To fulfil the scope of Worksrelated to this project, the Contractor shall execute the
scope of Works as specified and referencedwithin the Contract documents. This
Method of Measurement (MoM) describes the method in which the respective line
items in the Bill of Quantities (BoQ) are to be measured and priced in accordance
with the Technical Specifications (TS) and terms and conditions of the Contract.
The Bill of Quantities has been divided into the following Portions, which are
tailored to the Technical Specification Portion1 through Portion5:
GENERAL NOTES
PREAMBLES
i. The priced BoQrepresents the Works to be carried out in accordance with the
Contract. Descriptions contained in the BoQ represent an outline of the respective
line item’sscope of work and cross-reference is made to other relevant clauses
withinthe Contract documents for more detailed information.
ii. The Contractor shall be deemed to have included all necessary costs for Portion 1A
(Preliminaries, Temporary Works and Enabling Works) against the respective items
in the BoQ and shall not include an allowance for any such rates or sums in any
measured item of Portions1B, 2, 3, 4 and 5 of the BoQ.
iii. The Contractor shall allow in the Unit Rates and Lump Sum Costs for protecting
all Works against damage by whatever method is deemed necessary.
iv. The Unit Rate or Lump Sum Cost against each item in the BoQ shall be
comprehensive and shall include all matters and activities necessary for the proper
engineering, design, execution, and completion of the Works irrespective of access
conditions, slope, nature of ground, presence of oil or water or any other conditions.

No claims for additional payment will be allowed for any error or misunderstanding
by the Contractor of the work involved.
v. The Unit Rate or Lump Sum Cost for each item shall allow for all unforeseen costs,
specific item(s) of works not specified and/or included in the BoQ and expenses in
complying with all general risks, liabilities and obligations set forth or implied in
the Drawings, Specifications and the Contract including, but not limited to, the costs
of the following:
• Protection of all Works during transportation and construction activities;
• Any downtime (inclement weather, delays due to Contactor’s negligence
and Defects in the Works) shall be accounted for in the Unit Rates;
• Providing Work Plans, Method Statements, Reports, deliverables and other
necessary required documents as per Contract requirements;
• Disposal of any wastesgenerated by the Contractor for its own operation and
maintenance of facilities, transportation fleet or equipment through
performance of the Works including all associated fees;
• Providing Geographic Information System (GIS) data formats in preparing
documentation and reports;
• Familiarization / training of Company staff – during treatment execution;
• Cost for Air Conditioning requirement in Heavy Equipment;
• Cost in installing Video Surveillance System around the Remediation/
Treatment Areas/Pads consisting of several video cameras with full view of
the entire areas in accordance but not limited to Clause 4.3.7 of Technical
Specification Portion 3 & Clause 4.3.6 of Technical Specification Portion
4;
• Cost for capturing video and photography during the contract period.
Various activities are to be recorded such as key events, information videos,
monthly remediation progress activities and end-of-year summation videos,
and others in accordance but not limited to Clause 9.6 of Technical
Specification Portion 1.
• Supply, construction and maintenanceofgeophysical prove-out and
instrument verification strip in required designated locations and all other
associated Works in accordance with Contract requirements;
• All Unit Rates for civil/construction activities shall include allowance in
providing one (1) UXO escort (Level II) per teamat significant
activities/areas with a potential for UXO anomalies;
• Providing UXO Construction Support to all civil works construction
activities i.e. battle area clearance, survey works, excavation, treatment,
stockpiling, restoration and other civil works mentioned in the Contract;
• Excavation into hardstratum as defined by KOC-C-003;
• Preor Post-treatment activities;

• Providing signage boardsor other signage safety, hazard, UXO, etc. at the
excavation or remediated areas and work area delineation in accordance but
not limited toClause 15 of Technical Specification Portion 1;
• Maintenance of applicable Project Works in accordance but not limited
toClause 11.4 of Technical Specification Portion 1;
• All required tests, inspections and training;
• Securing required permits, licenses or the like from State of Kuwait
Government and/or non-Governmental institutions/authorities as
applicable. All applicable taxes, duties, charges, import/export
duties/charges, government levies, landing charges, transport and the like
not mentioned in the BoQ line items;
• Temporary Works and other incidentals necessary to complete the Works;
• Compliance with all HSE requirements including provision of
environmental controls and mitigations,providing emergency clinics with
trauma certified medics and ambulances and
• All costs associated with any / all interfaces with other Company nominated
Contractor(s)
vi. In relation to the Unit Rates herein, no claim shall be entertained for loss of
overhead or profit because of any variation, omission or addition, or because of
Contractor’s method of pricing.
vii. The Unit Rates for all personnel to complete the Works shall be deemed to be
inclusive of all mobilization and demobilization and for all ancillary costs,
including but not limited to, flights, accommodation, subsistence, in-and out
country transport, import/export duties and taxesetc.
viii. The Unit Rates shall be valid for the entire duration of the Contract and any
extensions thereof. No adjustment in the Unit Rates shall be allowed for any
increase or decrease in the estimated quantities.
ix. All Unit Rates are independent and not extra over unless specifically stated to the
contrary, thus only one Unit Rate shall apply to any item of measured work except
where specifically stated otherwise.
x. The Clause(s) of each item in the MoMis assigned at the relevant marginal heading
of the Bill of Quantities for cross reference but will not be limited to the mentioned
specific Clauses.
xi. The MoM and BoQ shall be read in conjunction with all other documents forming
the Contract, all of which shall be taken as mutually explanatory.
xii. The Contractor is referred to the Specification for the description and detail of the
standard of workmanship and material required for the Work.

xiii. Contractor shall be deemed to have understood and accepted the methodology by
which the BoQ has been prepared and will be priced accordingly.
xv. In terms of E&T Works, Contractor shall submit Summary of Trips in a Daily,
Weekly and Monthly basis including a graphical presentation of the data such as a
bar chart or a pie chart as how the data will be applicable.
MEASUREMENT
i. Detail calculation shall be up to two (2) decimal places. The total of all detail
calculations shall be rounded to the nearest units of measurement.
ii. The quantities are estimated in BoQand may be varied, and actual quantities will be
determined and measured in accordance but not limited to Clause 12.5 of Contract
Specification.
iii. The item / quantities may be used in whole, in part or not at all and the Company
accepts no responsibility for the accuracy of the items and quantities.
iv. The BoQ defines the items, their quantities and the unitsof measurement under this
Contract. The BoQare supplemented by measurement rules detailed herein.
v. The MoM shall prevail throughout the Contract notwithstanding any trade, local or
general custom and shall be used in the adjustment of all measured variation, or
further measurement or re-measurement, if any.
vi. All items or work is measured net as fixed in position (as applicable).
vii. The use of hyphen between two dimensions in the BoQ shall mean a range of
dimensions exceeding the first dimension stated but not exceeding the second.
viii. Remeasuring of the quantities shall use same principles and method used to estimate
quantities in BoQ.
VERIFICATION OF MEASUREMENT
i. All measurements and records for the purpose of payment shall be made jointly by
the Company & Contractor in accordance but not limited to Clauses12.5 of Contract
Specification.
ii. Measurement Plan shall be provided by Contractorand shall be submitted to
Company for approval.

COORDINATION
The Contractor shall make due allowance in the Unit Rates for executing the Works
in cooperation and coordination with the works being executed by others, and
sequence and program the Worksaccordingly.

The Lump sum price for bonds and guarantees shall cover all costs and expenses
incurred in obtaining, providing and maintaining all bonds and guarantees to be
provided by the Contractorin accordance but not limited to Clause 16 ofContract
Specification and Clause 40 of General Conditions of Contract.
1A.1.b Insurances
The Lump sum price for insurances shall cover all costs and expenses incurred in
obtaining and maintaining all insurances to be provided by the Contractor in
accordance but not limited to Clause 9 of Contract Specification and Clause 39 of
General Conditions of Contract.
1A.2a Project HSE Plan and Project Health Safety and Environmental Reviews (PHSER
3,4,5 & 6)
The lump sum price for Project Conceptual HSE Plan and Health Safety and
Environmental Reviews (PHSER 3, 4, 5 & 6) shall include but not be limited to,
preparation, submission, performance of sessions Project HSE, PHSERs, HSE Plan
and HSE final reports, execution, compliance monitoring and required approval of
Project HSE plan on the basis of Company Conceptual HSE plan and PHSER 3, 4,
5 & 6 deliverables and closing & approval of all pending items, in accordance but
not limited to Clauses 8.0, 8.1 & 8.3 of Contract Specification and Clauses8.2.1 (d),
9.2.1 (c), 12.3 and 12.4 of Technical Specification Portion 1 and closing of pending
items and approval, whether they are specifically mentioned or not within the item
description.
The lump sum price for Hazard Identification (HAZID) shall include but not be
limited to, preparation, submission, execution and compliance monitoring and
required approval of HAZID deliverables (i.e. final reports, etc.), in accordance
with Clauses 8.0 and 8.3 of Contract Specification and Clause 12.4 of Technical
Specification Portion 1, whether they are specifically mentioned or not within the
item description.
The lump sum price for Hazard and Operability (HAZOP) shall include but not be
limited to, preparation, submission, execution and compliance monitoring and

The lump sum price for the QRA shall include but not be limited to, preparation,
submission, execution, compliance monitoring and required approval of QRA
deliverables, as contained in Clauses 8.0 & 8.4 of Contract Specification and
Clause 12.4 of Technical Specifications Portion 1, whether they are specifically
mentioned or not within the item description.
The lump sum price for the Environmental and Social Impact Assessment (ESIA)
Studies &inclusive of the Environmental Management Plan and Progressive
Environmental Compliance Monitoring Testing and Reports during Contract
duration shall include but not be limited to, preparation, submission, execution of
comprehensive ESIA studies, execution of environmental compliance monitoring
and reporting during the contract duration and obtaining required
EnvironmentalPermits, approval of ESIA deliverables, in accordance but not
limited to Clauses 8.0 & 8.4 of Contract Specification and Clauses 12.6 of Technical
Specification Portion 1, whether they are specifically mentioned or not within the
item description.
The lump sum price for Temporary Site Offices for the period of the Contract, shall
include but not limited to all costs necessary in mobilizing all such temporary
facilities to the project site including but not limited to supply, construction,
handling, procurement, importation, clearing, grubbing & levelling of soils and all
civil works related to this item, approval of locations and subsequent re-exportation
of materials, waste handling and disposals and vehicles of whatever type or size
required for the performance of the Work, provision of necessary certification,
custom clearance, duties, taxes, levies, obtaining necessary permits & licenses
required to operate at the Work site for the execution of the Work, whether they are
specifically mentioned or not within the item description. Suitable facilities shall
be in accordance with but not limited to Clauses8.1 and 12.2 of Technical
Specification Portion 1. The prices for Temporary Site Offices and Facilities shall
be in accordance but not limited to Clause 7 of Appendix IV of the Contract
Specification.

The lump sum price shall be inclusive of renewable energy and water conservation
in accordance with Technical Specification Portion 1, for the following:
• Contractor and Company Field Offices: 20% supplied by renewable energy and
energy savings.
• Recycling and re-use segregation bins for papers, plastics, garbage’s, glasses.
• Gray or treated water: conservation, recycling and re-use for 30% of treated
water to meet the project objectives and minimize the water usages throughout
the project duration.
The lump sum price for demobilization of existing site office (Central Site Office)
as part of the preliminaries, shall include but not be limited to evaluation of the
existing site office by Contractor and provision of report, confirming intent to retain
the existing site office, all costs necessary in demobilizing the existing Company
site office (retained/maintained or constructed/maintained), from the project site
including but not limited to removal of constructed facilities (above and below
ground), handling, procurement, importation, and subsequent exportation of all
Constructional Plants, materials, and vehicles utilized during the performance of
the Work, provision of necessary certification, customs clearance, duties, taxes,
levies, obtaining necessary permits & licenses required to demobilize at the site,
whether they are specifically mentioned or not within the item descriptions in
accordance but not limited to Annex O to the Technical Specifications. Making the
area/land to pre-installation condition and bringing to the original conditions
including clearing from all construction debris left by site office, all rubbish
materials (i.e. metal, wood, concrete etc.).
Should the Contractor elect to retain the existing site office (Central Site Office),
then provision of monthly servicing shall be provided up until the time that
demobilization occurs.
The lump sum price to procure and evaluate high resolution satellite imagery over
the areas of interest (full aerial coverage) in accordance but not limited to Clauses
8.2.7 & 8.2.8 of Technical Specification Portion 1 shall include, but not be limited
to utilization of all necessary labor, vehicles, software, computer, office equipment,
stationaries, office consumables, interpretation, processing, providing working
drawings, permits, authorizations, notifications, calculations, including submission
of any other relevant documents and deliverables, providing sufficient number of
drawings, whether they are specifically mentioned or not within the item

descriptions.
1A.4.2 UXO Project Final Reports including Project GIS Database: For GIS + Geophysical
Survey + Clearance
The lump sum price for UXO Project Final Reports including Project GIS Database:
For GIS + Geophysical Survey + Clearance in accordance with Clauses 10, , 13.7,
14.9 & 17 of Technical Specification Portion 1 shall include, but not be limited to
utilization of all necessary labor, vehicles, software, computer, office equipment,
stationaries, office consumables, interpretation, data processing, providing working
drawings (if applicable), permits, authorizations, notifications, any calculations,
including submission of any other relevant documents and deliverables for
Company approval, whether they are specifically mentioned or not within the item
descriptions.
The Contractor shall provide a set of final verification and compliance reports
which summarize all the findings, recorded measurements and provides a narrative
of the works completed, including design and as-built drawings.
1A.5a.b Pricing
The rates for undertaking Groundtruthing Survey + Pre-Topographic Survey works,
other associated activities and submission of relevant document (i.e. approved RFIs,
etc.), deliverables in accordance but not limited to Clauses 1.2, 8 & 8.4 of Technical
Specification Portion 1 and Clause 3.0 of Technical Specification Portion 1, shall
include but not be limited to the following:

• Measurement shall be based in approved Groundtruthing and Topographic
survey report completed net areas in square meter (m²) & associated with
approved relevant documents and supported by approved final RFIs and marked
up drawings showing acquired data in the site, extent, elevations, boundaries &
limit of features;
• All interim measurements will be verified, adjusted and agreed during final
measurement based in all relevant approved documents.
1A.5b.b Pricing
The rates for undertaking UXO Survey and Clearance for Non-Contaminated Soils
(i.e. remediation treatment areas/pads); other associated activities and submission
of relevant document deliverables in accordance but not limited to requirement of
Clause 10 of Technical Specification Portion 1 shall include but not be limited to
the following:

quality control, recording of all findings and reporting and/or any required
documents to the approved depth by complying for each location/feature;
• UXO anomalies retrieval, transportation & storage inclusive excavation and
backfill of voids due to excavation of anomalies and other related UXO works
to complete UXO Survey and Clearance works and subsequent issuance of
clearance certificates;
• All associated Costs and Works to conduct re-acquisition & intrusive
investigation, IVS, Instrument Prove-out, etc. to complete the works are
inclusive in the unit rates;
• Separate construction debris and other waste materials for further storage or
disposal;
• Prepare and submit plans, methodology, procedures, Request for Inspection
(RFI) and drawings to carry out the required activities and all costs for
complying with all relevant requirements contained in Clause 10 of Technical
Specification Portion 1, whether they are specifically mentioned or not within
the item descriptions.
1A.5b.c Measurement
• Measurement shall be based in the approved executed works, net cleared areas
in square meter (m²), a 30cm overlapping whenever is deemed necessary is
included in the Unit Rates, supported by approved RFIs, marked up drawings,
interim clearance certificates and/or any approved relevant documents;
• Any measurements and calculation methods proposed by the Contractor and
approved by Company representative and any required relevant approved
documents as per the Contract;
• Refer to Annex-L to Technical Specification.
• All interim measurements will be verified and agreed during final measurement
based on all relevant approved documents.
1A.5c Soil Sample Collection, Laboratory Analysis & Data Management for Enabling
Works as per Technical Specification Portion 1
1A.5c.b Pricing
The rates for undertaking pitting/boring, soil sample collection, transportation of
samples to the nominated laboratory(ies), laboratory analysis, laboratory reporting
and data management for enabling works as per Technical Specification Portion 1
and submission of relevant document deliverables for Company approval in
accordance but not limited to Clauses 8.5, 12.6 & 14.3 of Technical Specification
Portion 1 and shall include but not be limited to the following:

• Measurement shall be based in number(s) on the approved Soil Sample
Collection, Laboratory Analysis & Data Management for Enabling works and
associated with approved relevant documents and supported by an approved
RFIs;
• All interim measurements will be verified, adjusted and agreed during final
measurement based in all relevant approved documents.
• Rejected samples, i.e. not meeting the requirements as per the Contract shall not
be paid and costs for retest including re-excavation/drilling, sample collection,
re-packing, labelling and transportation etc., testing and analysis, validation and
QA/QC are solely Contractor’s responsibilities and all costs for complying with

1A.5d.b Pricing
The rate for supply, construction, maintenance and decommissioning of
Remediation Treatment Area(s) inclusive of Pre-Treatment Storage Area(s) and
Treatment Technologies Area(s), other associated activities and submission of
relevant document deliverables in accordance but not limited to Clauses8.5.5&8.12
of Technical Specification Portion 1, Clauses 4.3 & 4.4 of Technical Specification
Portion 3 and Clause 4.3 &4.4 of Technical Specification Portion 4, shall include
but not be limited to the following:
• Utilization of all necessary labor, equipment, Constructional Plant, supply of
materials, water, loading, transportation, stockpiling, maintenance and any
consumables items, compaction, testing, obtaining clearance, gate passes &
permits;
• Undertaking all pre-characterization (baseline) work of underlying ground
conditions and post treatment characterization of treatment areas / pads
• Ground surface preparation includes clearing, levelling, watering, compacting
of treatment areas/pads in accordance with the Contract;
• Provide gatch material for construction of remediation pads;
• Provide asphalt material/equipment for construction of remediation pads (if
required);
• Provision of impermeable membranes (if required);
• Provide fences, gates and sign boards as per Contract requirements;
• Water or dust suppressions to prevent dust emission during execution of works;
• Provide and submit method statement for construction of treatment areas/pads
for Company approval prior to commence the cited activities;
• Protection of underlyingnative soils, groundwater and surface water and air. The
treatment areas/pad type and thickness shall be sufficient to minimize leaching
of contaminants to underlying uncontaminated soils;
• Cleaning of work areas as work progress and/or completion of works return
adjacent areas to condition existing before start of work;
• Cleaning and watering adjacent roadways areas of dust, dirt, and debris caused
by the transportation or spillages as directed by the Company representative;
• Stockpiling/segregation and breaking at approved designated areas of any
materials found in working areas;
• Submission of proposal for the location and methodology of treatment
areas/pads construction to Company for review and approval prior to commence

the works;
• Restoring the areas covered by treatment areas/pads to pre-existing conditions
upon completion of the contract;
• All costs for complying with all requirements contained as per above Clauses
in Technical Specifications, whether they are specifically mentioned or not
within the item descriptions.
1A.5d.c Measurement
• Measurement shall be based in approved quantities in square meters (m²)
supported by an approved relevant document, drawings, RFIs, calculations with
all associated acquired data in the site and other relevant approved Contract
documents;
• All interim measurements will be verified and agreed during final measurement
based in all relevant approved documents.
1B.1a.1 Demobilization of Temporary Site Offices, Type “C” (Company and Contractor)
The lump sum price for Demobilization of Temporary Site Offices, Type “C”
(Company and Contractor) for the period of the Contract, shall include but not
limited to removal of constructed facilities (i.e. offices and temporary facilities), re-
handling, re-procurement, re-importation, and subsequent re-exportation of all
Constructional Plants, materials, and vehicles utilized during the performance of
the Work, provision of necessary certification, custom Clearance, duties, taxes,
levies, obtaining necessary permits & licenses required to demobilized at the site,
whether they are specifically mentioned or not within the item descriptions in
accordance but not limited to Clause 9.5 of Technical Specification Portion 1.
Making the area/land to pre-installation condition including cleaning from all
construction debris left by site office, all rubbish materials (i.e. metal, wood,
concrete etc.).
1B.1a.2 Maintenance of Temporary New and Existing Site Offices Type “C” for Company
and Maintenance of Temporary New Site Office Type “C” for Contractor
The lump sum price for Maintenance of Temporary New and Existing Site Offices
Type “C” for Company and Maintenance of Temporary New Site Office Type “C”
for Contractorshall include all scheduled and unscheduled maintenance in
accordance but not limited to Clause 7 specifically Appendix IV of Contract
Specification and Clauses8.12 & 11.3of Technical Specification Portion 1,
including but not limited to, cleaning of cabins, workshop, laboratory facilities (if
used), stores, security huts, welfare, pantry services, messing and sanitary facilities,

furniture as required to suit personnel needs on site office, equipment, fences, gates,
parking facilities (including access & sign boards), water including potable water,
fuels, office consumables and equipment, disposal of sewage, wastewater & rubbish
to an approved dumping location, telecommunications, data and electricity supplies
including payment of all bills, fees, rent, charges and the like, office, safety, first
aid and medical consumables, security arrangement including provision of security
staff, payment of all fees, taxes, rates, subscriptions, utilization and consumption
charges for services, repair and utilities, stationary and other office consumables,
oils, grease, and all other requirements in respect of maintaining the facilities
throughout the duration of the Contract, including approvals by Company and
certification for use/occupation as required and all costs in complying with the
Contract, Company procedures and State laws and regulationsregardless of
maintenance being applicable to retained and maintained Temporary Site Offices
as per MoMRef. 1A.3b or constructed and maintainedTemporary Site Offices as
per MoMRef. 1A.3a.
The lump sum price shall be inclusive of renewable energy and water conservation

The Lump sum price for Pre-Field Work Reporting Requirements, shall include but
not limited to all the requirements in accordance but not limited to Clauses 8.2 &
9.2 Technical Specification Portion 1, including submission of any other relevant
documents and deliverables for Company approval, whether they are specifically
mentioned or not within the item descriptions.

The Lump sum price for Verification and Compliance Reports shall include but not

7.4 & 7.5 of Technical Specification Portion 1 and Clause 3 of Technical
Specification Portion 2 shall include but not be limited to the following:
filling quantity and submit to Company for review and approval on a planned
schedule or as directed by the Company;

• Provide and submit estimates of oil/sludge volumes (m3) and quantities (tonnes)
using density of oil sludge derived or estimated and extent of oil sludge areas
(m²) prior to mixing activities;

to commence mixing activities;
• Handling (including double handling) of excavated materials for mixing in
forming temporary stockpiles or spoil heaps to be re-used for transporting,

• All tools, equipment, design, reports for placement and compacting, to
Company approved specification, within the designated landfill;

associated with contaminated features i.e. waste management, to KOC designated
disposal location inclusive of other associated activities/other necessary works
required to be carried out and submission of relevant document deliverables in
accordance with but not limited to the requirement of Clauses 7.5 of Technical
Specification Portion 1, including but not limited to the following:
• Provision of duty of care and chain of custody documentation for waste disposal
and submission of Chain of custody documentation & other relevant documents;
• Non-munitions debris after inspection and verification as FFE shall be disposed
as inactive waste in accordance with the provisions of the Contract;
• Prepare and submit plans methodology, procedures, proposal to monitor and/or

2B.5c Measurement
• Measurement shall be based in the approved executed quantities in tonnes and
supported by approved RFIs, weights certifications (i.e. weighbridge reading
and/or similar), lists/weight of materials, photos, marked up drawings showing
the coordinates, location, grids and/or any approved relevant documents;
• Other excavated materials or wastes shall be placed into designated areas and
later loaded into trucks and weighed at the weighbridge prior to transportation
and transported to disposal designated areas. Duty of care and chains of custody
shall be used for waste disposal or other approved method;
• Any MoM and calculations proposed by the Contractor and approved by
Company representative and any required relevant approved documents as per
the Contract;
• All interim measurements will be verified and agreed during final measurement,

2B.6.1c Measurement

• Cleaning and watering adjacent roadways areas of dust, dirt, and debris caused
by the transportation or spillages;
• Operation, maintenance, repair, replacement and depreciation of any or all
equipment and treatment system required to facilitate the remediation or
treatment process;
• Pre-and post- water treatment for usage and disposal if necessary and directed
by Company;
• Segregation of contaminated soils, breaking of oversized contaminated soils and
weighing;
• Provision of water supply including any treatment, recycling and re-use;
• Remediation main works monitoring, sample collection, and analysis for
verification that may be required, and all costs associated with reporting
remediation or treatment progress according to the requirements outlined in the
Contract;
• Providing power supply and accessories, supply water with all necessary water
quality testing to demonstrate suitability for use, water storage with irrigation
on planned schedule, water measurements, telephone, sanitary, chemical
disposal, safety, medical, first aid, ambulance, storages, and etc.;
• Produce initial remediation or treatment monitoring, operation, quality
control/reviews of data processing and analysis and other required
sample/laboratory, recording & reporting; and contingent on verification
sample results as per Company third party test results;
• All costs associated with any or all pre- or post-treatment required.
• Inclusive of any enhancements or refinements to the remediation methods
required should a treatment method not fulfil the Remediation Treatment
Criteria detailed within the Technical Specification (including but not limited
to additional pre-treatment, secondary or tertiary alike to attain the required
targets).
• Inclusive of costs for water requirement for the supply, storage, transportation,
and treatment. If Company explores water sources and provide some water
requirements to the Contractor, the Contractor shall in return reimburse the net
water associated costs related to pre-treatment of water (if required) shall be
provided in accordance with unit price provided in Form of Tender
Attachment 3.
• Contractor shall install a fixed video surveillance system around the treatment
areas consisting of several video cameras for coverage the entire process of
treatment works in accordance but not limited to Clause 9.6 of Technical
Specification Portion 1 & Clause 4.3 of Technical Specification Portion 3. Cost
to provide video surveillance system are inclusive at the rates of Treatment
works.
3A.2c Measurement
• Measurement shall be based in approved quantities in tonnes as executed by
remediation works for contaminated soils with TPH >1% and ≤5% level for
remediation and supported by approved RFIs, weighbridge reading acquired
data, results, reports and/or any approved relevant documents;
• Measurement shall be weighed in tonnes and calculated to net quantities of

• Utilization of all necessary labour, equipment and material, vehicles, software,

providing test results in required formats, EQuIS formatted and verified data,
containers, labelling, marking, storage, photos, logging, packaging, obtaining
Clearance, Gate Passes, licenses, taxes and permits;
• Preparation and compilation of laboratory reports (i.e. test results, analysis &

analysis and reporting to establish degradation for successful remediation is
taking place and monitoring data show trends to meet the Contractors forecast
performance curves.

Company explores water sources and provide some water requirements to the
Contractor, the Contractor shall in return reimburse the net water associated

• Conduct verification samples at the end of treatment period to verify are
compliant with the treatment RTC;
• Conduct the following analysis and activities: Sample screen by field screening
instrumentation, field logs, duplicate samples for QA/QC, sample analysis with
various parameters, analytical test, sample identification, EGIS and
EQuISformattable data, chain of custody, arising, sampling QA/QC, trip blanks,
field & equipment rinse blanks, blind duplicates and certified reference sample;
• Quality control/reviews of data processing & analysis;
• Recording of all finding & reporting as specified;
• Return visit to Site where re-sampling or further sampling is required (such as
replacement of lost/destroyed samples during transport to or at the laboratory,
rejected samples, i.e. not meeting the requirements of Technical Specification
shall not be paid and cost for retest including re-excavation (if required), sample
collection, re-packing, labelling and transportation etc. are solely Contractor’s
responsibilities, whether they are specifically mentioned or not within the item

≤15% TPH and other associated activities or works required to be carried out and
submission of relevant document deliverables in accordance but not limited to
Clauses 1.2 & 7 of Technical Specification Portion 1, and all Clauses stated in
Technical Specification Portion 4, shall include but not be limited to the following:
• Provide and utilize of all necessary labour, equipment and material,
Constructional Plant, obtaining gate passes & permits, clearance, taxes,
segregation (if required), water, providing treatment areas/pads, fences, access
roads, barricades, signboard, any consumables items required in treatment
works and coordination to others;
• Inclusive of cost for mixing soil having a range of >10% to ≤15% TPH to be
mixed with the oil impacted soil to be remediated from 7% to ≤10% TPH
range in accordance with Clauses 1.2 and 1.3 of Technical Specification 4.
• Segregate waste materials that cannot be treated from the treatment stream and
addressed as per Clause 7.4 of Portion 1 of the Technical Specifications (i.e.,
place in holding area, dispose at landfill, or dispose offsite as directed by
Company.
• Segregation of tar ball materials, if any, shall be considered as part of the
maximum allowable waste product;
• Prepare work plans, method statement and other required Contract documents
and deliverables;
• Mixing and civil works required for handling (including double handling) of
excavated materials in forming temporary stockpiles or spoil heaps to be re-
used for transporting;
• Provide Loading Notes, tracking system (GPS), summary of trips & weight and
Log book to monitor the transported quantity that passed through the
weighbridge;
• Provide water supply sources, water recovery, water handling, water testing,
water treatment (if necessary), water transportation from and to, and water
storage from Contractor’s sources locations.
