Alarmed by the rates of child marriage worldwide

Noting with deep concern the binding culture and traditions contributing to the rates of child
marriage

Deeply concerned of the economic and social conditions of countries correlating with rates of
child marriage

Expecting solutions to tackle child marriage and the bind of culture and traditions

Guided by existing legal frameworks

Article I

Awareness Campaigns

1. Encourages Member States to implement Building Resilience Alliances to Support


Inclusion and Leadership in Anti-Child-Marriage Framework aims to discreetly
integrate child marriage as a sub-theme of an international economic forum such as the
WEP forum, creating space for religious and cultural groups to make them disscuss about
the economic implication and make them aware about the importance of child marriage
and foster indirect commitment to combating the child marriage, trough;
a. Specifically invite cultural and religious groups,
b. Introduce child marriage as an economic issue within the broader discussions to
naturally engage diverse cultural groups on its financial impact,
i. Highlights data on how child marriage affects workforce participation,
poverty cycles, and economic growth, emphasizing the need for
intervention that aims to build awareness on how combating child
marriage can positively affect their communities’ economic outcomes
ii. Encourages participants to share culturally sensitive methods that have
effectively reduced child marriage while improving economic stability,
c. Ensures that the program is conducted with the consent of government authorities;
2. Spread awareness of sexual and reproductive health issues throughout rural areas,Clearly
defined the rules and procedures to be set

a. Specific actions or technologies implemented to ensure compliance, like access


controls, encryption standards or training programs,
b. Routines check by internal terms to verify adherence to policies and identify
potential risks
c. Evaluations to identify and a dress vulnerability in high risk areas
d. Make a technology that can identify and automatically report error and unusual
activities areas by holding informal seminars and lectures to younger girls, this
could be through the ongoing program, the Action Approach for the Reduction of
Early Marriage and Early Pregnancy,
3. Engaging Local and Influencers; local leaders, religious figures, and influencers that are
often highly respected, by involving them to the effort of child marriage, they can effect
people’s stance about the idea of child marriage as way of ease their fundings
4. Through social and mass media, we can build public awareness campaigns branching on
real stories from affected young children and the dangers to illuminate the long-term
economic, social, and health consequences of child marriage
5. Seeking to address child marriage and provide key resources to youth and their families
through (BABY OIL):
a. Fostering workshops to give enlightenment and openness towards this issue
b. Communal supports to support one another
6. PAIR (peer Alliance for Instant Reach)
a. Make a volunteer organization to educate and spread awareness through social
media, poster
b. Do a mentoring peers regularly about the topic of the awareness of child marriage
c. Create safe space for victims of child marriage to share their story
d. Monitor the mentoring programs by making application where the mentors can
report their mentoring activities

Article II

Essential Services (Healthcare and Legal Protection)


1. Recommends the implementation of CRIES (Crisis Response Service) hotline which aims to
provide immediate legal, mental, and medical aid to victims of child marriage:
a. upon contacting CRIES, trained individuals will assess the situations and offer legal,
mental, and medical aid to the victims
b. volunteers, local communities, and NGOs will do mouth-to-mouth campaigns to
advertise this hotline
c. this help will also come in the form of mobile apps to further globalize the access to aid
d. in the event that a child does not have access to technology, we will provide a public
phone booth with the information of the hotline

2. SIGMA (Strength in Growth and Medical Advancement)


a. Establish youth friendly health clinics that provide accessible reproductive health
services, including contraception, STI testing and prenatal care,
b. Deploy mobile health units to reach remotes areas,
c. Monitoring nutrition needed of each child
d. Giving right dose of vitamins that'll be needed to prevent malnutrition,
3. Request Member States to implement Support Access, Mobilize, Build, Advocate (SAMBA) which
address which addresses challenges in accessible healthcare, which are as follow as but not
limited to prenatal, postnatal, and antenatal care for child marriage bride by involving Member
States and their related companies through Corporate Social Responsibility (CSR), with the
following guidelines:
a. Request Member States, especially technologically advanced ones, to persuade
their companies related to healthcare to support the SAMBA program:
i. Healthcare Product Manufacturers: Provide essential healthcare products,
such as sanitary supplies and hygiene kits, to ensure young girls have
access to necessary health resources,
ii. Healthcare Service Providers: Collaborate with healthcare providers to
facilitate access to critical services, including prenatal, postnatal, and
antenatal care, specifically targeting young brides to support their health
and well-being,
iii. Leverage Corporate Social Responsibility (CSR) programs; Use CSR
initiatives to donate these products and services, ensuring long-term
support,
b. Ensures that the program is conducted with the consent of government authorities;
4. Calls upon Facilitating Essential Interventions for the Needy (FEIN) program aims to provide
vulnerable children and girls affected by abuse, early marriage, and rights violations with accessible
medical, legal, and educational support through expanded volunteer opportunities, through:
a. FEIN recruits volunteers as assistant doctors, teachers, and lawyers to provide essential
services to make these essential services accessible,
b. These volunteer would be trained by local NGOs in child rights, healthcare, and
legal support with UNICEF acting as the primary facilitator then placed within
local NGOs for ongoing roles in medical, legal, and educational support,
c. Ensures that the program is conducted with the consent of government authorities;
Article III

Education programs
1. Quality Education system ( QES)
a. If the parents are in poverty, we will give one free semester to the children, so the
parents can save up money;

b. The money will need to have some rules, only use the money for important necessities,
such as water, food, vitamins, water and electric bills, and even more;
c. If the people still don't have enough money, the government will only pay for the
education bills;
d. Provide girls with sexual and reproductive health education, to inform the negative
impacts and consequences of child marriage;
e. Once the person in poverty can sustain their life, has an opportunity for a job, they will
need to give back 50% of the money to the government ( example : If the government
gives the person/ family in poverty 500 usd, then they will need to give back 250 usd;)

2. Mobilizing Action Against Normalized Gender-based Oppression in Society (MAANGOS)

a. Seeks to build a supportive network of advocates, which includes community leaders and
educators, who are committed to changing the narrative around child marriage,
b. Works closely with schools, local leaders, and youth organizations to foster discussions regarding
the consequences of child marriage,
c. It fosters an environment where both genders are educated about their rights and the
consequences of child marriage
Article IV

Economic Empowerment
1. Encourages Conditional Resources for Education and Development in Income Transfer
(CREDIT)
a. Transferring money to allow parents to have financial literacy, market access,
support networks, etc, these skills allow the parents to have stable income
allowing for better family lifestyle, Programs like these have been implemented in
other countries to support their citizens financial state; countries include
Bangladesh, Nigeria, Ethiopia and etc, The programs implemented in other
countries were successful and effective,
b. This project is executed through the funds of UNICEF,

2. Ensure financial stability amongst families especially those of low-income through


government subsidies and financial incentives, these could be done through funding from
UNICEF and UNWOMEN,
3. Request Member States to Implement Nurturing Economic Youth Mobility and
Advancement for Resilience (NEYMAR) framework aims to combat child marriage
by empowering youth economically and through education, through:
a. Engages employers by establishing partnership with local businesses for
mentoring and networking, increasing participants' job prospects and creating a
vetted talent pool,
i. Allows employers to directly recruit potential employees through the
program, streamlining the hiring process
b. Provides workshops in business, healthcare, and technology, integrating practical
skills with financial literacy and entrepreneurship that will be supported by
UNICEF’s Rupantaran and UPSHIFT program,
c. Graduates receive state-endorsed certifications and job placement support through
partnerships with local businesses
d. Beyond technical skills the program offers support networks and counselling to
help young participants address challenges related to early marriage and family
pressures,
e. Ensures that the program is conducted with the consent of government
authorities;
Article V

Monitoring and strengthening legal frameworks


1. MEWING (Monitoring, Evaluation, and Wellness Improvement Network Group) a.
a.Clearly defined the rules and procedures to be set
b. Specific actions or technologies implemented to ensure compliance, like access
controls, encryption standards or training programs,
C. Routines check by internal terms to verify adherence to policies and identify potential
risks
D. Evaluations to identify and a dress vulnerability in high risk areas
E. Make a technology that can identify and automatically report error and unusual
activities
2. APT by Switzerland (Advanced Protection through Technology)
a. It uses a technology to monitor suspicious activities regarding children, if
technology picks up on shady or illegal practices, we will
i. Send someone down to check on the child, if caught trying to exploit the
children by child marriage or child labour we are able to take legal actions
ii. Abusers could face legal punishments such as a few years in prison and
pay fines, the fine paid b the abuser will go to good cause, for it will be
donated to child charity
3. Recommends the monitoring of the implementation of all solutions by AAE (Analyze,
Adapt, Evaluate) which is a program to assess the solutions implemented
a. Analyze: This steps plans involves intensive research and data collection
regarding the needs and challenges faced by these communities
b. Adapt: This will involve creating new policies, initiatives or changes to existing
programs to ensure that specific needs are addressed
c. Evaluation: this last step aims to measure the outcomes and effectiveness of the
changes, THis highly emphasize collaboration with community members and UN
bodies giving assessed feedback
d. After AAE, is established highly recommending the NAP (National Action Plan)
after the AA has been developed in each respective nation
4. Recommend PEACE (Protection, Enforcement, Analysis for Childhood Endurance),
which plans on establishing new bodies in charge of child marriage. They will help
monitor, analyze, and enforce the frameworks across all areas,
5. Tracking Law Enforcement & Accountability: The monitoring body would oversee the
presence of child marriage laws, ensuring that violations are rightly punished. This will
be done by several ways, however but not limited to;
a. Creating special units or commisions to monitor child marriage cases, providing
resources to enforce punishments, and reporting systems are accessible to those
affected
6. Analysis: These bodies can help create statistical data regarding the prevalence of child
marriage, such as making regional map, progress report, etc;
7. Call for Better Empowerment for Youth and Overcoming Norms that Compromise
Equality (BEYONCE) that aims at ending child marriage globally, BEYONCE seeks to
encourage governments to prioritize child rights through a ranking system that highlights
progress in prohibiting child marriage by implementing measures to reduce reliance on
parental consent and judicial exceptions, driving government engagement and
promoting awareness of the social, health, and economic consequences of child
marriage, through:
a. Establish a global ranking system within BEYONCE to recognize countries that
have made significant strides in protecting children from child marriage,
i. This system aims to motivate other countries to follow suit, with awards or
certifications demonstrating commitment to children’s rights and gender
equality,
b. Based on the ranking system within the framework, this program aims to
encouraging governments to take meaningful action against child marriage by
engage directly with the governmen,
c. This advocacy is supported by the UNFPA-UNICEF Global Programme to
Accelerate Action to End Child Marriage, which will conduct comprehensive,
region-specific research to identify key issues in child marriage, including
loopholes, cultural norms, and enforcement challenges, understanding the
prevalence of parental consent and judicial exceptions for marriages under 18,
d. Leverage impact assessments conducted by the UNFPA-UNICEF Global
Programme to evaluate current policies by analyzing child marriage rates, court
cases involving marriage exceptions, and outcomes related to health, education,
and social well-being for affected children;

Article VI

Funding
1. Calls upon the implementation of the Funding Program, which is a program to fund the
solutions for child marriage both receiving international and national aid, by
a. Following the UNICEF’s funding mechanism;
i. Assessed Contribution (AC), nations will fund based on an percentage of
their GDP
ii. Voluntary Contribution (VC), After the AC, nations are free to voluntarily
donate more in developing solutions
b. Collaboration with NGOs, international bodies, and other UN bodies
c. Funding from each respective government in each country,
2. Strongly recommend the creation of report for each respective nation, based on the
urgency and the amount of funding needed for each solution, this report will help those develop
Report giving how urgent and preventant the solution is to addressing the topic in each
respective country
Report based on how much funding is needed to address the solution.
