EXECUTIVE ORDER NO. 07 Series of 2023
" AN ORDER ESTABLISHING A VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (VAWC) DESK
OF RIZAL, MALALAG, DAVAO DEL SUR; AND DESIGNATING A VAWC DESK OFFICER "
WHEREAS, Republic Act 9262 underscore the commitment of the state on safeguarding the
dignity of women and children while guaranteeing full respect of their human rights and to
protect them from violence and treats to their safety and security;
WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of Women, is a
Comprehensive women's right law that seeks to eliminate discrimination against women by
recognizing, protecting, fulfilling and promoting the rights of Filipino Women, especially those
in the marginalized sectors, Section 12 D, Rule IV of the Rules and Regulations implementing
the Magna Carta for Women provides for the establishment of VAWC Desk in every barangay to
ensure that violence against women and children cases are fully addressed in the gender -
responsive manner;
WHEREAS. There is a need to set up VAWC Desk with in the Barangay Hall to ensure
confidentiality, privacy and safety of the victim-survivors with designated VAWC Desk
Person/Officer trained in gender-sensitive handling of cases;
NOW, THEREFORE, I, ROSITA A. ANGEL Punong Barangay of Rizal, Malalag, Davao del Sur by
virtue of powers vested in me by law, do herby order that:
Section 1. Establishment of Barangay VAWC Desk and designating RICHEBEL P. ANGEL as VAWC
Desk Officer of Barangay Rizal, Malalag, Davao del Sur.
Section 2. Functions of Barangay VAWC Desk Officer:
1. Respond to gender-based violence cases brought to the barangay;
2. Record the number of gender-based violence handled by the barangay and submit quarterly
report of all cases of VAWC to the DILG Municipal Field Office and the Municipal Social Welfare
Develonment Office ( MSWDO);
3. Keep VAWC record confidential and secured, and ensure that only authorized personnel can
accept it;
4. Assist victim of VAWC in securing Barangay Protection Order ( BPO) and access necessary
services;
5. Develop the barangay's responsive-gender plan in addressing gender-based violence
including support services, capacity building and referral system;
6. Coordinate with and refer cases to government agencies, non-government organization
( NGO) institutions, and other service provider as necessary;
7. Address other forms of abuse committed against women, especially senior citizen, women
with disabilities and other marginalized groups;
8. Lead advocacies on the elimination of VAWC in the community; and
9. Perform other related functions as may be assigned.
Section 3. Effectivity. This Executive Order shall take effect immediately.
