TITLE OF THE ACTIVITY: CONDUCT OF ORIENTATION AND REFRESHER ON THE
KATARUNGANG PAMBARANGAY AND RELATED PROVISIONS ON
THE PEOPLE’S LAW ENFORCEMENT BOARD
BACKGROUND AND RATIONALE
The indiscriminate filing of cases in the courts of justice contributes heavily and unjustifiably to the
congestion of court dockets, thus causing deterioration in the quality of justice. In order to help relieve
the courts of such docket congestion and thereby enhance the quality of justice dispensed by the courts,
the Katarungang Pambarangay Law was enacted and institutionalized further by RA 7160 otherwise
known as the Local Government Code of 1991 to institute a system of amicably settling disputes at the
barangay level. With the significant amendments to the Revised Penal Code thru RA 10951 and the
jurisprudence on the Katarungang Pambarangay, the Barangay Secretaries and the members of the
Lupong Tagapamayapa must be updated of the changes in order for them to carry out their duties and
functions under the law in handling both criminal and civil case at the barangay level.
On the other hand, members of the People’s Law Enforcement Board (PLEB), a quasi-judicial
body tasked to handle disciplinary cases against erring members of the Philippine National Police must
be knowledgeable about the law and the rules and procedures of their duties and responsibilities so that
in the event that a case will be filed before them, they will be up to the task.
OBJECTIVE
1.
Enhance the existing skills and knowledge of the barangay secretaries and Lupong
Tagapamayaya members and the PLEB Members;
2. Reinforced the knowledge of the barangay secretaries and the members of the Lupong
Tagapamayapa and the PLEB members as regards their mandated duties and responsibilities
under the law..
