IMPLEMENTING

RULES AND
REGULATIONS FOR THE
CONDUCT OF THE JPIA
DAYS:ACADEMIC
EVENTS
IRR I

Background

Section 1 The JPIA Days: Academic Event is an annual occasion of the


Junior Philippine Institute of Accountants – Eastern Samar
State University Local Chapter which exists to complement the
academic curriculum of the organization. It aims to uphold
academic excellence through creative and exciting
competitions. Representatives from each House are gathered to
showcase their wits and abilities in solving different problems
based on CPA board exam subjects and other related topics. This
aims to accomplish one of the major objectives of JPIA – ESSU
which is to strive for academic excellence.

IRR II

Objectives

Section 1 To promote academic excellence among JPIAns to deepen


their knowledge in the field of accounting;

Section 2 To allow JPIAns to showcase and gauge their knowledge


against one another in a competitive yet fun and friendly
atmosphere;

Section 3 To help participants discover their strengths and be aware of


their weaknesses in the different subjects included in the
CPA Examination through various academic competitions;

Section 4 To promote camaraderie, familiarity, and sportsmanship


among the participants from the different Houses to
establish a unified Local Chapter.

IRR III

Academic Competitions, Coverage, and Eligibility

Section 1 The JPIA Days Academic Event shall be composed of the following
competitions:

IRR IV

General Contest Rules

Section 1 Contestants are advised to be at the designated place at least


30 minutes before the schedule.
Section 2 Late contestants are still allowed to join the competition.
However, s/he shall no longer be allowed to answer the
question(s) s/he missed. For the Bookkeeper of the Year, late
contestants are still allowed to join the competition, however,
the participant(s) shall not be given any time extension to answer
the case.

Section 3 The Committee for Academics, which is composed of the Vice


President for Academics and the members of the Standing
Committee for Academics, and the Local Chapter Executive
Officer shall serve as the monitoring personnel and question
distributors (QDs).

Section 4 Any assigned workforce member for the JPIA Days: Academic
Event and/or assigned workforce members for the different
events may also serve to act as QDs.

Section 5 Any member of the JPIA-ESSU and the Local Chapter Executive
Officers shall be vested with the power to give sanction to any
contestant they have witnessed violating any said provision in this
Implementing Rules and Regulations.

Section 6 The Board of Judges shall have the sole and exclusive authority to
clear or answer any protest/clarification made by the contestant.
Any question raised shall limit to a 5-minute discussion only to
protect the proceedings at the time of the contest. Judge(s)’
decision is final and irrevocable.

Section 7 The contestant is the only person who has vested rights to raise
concern, protest, and/or clarification.

Section 8 Contestants shall be provided with a copy of the question for every
item. The contestants must not flip the copy of the question until
the quizmaster gives the signal to do so. After the quizmaster
announces the question number, the contestant may start reading
the question provided. A warning shall be given for the first
offense. On the second offense, the contestant shall be given the
sanction of accumulating only 50% of his total score garnered in all
rounds. The third offense entails disqualification from the
competition.
Section 9 All questions, whether theory or problems requiring computation,
shall only be read once. Requests to repeat the question shall not
be entertained unless there is approval from the Local Chapter
Vice President for Academics.

Section 10 For questions requiring computations, contestants are only allowed


to manipulate their calculators after the quizmaster says “GO.”
Contestants are allowed to write their answers on their paper that
was provided only after the quizmaster says
“GO.” A warning shall be given for the first offense. On the
second offense, the contestant shall be given the sanction of
accumulating only 50% of his total score garnered in all rounds.
The third offense entails disqualification from the competition.

Section 11 The contestants must be able to write their answers before the
allotted time has elapsed. The contestants must raise their pens
once the quizmaster declares so. Any contestant who fails to
comply will receive a warning, and his answer may be forfeited
depending upon the Board of Judges.

Section 12 Contestants should write their answers clearly and legibly on the
provided answer sheet. In case of a multiple-choice question(s),
contestants should write their answers in capital letters.

Section 13 Abbreviations are not allowed to be used unless specifically


permitted by the Board of Judges in a particular question.

Section 14 Contestant(s) who shall insist on writing the answers


ambiguously, abbreviated, or illegibly may still claim points for
the correct answer only upon the discretion of the Board of
Judges and the Local Chapter Vice President for Academics.

Section 15 Before proceeding to the next question, contestants shall be


given an allotted time of ten (10) seconds to raise a protest or
clarification, request for a new marker or scratch paper, or to
change their calculator if it encounters technical problems or
other concerns. After the allotted time has elapsed, the
quizmaster shall read the next question, thus, protest,
clarification, or any concerns shall no longer be entertained.
Contestants should not erase their answers during the ten (10)
seconds time allotment to allow validation of their answers when
protest(s) or clarification(s) have been raised for the particular
question.

Section 16 In a case where a question is voided upon the


recommendation of the Board of Judges or by the Academics
Committee, other question(s) shall be asked coming from the
clincher questions to replace the voided questions. The
question(s) shall be read twice by the quizmaster.
Section 17 Any contestant caught cheating shall be disqualified from the
competition.

Section 18 In case of a tie at the end of three (3) rounds, a tie-breaker


question shall be asked until the deadlock is broken. Tie-breaker
question(s) shall have no bearing on the cumulative score of the
contestants. Whoever gets the right answer and raises his pen
first shall advance to the next round or otherwise be declared as
the winner.

Section 19 After reading the contest rules and mechanics, contestants are
given the chance to raise question(s) or clarification(s) regarding
the said rules and mechanics.

Section 20 In case of any concern, clarification, or protest which is not


governed by the Implementing Rules and Regulations of the said
provision, the local chapter Vice President for Academics, or the
chairman of the Academics Department (subject to proper
authority), shall have the absolute power to decide upon
consultation to JPIA-ESSU and/or the Local Chapter Adviser on
matters which are deemed necessary to preserve and protect the
integrity of the event. His/her decision is final and irrevocable.

IRR V

JPIA CUPs

Section 1 The JPIA CUPs shall be composed of three (3) rounds namely: Easy,
Average, and Difficult Rounds. In case of a tie after the difficult
round, clincher question(s) shall be given to the contestants until
the deadlock is broken. Time allotment, number of items, and
corresponding points are as follows:

Section 2 The Board of Judges or the Local Chapter Vice President for
Academics may extend the time prescribed depending on the
complexity of the question.

Section 3 The top three (3) accumulating contestants accumulating the


highest points shall be declared as 1st place, 2nd place, and 3rd
place, respectively.

IRR VI

Bookkeeper of the Year

Section 1 The participants are to be given comprehensive problems relating


to a service type of business in which they are to perform the
whole accounting cycle. They are only given three (3) hours to
solve the case.

Section 2 The participants shall be given the necessary materials, except


for a calculator and ballpen. Frixion pens are strictly not
allowed.

Section 3 Erasure in any form, which may include, but is not limited to,
tampering or any form of alteration is strictlynot allowed.
Hence, participants are reminded to ensure their answers before
writing them on the provided answer sheets. Violation of this
Implementing Rules and Regulations shall deem the contestant’s
answer null/void.
Section 4 After the allotted time has elapsed, the facilitators shall collect
the contestants’ answer sheets, finished or unfinished, and the
same shall be checked by the facilitators.

Section 5 Points shall be determined by the number of correct journal


entries, correct ledger balances as well as the proper format for
the necessary financial statements, trial balances, and the
worksheet/10-column journal.

Section 6 The top three (3) contestants accumulating the highest points
shall be declared as 1st place, 2nd place, and 3rd place,
respectively.

IRR VII

Other Academic Events

Section 1 In Calculator Challenge, participants are to be given a copy of


questions containing a mathematical problem with a series of
operations (e.g., addition, subtraction, multiplication, division).
The participants shall only be allowed to manipulate their
calculators upon the signal to do so.

Section 2 In Memory Retention, each group is to be given a piece of paper


containing a combination of figures, letters, numbers, words,
phrases, and/or symbols for them to memorize. After the time
allotted for memorizing what is written in their copy has elapsed,
the facilitators shall take possession of their copy. They shall
only write what they have memorized on the answer sheet
provided upon the signal to do so. For the easy and average round,
each of the combinations shall be memorized by the designated
member of each group, the assignment of which is to be discussed
during the contest proper. For the difficult round, they will work
as a group.

Section 3 In Math Challenge, the questions will be composed of basic


theories and problems on Algebra, Geometry, Trigonometry,
Calculus, and Statistics. Each question will be read once only. The
timer will start once the quizmaster says “GO.” For the easy and
average rounds, each of the problems shall be answered by the
designated member of each group, the assignment of which is to
be discussed during the contest
proper. For the difficult round, problems are to be answered as a
group. Participants are not allowed to use any calculator during
the Easy Round. In addition, the easy round will be a “mental
challenge” which means they are not allowed to solve in their
papers and even in the air. If caught so, they will be disqualified
to answer the said item. Only during the Average and Difficult
rounds will be allowed to use basic or scientific calculators.

Section 4 Geek wars is a quiz based and trivia competition whereparticipan


ts test their knowledge on various topics which couldrange fro
m general knowledge, pop culture and Academic subjects.
