A RESOLUTION AUTHORIZING FOR THE TEMPORARY CLOSURE OF A
PORTION OF THE NATIONAL ROAD TRAVERSING JUSTICE CAGUIOA
STREET, WHICH CONNECTS THE PROVINCES OF ZAMBOANGA DEL NORTE,
MISAMIS OCCIDENTAL, AND ZAMBOANGA DEL SUR AND DESIGNATING
ALTERNATIVE ROUTES DURING THE GRAND UNVEILING AND STREET
PARTY HOSTED BY THE MUNICIPALITY OF SANTA ALBA
WHEREAS, the Local Government Unit (LGU) of Santa Alba will host a Grand
Unveiling and Street Party on March 01, 2027 to celebrate and showcase the cultural heritage
and diversity of its 11 barangays;
WHEREAS, to ensure public safety, proper traffic management, and the smooth
conduct of the activities, there is a need to temporarily close a portion of the national road
traversing Justice Caguioa Street, which connects the provinces of Zamboanga del Norte,
Misamis Occidental, and Zamboanga Del Sur, from 04:00PM to 10:00 on March 01, 2027;
WHEREAS, Section 21 of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, authorizes local government units to temporarily close roads,
alleys, or thoroughfares for public use in connection with public events, provided that such
action is subject to the appropriate guidelines and approval;
WHEREAS, the Sangguniang Bayan recognizes the importance of this event in
fostering community pride, unity, and cultural appreciation, while ensuring that affected
stakeholders are consulted and alternative traffic routes are established to minimize
inconvenience;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by
the Sangguniang Bayan of Santa Alba, in session duly assembled:
SECTION 1. TEMPORARY ROAD CLOSURE
The Sangguniang Bayan hereby authorizes the temporary closure of a portion of the
national road traversing Justice Caguioa Street, which connects the provinces of Zamboanga
del Norte, Misamis Occidental, and Zamboanga Del Sur, from 04:00PM to 10:00 on March
01, 2027, for the purpose of conducting the Grand Unveiling and Street Party.
SECTION 2. TRAFFIC MANAGEMENT AND ALTERNATIVE ROUTES
The Sangguniang Bayan, through the Traffic Management Office, shall ensure the
implementation of a traffic rerouting plan to minimize inconvenience. The following
alternative routes are designated:
1. Route 1: See Attached Map
2. Route 2: See Attached Map
3. Public Transport Instructions: Specific guidelines for public utility vehicles.
4. Proper signage and personnel shall be deployed to guide motorists and ensure smooth
traffic flow.
SECTION 3. SAFETY AND EMERGENCY MEASURES
The LGU, in coordination with relevant agencies, shall ensure the safety and security
of the public by:
1. Designating emergency lanes along the closed road for ambulances and other
emergency vehicles.
2. Deploying security personnel and event marshals.
3. Establishing medical stations at strategic locations.
SECTION 4. PUBLIC INFORMATION AND CONSULTATION
The LGU shall conduct public announcements and consultations with affected
stakeholders to address concerns and ensure their participation in the planning and
implementation of the road closure. Notices shall be disseminated at least 30 days prior to the
event.
SECTION 5. EFFECTIVITY
This Resolution shall take effect immediately upon its approval and dissemination to
concerned parties.
