                                       Social change, as defined by Encyclopedia Britannica, is the alteration of
                                mechanisms within the social structure. In sociology, it is characterized by
                                changes in cultural symbols, rules of behavior, social organizations, or value
                                                systems.
                                                          Since its application in the development and
                                                 improvement of the different areas in the society, ICTs are also
                                                 being incorporated in solving local and national issues. These
                                                 include solving agricultural problems, studying its impact in
                                                 gender equality, and economic growth to name a few. However,
                                                 this integration is spearheaded by private sectors but is now
                                                 slowly moving forward to public and private partnership
                                                 initiatives.
                                                         This chapter will discuss the different ICT projects geared
                                                 toward improving societal changes and will enable you to make
                                                 an ICT project potential for helping a local community.

                                            PLANNING AND CONCEPTUALIZING ICT PROJECTS
                                       ICT projects range from community improvement to larger economic
                                development. Around the globe, there are a wide variety of projects that
                                incorporate ICT for social improvement. Innovations in the field of
                                entrepreneurship are being strengthened with ICT as well.
                                      Projects for the communities are products of researchers first before
                                implemented. These studies undergo the same process of inquiry, investigation,
and immersion of the project authors to the community for needs assessment. The following project excerpts focus

                                            Glimpse of History
                              Adam Smith and Social Change of the 18th Century
       Adam Smith, FRS was a Scottish political economist, lecturer, and essayist. He was baptized June 5, 1723
and died July 17, 1790. He is principally known for having authored An Inquiry into the Nature Causes of the
Wealth of Nations (1776) and The Theory of Moral Sentiments (1759).
        As one of the theorists of social change, Smith believed that societies evolve through collections of
individual preference, which take the form of an 'invisible hand' guiding society. He explained that this invisible
hand is the collective preference of each individual in the society who expresses their preferences by purchasing
the items of their choosing, which then guides production to meet the demands of the people.
                                        RESEARCH FOR ICT PROJECTS
        Planning and developing an ICT project proposal requires several aspects to be taken into account. Below is
a circumscribed, nonspecific list to be considered:
       1. Identification of research areas in the ICT Work program that are aligned with the competencies, areas of
       activity, and mid- to long-term strategic goals of your organization. Launching schedule should be taken
       care of.
       2. Confirm that the funding mechanisms available are appropriate for your goals. Identify other
       organizations that are complementary in terms of skills and perspective for achieving the research ideas
       under consideration.
       3. Build a quality partnership in the community (international consortium) that meets the minimum
       participation rules for the specific call for proposals you are targeting.
       4. Has a mix of different types of organizations (e.g., academic, user organizations, industrial companies,
       SMEs, etc.) appropriate for advancing the goals of the proposed project.

           5. Has the right mix of competencies and track record to carry out and manage the proposed research.
           6. Familiarize the consortium with specific guidance documentation and templates published by the
           European Commission for the targeted call for proposals.
           7. Draft a Comprehensive proposal document that adheres to the guidelines published by the relevant
           Commission service.
       This guideline is published by the Community Research and Development Information Service (CORDIS) of
the European Commission for participants in ICT project creation which can be a basis for project proposals with
ICT.
                                 DESIGNING AND COPYWRITING FOR ICT PROJECTS
       Designing ICT proposal can be done using the guidelines on writing project
proposals and can be based on existing projects as well.
           1. Required format. This consists of the layout and typography of the document.
           2. Organization. Enumerates the sections essential to the proposal.

           Copyrighting an ICT project may involve a third-party institution or group to handle the processes for the
project.
        A basic understanding of copyright principles is essential for any blogger, researcher, reporter,
photographer, or anyone who publishes their creative works. All copyright law is federal law and therefore
uniform across the country (in theory). It covers a broad range of creative works. The law calls them "works of
authorship," but copyright protects almost all creative work that can be written down or otherwise captured in the
following medium:
     Literary works. These are basically prose, whether a news story, scientific paper, novel, poetry, or any
        other forms of "words-only."
     Musical works. These are both the lyrics and the music.
     Dramatic works. These are plays, including any accompanying music.
     Pictorial, graphic, and sculptural works. These are photographs, drawings, paintings, and any other kinds of
        two- or three-dimensional art.
     Motion pictures and other audiovisual works. These are movies, television shows, YouTube videos, and any
        kind of multimedia.
     Sound recordings. These are a separate copyright that protects a recording artist's rendition of a work.
     Architectural works. These are blueprints and similar plans for buildings.

                             DEVELOPING AND CONSTRUCTING THE ICT PROJECT
       Developing an ICT project will focus on the project management flow after drafting the proposal. Changes
