                                      Case Study (Part 1)
Background
Traditional aviation training programmes are designed predominantly for meeting and
maintaining the qualifications of a license, rating or privilege. The standards are sometimes
expressed in quantitative terms that prescribe training programme “inputs” (e.g. required
hours of study, hours of practice, etc.), and the programme design and content are further
influenced by the Licensing Authority’s testing criteria and methods.
As such, training in the aviation sector is moving towards a CBTA programme as it enables
individuals to reach their highest level of operational capability while ensuring a basic level of
competence as a minimum standard. The industry is recognising that CBTA programme
allows individuals to cope with predictable and unforeseen situations. Furthermore, it is
relevant to the job and the context in which the job will be performed and is geared towards
learning rather than passing a test. By making full use of the available training tools and
methodologies, it supports continuous learning and performance improvement.
Given that the initial and recurrent training for operational personnel is mandated by National
Regulations which include flight crew, cabin crew, flight despatchers, aircraft maintenance
engineers etc, Star Airlines has approached Futureland CAA (FCAA) on their CBTA
programme for Safety Management System Recurrent Training for Cabin Crew. As a result,
FCAA will assign its Aviation Safety Inspectors (ASIs) to process the CBTA application as
submitted by Star Airlines. These ASIs are equipped with the competencies of overseeing
CBTA.
Star Airlines (SA) is an established air operator from Futureland since 1972. The airline is
also holding an approved training organisation (ATO) status from Futureland CAA (FCAA), in
accordance to the requirements listed out in Futureland Civil Aviation Regulations.
Star Airlines operates a fleet of 12 x ATR 42-600 aircraft. All flight and cabin crew are of the
same nationality and cultural background using English as the common language of
communications. The passenger seating capacity of the ATR 42-600 aircraft is 50 and is
being operated by a single cabin crew for all ATR 42-600 flights.

Star Airlines intends to introduce CBTA methodology. Star Airlines is now applying for
approval from FCAA to implement CBTA for Safety Management System (SMS) Recurrent
Training for Cabin Crew. Star Airlines will learn from this process in order to achieve a better
understanding in obtaining CBTA approval before expanding to other CBTA training courses
SMS Recurrent Training for Cabin Crew is usually limited to classroom lectures. However,
Star Airlines will extend the scope of this SMS Recurrent Training to include the management
of hazards during flight. This will require the use of cabin mock-up for practical training. This
will enable Star Airlines to learn the CBTA application and approval process and implement
them for future courses.
Pre-application Phase
After knowing the intention of Star Airlines, FCAA advised Star Airlines to download the
Futureland Advisory Circular: Competency-based Training and Assessment (refer H
1.1) for information, and Proposed CBTA programme application form for follow-up action.
Star Airlines proceeded to submit the completed Proposed CBTA programme application
form to FCAA (refer Attachment 1). Upon receipt of the Proposed CBTA Programme
application form, a meeting was then arranged between the appointed ASI and the Star
Airlines Training Head and other relevant personnel, at the FCAA office. The ASI explained
the purpose of this pre-application meeting is to assist Star Airlines with their application. The
ASI outlined the plan for assessing the proposed SMS Recurrent Training for Cabin Crew.
This includes the 5-phase approval process, and the required documentation. The Notes of
Pre-application Meeting (refer Attachment 2) for this pre-application meeting was recorded
and shared between both parties.

Objective of Meeting
   1. The objectives of the meeting were to provide an overview of the 5-phase approval process for
      a CBTA Training Programme, the required documents and to answer any queries Star Airlines
      may have. In addition, this meeting also addressed the expectations of the CAA and the
      schedule of events.
Approval Process
   2   The Aviation Safety Inspector (ASI) had reviewed the pre-application form submitted by Star
       Airlines.
   3   Star Airlines informed the ASI on their background. The airline operates a fleet of 12 x ATR 42-
       600 aircraft. All flight and cabin crew are of the same nationality and cultural background using
       English as the common language of communications. The passenger seating capacity of the
       ATR 42-600 aircraft is 50 and is being operated by a single cabin crew for all ATR 42-600
       flights.
   4   Star Airlines informed the meeting that their intention is to introduce CBTA training starting with
       the Safety Management System Recurrent Training for Cabin Crew (SMS RT CC). Star
       Airlines will learn from the process in order to achieve a better understanding in obtaining
       CBTA approval before expanding to other CBTA training courses. In this regard, while SMS
       recurrent training is normally limited to classroom lectures, Star Airlines will extend the scope
       of the CBTA training to include managing a hazard during flight as part of SMS recurrent
       training. This will enable Star Airlines to gather learning points from the application and
       approval process from this proposed CBTA programme in order to apply to future courses.
   5   Star Airlines was briefed by the ASI on FCAA requirements and the processes involved
       including the 5-phase approval process. The ASI also provided a short brief on CBTA, in
       particular the requirements (e.g. personnel, qualifications, time frame, cost, training facilities,
       application fees if applicable) for Star Airlines to develop its own Adapted Competency Model
       for Cabin Crew for the proposed SMS RT CC. Star Airlines confirmed that they have earlier

       read and understood the CBTA requirements. In this regard, the ASI provided Star Airlines a
       copy of the ICAO Competency Framework for Cabin Crew (see attached).
   6   A typical Schedule of Events of the 5-phase approval process was used as a guide by FCAA
       to facilitate discussion and to ensure that all elements of the approval process are covered in
       each of the 5 phases.

   7   During the meeting, Star Airline was encouraged to ask questions about any area of the
       process not clearly understood. However, Star Airlines indicated that they were conversant
       with the expectation required of them.
   8   The contents of the Star Airlines’ completed pre-application form was reviewed during the
       meeting. These included the location and availability of the training facilities, proposed
       duration of approval process, and other operational requirements, etc. Star Airlines was also
       informed by the ASI, that any changes to this information must be informed to FCAA promptly.
   9   Star Airlines was also informed that it is essential that they understand which regulations are
       applicable to the proposed CBTA Programme. A list of regulations relevant to CBTA including
       the Civil Aviation Regulation of Futureland on Cabin Crew Training for Air Operators was also
       highlighted and discussed. Other regulations included the requirement for SMS Training for all
       operational staff.
   10 The ASI also emphasized that Star Airlines’ personnel must be made aware of their
      responsibilities during the approval process. It is to Star Airlines’ benefit to submit the required
      documentation as soon as they become available, and to notify the FCAA office immediately of
      any problems or changes in the proposed training programme.
   11 Star Airlines was also briefed on the formal application form, content, and all the
      documentation requirements for the formal application, in accordance with the FCAA Advisory
      Circular. Star Airlines was informed to submit the formal application to FCAA office after

       successful review by FCAA. Notification of its acceptance or rejection will be provided by letter
       within 10 working days by FCAA after the formal meeting.
   12 Star Airlines was also advised that while FCAA inspectors will furnish informal guidance and
      advice during the preparation of required documents and manuals, the production of
      acceptable documents and manuals is solely the responsibility of Star Airlines.
   13 The ASI also informed Star Airlines that the formal application should contain a formal letter
      with attachments containing the information required by FCAA. The letter must contain the full
      and official name of the Star Airlines and its designated representative will sign the letter.
14 Additionally, the letter will identify the key personnel responsible for the CBTA Programme.
   15 Star Airlines informed that its instructors are still undergoing Training Developers Course and
      they have recently recruited a course developer. However, the course developer has just
      completed the Training Developers Course and is in process of undergoing on-the-job training.
      The ASI informed Star Airlines that the course developer needs to be a qualified course
      developer.
