1.2 Definitions
"Building"
means

"Fire
ServiceInstallation or Equipment" means
Any equipment,or installation manufactured,usedor designedto be usedfor the purpose of:
(a) extinguishing,attacking, prevenringor limiting a fire;
(b) giving warning of a fire;
(c) providing accessto any premises or place for the purposc of extinguishing. attacking.
preventingor limiting a fire.
"Premises"
means
Any building works or structure which is subject to the formal approval or consent of
Government for its construction,alteration, changeof useor demolition.
"Place"
means
Any area, lot or site on which buildings are located.
"Public
Resort" means
Any place or premisesto which the generalpublic have right of access.
Definitions of systemsand classificationof premisesare at Parts II & III respectively.

1.3 Discretionary powers of the Director of Fire Services


"For

2.2 Definition
"Audio/visual
advisorysystems"means
Equipmentwhich is supplementary to exit signsand fire alarm warningdeviceswhich. when
operatedin theeventof a fire,providesaudio/visualindicationof safedireitionof eqressfrom the
area.

"Automatic actuating devices"means


Building components such as doors, shutters, dampers, fire curtains, etc., and the devices for
automatically controlling their movement in the event of fire.
"Automatic fixed installationsother than water" means
A systemof cylinders,pipes,valves,and delivery points so designedas to automatically detectand
instantaneouslyattack a fire with an inert medium and sound an alarm (e.g. CO2 protection of
electricalequipment).
"Automatic fixed installationsusing water" means
A system of water supplies, pumps, pipes, valves and delivery points so arranged as to
automatically detect and instantaneouslyattack a fire with water and sound an alarm. Such
requirementsfor this item may include Sprinklers, Drenchers,Deluge or Water Spray Systems
as required and appropriate.
"Deluge systems"means
A system requiring a dischargeof water over a considerablearea in rapid and certain response
to a fire.
"Drencher systems"means
A system which provides a curtain of water for protection against internal and external
"exposure" to fire, and/or the protection of large openings.
"Dust
detection systems"means
Equipment designedto give warning of a potentially explosiveconcentrationof dust.
"Emergencygenerators" means
An independentlypoweredelectricalgeneratorof sufficientelcctricalcapacityto meet the essential
servicesit is required to provide.
"Emergencylighting" means
A s y s t e mo f a r t i f i c i a ll i g h t i n g d e s i g n e dt o p r o v i d e a d e q u a t ei l l u m i n a t i o n a n d i n d i c a t i o n o f e x i t
routes within a building under emergencyconditions.
"Escalatorsand moving walkways-fire and life safety aspectsof" means
Control of movementand fire separationfor power operatedsystemsof pedestrian transportation
not being a lift.
"Exit
signs" means
Fixed illuminated signsindicating an approved exit route.
"Fire alarm systems" means
Any manually operatedsystemdesignedto give warning of fire.
"Fire control centre" means
A compartment (situatedat street level having direct accessto open air and vehicular approach)
containing annunciator boards, controls. terminals, etc. of the Fire Protection and Life Safety
S y s t e m sw i t h i n t h a t b u i l d i n g / c o m p l e x .
"Fire detection systems"means
Any systemdesignedto detectautomatically the presenceof smoke.heat.combustion products or
flame and give warning of same.
"Fire hydrant/hose reel systems"means
A n i n s t a l l a t i o no f p i p e s ,w a t e r t a n k s , p u m p s , h y d r a n t o u t l e t sa n d io r h o s e r e e l si n a b u i l d i n g t o
provide a ready meansby which a jet of water can be deliveredin any part of the building for the
purpose of fire fighting.
"Fireman's communication systems"means
Fixed system(s)within a building specificallydesignedto provide voice communication tircilities
for fire fighting personnelat all times.
"Fireman's Lifts" means
A designatedlift(s) so designedas to allow Fire Servicespersonnelsafeaccessto all floors of the
building.
"Fixed automatically-operatedapproved appliances"means
Any fire serviceequipment which is manufactured, usedor designedto be usedas an independent
u n i t f o r t h e p u r p o s eo f e x t i n g u i s h i n ga, t t a c k i n g , p r e v e n t i n go r l i m i t i n g a f i r c . b u t a u t o m a t i c i n
o p e r a t i o na n d f i x e d i n p o s i t i o n .e . g .a B C F u n i t i n a D a n g e r o u sG o o d s s t o r e .

"Fixed
foam systems"means
Any combination of generators;pipework; valves,nozzlesand pourersdesignedto deliver finished
foam to the seat of a fire which may be automatic in operation.
"Gas
detectionsystems"means
E q u i p m e n td e s i g n e dt o g i v e w a r n i n g o f t h e p r e s e n c eo f a n o x i o u s .t o x i c . i r r i t a n t o r i n f l a m m a b l e
vapour in potentially dangerousconcentration.
"Hose
reel" means
Any standard type hose reel of a pattern approved by the Director of Fire Services.
"Lifts-fire "
and life safetyaspectsof means
C o n t r o l o f m o v e m e n t a n d f i r e s e p a r a t i o nf o r a l i f t i n g m a c h i n e o r a p p l i a n c eh a v i n g a c a r o r
platform, the direction of movement of which is restrictedby a guide or guides.
"Portable
hand-operatedapproved appliances"means
Any fire serviceequipment which is manufactured,usedor designedto be usedas an independent
u n i t f o r t h e p u r p o s eo f e x t i n g u i s h i n g a
, t t a c k i n g ,p r e v e n t i n go r l i m i t i n g a f i r e , e . g . w a t e r t y p e .
foam, inert gas, any chemicalextinguishers,fire blanketsand sand buckets.
"Pressurisation
of staircases"means
A s y s t e md e s i g n e dt o p r o t e c ts t a i r c a s easg a i n s tt h e i n g r e s so f s m o k eb y m a i n t a i n i n gt h e a i r w i t h i n
staircasesat pressureshigher than those in adjacentparrs of the building.
"Ring
main systemswith fixed pump(s)" means
A fixed system of piping fitted with delivery outlets at fixed intervals and permanently primed
pump(s) set for imparting pressureand flow to the water.
"Smoke/Gas
extraction systems"means
A m e c h a n i c a l l yo p e r a t e d s y s t e m c a p a b l e o f r e m o v i n g s m o k e . c o m b u s t i o n p r o d u c t s a n d i i o r
dangerousgasesfrom a compartment direct to open air.
"Smoke vents"
means
Unobstructed smoke extracts having direct communication with the open air. located in or
adjoining external walls, in easily accessibleposition and fitted with covers which can easily bc
broken to allow natural ventilation of the space.
"Sprinkler
systems"means
A system designed to dischargewater under pressurefrom sprinkler heads (detecting devices)
at/or near the point of origin of the fire and to sound an alarm.
"Supply
tanks" means
A water tank containing a specifiedquantity of water reservedsolely for fire fighting.
"Ventilation/air
conditioning control systems"means
A system designedto prevent passageof smoke and/or combustion products by operation of
ventilation/air conditioning control system.
"Water
spray systems"means
A s y s t e md e s i g n e df o r e x t i n g u i s h i n go r c o n t r o l l i n g f i r e s i n v o l v i n g f l a m m a b l el i q u i d s b y e m u l s i -
fication, cooling and smothering.
"Water
supply" means
A supply acceptableto Water Authority and Director of Fire Scrvices.

PART III

CLASSIFICATION OF PREMISES AND DEFINITIONS

3.1 Definition
"Audiovisual Production Facilities"
means
Premisesused lor audio/visual production such as film and televisionstudios.
"Basement
Storeys" means
Any storeyof a building below the ground storey and from which all requiredexit routesare in an
upward direction to the ground storey.
"Car parking facilities" means
"Car "Garase".
See Port" and
"Car Port" means
A coveredparking area open for its entire length or width on at least two sides.
"Cold
StorageArea" means
Any area incorporating a unit of specificvolume which is entirely given over to storage in an
atmosphereof lessthan l0"C above zero.
"Commercial Building" means
Any building used wholly or in part.for the purposeof the following:
(a\ Banks
(b) Garagesand car ports /rol car repairing
(c) Offices
(d) Restaurants
(e) Shops
"Composite
Building" means
A n y b u i l d i n g w h i c h i s a c o m b i n a t i o n o f d o m e s t i cb u i l d i n g s ,c o m m e r c i a lb u i l d i n g s .i n s t i t u t i o n a l
buildings, hotels, places of public assembly but specificallyexcluding industrial and godown
buildings and specialand other risks.
"Curtain Walled Building"
means
A b u i l d i n g w h i c h h a s c u r t a i n w a l l s . A c u r t a i n w a l l i s a n o n l o a d b e a r i n gw a l l p r i m a r i l y f i x e d i n
front of the structural frame with its own dead weisht and wind loads transferredto the structural
frame through anchorages.
"Domestic Building" means
A building constructed,used or intended to be used for habitation.
"Garage" means
A coveredparking area enclosedby walls, with or without windows. on more than two sides.
"Godown" means
A w a r e h o u s eo r a n y b u i l d i n g u s e dw h o l l y o r i n p a r t f o r t h e s t o r a g eo f g o o d so r r a w m a t e r i a lo f a n y
kind.
"Group
I" means
A d e s i g n a t e da r e ao f s p e c i a lh a z a r dn o r m a l l y w i t h i n a b u i l d i n g .
"Group
II" means
A b u i l d i n g ,g r o u p o f b u i l d i n g so r c o m p l e xc o n s i d e r e dt o p r e s e n ts p e c i a h
l azard.
"High
R i s eB u i l d i n g "m e a n s
Any building of which the floor of the uppermoststoreyexceeds30 m above the point of staircase

"Hotel" means
A n y b u i l d i n g u s e d w h o l l y o r i n p a r t p r i m a r i l y f o r t h e p u r p o s c so f a c c o m m o d a t i o no n a

Building"means
A n y b u i l d i n g u s e d w h o l l y o r i n p a r t i n a n y p r o c e s sf o r o r i n c i d e n t a lt o a n y o f t h e f o l l o w i n g

(a) the making of any article or of part of any article; or
( b ) t h e a l t e r i n g , r e p a i r i n g , o r n a m e n t i n g ,f i n i s h i n g ,c l e a n i n go r w a s h i n g o r b r e a k i n g u p o r
demolition of any article; or
(c) the adapting for sale of any article being a building in which work is carried out by way of
trade or lor purposesofgain.
"lnstitutional
Building" means
Any building used wholly or in part for the purposesof the following:
(a) Club premises
(b) Educational establishments
(c) Hostels
( d ) H o s p i t a l si n c l u d i n gm e n t a l i n s t i t u t i o n sa n d c l i n i c s
( e ) P r i s o n sa n d s i m i l a rc o r r e c t i v ei n s t i t u t i o n s
(/) Sanatoria
"Low Rise Building"
means
Any building of which the floor of the uppermost storey does not exceed30 m above the point of
staircasedischargeat ground floor level.
"Passenger
Terminals/Station" means
A n y b u i l d i n g a n d / o r p l a c e u s e dw h o l l y o r i n p a r t f o r t h e p u r p o s e so f e m b a r k i n g / d i s e m b a r k i n g
passengersto/from any mode of transport.
"Place
of Public Entertainment" means
As defined in Chapter 172of the Laws of Hong Kong.
3.2 Special and other risks

5.8 Emergencygenerators/alternators
(i) SPECTFTCATTON
General
The alternator set shall be designedfor cold starting and be capableof acceptingthe full rated
load in not more than l5 seconds.
The set shall be capableof continuously operating under the appropriate site conditions which
shall normally be a temperaturerange of 5 deg. C to 40 deg. C, relative humidity 100% and the
altitude of the actual site.
For reliability it is recommendedthat the shaft speedshall not exceed25 r/s.
Each item of equipment incorporated in the set shall be to the Iatest edition of the relevant
B r i t i s h S t a n d a r d . F u l l c o m p l i a n c ew i t h t h e l a t e s t e d i t i o n o f t h e L E . E . R e g u l a t i o n si s a l s o
necessary.
The alternator set shall be completely assembledand testedat the manufacturer'sworks and
deliveredto site as a complete unit.
The prime mover may be of any form provided that the start-up time of l5 secondsis not
exceededand reliability is ensured.
Petrol, keroseneand similar fuels are not acceptable.
The alternator set shall have a minimum full load rating of not lessthan the consumption of all
devicessimultaneouslyconnectedthereto plus l0%.

(ii) ALTERNATOR
The alternator shall be self-exciting,self-regulatingand brushless.
It shall be a screen protected, drip proof machine complying with British Standard 5000:
Part99:1973.
The alternator shall be fitted with an anti-condensationheater.

whilst under surge and starting load conditions regulation shall be within plus or minus 67o

If a dieselengineis provided as the prime mover it is recommendedthat the shaft speedshall not

The engine may be of any form either naturally aspiratedor pressurecharged and shall be of
i n d u s t r i a lt y p e c o m p l y i n gw i t h B r i t i s h S t a n d a r d5 5 1 4P a r t s I t o 5 .
The recommendedfuel is "light" dieselfuel to Class Al or A2 of British Standard 2869: 1983.

(iv) FUEL STORAGE


The unit shall be complete with an integral fuel storagesystemcapable of sustainingfull load
operation for a period of not lessthan 6 hours.

(v) INSTALLATIO^l
The provision of anti-vibration mountings for all setsis recommended.
Adequate (not lessthan 600 mm) spaceall round units shall be provided for maintenanceand
cleaning.
Ventilation to the approval of the Director of Fire Services shall be provided for both
c o m b u s t i o na n d c o o l i n g a i r . I f f a n s a r e n e c e s s a r yt o p r o v i d e t h i s a i r t h e y s h a t l o p e r a t ea t a l l

However, where danger to life exists, in the event of mains failure i.e. fire in a building, the
automatic shut down featureson fault shall be overriden by a signal from a fire panel or other
device approved by the Director of Fire Servicesand the unit shall run to destruction if
necessaryor until the danger to life has passed.

(ix) MAINTENANCE AND TESTING


Fully detailed maintenanceand testing instructions shall be provided in a permanent form
adjacent to the unit.
A log book shall be provided, be retainedin the plant room and be kept up to date recording at
the time of occurrenceall operations, faults occurrencesand corrective action taken, routine
servicing,maintenanceand periodic operation, etc. including dates,times,hour meter readings,
workers/supervisorsnarnesand signatures,etc. for the unit, batteries,compressors,etc.
Care and maintenance of any batteries shall be based on Section 5 of British Standard
6133:1982but shall be incorporate the manufacturersspecificrecommendationsfor operation
under Hong Kong conditions.
All units shall be exercisedonce monthly under full load conditions for a period of not lessthan
30 minutes. During this running period all operating conditions shall be checked.Following this
running period functional testsshall be carried out on all automatic and manual starting devices
and safety controls.
Care and maintenance of any compressedair starting system shall include running of the
compressor and functional operation of all operating and safetydevices.
Further routine testing and maintenanceflor a particular installation may be required by the
Director of Fire Services.
Fuel tanks must be left filled after testins.

Any hose reel sited on any escaperoute may be carried on a swinging cradle so recessed

required for use the cradle may swing out into the corridor or passage.without undue
obstruction and without seriousinterferencewith any exit point or, be of1 fixed type with a
suitableguide ring.

(c) SUPPLY TANK


The reservewater supply for fire fighting shall be contained in a supply tank. (SeeSection
s.29)
(d) FrRE PUMPS
Fire pumps shall be permanentlyprimed and duplicated for duty and standby use.
The pump should preferablybe electricallydriven but. whatevermode of power for driving
the pump is employed, means shall be provided for starting the pump by electric remor.e
control button. Where the motive power for any pump is not electricity.alternativemeans
of starting the pump motor manually. in addition to remotecont.ol buttons. shall be
provided and directions for so starting prominently displayedin the pump house. Remote
starting points shall be wired for starting the pump and operatingthe manual alarm
system.There shall be no meansof stopping the pump, other than by switchesof the press
button type, which re-setthe remote control start switches.
The fire pump startersshall be wired through a selectorswitch for duty and standby pump
selection.Should the duty pump fail to operatewithin | 5 secondsthe standby pump shall
be energizedto become the duty pump. A warning Iight is to be provided alongside the

5.29 Supply tank


(i) SPECIFICATION

Supply tank for fire hydrant and hose reel installation of adequatecapacity shall be provided
when a wet systemis installed in a building.
The tank shall be fed from such source of supply approved by the Water Authority and
the Director of Fire Services.
The tank may be used for the combined storage of domestic (e.g. flushing) and fire fighting
water provided that the maximum potential draw off by domestic servicescan in no way
diminish the supply for fire fighting below the required reserve.
The minimum quantity of water required to be available,having regard to the floor area factor
of the largestfloor is as follows:
