URSE – URSEC: Authorization Procedure for Radio Equipment

Information about the procedure

It consists of the authorization granted by the URSEC to import radio equipment.

It applies to any radio equipment, i.e. that uses the radio spectrum, such as: wireless cameras, wireless
(non-optical) remote controls, Bluetooth devices, Wi-Fi devices, remote-controlled equipment (including
drones), wireless microphones, baby call radios, wireless speakers, Wi-Fi and/or Bluetooth watches,
satellite terminals, mobile telecommunications terminals (including, "cellular" telephones), "WiFi"
repeater, wireless router, cordless telephones, wireless doorbells, radio communication transmitters; in
short, all devices that are radio transmitters.

If you have inquiries about whether or not the equipment you will be entering requires authorization,
you should direct your inquiry to URSEC through Online Consultation.

Prerequisites

1. The user must be logged in to VUCE. If you do not have a username, see how to register here.

2. The company that is requesting the procedure must be registered with VUCE. If it is not
registered, see how to register here.

3. The radiocommunication transmission equipment to be imported must be approved by URSEC


or be in the process of being approved. The list of equipment (radio transmitters) that have
current URSEC approval can be consulted in the List of Approved Equipment and those whose
approval is in process in the List of Approvals in process. The search can be carried out by make
and model. If the radiocommunications transmitting equipment to be imported is not included
in the aforementioned list:

1. You will need to obtain confirmation from URSEC that approval is required. To this end,
you must send the query through Online Consultation

2. In the event that URSEC confirms that approval is necessary, it must manage

1. INITIATION OF THE PROCEDURE


To carry out any operation in VUCE, you must press the Start Procedure button

Please note that the fields of the Initiation of Procedure form must be completed as follows:

• Regime Code: IMPORT

• NCM: National Nomenclature corresponding to the merchandise

• MNNT: 1051, VU03, 1019 or 1456 (as applicable, see General Resolution of the DNA)

For each good, it is necessary to press the "Add" button and indicate in each case the National
Nomenclature and the MNNT indicated above.
After the procedure has been created, you will be able to view the procedures that must be initiated to
send the information to the agency. In this case, the information of the procedure will appear:

• URSE: CERTIFICATION FOR THE ENTRY OF RADIO TRANSMITTERS

2. SUMISSION OF THE FORM


To complete the form, you must select the Execute option available in the procedure menu.

Please note the following clarifications when completing the form:

• Address: It will be automatically populated with the data from your registration in VUCE.

• Phone: It will be automatically populated with the data from your registration in VUCE.

• E-Mail: It will be automatically populated with the data of your registration in VUCE.

URSEC Approved: You must choose one of the following options:


1) Approved Approval
2) Approval Application Submitted
3) No Approval Required

• Approved approval: it must be chosen if the product is approved. To consult the codes, go to
the consultation available here. Is your equipment not on the list of approved equipment? See
"Prerequisites" above.
When choosing this option, you must fill in:
– Code: press the blue arrow and select from the list of approved equipment. (You can search by
make or model)
– Equipment Type, Make, Model and Product Description: these will be automatically completed
when choosing the code.
– Quantity: indicate the quantity of merchandise to be imported

• Approval request sent: this option must be selected if you have an Approval procedure in Sent
status. To consult the products in the process of approval, enter the consultation available here.
When choosing this option, you must fill in:
– OCE number of the approval application: press the blue arrow and select from the list of
equipment in the process of homologation. (You can search by OCE No., brand or model)
– Type of Equipment, Make, Model and Product Description: these will be automatically
completed when choosing the OCE No. of the approval application.
– Quantity: indicate the quantity of merchandise to be imported

• No approval required: this option should be chosen in cases where the product does not
require URSEC approval. E.g. (RECEIVERS, ANTENNAS, NON-RADIO EMITTING DEVICES):
-Only the Product Description and Quantity fields must be completed.

3. PAYMENT
Once the form is completed and submitted electronically, the system will take you to make
the payment.
Electronic payment is available through the different payment methods, online bank debit
(members of BANRED and SISTARBANC) and collection networks (ABITAB and REDPAGOS).

Cost of the Procedure: 215 Uruguayan pesos

When the imported equipment is Transmitter-Sensors, microphones, cameras and wireless


telephones, an additional cost may be applied in application of Decree 153/993. The invoice
with the additional costs mentioned will be sent by URSEC to the importer, who must pay it
at any Collection Network.
