Subject:- Fixation ofpay ofRe-employed Ex-servicemen Pensioners.

Sir/Madam,

I
am directed to refer to subject cited above and to say that references
have been received from various departments regarding revision/fixation of pay of re-
employed Ex- Servicemen pensioners. After careful consideration of this matter, the
Govemment has decided as under:-

l. An ex-serviceman pensioner who held post in the rank of Commissioned


officer at the time of retirement:

(a) Re-employed before 01.01.2016

The pay shall be fixed by applying multiplying factor of 2.57 on the pay
received at the time of retirement from the Govemment of India. The pay so
arrived shall be fixed in the applicable level of the pay matrix of the post as
per Finance Departments Notification dated 05.07.2021. If the minimum of
the applicable level ofthe post is more than the pay so fixed the pay on re-
employed post shall be fixed on the minimum of the applicable level of post.
In case the maximum of applicable level of the post is less than the pay on
re-employed post, the pay shall be fixed on the maximum of the applicable
level of the post. The pension for this purpose shall also be fixed after
applying factor of 2.57 on the pension received from the Government of
India. Non ignorable part ofpension shall be reduced from the pay, so fixed.

(b) Re-employed after 01.01.2016

The initial basic pay shall be fixed in the applicable level of the pay matrix
of the post as per Finance Departments Notification dated 05.07.2021. If the
minimum of the applicable Ievel of the post is more than the last basic pay

drawn at the time of retirement, then the pay on re-employed post shall be
fixed at the minimum of the applicable level of the post. In case the
maximum of the applicable level of the post, is less than the last basic pay
drawn at the time of retirement, then the pay on re-employed post shall be
fixed at the maximum of the applicable level of the post. Non ignorable part
ofpension shall be reduced from the pay so fixed.

2. After fixation of pay he/she shall be placed, at a cell equal to the figure so
arrive, in the level of the post to which he is appointed: and if no such cell is
available in the level to which he is appointed, he shall be placed at the lower
cell in that level. The difference ofpay, if any, shall be treated as a Personal Pay
which shall be adjusted in the subsequent annual increment/s.

3. Ignorable part of pension is enhanced from Rs. 4,000/- to 15,000/- in the case of
Commissioned Service Officers holding Group 'A' posts who retire before
attaining the age of 55 years. The existing limits of military pensions to be
ignored in fixing the pay of re-employed pensioners will, therefore, cease to be
applicable to cases of such pensioners as are re-employed on or after 1.1.2016.

4. The pay and the pension (before commutation), taken together, shall not, in any
case, exceed Two lac eighteen thousand and six hundred (Rs. 2,18,600/-).

5. Meticulous compliance of these instructions shall be ensured at the level of


Head of Department and any laxity or deviation from these instructions shall be
viewed seriously.

6. Necessary amendment in the relevant rules will be made in due cowse.
