EXECUTIVE ORDER NO. 09-2025
ESTABLISHMENT OF A VIOLENCE AGAINTS WOMAN AND THEIR CHILDREN (VAWC)
DESK AND DESIGNATING OFFICER IN THE BARANGAY DANSULAO, MALANGAS
ZAMBOANGA SIBUGAY.
WHEREAS, The state condemns discrimination against women in all forms and pursues by all
appropriate means and without delay the policy of eliminating discrimination against women
in keeping with the Convention of the Elimination of All Forms Of Discrimination Against
Women (DECAW) and other international instrument’s consistent with the Philippines Law.
The State shall accord women the rights, protection opportunities available to every member
of society.
WHEREAS, The Magna Carta of Women (RA9710) enacted on August 14, 2009 is a
comprehensive women’s human rights law the seeks to eliminate discrimination against
women by recognizing, protecting, fulfilling and promoting the rights of Filipino women
especially those in the marginalized sectors;
WHEREAS, Chapter 1V, Section 9, Protecting from Violence of the same Act Provides for the
establishment of a Violence Against Women and their Children (VAWC) Desk in every
Barangay to ensure that violence against women and children cases are fully addressed in a
gender- responsive manner;
WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DSWD, DepED, DOH and
Philippine Commission on Women provides the guidelines and procedure procedure pursuant
to provision of the Implementing rules and Regulations of (RA9710) that there is a need to
establish a Violence Against Women and their Children (VAWC) Desk in every local
government unit designating officer thereat
NOW, THEREFORE I, ROD D. PINDI Barangay Chairman of Barangay Dansulao,
Municipality of Malangas, Province of Zamboanga Sibugay, by virtue of power vested on me
by law, do hereby order .
SECTION 1. Establishment of Violence Against Women and their Children (VAW) Desk the
Barangay of Dansulao and Designating CHARITO B. PANGANORON as the VAWC desk Officer
thereat.
SECTION 1-A: DUTIES AND FUNCTIONS
Assist the barangay VAWC Desk officers in the performance of their duties and functions In
coordination with appropriate government agencies, conduct capacity building activities for
the Barangay VAWC Desk Officers.
Monitor and supervise disposition of VAWC cases at the barangay level.
SECTION 2: Function of Barangay VAWC Desk:
1. Respond to gender-based violence cases brought before the barangay.
2. Record the number of gender-based violence handled by the barangay and submitted
quarterly report on all cases of VAWC to the DILG Municipal Field Office and the
Municipal Social Welfare and Development Office;
3. Keep VAWC cases record confidential and secured, and ensure that only authorized
personnel can access it;
4. Assist victims of VAWC in securing Barangay Protection Order (BPO) and access
necessary services;
5. Develop the Barangay’s gender responsive plan in addressing gender based violence
including support services capacity building and referral system;
6. Coordinate with and refer cases to government agencies non-government
organizations (NGOs) institution and other services providers as necessary;
7. Address other forms of abuse committed against women, especially senior citizens,
women with disabilities and other marginalized groups;
8. Lead advocacies on the elimination of VAWC in the community; and
9. Perform other related functions as may be assigned.
SECTION 4. Effectivity.
This Executive Order shall take effect immediately and any other prior issuance is hereby
repealed, modified and amended accordingly.

AN ORDER DESIGNATING MRS. CHARITO B. PANGANORON ASVIOLENCE AGAINST WOMEN (VAWC)
DESK OFFICER OF BARANGAY DANSULAO, MALANGAS ZAMBOANGA SIBUGAY.
WHEREAS; Republic Act No. 9710 also known as the Magna Carta of Women (MCW), recognize,
Protect, and uphold the rights of Women and address issue of discrimination against them,
WHEREAS; Joint Memorandum Circular No. 2010-2 provide that Punong Barangay Desinate a VAW Desk Person,
preferably a woman Barangay Kagawad or a woman barangay tanod.
NOW THEREFORE; I FREMER K. Bullecer ,Punong barangay of barangay Dansulao, Malangas Zamboanga Sibugay,
by vitue of power vested in me by law do hereby designated Mrs. Charito B. Panganoron as Violence Against Women
(VAW) Desk officer of this barangay.
