Nepal Nursing Council (NNC)

Introduction
Nepal Nursing Council (NNC) IS legal body mandated and approved by Government of Nepal
for the systemic regulation of Nursing profession of the Country.
It is an autonomous organization managed by an executive board consisting of license holder
nurses.
NNC was established under Nepal Nursing Council 2052 (1996). It came into force on 2053-3-
02 (16 June 1996).
It has scope of issuing license to nurses and midwives.
The main purpose of NNC is to protect the public by providing quality Nursing services.
It acts as regulatory & facilitator for nursing profession.
Initially the office of council was located in the premises of ministry of Health then moved to
Bansbari, Kathmandu.

Background
In 1958 AD, Ms Ross suggested the formation of a nursing council in Nepal, Therefore Dr
Mahendra, medical superintendent of the Bir Hospital, was nominated as chairperson of the
council. Dr Uma Devi Das (Nursing Superintendent) was nominated as member secretary. Dr
Dhruba Bdr Singh, Dr Raj Bhai Rana, Dr Ragubar, Dr Bhim Bdr, and Ms Rukmini Charan were
the members of the council.
Dr. Rajbhai Rana was member secretary for a short period, and then Dr. Uma Devi Das became
the member secretary. They were in the process of registering the Nepal Nursing Council since
1958 AD. When nursing education went under the TUIOM in 1972AD, the need for a council
was not felt because the TU was the authoritative body of nursing education. Then the process of
Nursing Council registration was not followed in the country.
When the nursing graduates under the TU could not get admission for post bachelor B. Sc.
Nursing education in the SAARC countries without national professional council registration, the
Nursing Association of Nepal initiated the revival under the co-ordination of Mrs Sharala
Shrestha, Maharajgunj Nursing Campus. The NCA project had support for reactivation of the
Nepal NursingCouncil in 2044 BS.
At the same time in 1989 AD, ICN had organized an international workshop on
nursing/midwifery regulation in Japan. By the invitation from ICN, two members Miss Rukmini
Charan Shrestha (Chief nurse) and Mrs Vijaya KC were sent to attend that conference on the
basis of criteria given by ICN.The committee drafted the Nursing Council Act with the
participation of many nurses from different organizations. At the same time Mrs Sharala
Shrestha went abroad for higher education. So the responsibility of the coordinator was given to
Mrs Vijaya KC.
In 2046 BS, the first final draft was submitted to the Ministry of Health during the period of the
interim government of Nepal. It went through various changes from the Ministry of Health many
times. After struggling for a period of eight years the parliament finally passed the Nursing
Council Act in 17 June, 1996. Nepal Nursing Council (NNC) was constituted pursuant to the
Nursing Council from 2053 3-3(17 June 1996AD) according to notice published in Nepal gazette
act 2052(1996AD) as formulated on 2052-12-17(20March, 1996AD) and effected by His
Majesty's Government

Objectives of Council:
 To make the nursing profession capable and dignified
 To direct the nursing profession in a systematic and scientific way.
 To register the name of nursing and auxiliary nursing midwives, who are engaged in
nursing profession, in the registration book of the Nepal Nursing Council according to
their qualification.
 To maintain the quality of nursing profession.

Role, Function Duties and Powers of the Council


 To formulate necessary policy for proper mobilization of the nursing profession
 To recognize the teaching institution relation of the nursing profession and to recognize
the certificate or award provided by such institution
 To determined curriculum, terms and conditions of admission and the standard of the
examination systems of nursing profession, and to withdraw the recognition of the
institution which has not maintained the standard as determined by making an inquiry
whether the standard has been maintained or not.
 To determine qualification of the nursing professionals and to manage the registration of
the name of qualified nursing professional in the Registration book of the council.
 To conduct the licensing examination and renew the license.

Professional Conduct, NNC Code


Every nurse or A.N.M registered in the council shall have to comply the professional conduct as
mentionable below:
 Punctuality and regularity: The nurse and the A.N.M shall have to engaged regularly
and on full time basis in talking care of the patient as determined by health organization
where he/she is engaged.
 Discipline: The nurse and A.N.M shall have to respect to the senior managers and health
workers, and also have to have fair dealing with subordinate staffs and health workers of
health organizations where he/she is engaged.
 Complying of order and directions: The nurse and A.N.M shall have to comply the
reasonable direction with sincerity and highest priority as provided by physician in regard
to the treatment of any patient.
 Courteous behavior: The nurse and A.N.M shall have to behave with courteous and
cultured way with the patient and his/her family for positive impact in their mind.
 Protection of the patient’s life: Every nurse shall have to use their rational mind to
protect their patient’s life, to make them able to tolerate their physical and meta pain ,and
to recover the health of the patient from sickness.
 No discrimination shall have to be made: Discrimination shall not be made by any
Nurses and A.N.M against the patients on the basis of religion, class, sex, and social class
and tribes.
 Privacy shall not be disclosed: No nurses and A.N.M shall disclose privacy of patient’s
life known to him/her expect in the case it is required to be disclosed by law
discrimination.
 Use of professional skill: The nurse should have used the professional skill at the time of
emergency the period when something has to be made for the protection of the patient’s
life, by providing a notice to the physician as possible.
 Secrecy to be maintained: No nurse or A.N.M shall disclose any information which is
known to him, about the condition of health of any patient to any person other than
authentic person.
 To be energetic in the profession: each nurses shall have ever energetic in the business
relating to the progress and development of the nursing profession, they have to be
motivated in this service on local national or international level and effort for the well-
being and progress in the health of human being.
 Accountability and responsibility: Every nurse and A.N.M shall personally be
responsible and accountable in the business performed by them regarding to nursing and
medical care of the patient in their duty hour.

Violation of Professional Conduct


If any nurse or A.N.M registered in the council has disobeyed to professional conduct mentioned
above he /she shall be liable for the violation of such professional conduct.
Provision Related to the Registration of Name
National and foreign nurses, ANM are allowed to work in the country without registration in
NNC, he/she shall be liable to a penalty of payment of one lakh rupees to individual person and
five lakh rupees to institute.
Minimum qualification for the registration of the name:
To make a registration of name in the council for making a nursing profession shall have to
attain the qualification as mention below:
Shall have to obtain a ANM training of minimum eighteen months from a recognized institute
providing ANM training shall have to obtain either PCL nursing training, minimum of 3 years or
4 years basic B.Sc. Nursing training from the recognized institute providing nursing course.

Eligibility
i. Nepalese Citizen Graduated from Nepal
To meet the professional education requirement for licensure as a qualified professional nurse,
the candidate must present satisfactory evidence of having received pre-service nursing
education programmes approved by the NNC and must submit the documents as mentioned in
Table 1. Theseprogrammes include a four- year Bachelor of Science in Nursing or 3 years of
Proficiency Certificate Level (Diploma level) programmes.
ii. Nepalese Citizen Graduated from Other Countries
Applicants, who have completed pre-service nursing education from other countries, must
have their equivalence certificate from the concerned government authority. Individual
applicant needs to be graduated from the institute recognized from the respective nursing
council or authorized government body and must submit the documents as mentioned in
Table 1.

Duration of Examination
Licensure Examination will be of two and half hours (2:30 hours) duration. Applicants are not
allowed to enter the examination room after 15 minutes from starting examination. Applicants
can leave the room only after 1 hour of starting the examination.
Type of Questions
All of the test items are Multiple Choice Question (MCQ) with four options. Applicants are to
select the most appropriate choice.
Frequency of NLEN
The Nepal Nursing Council conducts the NLEN three times a year. If applicant fails an
examination, s/he will be allowed to apply for the next examination.
Application Fee
The fee for the NLEN online application for Nepalese candidate is NPR 3,100
Scoring System
There is no negative scoring system. It means when applicant gives wrong answer, no minus
marking will be done.
Passing Standard
The grading system on the NLEN is either pass or fail. No numerical score will be provided. In
order to pass the National Licensure Examination, the applicant must score at least 50% marks in
aggregate.
Result of NLEN
The result of NLEN will be published on the same exam day in the evening unless and until there
is a technical difficulty. Results will be published on the Nepal Nursing Council notice board and
on the NNC’s website. The Nepal Nursing Council will not inform the candidates individually.
Registration
Once applicant has successfully passed NLEN they can apply for registration to get their
registration license from the NNC with the registration fee of NPR 1200 paying via eSewa and
they should also bring the admit card along with two photographs same as used for admit card
including all the original documents and citizenship.

Removal of the Name from Registration Book


The council may remove the name of any registered nurse or A.N.M from the registration book
on following condition:-
 Declared bankrupt
 Convicted by the court in the criminal offense involving moral turpitude.
 Has convicted in the violation of code of conduct relating to the profession.
