This permit authorizes the importation of the listed articles, under the conditions specified below.
A copy of the first page of this permit must accompany all shipments authorized under this
permit. For additional questions concerning this permit, call the PPQ automated phone system at:
1-877-770-5990.
This APHIS-issued import permit only covers compliance with APHIS regulations and
requirements. Therefore, this APHIS permit for the commodity to be imported does not reduce or
eliminate the permittee’s legal duty and responsibility to likewise comply with all other Federal
and State regulatory requirements applicable to the commodity to be imported.
The importer or designee is responsible for confirming with CBP and PPQ at the destination port
in advance of each shipment, that CBP and PPQ has the capacity to clear or handle permitted air,
land, and maritime cargo shipments, including bulk, mail, and express consignment shipments.
The permittee is the legal importer of an article and is responsible for complying with the permit
conditions. The permittee must be at least 18 years of age and have and maintain an address in
the United States that is specified on the permit and be physically present during normal business
hours at that address during any periods when articles are being imported or moved interstate
under the permit; or If another legal entity, maintain an address or business office in the United
States with a designated individual for service of process; and serve as the contact for the
purpose of communications associated with the movement of the regulated article for the
duration of the permit.
Any person who violates the Plant Protection Act (PPA) of the United States, individuals or
corporations who fail to comply with these conditions and authorizations, or who forge,
counterfeit, or deface permits may be criminally or administratively prosecuted and found guilty
of a misdemeanor which can result in penalties, a one-year prison term, or both. In addition, all
current permits may be cancelled and future permit applications denied.
All logs, lumber, and other unmanufactured wood products, (with or without bark), are not
authorized from areas in Asia that are east of 60 degrees East Longitude and North of the Tropic
of Cancer. However heat treated and/or kiln dried materials are allowed entry with a written
permit.
Some species of timber may be subject to regulations under the Comnvention on International
Trade in Endangered Species of Wild Fauna and Flora (CITES). To determine if a particular
species is regulated under Appendix I, II, or III of CITES, please consult the appendices for
CITES located at: https://www.fws.gov/international/DMA_DSA/CITES/timber/timber.html
Timber and timber products are regulated under the Lacey Act (16 U.S.C. 3371 et seq.) as
amended in 2008, and importers may be required to submit the Lacey Act Plant and Plant
Product Declaration Form (PPQ Form 505) when filing for entry into the United States. To

2. If you intend to import an article for experimental, therapeutic, or
developmental purposes then you must apply separately under a controlled import
permit (CIP) .
2. This commodity is subject to inspection at the port of entry and all general
requirements of 7CFR 319.40-9
2.1. Notice of arrival may be required at the discretion of the Officer in
Charge at the port of first arrival.
If plant pests are found, clean and treat as required by the inspector. If it
cannot be treated, it may be refused entry.
2.2. 7 days prior to arrival, the permittee must notify CBP of the expected
arrival date. Notification must include:
 Name of the means if conveyance (if available)
 Type and quantity
 Expected date of arrival
 Country of origin
 Name and number of the dock or area where articles will be unloaded (if
available)

An inspector may designate any article as regulated by notifying the
owner and followed by rulemaking to add the article to the list of
regulated articles.
 The article may be designated as regulated if it is imported in the same
container or hold as a regulated article or if other articles if the same
type and from the same country have been found carrying plant pests or
is contaminated with regulated articles or soil.
3. Documentation accompanying each shipment (an importer document) must
identify:
 the genus and species of tree from which the article was derived,
 quantity to be imported,
 intended use of product,
 any treatments applied prior to arrival, and
 country of origin of the regulated material and locality (if known).
4. Lumber that has only been dried, painted, or varnished, does not meet the
qualification for a finished product and is therefore regulated under 7 CFR 319.40.
Lumber machine smoothed on all six sides does meet the qualification of a
finished product.

4. Lumber must be 100 % debarked otherwise regulate as Not Debarked. See ACIR
document for process state=With Bark.
5. Shipping, Packaging, Labelling
5.1. Any regulated article, at the time of importation, must be marked on the
outer container (if in a container), on the regulated article (if not in a
container), or on a document accompanying the regulated article with the
following information:
 “General nature” of the articles and quantity
 Country and locality (if known) where the article was harvested
 Name and address of the person importing
 Name and address of the consignee
 Identifying shipper’s mark
 Permit number (if issued)
5.2. The regulated commodity, the container in which it is shipped, or the
documents accompanying shipments will adequately describe the shipment
in accordance with 319.40-9(c) unless the CBP official at the port of first
arrival has notified the permittee that such documentation or portions of the

into the United States. For Lacey Act declaration requirements, please visit:

7. All pallets and other regulated wood packing materials used in the shipment are
subject to inspection.
The wood packaging material must be marked in a visible location on each article,
preferably on at least two opposite sides of the article, with a legible and permanent
mark that indicates that the article meets the requirements of this paragraph.
The mark must be approved by the International Plant Protection Convention in its
International Standards for Phytosanitary Measures to certify that wood packaging
material has been subjected to an approved measure, and must include:
 a unique graphic symbol,
 the ISO two-letter country code for the country that produced the wood
packaging material,
 a unique number assigned by the national plant protection agency of that
country to the producer of the wood packaging material, and
 an abbreviation disclosing the type of treatment (HT for heat treatment
(T404-e-2) or MB for methyl bromide fumigation (T404-e-1).
The currently approved format for the mark is as follows, where XX would be
replaced by the country code, 000 by the producer number, and YY by the treatment
type (HT or MB):

8. Wood Packaging Material (WPM) Associated with Bundled Lumber
If spacers of wood are outside the band and the spacers are thinner than 6 mm
then release but the material may be subject to an APHIS PPQ 585 permit and
inspection.
 Otherwise, if the spacers are 6 mm or thicker the WPM is inadmissible
If spacers of wood are within the band and the spacers are thinner than 6 mm and
within the same species and age as the lumber then release if accompanied by a PPQ
585 permit, but the material may be subject to inspection.
 Otherwise, if the spacers are 6 mm or thicker or do not meet the above
requirement then the WPM is inadmissible

The article may be designated as regulated if it is imported in the same
container or hold as a regulated article or if other articles if the same
type and from the same country have been found carrying plant pests or
is contaminated with regulated articles or soil.

4.1. Shipments of 15 or fewer do not require treatment EXCEPT for


shipments going into Hawaii, Puerto Rico or U.S. Virgin Islands.
Tropical hardwood logs or lumber that are NOT debarked and are going
into Hawaii, Puerto Rico or U.S. Virgin Islands must be treated otherwise
they are inadmissible.
