CIVIL AVIATION ACT, 2009 (ACT NO. 13 OF 2009)
CIVIL AVIATION REGULATIONS, 2011
The Minister of Transport intends, in terms of Section 155(1) of the Civil Aviation Act,
2009 (Act No. 13 of 2009) and on the recommendation of the Civil Aviation Regulations
Committee (CARCom), to amend the Civil Aviation Regulations, 2011, by the Amendment
of the following Parts set out in Schedules below:
Schedule 1 Part 1 Definitions
Schedule 2 Part 12 Aviation Accidents and Incidents
Schedule 3 Part 65 Air Traffic Service Personnel
Schedule 4 Part 91 Flight Operations
Schedule 5 Part 110 Aviation Security Screener Certification
Air Transport Operations - carriage on Aeroplanes of
Schedule 6 Part 121 more than 19 Passengers or Cargo
Air Transport Operations - carriage of less than 20
Schedule 7 Part 135 Passengers or Cargo
Schedule 8 Part 139 Aerodromes and Heliports

The Director of Civil Aviation intends, in terms of Section 163 of the Civil Aviation Act and
on recommendation of CARCom, to amend the Technical Standards by the Amendment of
the following Parts set out in the Schedules below:
Schedule 9 SA-CATS 12 Accidents and incidents
Schedule 10 SA-CATS 61 Pilot Licensing
Schedule 11 SA-CATS 67.00.4 Medical Requirements
Schedule 12 SA-CATS 110 Aviation Security Screener Certification
Schedule 13 SA-CATS 121.07.13 Operational control and supervision of flight
operations
Schedule 14 SA-CATS 139 Aerodromes and Heliports
Electronic copies of the draft Amendments are available on the South African Civil Aviation
Authority website at www.caa.co.za and may also be requested from Susan Ndlovu at
Ndlovus@caa.co.za. Interested persons are hereby invited to submit written comments on
these draft Amendments on or before 30 January 2025 to the Chairperson of CARCom,
