1.0 INTRODUCTION
1.1 Background
Bokaro Steel Limited (BSL) is one of the five integrated steel plants of the Steel Authority of
India Limited (SAIL). The requirements of AC Units are mainly for newly developed control
rooms, HRD Rooms, Meeting Rooms, Executives Rooms, Panel Rooms etc. So Procurement of
50 nos. of Room Air Conditioners (Window type) is required.
1.2 Intent of Specification
This specification intends to invite offers to supply, install, and commission 50 Nos. of 1.5 TR
Window type AC units as per the scope of work described in clause 2.0, for achieving design
and technological parameters as indicated in clause 3.0, in conformity with the special
instructions to bidders as per clause 4.0 and realization of performance guarantee
parameters as mentioned in clause 5.0.
2.0 SCOPE OF WORK
The scope of work of the bidder shall cover the following:
2.1 Design, manufacture/procure, testing at manufacturer's works, packaging the old ac,
loading/ unloading, freight and insurance, supply, installation, testing & commissioning, and
demonstration of performance guarantee of offered equipment to the satisfaction of the
employer to maintain room temperature of the proposed locations at 230C ± 20C and RH
55% + 5%. The refrigerant used in the system shall be R32.
2.2 Dismantling and civil work limited to the successful installation and commissioning of the
Window type AC system shall be under the scope of the bidder. Dismantled materials and
debris shall be removed from the site and shall be stacked or disposed off at earmarked place
within 5 km or as directed by the Engineer in Charge.
2.3 The bidder shall undertake all the required supply and fitting work for insulation, cable
tray/conduiting, electrical connection, and any other work that is required for the installation
and commissioning of the air conditioning solution.
2.4 The purchaser shall provide power feeders, i.e., single phase AC, 230 V + 10%, 50 Hz + 5%
from the nearest source available at the site location. Required tapping from that power
source at the site location through a proper and safe conduiting route with the necessary
hardware required shall be the bidder's responsibility. The Bidder shall provide arrangements
for the voltage level required other than specified in the site conditions.
2.5 The specification is issued for the purpose of procurement of the machines through
indigenous sources. No foreign exchange shall either be arranged or provided by the
purchasers.
2.6 The tenderer shall study this specification and other related documents and satisfy himself of
his scope of work prior to the submission of quotation.
2.7 Any item which is not specifically mentioned in this specification but essential for proper
assembling, operation and satisfactory performance of the machines shall be deemed to have
been included in the scope of the bidder. Any additional claim on account of supply of such
items shall not be entertained by the purchaser.
2.8 The tenderer shall furnish complete details and technical description of the machines in his
offer. The bidder shall confirm/comment on each and every clause of the technical
specification.
2.9 The components shall be designed, assembled and tested in accordance with the latest
IS/IPSS/Bureau of Indian Standard, wherever applicable. In case suitable IS are not available,
this equipment shall conform to generally accepted codes and practices.

2.10 The equipment/components/parts shall comply with all the rules and regulations of statuary
bodies including motor vehicle act, Pollution control act/rules, Factories act, Indian Boiler
Rules, Explosive act, etc. wherever applicable. All electrical equipment/components parts
shall also conform to the latest Indian electricity regulation as regards safety, earthing and
other provisions specified therein for installation and operation of electrical plants and
equipment.
2.11 The AC Units shall be manufactured with the first class material and workmanship and shall
be shop assembled for checking accuracy of parts, except where the assembly is required to
be done at site.
2.12 The tenderer shall submit clause by clause clarification/confirmation of all the stipulation of
this specification along with their offer.
2.13 IMPLEMENTATION SCHEDULE
The project shall be completed within two (02) months from the effective date of the
contract. The bidder shall submit a time Bar-Chart along with the offer indicating starting and
completion dates of all major activities and shall ensure the deputation of adequate
resources on site as per requirement (without any delay) for timely completion of the
individual activities and the project as a whole.
2.14 TRANSPORT:
The bidder shall arrange for freight and insurance, loading/ unloading, safe storage and
handling of all equipment/materials for successful commissioning of the unit. Before
transporting all the equipment/ materials shall be suitably and securely packed and boxed.
2.15 SAFETY:
All safety appliances/kits required during testing and commissioning shall be arranged by the
successful bidder.
2.16 STORAGE & MATERIAL HANDLING
All equipment shall be packed properly for the prevention of damage during transit &
storage. The successful tenderer shall have to arrange for safe & secure storing of the
materials in a space provided by the purchaser inside the plant premises during the
installation and commissioning period.
2.17 Bidder shall furnish tender with the following drawings/documents included in the technical
part in soft & hard copy:
i. General arrangement drawing along with the bill of material, technical parameters,
overall dimensions, weights, etc.
ii. Power and control schematic drawings.
iii. Other relevant details/ information felt necessary by the bidder.
iv. List of deviations, if any, as per Format-1.1
v. List of consumables and commissioning spares of the system as indicated in TS.
vi. To confirm the compliance of each clause & sub-clause of the T.S.
2.18 The bidder shall submit the following drawings after placement of order for Approval/
Reference in soft copy and hard copy (3 copies):
a. The Tenderer shall submit following drawings/documents for Approval/ Reference.

● Operation, maintenance, and safety manuals, drawing/ documents/catalogue/
Manual/ Calculation, which are specifically not mentioned above but found
essential for approval/reference during basic and detailed engineering stage,
will also be submitted by the Bidder.
b. In addition to the above drawings, the following Drawings/ Documents/ Data shall
be submitted along with the equipment in soft copy and hard copy (3 copies):
● Test certificates
● Ordering specification/parts list for all standard bought-out items along with
their catalog/ technical literature and name and complete address of the
manufacturer
2.19 SITE VISIT AND OTHER REQUIREMENTS
The bidder shall visit the site, study drawings/ documents, and discuss with the employer, if
required, regarding any technical clarification or the locations and satisfy himself to the
nature and extent of work involved.

3.0 TECHNICAL SPECIFICATION:
3.1 GENERAL
1. Basic Design and Site Conditions (Ambient / Climatic Conditions)
a. Ambient Indoor temperature : 45 deg C (average) and 50 deg C (maximum)
b. Ambient Outdoor temperature : 55 deg C
c. Maximum Humidity: 100%
However, maximum temperature, and maximum relative humidity shall not occur at
the same time.
2. Basic Design parameter of existing power supply system

b) Voltage variation + 10 %
c) Frequency 50 Hz
d) Variation +5%
e) Fault level at 415 V 50 kA for 1 Sec.
f) Control supply For 415V switchgear / MCC- 240 V AC
All the electrical and any other equipment/ materials supplied shall be designed to work
smoothly under the average ambient temperature of 550 C (max.)
3. The dimension of the room and the general arrangement of the equipment to be installed is
attached at the end of this technical specification.
3.2 TECHNICAL DATA
a. Name of equipment : Window mounted type room air conditioner along with
accessories (including cordless LCD remote) and attachments conforming to IS: 1391
(Part 1) 92 with relevant amendments and additional parameters suitable for operation
on 230V+10%, 50 Hz, single phase A.C. supply capable of performing the following
functions:
i. Cooling
ii. Dehumidification
iii. Air Circulation
iv. Filtration
v. Ventilation
b. Refrigerant : R32. However it shall be the same for the complete ordered quantity.
c. Preferred make: As per LIST OF ACCEPTABLE MAKES OF EQUIPMENT & SUPPLIES
(Indigenous Supplies Only) by CET
d. Type of compressor: Rotary/Scroll type with inverter technology, maximum full load
current of compressor at rated voltage as per IS rated test condition
e. Cabinet details : G.I. Sheet along with fiber/plastic grill (0.7 mm to 1.2 mm thick)
f. Energy Efficiency rating : Minimum 3 (three) star rated
g. Warranty of compressor : Minimum 5 year from date of commissioning
h. Cooling capacity : 1.5 TR

3.3 Electrical
The broad electrical work under bidder’s scope, but not limited to, shall include
a. Supply, routing, laying, termination of LT power and control cables, cabling
materials, cable lugs, ferrules, glands, jointing kits and accessories, GI, and materials
etc. as required.
b. The wire shall be at least 1.1 KV grade, XLPE, Copper, FRLS outer sheathed, armored
control cables.
c. Tapping of power at 230 V from a feeder/power source located at approximately 50
meters from the proposed room.
d. Earthing shall be done for the outdoor unit (relevant IS to be followed).
3.4 Civil work design specifications
The bidder shall carry out the required civil work for installation of the window AC . The
bidder shall restore the site in case any drilling/ clamping etc. activities are being carried out
to its original condition. The debris generated shall be disposed of within 5 kms. from the
site to an earmarked place as directed by Engineer Incharge.
4.0 SPECIAL INSTRUCTIONS TO TENDERERS
4.1 The specification shall be read in conjunction with the “General Conditions of the Contract”
of the Purchaser and contents of other tender documents.
4.2 Tenders furnished without complete information shall be liable for rejection.
4.3 Any item which is not specifically mentioned in this specification but found essential for
proper manufacturing, assembly and operation with satisfactory performance of the entire
Project shall be deemed to have been included in the scope of the tenderer. Any claim on
account of supply of such items shall not be entertained by the Purchaser.
4.4 Before submitting their offer, the tenderer is advised to visit the Site to ascertain the working
conditions, scope and extent of supply/ work involved etc., shall satisfy himself in all respects
with regards to the site conditions and shall collect all other information which may be
necessary for execution of this Project. However, any information thus collected from the
department shall not in any way relieve the contractor from his responsibilities under the
terms and conditions of the Contract.
4.5 It shall be presumed that the tenderer has gone through the technical specification carefully
and is fully aware of his scope of supply and work, which shall strictly conform to this
specification. Unless specifically mentioned by the tenderers, it shall be presumed that the
offered items and accessories shall have no deviations from this specification.
4.6 The tenderers shall furnish complete details and technical description of the quoted items in
their offer and shall point wise confirm/comment for any deviation on all the clauses of the
Technical Specification.
4.7 The components shall be designed, assembled and tested in accordance with the latest
IS/IPSS/Bureau of Indian Standards, wherever applicable. In case suitable IS are not available,
the equipment shall conform to generally accepted codes and practices.

4.8 All the items offered shall be rugged, modular construction, designed and manufactured so as
to be suitable for reliable, fail-safe operation in a steel plant environment. High degree of
reliability shall be built in by providing carefully selected and rigorously checked components
suitable for the industrial environment.
4.9 All electrical equipment/components parts shall also conform to the latest Indian Electricity
Regulations as regards safety, earthing and other provisions specified.
4.10 All name plates, instructions, manuals and documents shall be in English language and all
weights and dimensions shall be in metric units.
4.11 All equipment supplied shall have adequate access for connecting up, inspection, and
maintenance and shall operate satisfactorily under such variation of load and climatic
conditions as may actually occur at site of working.
4.12 The equipment and component parts shall conform to the relevant standards published by
the Indian Standards Institution and the relevant Inter plant Standards for the Steel Industries
wherever available so that specific aspects under Indian conditions are taken care of. Where
suitable Indian Standards are not available, other International Standards such as BS, ASTM,
ANSI, ASME, and DIN may be adopted with the prior approval of the Purchaser.
4.13 The technical specification is only for the purpose of tendering and for design concepts. The
tenderer shall be responsible for correct design, material, manufacture and supply of the
equipment. Any equipment/item not specifically mentioned but required to make the system
complete shall be included by the tenderer in their scope of supply/work.
4.14 The technical parameters/ details/ data/ drawings given by the Tenderer with the tender shall
be considered tentative and these shall be subject to prior approval of the purchaser during
the detailed engineering stage.
4.15 The whole system should be designed to have ease in operation, inspection & maintenance
and replacement of replaceable parts should take minimum down time. Interchangeability of
similar assembly and its parts must be ensured in the design and assembly of the system.
5.0 COMMISSIONING, PERFORMANCE GUARANTEE
5.1 GENERAL
1. The Successful Bidder shall take the full responsibility of guaranteed performance of each of
the erected equipment / items and the overall system.
2. Before commissioning of the system, the bidder shall complete a preliminary acceptance test
of all equipment and system by demonstrating the working of individual equipment and
system in an integrated manner.
5.2 COMMISSIONING
1. The system shall be declared commissioned only after trouble free/uninterrupted operation
of the equipment for continuous 120 hours in an integrated manner.
2. The following basic performance parameter tests shall be conducted:
i. All equipment shall operate at rated capacity without undue vibration and undue
noise etc.
ii. Measurement of noise and vibration levels.
iii. Measurement of power consumption of various drive motors while operating at
performance guarantees levels.
iv. All other parameters of the equipment or system indicated in the specification.

Following parameters shall be established by the successful tenderer during the commissioning for
acceptance.

● Noise: Maximum 50 dB at a distance of 1 meters from the unit
