E01 General Requir
1. SCOPE OF WORK
The work embraced by this Specification covers the supply, installation, testing,
commissioning and maintenance of the Electrical Installation of the Yen Bai General
Hospital in accordance with this Specification and associated Drawings, and without
abrogating the more extensive details described elsewhere in the Specification and
Drawings, includes (but shall not be limited to) the following:
1.1.3. Supply and installation of LV main switchboards complete with switchgears, control
relays, instrumentation, protection devices, ancillary equipment and sundry
components that are necessary for the complete installation and proper operation of
the system as stipulated in this Specification.
1.1.4. Supply and installation of the following mains and sub-mains distribution equipment:
• Busduct insulated with ratings as specified on the Drawings, complete with all
accessories, ancillary equipment, Tee-off units and support fixtures.
• Power cables, busbar chambers, cable feeders and cable link boxes to points
of local distribution, including cable ducts, trunkings, cable trays, conduits and
all other ancillary equipment to complete the installation as shown on the
Drawings.
1.1.5. Supply and installation of emergency diesel generator including engine, alternator,
daily fuel tank, fuel piping system, exhaust system, noise control equipment, cooling
system control and indication panels, protective devices, all associated pipeworks
and ductworks as required for the proper operation of the diesel generator.
1.1.6. Provision of power supplies to mechanical ventilation fans for intake or exhaust
functions, smoke extraction fans, pressurization fans, motorised dampers and the
like.
1.1.8. Provision of power supplies to fire equipment including the FH/HR pumps, sprinkler
pumps, fire shutters and the like.
1.1.9. Provision of power supplies to the plumbing and drainage equipment including
potable water pumps, flushing water pumps, sump pumps and the like.
1.1.10. Supply and installation of lighting fittings as per the following inclusions:
1.1.11. Provision of translucent glass exit sign boards c/w lighting fittings and 2 hrs. battery
etc.
1.1.12. Provision of conduit and wiring system for ELV and TEL wiring as shown on
drawings.
1.1.13. Provision of small power installation power sockets, spur units, control switches,
contactors isolators and the like.
1.1.15. Supply and installation of a conventional earthing system. The system shall be
completed with earthing conductors, test links and cross-bonding conductors.
1.1.16. Supply and installation of power factor correction capacitors complete with control
relays and all ancillary equipment in accordance with the Drawings.
1.1.17. Supply and installation of very low voltage systems including: telephone, security,
TV, PA systems.
1.1.19. Testing and commissioning of all system equipment installed under this Sub-
Contract.
1.1.20. Provision of maintenance and emergency service during the Defects Liability Period
2. INTERFACE WORK
2.1.2. Construction of concrete cable trenches, cable ducts, trench covers, and the like in
Transformer Rooms in accordance with the requirement of local Electricity
Company.
2.1.3. Construction of concrete plinths, concrete piers, floating floors and the like in
switchrooms, generator rooms, meter rooms and the like for installation of electrical
equipment in accordance with the requirement of the Electrical Sub-Contractor. The
Electrical Sub-Contractor shall liaise with the Main Contractor during construction of
floating slabs in generator rooms to ensure the generator set can sit directly on the
floating slab in accordance with the manufacturer’s recommendation. Details shall
be submitted by the Electrical Sub-Contractor to the Project Director for approval
and shall contain the information like operating weight and the load distribution for
various pieces of equipment.
2.1.4. Penetrations in building structure and the building in of all sleeves and equipment
holding down bolts, where they are required to be built in during construction.
2.1.5. The Electrical Sub-contractor shall supply all bolts and sleeves, and provide detailed
drawings accurately positioning such items. The Electrical Sub-Contractor shall also
liaise and check with the Main Contractor that these items are cast into the structure
in line with their requirements. The Electrical Sub-Contractor shall provide template
to locate items for which normal building tolerance are unsuitable.
2.1.6. The Electrical Sub-Contractor shall seal up the space between sleeves and electrical
installation to achieve fire resistant, waterproof and/or acoustic barrier as
appropriate. For penetrations without sleeves such as slot openings for busduct and
the like, the Electrical Sub-Contractor shall seal up the space between surrounding
building, structure and the electrical components.
2.1.7. Provision of all cutting, patching, framing up, furring in, chasing and making good
associated with the building construction for the passage of busducts, fuel pipes,
cables, trunkings, conduits and the like.
2.1.8. Provision of trimmed openings in suspended ceilings for light fittings, loudspeaker
etc. The size of openings shall be made in accordance with the requirements of the
Electrical Sub-Contractor.
2.1.9. Construction of concrete earth pits with lead-in cable ducts through cap-beams for
the earthing system.
2.1.10. Provision of access hatches and doors for all electrical service equipment as
nominated by the Electrical Sub-Contractor and in accordance with his details as
required in suspended ceilings, masonry shafts, walls, roof spaces, plantrooms and at
other place as required to allow access for adjustment, maintenance and cleaning.
2.1.11. Provision of fire rated ceiling with access panels for electrical services passing
through protected areas.
2.1.13. Provision of underground ducts, trunkings, cable ladders and the like for installing
the incoming telephone cables from the outside of the building into the MDF room.
2.1.14. Underflashing of all roof penetrations for cables and pipes. Overflashing shall be
provided by the Electrical Sub-Contractor.
2.1.15. Site facilities including power, water and electricalsupplies for lighting, operation of
power tools, testing/ commissioning and maintenance up to and including final
acceptance of the installation by the Project Director.
2.1.16. Provision of waterproof enclosures for any water pipes (like F.S. pipes or P&D
pipes) passing through electrical ducts, switch rooms and MDF rooms. The Electrical
Sub- Contractor shall co-ordinate with the Main Contractor/other Sub-Contractor to
ensure the water pipes enclosure shall not obstruct/interfere the electrical services.
2.2. MV Sub-Contractor
The following shall be provided by the MV Sub-Contractor:
2.2.1. Mechanical ventilation for the transformer rooms.
2.2.2. Mechanical ventilation for the main switchrooms, fuel tank rooms and MDF rooms,
generator room.
• Provision of power supply to all carpark levels ventilation fans via isolating
switches. This power supply, however, shall be tripped off in case of fire alarm
breakout. The Electrical Sub-Contractor shall co-ordinate with the Main
Contractor, Fire Services Sub-Contractor regarding provision of control wiring
and necessary dry contacts from the fire alarm panel by the Fire services Sub-
Contractor for the tripping.
• Provision of power supply to the fresh air fans and exhaust fans via isolating
switches.
2.3.1. Provision of light fittings and sockets in lift pits and lift shafts including all wiring
and control switches.
2.3.2. The following shall be provided by the Electrical Sub-Contractor for the Lifts
Installation:
• Provision of electrical power supply to the lift machines via cables terminating
at isolating switches. Every group of passenger lifts shall be fed by a normal
supply source together with a secondary backup source (for lift homing during
power failure). For fireman's lift will be fed from the emergency power supply
(diesel standby generator set) .
• Provision of a junction box with two pairs of dry contacts (1 normally open and
1 normally closed) in each of the lift machine rooms for lift homing sequence
control. The Electrical Sub-Contractor shall supply and install all associated
wiring to provide the signals for lift homing.
• Provision of general lighting, 15A general power sockets and a MCB board for
each lift machine room as shown on the Drawings.
3. DELIVERY OF EQUIPMENT
3.1. The Sub-Contractor shall be responsible for delivering the all electrical equipment like
main switchboards, generator set, cables into the assigned locations. The Sub-
Contractor shall liaise with the Main Contractor in determining the proper delivery
route and programme and delivery requirements.
3.2. The Sub-Contractor shall include provision for all necessary hoisting equipment for
delivery of electrical equipment including the emergency generator, transformer etc.
The Sub-Contractor shall be fully aware of the space and structure constraints before
actual delivery of equipment to site.
3.3. The Sub-Contractor shall submit drawings showing in detail the proposed hoisting
method for the Project Director's approval prior to the hoisting operation.
3.4. The Sub-Contractor shall notify the Main Contractor at least 60 days prior to the date
that the electrical equipment is due to be delivered to site. The expected delivery date
and the programme for the installation of the electrical equipment shall be provided to
the Main Contractor for preparation of the master programme and co-ordination.
4.2. Any items suffering from damage during manufacture, or in transit, or on site whilst in
storage or during erection shall be rejected and replaced without extra cost to either the
Employer or the Main Contractor unless either of them, or their respective
representatives, cause such damages.
4.3. In the case of such materials, equipment, components and accessories or portion(s) of
them which originate outside Vietnam:
- The said items or portion(s) shall be adequately and securely packed for safe
transportation with due regard to the climatic conditions encountered in transit and
on arrival.
- At the time of shipping, each consignment shall be documented with packing lists
and bills of lading which shall contain full statements of the packages consigned
with particulars of the dimensions, weights, contents, shipping marks and
approximate value of each package shall be provided in duplicate to the Main
Contractor.
4.5. The Employer shall not be liable for loss or damage to or return of any packages,
pallets, casks or other packaging or handling materials where the Sub-Contractor fails
to collect as notified by the Main Contractor.
4.6. The Sub-Contractor shall apply a protective crating or fix some other protective
material to the materials, equipment, components and accessories so as to protect them
after installation. In the event that the Sub-Contractor fails to do, the Sub-Contractor
shall repair to the satisfaction of the Project Director or supply free of all charge any
replacement required to substitute for any part of the materials, equipment, components
and accessories which may have been damaged in whole or in part as a result of such
failure as directed by the Project Director and shall without prejudice to such other
liabilities under this Sub-Contract, pay for all expenses and outgoings of the Employer
or the Main Contractor incurred in respect of the removal and disposal of the damaged
parts and the installation of the substitute parts.
- The Sub-Contractor shall be responsible for the off loading and handling of the
cables on site and shall ensure that cables are new and delivered to site on new
drums and properly protected against mechanical damage and loss with
manufacturer's seals still intact. Partly used drums of cables which have already
been used elsewhere shall not be acceptable unless special approval is given by
the Project Director in writing.
- Waterproof protective cover shall be applied to all busducts, light fittings during
and after installation against any possible ingress of water until handover to the
Employer.
- The Sub-Contractor shall unpack and remove all temporary protective covers
from site.
5. SAMPLES
5.1. Within one month following the award of the Sub-Contract, the Sub-Contractor shall
submit for approval three sets of labelled samples of the following:
- Switchgear including MCCB, fuse switches isolating switches and cable link
boxes.
- Electrical accessories like waterproof power sockets, lighting switches and the
like.
- Multi-cable transit
5.2. The Project Director reserves the right to review samples which show the quality and
workmanship of component parts, and the design of accessories and other auxiliary
items, before any installation work proceeds.
5.3. The Sub-Contractor shall submit to the Project Director for endorsement,
manufacturer's specification and installation instructions for trade products.
6.1. The standards, codes, and specifications referenced below and elsewhere in this
specification shall be of the latest editions.
6.2. Similar codes or standards used in the home country of the manufacturer may, however,
be used if applicable, subject to the acceptance of the appropriate local Government
Departments or other authorities. In such case it shall be the responsibility of the
manufacturer to prove to the satisfaction of the Project Director that such codes are
essentially equal to the one specified.
6.3. Unless otherwise specified, the Electrical Installation shall comply with the latest
edition from time to time of the following documents:
- Relevant IEC, CENELEC, ISO CEN Standards and Codes of Practice published
by the IEC, CENELEC, ISO, CEN.
- The latest edition of the IEC 364 Electrical Installations of buildings and the
subsequent amendments published by the IEC.
- Any regulations having jurisdiction over the installation, including the hotel
ancillary services.
6.4. Type test or certification of electrical equipment as specified in the Specification herein
shall be carried out by the institutions listed herebelow unless otherwise approved by
the Project Director:
6.5. Wherever there are conflicts between different codes above, the more stringent code
shall apply.
7. ELECTRICITY SUPPLY
The electricity supply to the Building shall be 380V ± 6%, 3 phase, 50 Hz. The
Electrical Sub-Contractor shall ensure that the voltage drop of any distribution feeder
emerging from the main switchboard to the final equipment shall not exceed 3% of the
rated voltage. The output power factor of the emergency generator shall be better than
0.80 lagging at any load conditions and the input power factor of all electrical
equipment shall be better than 0.85 at all load conditions.
8. EQUIPMENT SELECTION
8.1. All equipment supplied shall be in accordance with this Specification and the relevant
drawings and to the approval of the Project Director.
8.2. The capacities of all plant and equipment described in the Sub-Contract are minimum
capacities and the Sub-Contractor shall take into account any variations which, may be
made to the systems during the progress of the Sub-Contract Works.
8.3. The Sub-Contractor shall be required to demonstrate at site that the duties required of
the equipment are obtainable.
8.4. Physical sizes of all plant and equipment shall be suitable for the space allocated for the
accommodation of such plant and equipment, taking into account the requirement of
access for maintenance purposes.
8.5. In selecting makes and types of equipment, the Sub-Contractor shall ascertain that
facilities for proper maintenance, repair and replacement are provided.
8.6. All equipment shall be designed to facilitate inspection, cleaning, replacement and
repair of individual components without need for unnecessary removal of other
components.
8.7. Facilities shall be provided for proper isolation of equipment for maintenance work
without affecting the working of other parts of the system. Protection for 'live parts'
shall be given by the use of interlocks, isolators, shrouding or by combination of these.
There shall be warning labels to show when parts remain alive when the isolator is
opened and these parts shall be properly screened from inadvertent contact.
8.8. Where the Sub-Contractor proposes to use an item of equipment other than that
specified or detailed in the Drawing, which requires any redesign of the system,
drawings showing the layout of the equipment and such redesign as required therefore
shall be prepared to the satisfaction of the Project Director by the Sub-Contractor at his
own expenses. Where such approved deviation necessitates a different quantity and
arrangement of materials and equipments from that originally specified or indicated in
the drawings, the Sub-Contractor shall furnish and install any such additional materials
and equipments required by the system at no additional cost.
8.10. This shall include all information necessary for the Project Director to ascertain that the
equipment complies with this Specification and Drawings. Data and sales catalogues of
a general nature shall not be accepted.
8.11. Before ordering equipment, the Sub-Contractor shall provide the Project Director with
the following information wherever applicable:
9. SHOP DRAWINGS
9.1. Prior to commencement of installation, the Sub-Contractor shall submit for the Project
Director's approval of shop drawings which shall include the following:
- Schematics
9.2. The Shop Drawings shall be generally in accordance with the Drawings supplied with
this Specification and updated by the Project Director's Instruction for Variation.
9.3. Before proceeding with the manufacture or installation of equipment, the Sub-
contractor shall submit for the Project Director's approval shop drawings with full
details of the equipment and methods of construction and fixing. Factory or site work
shall not proceed until such drawings have been approved. These requirements do no
apply to the manufacture of standard machines and controls or similar items for which
approval to place orders has been given. Where the Builder's work is directly affected
by the requirements of the shop drawing the Sub-Contractor shall submit shop drawings
to the Main Contractor within 6 weeks of receipt of a letter of intent to order.
- Complete feeders layout drawings, showing the actual sizes and locations of all
feeders, special fittings, hangers, supports, expansion joints along the entire routing
of feeder.
- Complete schematic and control diagrams of all main switchboards and generator
control panels.
- Complete cable feeders layout drawings, showing the actual sizes and locations of
all cable trays and trunkings including elbows, fittings and accessories.
- Fully dimensioned and detailed drawings for builder's work and work by other Sub-
Contractors for Electrical Installation to indicate exact locations, quantity and
dimensions.
Drawings by the Main Contractor. Where works by other trades are to occupy the same
pipe and duct space and ceiling void, care must be taken by the Sub-Contractor to leave
clear access for any future provision of these services within builder's work shafts, plant
rooms and suspended ceilings, and the like.
10.2. The Sub-Contractor shall note the restricted space available in certain service ducts and
the absolute necessity to ensure all installation is carried out in the correct sequence,
manner and position to facilitate proper operation and maintenance.
10.3. During the preparation of working drawings, the Sub-Contractor shall liaise closely with
the Main Contractor, other Building Services and specialist Sub-Contractors to ensure
the complete co-ordination of services installed by all parties. Maximum headroom and
minimum installation space shall be maintained at all points. Where headroom or space
conditions appear inadequate, the Project Director shall be notified immediately before
proceeding with installation.
10.4. The Sub-Contractor shall make all reasonable modifications in the layout as needed to
prevent conflict with work of other trades for the proper execution of work.
10.5. The Sub-Contractor shall include all necessary bends, tees and the like to divert pipes,
conduits, ducts to avoid structural obstacles and any other electrical and mechanical
services installations to reach the designated locations..
10.6. The Sub-Contractor shall be responsible (before commencing work) for checking all
levels and gradients shown on Drawings and for relating them to site conditions to
ascertain that the condition on site permit execution of work as shown on the Drawings.
