Preamble
We, the scholars of Public Administration, imploring the aid of Almighty God and the

Charity of Christ, in order to promote and encourage interests in Public Service, Good

Governance, and Utmost Justice that shall personify our ideals and aspirations in helping us be

molded into future Public Administrators and defendants of the law and secure our fundamental

rights set by our institution under the five-core Paulinian values, Christ, Charity, Commission,

Community, and Charism, do ordain and promulgate this Constitution.

ARTICLE I-ORGANIZATIONAL NAME


SEC. 1. The official name of this organization shall be Public Administration-Legis (Lex Et

Gubernatio Ionis) Club.

SEC. 2. This organization will use the name or its official acronym PA-Legis club in all

transactions regarded by the organization either internally or externally.

SEC. 3. The officers of PA-Legis shall make up the Executive Board of this organization,

hereafter referred to as "Board"

ARTICLE 11- PURPOSE


SEC. 1. The purpose of this organization shall be primarily and exclusively for the scholars of

Public Administration to fully implement the learned theories in their subjects enhancing their

skills and mandates. Specifically the students are expected to:

A. Demonstrate expert level oftheoretical knowledge in Public Administration service;


B. Manifest competence, dynamism and visionary leadership as public administrators and

lawyers while adhering to the tenets of sound, ethical and legal standards;

C. Undertake advanced independent research in governance, public policy, law, and other related

areas;

D. Be an advocate for the promotion and protection of public interests of diverse populations;

E. Maintain the respect and trust of the community through manifestations of high morale, proper

sense of values and commitment to profession;

F. Pursue lifelong learning for personal and professional growth through varied experiential

opportunities and

G. Manifest sound relationship with God, others and the environment with compassion, respect,

integrity and empathy.

SEC. 2. The Executive board shall manifest sufficient knowledge and understanding of the

fundamentals of public service and good governance by exemplifying their duties and

responsibilities no matter what position deemed elected.

SEC. 3. All remaining members are expected to demonstrate high appreciation for the demands and

challenges of public service, exhibit high ethical values in line with the Pauline principles.

ARTICLE 111- MEMBERSHIP


SEC 1. This organization shall exclusively be for the bona-fide BS-PA students only. The

general body under the course Bachelor of Science in Public Administration are directed and to

be official members of the PA-Legis Club.

SEC. 2. The privileges and responsibilities of memberships are as follows:


A. PA Adviser- is the overall seer and administrator of all PA activities
B. President- has the privilege to preside and cancel meetings; shall be the chief judge on

dealings wherein a tie of activities are at hand and determines the final say on issues

regarding such.

(Note: The rule of succession shall follow in cases of absences or serious leave of an

elected officer)

SEC. 3. Membership may be revoked in cases wherein a student of BS-PA violates the student

handbook by tainting the name of the organization in using it for fraudulent transactions and without

supervision of any officer, or legitimate authority.

SEC. 4. There should be a membership fee with the cost of P50.00 to be collected during the

first official meeting of the club. This is to help defray the expenses ought to be pursued by

the members in maintaining quality projects. Any protests may be raised against the Board

or the

Office of the Students Affairs.

ARTICLE IV- RULES ON MEETINGS AND ELECTION


SEC. 1. A majority of the Board shall constitute a quorum (50% + I of the student population) in

order for a meeting to be conducted. Such quorum shall also pursue any other transactions by the

club. In cases of emergency and fortuitous events, the majority of the Board shall suffice a

quorum.

SEC. 2. There shall be an official election period after the first week of the first semester of the

school year. The rule of majority shall follow. The body shall also recognize the minority vote

for transparency purposes.


SEC. 3. The election shall be presided by the PA-Legis Club adviser. Any protests are to be

entertained by him. After the said election, all proceedings shall be final, executory and

irrevocable and shall last for the whole school year.

ARTICLE V- OFFICERS AND MEMBERS

SEC.I. The PA-Legis Club shall have the following officers; and their duties and responsibilities

are as follows:

A. PRESIDENT

Presides over meetings of the organization


Calls special meetings of the organization
Facilitates executive board meetings
Prepares and files any report required
Appoints committee chair people
Maintains contact with the organization adviser Maintains contact with the organization
alumni
Maintains contact with affiliated university, department, or community partner(s)
Maintains the integrity of the organization
Represents the organization to the University
Serves as the Spokesperson for the organization
Assists all executive officers
Provides follow-up to organizational tasks Organizes executive board retreats

B. VICE-PRESIDENT

Assumes the duties of President in his/her absence


Serves as an ex-officio member of the standing committees
Directs updating of all transactions of the organization
Facilitates election of officers
Interviews new members (a)ongside with the President)
Remains fair and impartial during organizational decision making processes
C. SECRETARY

Obtains appropriate facilities for organization activities


Keeps a record of all members of the organization
Keeps a journal of all activities of the organization (Minutes)
Prepares an agenda with the President for all meetings
Notifies members of meetings
Prepares the organization's calendar of events
Keeps the organization informed of both departmental and university business
Maintains all attendances of all meetings
Maintains organizational records, storage, and office
Handles all official correspondence of the organization

D. TREASURER

Is familiar with accounting procedures and policies Serves as the primary


signatory financial accounts
Serves as chair of finance committee
Pays organizational bills (as the case may be)
Collects organization dues
Keeps all financial records of the organization
Prepares the annual budget
Maintains a financial history of all the transactions of the organization

E. AUDITOR

Provides advisor with summary of financial records at the end of the academic
year
Assists the Treasurer in all of the liquidating of transactions
Coordinates with the Secretary and Vice-President in conducting fundraising
Files reports on all stolen or lost equipment
Maintains an inventory of all transactions
Represents organizations at official money transactions Keeps all the receipts

SEC. 2. Additional positions are hereby allowed, so long as the body agrees within its quorum
ARTICLE Vl- BYLAWS
SEC. I. Bylaws of the organization shall be established and amended by the bona-fide students of

the PA -Legis Club.


SEC. 2. If any section or provision of this constitution shall be deemed unconstitutional or

invalid, the other sections or provisions shall not be affected.

SEC. 3. All sections and provisions here are valid unless otherwise amended or deemed

unconstitutional. The authors reserve their rights in making this constitution.

SEC. 4. All protests regarding issues on this constitution may be addressed directly to the Dean

of the School of Arts, Sciences, and Teacher of Education, The Office of the Students Affairs,

and the other related administrations. However, all are presumed to be written with just cause

and a reasonable disposition in favor of all Public Administration Bachelors.

SEC. 5. All records pertaining to cases of this organization shall remain within the bounds of

this organization only. No other student of the institution can exploit nor use the transactions of

this organization to destroy its reputation and the reputation of the students.

SEC. 6. All graduates of the PA-Legis Club are expected to:

A. Apply skills in Public Administration including planning, implementation,

monitoring, and human, material and resource management for government and civil

society organization.

B.Demonstrate ability to engage in all scientific, research and local/national decision making
and;

C.Practice the Paulinian Core values in the society and in the workplace
