Q3. What are main duties of 3rd officers?

The main duties of 3rd officer are:

- Take navigation bridge watch from 0800 to 1200 and ensure the safe
navigation of ship during his watch.
- Keep the records of safety equipment updated
- Conduct maintenance of ship’s safety equipment such as lifeboats, life
rafts, other life saving appliances and fire fighting system and tools.
- Keep safety equipment maintenance log.
- Take cargo watch/ harbors watch as directed by Chief officer.
- Assist 2/O in and learning 2/O works such us preparation of passage plan,
updating/ correcting navigation publications.
Q4. What does mean ISM code?

- ISM is abbreviation of “International Safety Management” under ISM


code.
- Reason to apply the ISM code for ships is: almost marine accidents are
caused by human errors, so ISM code is giving standard procedures for
crew to fulfill onboard works in safe manner.
- A Shipping company should have DOC(Document of Compliance) and a
ship should have SSM (Ship’s Safety Management) certificate issued under
ISM code.

Q5. What does mean ISPS code?

- ISPS is abbreviation of “International Ship and Port Facilities Security” ,


other words as ISPS Code.
- Main applications of ISPS code onboard are: Control personal access in
port with log in(Visitor’s Log); Measures to prevent and fight with security
risks such as piracy/smuggling /stowaways/robbery /hostage …

Q6. Please briefly describe some Conventions, Regulations & Code


applied for shipping industry do you know?

- SOLAS: is abbreviation of “Safety Of Life At Sea” , is the International


Convention on Safety Of Life At Sea. Its regulations set out the safety
standards of ship’s construction, equipment, safety appliances and safety
manning.

- MARPOL: is abbreviation of “Marine Pollution”, is the International


Convention on Prevention of Pollution From Ships. It contains
antipollution requirements for ships such as antipollution equipment and
tools, requirements on archiving, transferring and discharging oil, oily
water mixture as well as garbage. The latest update requirements are also
concerning air pollution.

- COLREG 72: is abbreviation of “International Regulations for Prevention


of Collision At Sea”. These rules set out the regulations for ships on lights,
signals and actions to conduct at sea to avoid collision. It is also called as
“ The Rules Of The Roads”.
- SAR 79: “International Convention on Maritime Search and Rescue (SAR).
The Convention was aimed at developing an international SAR plan, so
that, no matter where an accident occurs, the rescue of persons in
distress at sea will be coordinated by a SAR organization and, when
necessary, by co-operation between neighbouring SAR organizations.
Although the Convention is setting out obligation of ships to go to the
assistance of vessels in distress.
- MLC 2006: “Maritime Labor Convention 2006”. Being established in 2006,
the Convention have been going into force since 20 August, 2013 and
containing provisions regarding 5 main articles as 1) Minimum
requirements for seafarers to work on a ship; 2) Conditions of
employment; 3) Accommodation, recreational facilities, food and catering;
4) Health protection, medical care, welfare and social security protection;
5) Compliance and enforcement.

Q7. Have you ever used electronic chart?

- Yes, I have. I have ECDIS Generic certificate and used it during serving
onboard MV …
- No, I am certified with ECDIS Generic, but I have never used it onboard.

Q8. What ECDIS system/maker have you worked with?

Q9. How do you update the ECDIS?

- Chart database loaded and updated using DVD ROMs or CD ROMs.

Q10. What are the main features of ECDIS?

The main features of ECDIS are:


- Complies with IMO standards
- Continuous monitoring of ship’s position in conjunction with GPS/DGPS.
- Route planning and route monitoring facilities.
- In some ECDIS a radar image can be overlaid on electronic charts.
- Grounding warning, safe depth contour showing.
- Target data from TT(Tracked Target) and AIS transponder to aid in
collision avoidance.

Q11. When do you call the master to the bridge?

In the following situations, I will have to call the master to the bridge if the
master is not in the bridge:
(1) When the visibility is lower than the one mentioned in the master’s
standing order;
(2) Breakdown of the main engine, steering gear, gyrocompass or any other
critical equipment related to the safety of the vessel;
(3) When the ship’s position and sounding are unusual or strange;
(4) When the navigational marks or sounding do not appear as expected
(5) When heavy weather is encountered
(6) When ship is behaving in unusual way
(7) When marine pollution is seen or suspected
(8) When distress message is received or accident observed
(9) Any other situation when the officers are in doubt.
(10) Whenever the ship is in jeopardy.
Q12. How often do you inspect the life boat ?

I often check weekly and monthly including : last date of service , the hull
condition, boat david launching, wire, block, painter for and aft, ruder ,
propeller,reflective tape

Q13. Do you know DPA ?


What is the function of DPA ?

DPA stands for Designated person(s) Ashore. His responsibility includes


monitoring safety, pollution prevention aspects on behalf of the shipowner.

Q14. When the vessel in port . PSC come on board for checking . What
action will you take ?

I will have to inform to captain , engine room and ot her department. I give
them visitor card , writing time and take them to meet captain and then I go to
prepare all emergency equipment relate to LSA & FFE and stand by for PSC
inspection

Q15. What is the maximum blood alcohol concentration (BAC) rate on


board?
According to the ISM, the BAC shall not be more than 0.04% by weight any
time when being tested. But watch keepers are not allowed to drink any alcoholic
beverage 4 hours before their watch. Besides, when bunkering, loading and
unloading, mooring and unmooring. 4 hours before and after port all, the sailor on
board cannot have any alcoholic drinks.

Q16. Suppose , you are keeping watch on the bridge if it is poor


visibility . what will you do ?

- I change from auto pilot to manual pilot


- Call captain onto bridge
- Inform engine room stand by main engine
- Order other A/B look out
- Turn on navigation light
- Make sound signal follow colreg
Q17. If the ship collision happens when you are on duty, what procedure
should you follow?

Firstly, I shall sound the alarm for emergency


Secondly, I shall inform the master immediately
Thirdly, I shall inform the engine room and prepare engine standby
Fourthly, I shall sound the tanks including ballasting tanks and oil tanks
Fifthly, I shall report to the head office of ship owner, Management Company
and charter at the discretion of the master.
Report to the relative department and coast country at the discretion of the
master.

Q18. How many colors of garbage are there on board the ship ?

Red , black, blue ,yellow, brown

Q19. How do you segregate garbage on board the ship ?

A) Plastics: RED
B) Food waste: GREEN

Q20. When do you have to change from the automatic steering to manual
steering?
The steering mode shall be changed from automa tic to manual under the
following circumstances:
(1) In any emergency situations
(2) In diminishing and restricted visibility, as defined by the master
(3) When it is necessary to avoid maneuvers
(4) when the ship’s draft is too deep (more than 60% of the water depth)
(5) whenever the ship steers poorly or when the master thinks necessary.
When the steering mode is changed, the watch officers shall supervise the
process.
Q21. When working on the deck bridge, when do you call the engine
room?
(1) Whenever necessary to ascertain that engine room and bridge clocks are
synchronized
(2) At least one hour before starting or ending a sea passage
(3) As soon as it appears that engine operation maneuvers may be required,
with one hour ’s notice if possible
(4) Whenever the ship machinery operation may be affected by weather or
other condition changes, such as shallow water approach, concentration of marine
life or seaweed, ice in water, or change of trim or draft due to ballasting shifting
(5) One hour before inert gas system operation is required (for tanker)
(6) One hour before steam is required on deck
(7) Whenever the temperature falls to 2 degree centigrade to prevent damage
to equipment
(8) At least one hour before the standby generator is required
(9) As soon as an excessive some is to be turned
(10) Whenever the cargo pumps are used
(11) One hour prior to getting underway
Q22.When you join a vessel, what should you do first?
Firstly, I shall report to the master and familiarize myself with the master and
other officers and seamen on board the vessel. Second, with accompaniment of
the relieved the 3/O, I shall have an inspection of those items which the 3/O is
responsible for. I shall discuss immediately with the master on any unsatisfactory
conditions, including equipment malfunctions. I shall also take over all the
documents the 3/O shall take care of, A good handover with the relieved 3/O is the
most important thing for me.

Q23. During the cargo loading, if you find the cargo damaged in holds,
what should you do?
I shall record the dama ge by writing or even by photo and report this to the
C/O immediately. The C/O should report it to the tallyman and ask them to replace
the cargo, if possible. At the same time, the officer on duty should make the on-
thespot record.

Q24.When you are keepng watch on the bridge, you see man over board
on the starboard side. How do you act ?
