises a complex

phenomenon, being examined as a process, a resource or a state-of-being [2]. In

line with this, researchers classify entrepreneurship into three main groups [2].

The groups are behavioural definitions (e.g., Schumpeter, Kirzner); occupational

definitions (e.g., Evans and Jovanovic); synthesis definitions (e.g., Gries and

Naudé). In order to validate this conceptual model, the process called for

justification of measurements; structural model as well as direction for future

research projects. This study will used quantitative approach to enhance the

reliability of measurements. It will adopt the established scales instrument to

evaluate government, economic progress, and entrepreneurship regulations.

Results revealed that this literature review propose two hypotheses. Integrating

entrepreneurship practices with economic development, with government policy

intervening, a framework is developed. It aims to develop a conceptual

framework that evaluates the role of government policy in the development of

entrepreneurship that can impact the economic development. Moreover,

framework administer a starting point to researchers and practitioners to further

examine the entrepreneurship policies and practices. In conclusion,

entrepreneurial success of any nation is largely dependent on the policy behavior

of the government. Since most governments especially in the developing

out supportive policy programmes in different forms.

Statement of the Problem

This study aimed to evaluate the influence of government policies to those

business owners when it comes to their entrepreneurial activities and innovation

outcome in the Sampol Market, Sapanag Palay, Bulacan using the policy

entrepreneurship theory, which was developed by John Kingdon (1984.

Moreover, the findings served as the basis for the proposed implementation

action plan that strengthen the factors that influence their businesses.

Specifically, this sought to answer the following questions:

to legal regulations, thereby reducing the likelihood of engaging in illegal

activities. Additionally, it provides them with valuable insights and guidelines that

can be used to enhance their operations and plan strategically for future

business.

Policy Makers- This research aims to facilitate a comprehensive understanding

for policy makers regarding the perspectives and opinions of business owners.

Future Business Owners - This insightful study will provide valuable guidance

to aspiring entrepreneurs as they embark on their journey of starting a business.

Additionally, it will elucidate the various policies and regulations that

entrepreneurs must adhere to, ensuring compliance with legal frameworks and

Scope and Limitation of the Study

The scope of this study focuses on examining the influence of government

policies on entrepreneurial activities and innovation outcomes of businesses in

Sampol Market in San Jose del Monte Bulacan. Specifically, it aims to analyze

the implementation of an action plan for the businesses in response to

government policies. The study will investigate the impact of these policies on the

entrepreneurial activities and innovation outcomes of the businesses in Sampol

Market.

The study will primarily involve the businesses operating in Sampol Market

in San Jose del Monte Bulacan. It will consider various government policies that

directly or indirectly affect these businesses, such as taxation policies, licensing

regulations, and economic incentives. The research will focus on understanding

how these policies shape the entrepreneurial activities and innovation outcomes

of the businesses in the market.

The research will be limited to the businesses in Sampol Market in San

Jose del Monte Bulacan, thus excluding businesses in other markets or areas.

effectiveness of the action plan or measure the actual outcomes achieved by the

businesses.

Overall, this study aims to shed light on how government regulations affect
