Regional Civil Engineering Students’ Summit 2024
Specifications:
1. All The tower design should have the following stated conditions:
a. The height of the tower must be a minimum of one (1) meter. (Note: The tower
must have an excess height at the bottom, which will serve as a stand. It should
have a height of three (3) centimeters).
b. The length of the top dimension must have a minimum of ten (10) centimeters.
c. The length of the bottom dimension must be a minimum of fifteen (15)
centimeters.
2. Materials for the actual competition will be provided by the organizers. The materials to
be used for the tower are the following:
• 4 packs of barbecue sticks
• 1 ball of yarn
• 1 roll clear tape
• square tray (made of plywood with a thickness of 1 inch and a dimension of 10x10
inches) - for testing
The participants shall bring other materials needed such as scissors, ruler, pencil, glue
sticks and glue gun. No other materials besides what the organizers provided are allowed to be
used.
Mechanics:
1. All participants must be bonafide Civil Engineering students.
2. Each team shall have five (5) members only.
3. Each team shall construct the tower within three (3) hours, on the spot, at the designated
date and venue.
4. All specific details will be announced during competition proper. The main criterion for
selecting the winner is the height and stability of the tower.
5. Thorough scrutiny will be conducted on materials purchased by participants, including
pencils, scissors, glue guns, glue sticks, and rulers, to prevent cheating and maintain fair
conditions throughout the event. Teams are prohibited from bringing sample models,
pictures, or any guides. Non-compliance will lead to immediate disqualification from the
competition.
6. The tower must be free standing and not touching anything except the floor.
7. Once the period of construction has been finished, nobody is allowed to move or alter any
part.
8. The testing of the tower shall be facilitated by the participants and assisted by the
organizers. The judges will then judge the tower design, the craftsmanship, and test the
strength of the towers:
a. The height of the tower will be measured using a tape measure.
b. To test the stability of the tower, it should support the square tray on top, then
placing the packs of plastic bags one by one. In each placed bag, the judges will
have it sit on the tray for five (5) seconds. If the tower still stands with a given load,
the tower passes the strength test, and will continue to place more plastic bags until
it reaches the target carried load of the towers, which is equal or between 10-15
kilograms.
9. Adding weights to the bridge will stop once it fails.
10. The decision of the judges shall be final and irrevocable.
11. Winners will be declared during the closing of each event.
12. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.
13. The judgment rendered by the arbitration council carries the weight of finality and cannot
be reversed.

Specifications:
1. The dimensions of the bridge must be 18 inches in length and 6 inches in width.
2. The organizers will provide the materials needed for the bridge’s body and connections.
3. The materials to be used for the bridge are the following:
• Popsicle Sticks (for pavement and the bridge)
• Glue Sticks (7mm diameter)
4. The participants can bring only the following materials: a maximum of two (2) glue guns,
pencils, pens, scissors, cutter, ruler and extension wire. These materials can’t be
incorporated into the design of the bridge itself, only for its preparation/fabrication.
Mechanics:
1. The teams must build a bridge within three (3) hours, on the spot, on the scheduled date
and venue using only the materials provided by the organizers.
2. A strict screening of participant-bought materials – a limit of two (2) glue guns, pencils,
pens, scissors, cutter, ruler and extension wire – will be done to make sure there is no
cheating and unfair conditions during the event. Teams are not allowed to bring sample
models, pictures, or anything that can be used as a guide. Failure to comply will result in
automatic disqualification from the competition.
3. Each team will be provided with a maximum of seven (7) packs of popsicle sticks and an
equal number of glue sticks, distributed evenly by the organizers. No additional materials
will be given beyond this limit.
4. Nobody is permitted to move or change anything after the building period is over.
5. The participants must assist the organizers during the bridge testing.
6. A digital weighing scale will be used to determine the weight of the bridge.
7. Two tables will be used during the testing that will serve as a bridge embankment. The
tables will be spaced depending on the length of the bridges built by the participants. One
and a half (1 1⁄2) inches on both sides of the bridge model will be used as anchors to each
table.
8. The bridge will initially be given a prescribed weight of hook and a basket which will act
as the container for the weight that will be added in order to measure the strength of the
bridge. Ensure that a space is provided in the middle of the bridge to accommodate the
hook securely.
9. To measure the strength of the bridge, weights will be added progressively. A five-second
count will be made after adding the weight. If the bridge can withstand the weight added
after the count, it will be recognized and another weight will be applied. However, if the
bridge fails within the count, it will not be recognized and the final strength-to-weight ratio
must be calculated. The table shows the weights to be applied to the bridge:

Bridge Judges assess how accurately the bridge meets the 30%
Specifications specified dimensions, including length and weight
restrictions.
Construction and Judges evaluate the craftsmanship and precision of the 25%
Materials bridge construction. Attention to detail, stability, and
neatness in the assembly process is considered.
Strength and The primary focus of this category is to assess the bridge’s 35%
Efficiency performance in terms of its strength-to-weight ratio.
Judges calculate the efficiency rating using the provided
formula.
Compliance and Judges evaluate how well teams adhere to the 10%
Professionalism competition rules, including team composition, material
usage, and safety guidelines.

Rube Goldberg
Machine Specifications:
1. The machine should be built on a 1m x 1m board, allowing flexibility in shape within those
dimensions, with a maximum height of 2 meters.
2. The final task the machine must complete is either to ring a bell, e.g., hand bells or call
bell, or raise a flag (school logo).
3. The machine must have at least 5 steps, each representing a distinct action, reaction, or
energy transfer. The machine should be designed to operate for a minimum of 30 seconds
and a maximum of 300 seconds/5 minutes per run.
4. The machine may utilize battery-powered materials but should only be used in specific
steps, not to power the entire machine.
5. The machine must be constructed for easy resetting and repeated trials.
Material Guidelines:
1. Participants are encouraged to use recyclable and easily obtainable materials.
2. Machines must NOT use any hazardous, combustible, flammable, explosive, toxic,
corrosive items, as well as insects or animals, and must not imply profane, indecent and
lewd expressions.
3. No corporate logos or names may be displayed on the machine.
Mechanics:
1. All participants must be bona fide Civil Engineering students.
2. Each team must consist of at least five (5) and no more than ten (10) members.
3. Entries must be submitted on the first day of RCESS 2024, implying that the machine
must be completed and ready for operation on the day of the event.
4. Human intervention is only allowed to initiate the machine. Any interference and
adjustments during operation result in deductions and penalties.
5. The machine must be constructed for easy resetting and repeated trials.
6. The evaluation of the machine will be based on two separate runs. Each team will have one
free restart of a run without incurring any penalties. However, any additional restarts
beyond that will result in deductions being applied to the team's score.
7. Winners will be declared during the closing of each event.
8. In case of an appeal, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.

Egg Drop
Mechanics:
A. Participants
1. This event is open to all bonafide Civil Engineering students.
2. Participating schools are allowed to have one (1) team composed of three (3) members
only.
3. Teams must be present five (5) minutes before the actual competition starts, failure to
arrive before the actual event starts shall lead to disqualification.
B. Event Mechanics
1. Teams shall construct/design a container that shall protect the egg when dropped from a
certain height (about 25 feet).
2. Only the materials provided by the event organizers shall be used to construct the
protective container. Cutting materials such as scissors and cutters shall be provided by
the members of each respective team.
3. Teams are allowed to create whatever design they want for their container as long as they
prevent the egg from breaking when dropped to the ground.
4. Each team has only 45 minutes to construct their protective container.
5. A separate criterion for the design of the container and the condition of the egg after
dropped will be provided.
6. Note that it is automatically marked as a failure if the egg breaks after dropping into the
ground.
7. The design of the container of all broken eggs shall not be further considered.
8. The team with the most points shall be declared winner of the event.

Mechanics:
A. Participants
1. Each school shall have 1 team composed of 5 members; it can be all-male, all-female or
mixed members. The team shall include at least one member who is in 4th year
2. Only bona fide BSCE students who have registered in the form prior to the said event
are eligible to participate.
3. Players must be present during or 5 minutes before the scheduled game. If a team lacks
or has an absent or late player, they will be automatically disqualified.
4. Having no participants for the event may cause a penalty (point deduction) that might
affect the overall score and standing.

Quiz Show
Mechanics:
A. Qualifications
1. Interested schools may form up to 3 teams, each consisting of 2 participants to compete
in the quiz contest.
2. Participants of the quiz contest should be registered civil engineering students for the 1 st
semester of the academic year 2024 – 2025. Any document from the school/university
registrar along with the students’ school IDs, shall be submitted upon registration.
3. The quiz show is to be undertaken individually by the participants.
4. All participating schools are required to complete the registration form, with the list of
participants and supporting documents, prior to the scheduled event.

Mechanics:
1. Open to all bonafide students taking the Civil Engineering Course who can compute and
estimate material costs.
2. Each participating school is allowed to have two (2) team representatives consisting of 3
members each.
3. All construction materials and estimations will be verified and recomputed by the sponsor
Review Center.
4. Two (2) Scientific Calculators only are allowed, which will be provided by the participants.
Scratch paper, whiteboard, and whiteboard markers will be provided by the facilitators.
Phones are strictly prohibited and will be collected before the event and will be returned
after.
5. There will be three (3) difficulty levels; Easy, Medium, and Hard.
6. Material Cost Estimation problems will be flashed on the screen with dimensions or plan
and with specifications of a material that will be used together with its prices. Their
challenge is to calculate the total material cost required for a specific dimension or plan.
The facilitators will read the problem twice before starting the timer.
7. Participants will be given a time limit to compute their estimates:
• 1 Minute — Easy Level
• 2 Minutes — Medium Level
• 5 Minutes — Hard Level
8. The accepted answer should be the exact answer. If no one provides the exact answer, the
nearest response within a range of ±5 for 3 digits and ±50 for 4 and higher digit answers
will be considered. All answers should be written on the whiteboard provided by the
facilitators before the time runs out. Failure to write their answers will not be merited.
9. The scoring will be pointing system which will also be dependent on the difficulty level:
• 1 Point — Easy Level
• 3 Points — Medium Level
• 5 Points — Hard Level
10. The pair who will have the highest score will be the declared winner. In case of tie scores,
there will be a hard level additional problem to break the tie.
11. The facilitators have the right to change the guidelines if it is properly communicated with
the participants.

Basketball
Mechanics:
1. Open to bonafide male civil engineering students.
2. All teams must have at least five (5) but not more than fifteen (15) participants.
3. Each play is contested by two (2) teams of five (5) players each. The goal of each team is
to score against the opposing basket while preventing the other team from scoring.
4. The game is overseen by referees, table officials, and, if present, a commissioner.
5. The game will be in knockout rounds.
6. The referee’s decisions are unequivocally final and irrevocable.
7. Winners will be declared during the closing of each event.
8. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner’s announcement to the
arbitration council.
9. The judgment rendered by the arbitration council carries the weight of finality and cannot
be reversed.

Volleyball
Mechanics:
1. Volleyball is open to bonafide male and female civil engineering students.
2. All teams must comprise a minimum of seven (7) and a maximum of fourteen (14)
participants in each men's and women's category.
3. Each game is contested by two teams of six (6) players each.
4. The objective of the game is to send the ball over the net and land it on the opponent's
court while preventing the opponent from doing the same.
5. The tournament will be conducted in knockout rounds.
6. The decisions made by the referees are final and irrevocable.
7. In the event of an appeal, the delegation head must submit a report with valid and
substantiated reasons to the arbitration council within one (1) hour of the winner
announcement.
8. The judgment rendered by the arbitration council is final and cannot be reversed.
9. All participating teams must adhere to the scheduled time for their games. A 15-minute
grace period will be given to each team from the scheduled start time of their game. Failure
to arrive at the venue within the 15-minute grace period will result in automatic
elimination.
NOTE: The basic rules of the game will be in accordance with the official handbook (Official
Volleyball Rules 2021-2024; Approved by the 37th FIVB World Congress 2021); however,
mechanics may change due to time and resource constraints.

Table Tennis
Mechanics:
1. Table Tennis is open to bonafide male and female civil engineering students.
2. Each team shall select four (4) representatives, which contain Singles both men and
women, and doubles mix.
3. The game is played to 11 points. The game must be won by two points. A match is generally
the best of three of five games. The required score of each set must be 11 points.
4. There is an alternate serve in every two points. Each side of the table two points at a time.
If there is a tie, service alternates at every point.
5. Before the game, the umpire will toss a coin to decide who will be the server and the
receiver.
6. The rules and regulations are to be discussed by the umpire before the game.
7. The game will start on preliminary day.
8. The game will be a knockout round, (1 loss will be eliminated).
9. The referee’s decisions are unequivocally final and irrevocable.
10. Winners will be declared during the closing of each event.
11. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.

13. In light of having an odd number of teams participating in the game, there was a
predetermined selection process made to designate one team for direct advancement into
the next round. With the use of 'spin the wheel' mechanism, there will be one team in each
category to proceed directly to the quarter-finals due to the absence of a corresponding
pair for the initial match. This ensures parity and fairness in the tournament structure.

Badminton
Mechanics:
1. Badminton is open to bonafide male and female civil engineering students.
2. Each University should have the following set of players/teams:
a. Singles Men
b. Singles Women
c. Mixed Doubles
3. The rules and regulations will be discussed by the umpire or referee before the game.
4. Players are required to win 21 points to win a set with most matches being best of 3 sets.
5. Players should wear their sports attire to avoid any accidents during the game. Only the
players that wear shorts and shoes are allowed to play, “NO PANTS” are allowed during
the game.
6. Matching the teams for elimination will be done through the spin draw and after that will
proceed to the double elimination bracket.
7. The game will start on the preliminary day with the scoring of 21 points each set.
8. The game will be in the knockout rounds, (1 loss will be eliminated).
9. The referee’s decisions are unequivocally final and irrevocable.
10. Winners will be declared during the closing of each event.
11. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner’s announcement to the
arbitration council.

Mobile Legends
Mechanics:
1. Mobile Legends is open to bonafide male and female civil engineering students.
2. Each team should have five (5) members and can also have one (1) reserve player.
3. For the tournament proper, there will be a single elimination system that is decided by one
(1) game per match (except for the finals). In the event wherein the number of teams is an
odd number, there will be a random draw to select one (1) team to be exempted from the
set of matches.
4. In the occurrence that there are three (3) teams remaining, they will each have a match
with the other two (2) teams. Whoever has the most wins in that specific set of matches
will be declared the winner.
5. In the occurrence that there are only two (2) teams remaining, the finals will be a best-of-
three match.
6. The referee’s decisions are unequivocally final and irrevocable.
7. Winners will be declared during the closing of each event.
8. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.

Lawn Tennis
Mechanics:
1. RCESS Lawn Tennis is exclusively open to bonafide Civil Engineering students.
2. Each University should have the following set of players/teams:
a. Singles Men
b. Singles Women
c. Mixed Doubles
3. Each game match will be officiated by referees, score keeper, and assigned officers.
4. Scoring: Love-15-30-40 system
• 0 points = Love
• 1 point = 15
• 2 points = 30
• 3 points = 40
• Tied score= All
• 40-40 = Deuce – To break the deuce, players/teams will need to score two
consecutive points to win.
• Server wins deuce point = Ad-In
• Receiver wins deuce point = Ad-Out
5. Sets: Consists of 6 sets. Player/team that reaches the 6th set with 2 or more points to lead,
wins.
6. A serve must bounce first before the receiving player can return it.
7. Players cannot touch the net and posts or cross onto the opponents’ side.
8. Players cannot carry or catch the ball.
9. Players teams cannot hit the ball twice. Each player or team has a maximum of one bounce
after the ball has been hit by their opponent to return the ball over the net and within the
boundaries of the court.
10. Players must wait until the ball passes through the net before they can return it.
11. Any ball that bounces on the line of the boundary is considered acceptable.
12. If the ball hits or touches the players, a penalty will be given.
13. If a player that does not return a live ball before it bounces twice, gets no point.
14. If the player’s racquet leaves the hand during a match a penalty will be given.
15. Any type of offense towards other teams/players, officers, and the general audience by
players will be subject to disqualification.

Chess
Mechanics:
I. TOURNAMENT FORMAT AND DESIGN
The tournament shall be governed by the FIDE Laws of Chess and the following ground
rules:
a. The initial ranking of players will be based on the latest NCFP rating list, unrated players
will be ranked alphabetically.
b. There shall be separate championships in each division.
c. Use of uniforms shall be mandatory on the 1st and last round
d. Only arbiters and players are allowed inside the playing room or area.
e. Each school delegation shall bring at least one (1) chess mat and one (1) chess clock.
B. Scoring System
a. A player is credited 1 point for a win, 0.5 for a draw and 0 for a loss.

Batuhang Bola
Mechanics:
A. Participants:
1. All participants must be bonafide Civil Engineering students.
2. Each participant must present their Registration ID before the start of the game.
3. Participants must register using the form released before the competition.
B. Teams:
• Each team must be composed of 10 members (5 girls, 5 boys).
• Each match is composed of two teams, except for a three-team match as outlined in the
bracketing.
• Teams will alternate roles as Offensive Team (Taya Team and Defensive Team (Pain
Team) after a set period.
• The objective of the Offensive team is to hit members of the Defensive team with the ball.
The Defensive team avoids being hit and tries to catch or deflect the ball
• Teams will be ranked according to their performance in each match, with the winning
team advancing to the next round.
C. Referees:
• Two referees (one on each side).
D. Materials:
• Throwing Ball
E. Competition Mechanics:
1. For the First Round, each match is between two teams. Teams exchange roles as Offensive
and Defensive after the set time limit.
- One special match involves 3 teams. The teams A, B, and C, which will rotate roles as
follows: A starts as the Offensive team against B. B becomes the Offensive team against C. C
becomes the Offensive team against A.
2. The winning team from each match proceeds to the second round.
- In the case of the three-team match, the team with the best overall performance advances.
3. Teams will again face each other in 1-on-1 matches. The winning teams from each match
advance to the semi-finals.
4. The three remaining teams will compete as follows:
• The first two teams will play against each other.
• The winning team from this match advances directly to the Finals.
• The losing team will face the third team in the next match.
5. The winning team from the semi-final match will face the team that advanced directly to
the Finals. The final winner of the game will be determined after this match.
F. Game Mechanics:
a. The Taya Team (offensive team) and Pain Team (defensive team) will be determined by a
coin toss initiated by the referee (except for the three-team match).
b. The Taya Team members will be positioned at the end of the marked playing area, while
the Pain Team members will be in the middle of the same playing area.
c. The game starts with the Taya Team trying to eliminate all members of the Pain Team
within a given time (usually 5 minutes) by hitting them with the ball. Eliminated players
can return if a teammate catches a fly ball. If only one player remains on the Pain Team,
they must be hit within 5 throws. If unsuccessful, the Pain Team is revived. Teams switch
roles when all players are hit.
d. Each team plays for 5 minutes as Taya and Pain. The team with the quickest time to
eliminate opponents or the most eliminated players wins.

G. Rules:
a. Participants should not wear accessories that may cause injury.
b. For each player who goes out of their designated area, 20 seconds will be added to
their team's recorded time.
c. No headshots are allowed.
d. When the ball bounces once on the ground and then hits a player, that player will be
considered out.
e. If the ball hits a player and then a teammate, both are out unless the ball first touches the
ground.
f. If a player attempts to catch the ball but drops it, they are out.
g. If players remain after the given time, the number of eliminated players is counted.
h. Winners will be declared at the closing of each event.
i. Appeals must be submitted within three hours of the winner's announcement.
j. Decisions made by the arbitration council are final.

Kadang Kadang
Mechanics:
A.Participants:
1. All participants must be bonafide Civil Engineering students.
2. Registration ID of each participant must be presented before the start of the game.
3. Participants must be registered in the form that will be released prior to the competition.
B. Mechanics:
1. The game will be a relay type of race.
2. Five (5 people) will represent each team.
3. The game will begin once the facilitators have given the command to do so.
4. The players will have to race back and forth by means of coconut shell stilts
5. The player should tap the hand of the next player in line to indicate his/her completion of
his/her part.
6. The current player will hand the coconut shell stilts for the next player to use.
7. In case the coconut shell stilts break, a replacement will be provided (depending on
availability) and the current player has to restart his/her leg of the race.
8. If the team breaks all the coconut shell stilts, the team will be eliminated and the other
team will be considered winner regardless they finish the race or not
9. Questions will only be entertained before the start of the relay.
10. The facilitator’s decision shall be final and irrevocable.
11. Winners will be declared during the closing of each event.
12. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.
13. The judgment rendered by the arbitration council carries the weight of finality and cannot

Tug of War
Mechanics:
A. Participants:
1. All participants must be bona fide Civil Engineering students.
2. Registration ID of each participant must be presented before the start of the game.
3. Participants must be registered in the form that will be released prior to the competition.
B. Mechanics:
1. Each team must have 10 players to pick up each end of the rope.
2. The players begin in the rope when the referee gives the signal.
3. Each player pulls backwards as hard as they can.
4. The teams continue pulling until the center of the rope (handkerchief mark) crosses a
designated line for each team.
5. The game ends when the referee declares one team has successfully pulled past the center.
6. Winners will be declared during the closing of each event.
7. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reasons within three (3) hours of the winner announcement to the
arbitration council.

Chinese Garter
Mechanics:
A. Participants:
1. All participants must be bonafide Civil Engineering students.
2. Registration ID of each participant must be presented before the start of the game.
3. Participants must register using a form that will be released prior to the competition.
B. Mechanics
1. Each team must consist of 5 members to participate in the game.
2. Each team will play the Chinese Garter until they reach the highest level of the game which
is the "VIVA" or the Level 11. But if the team failed to do so they will still get a score based
on the highest level that they can attain in the game and how many player/s left in that
specific level.
3. The player cannot pass one level to play, or their team will be conducted on a point/s.
4. The game will end when all the teams finish the game.
5. Winners will be declared during the closing of each event.
6. Should an appeal arise, the delegation head is obliged to submit a report with valid and
substantiated reason within three (3) hours of the winner announcement to the arbitration
council.

Patintero
Mechanics:
A. Participants:
1. All participants must be bonafide Civil Engineering students.
2. Registration ID of each participant must be presented before the start of the game.
3. Participants must be registered in the form that will be released prior to the competition.
B. Team Composition:
1. The team must be composed of 5-10 players, 5 game players and 5 backup players allowing
for a combination of male, female, and other gender.
2. In every game, the 5 game players must have a minimum of either 2 male or female
players.
3. A team with a lacking member is not allowed to rerun to compensate for the lacking
member.
4. Upon the start of the game, in the event that any team members arrive late, they are
prohibited from participating in the current game and can only join the subsequent game
with the other opponent teams.
5. Substitution of a backup player is only allowed after the next game with other opponent
teams.
C. Game Venue:
1. The game must be commenced on a lawn with a flat surface.
2. The game setup is composed of a 3x2 grid with each grid measuring a dimension of 3.5m
x 4.5m. Illustration of the game setup is shown below:

1. To play you need one burlap sack for each team.

until the team finishes.

Objective(s):
1. Capture the unique journey and experiences of the school delegation from preparation to
participation at RCESS 2024.
2. Illustrate the camaraderie, teamwork, and school spirit of the delegation throughout the
event.
Participants:
1. All participants must be bona fide civil engineering students.
2. Registration ID of each participant must be presented before the start of the game.
3. Participants must be registered on the form that will be released before the competition.
Mechanics:
1. Each participating school must have one (1) team only and shall be composed of 3-5
members.
2. Each school delegation must submit one (1) entry only.
3. The vlog must be 5 to 10 minutes in length and landscape orientation.
4. Mobile phones and digital cameras are allowed.
5. No professional assistance is allowed.
6. Ensure all vlogs respect ethical guidelines, privacy, and consent standards. No racism,
violence, obscenity, prejudice towards religion or culture, gender discrimination, and/or
illegal acts.
7. Intellectual property rights of the vlog remain with the participants, with the following
exception/s:
• The participants grant the organizing committee the right to reproduce, distribute,
perform, display, and exhibit the vlog for advertising, publicity, and promotional
purposes on their platform, at conferences/programs, and other relevant venues.
8. Submissions must be made through the official Google Drive link which will be provided
by the officials.
9. Participants are not allowed to display their work on any platform (e.g., Facebook, TikTok)
before the vlog presentation on the final day of RCESS 2024.
10. The judges’ decisions are final and irrevocable.
11. If an appeal is needed, the delegation head must submit a report with valid and
substantiated reasons to the arbitration council within three (3) hours of the winners’
announcement.

Gimmick Parade
Mechanics:
1. Eligibility: The Gimmick Parade is open to all participating universities.
2. Participation: Participants of the gimmick parade should be those who will be competing
for the bench cheering competition from the participating teams and organizations
registered for the event. Students who will not be competing shall stay behind the
formation of the participants.
3. Theme: Each participating school or organization has the freedom to choose any concept
that best represents their school for the Gimmick Parade. This concept may include
themes, ideas, or representations unique to the school's identity, culture, values, or
achievements.
4. Props and Costumes: Participants are allowed to use props, costumes, and other materials
to enhance their performances. However, all props and costumes must be safe, and
appropriate.
CRITERIA
The criteria that will be used for judging are as follows
• Creativity and Originality:
o Uniqueness and innovation in the concept, theme, and presentation of the
performance.
• Theme Interpretation:
o Consistency in integrating the chosen theme or concept into all aspects of the
parade.
o Creativity in showcasing the theme through floats, costumes, performances, and
other parade elements.
o Effective storytelling and coherence in presenting the theme from start to finish of
the parade route.
• Audience Engagement:
o Interaction with the audience and ability to captivate their attention.
o Level of enthusiasm, energy, and entertainment value generated by the
performance.
• Visual Presentation:
o Overall visual impact, including costume design and use of colors.
o Creativity and effectiveness in enhancing the visual appeal of the performance.
• Yell During the Parade:
o This criterion will be evaluated specifically during the parade, focusing on the
clarity, coordination, and volume of the team's yells or cheers. Additionally, judges
will assess how effectively the team engages with the audience, demonstrating
enthusiasm and teamwork throughout the event.

Bench Cheer
Mechanics:
1. Eligibility: The competition is exclusively open to all Civil Engineering delegates of RCESS
2024.
2. Participation: Each participating school is required to participate in the competition.
Failure to comply may result in penalties affecting the final score at the conclusion of the
event. Additionally, each participating school must provide one (1)
conductress/conductor. Additional points will be awarded to the school with the best
conductress/conductor at the conclusion of the event.
3. Group Size: Each group must consist of a minimum of 30 and a maximum of 70 students,
excluding the conductor/conductress
4. Performance Duration: Performances must range from a minimum of four (4) minutes to
a maximum of seven (7) minutes. Teams exceeding or failing to meet the specified time
limit will face penalties. For every 5 seconds beyond the time limit, three (3) points will be
deducted from the total score.
5. Props: Only hand props are permitted for use during the performance. Additionally, the
usage of the bass drum is allowed, which will be provided by the hosting school. However,
other musical instruments and music are prohibited.
CRITERIA
The criteria that will be used for judging are as follows
• Creativity and Originality:
o The uniqueness and originality of the routine, including innovative choreography,
formations, and transitions.
• Synchronization and Timing:
o The precision and synchronization of movements among team members, as well as
adherence to the specified time limit.
• Clarity of Voice:
o This criterion focuses on the clarity and articulation of the team's vocal performance,
ensuring that cheers and chants are delivered with clear and understandable voice
projection.
• Vocal Performance/ Yell and Cheers:
o This criterion evaluates the energy, enthusiasm, content of the yell, and effectiveness
of the team's vocal performance and yell or cheer delivery throughout the
performance. It assesses the clarity, articulation, and volume of the team's cheers
and chants, as well as the ability to engage and energize the audience.
• Yell During the Parade:
o This criterion will be evaluated specifically during the parade, focusing on the clarity,
coordination, and volume of the team's yells or cheers. Additionally, judges will
assess how effectively the team engages with the audience, demonstrating
enthusiasm and teamwork throughout the event.

Photowalk
Mechanics:
1. This contest is open to all photo enthusiasts and bonafide BSCE students of the
participating universities who are registered prior to the event proper.
2. Only one (1) entry is allowed per contestant.
3. Must be an original work of the contestant taken during the gimmick parade
a. Acceptable photos are:
• Photo captures using mobile phone and digital cameras.
• High Dynamic Range from several exposures.
• Black and white.
b. Not acceptable photos:
• Highly manipulated/edited photos.
c. Allowable photo post-processing:
• Cropping
• Color enhancements.
• Shadows and enhancements.
4. Photo must be in JPEG format of 300 dpi and 10 MB maximum file size.
5. Photo entry must not contain any of the following:
a. Copyrighted material/s to include artworks and other photos
b. Date stamps, watermarks or any text on the image
6. Photo entry must only be an entrant in this contest and must not have been recipient of
awards in other contests and or published in any media to include not limited to news,
advertising, publications and other similar means
7. Contestants must agree and comply with the Official Rules of the contest.
8. Contestants must submit their outputs during the 4th day, on or before 9:00 AM through
email. Filename of the photo must be in the following format: “UNIVERSITY_PHOTO
TITLE”
9. Contestants will be required to provide the following information upon submission of
entry:

vi. Photo Description: (1-2 sentences describing the photograph and its relevance to

Live Painting
Mechanics:
1. The contest is open to all art enthusiasts who are bona fide BSCE students registered prior
to the event.
2. Each university may only have one (1) participant.
3. The painting must convey each participant’s uniqueness while being in-line with
the subject given by the facilitators.
4. The reference photo or subject will be provided digitally for better quality and will be
randomly selected from a set of options on the spot. Participants must ensure that
theirmobile devices are ready with a stable internet connection to access the reference.
5. Participants must provide their own brushes, palette, and acrylic latex paint.
6. Participants are only allowed to bring the primary colors (red, blue, yellow), along with
black and white. All other colors must be mixed on-site. Anyone caught using pre-mixed
colors will be automatically disqualified.
7. It must be done on a 9×12” canvas provided by the organizer.
8. All artworks must be done on the spot and must be completed within the allocated time (3
hours).

Vocal Solo
Mechanics:
1. This event is open to all CE delegates, provided that they are a bona fide BSCE Student
and is registered to join the RCESS 2024
2. Each contestant may render one ballad English or Filipino song of his/her choice. The
song must not contain any subliminal, sexually suggestive or vulgar lyrics.
3. Non-compliance will result in automatic disqualification that will cause deduction for the
overall points.
4. Accompanying music should be minus-one. Singing in acapella or with live
accompaniment will not be allowed.
5. Attires must be decent and appropriate for the competition
6. The time of the performance should not exceed 5 minutes. One point (1) will be deducted
from the total score for every minute or fraction thereof more than the time allotted.
7. It is the contestant’s responsibility to signify their presence one hour before the
competition.

Mechanics:
1. All groups should have a minimum of (5) and maximum of (15) members.
2. All members of the crew should be bonafide BSCE students who are registered prior to the
event.
3. Each group should submit all the members’ names on or before October 14, 2024.
Changing or adding members are only allowed until October 28, 2024.
EXTRAORDINARY CIRCUMSTANCES
An extraordinary circumstance is an occurrence beyond the control of the crew that affects their
ability to perform at the beginning or any time in a routine. An extraordinary circumstance is not
limited to the examples listed below and may be declared at the discretion of the event organizers
and/or judges.
For instance:
a) Incorrect music is played or cued.
b) Music problems due to equipment malfunction.
c) Disturbances caused by general equipment failure, i.e., lighting, stage, venue, or sound
system.
d) The introduction of a foreign object or disturbance into the performance area, before or
during a performance, by an individual or means other than the crew.
1. In case the routine is stopped by an extraordinary circumstance, the management and/or
judges will review the situation, and upon confirming a decision and correcting the problem.
The group will be re-introduced and will be allowed to re-start their routine.
2. Claim of an extraordinary circumstance presented by the groups AFTER the routine has been
performed will not be accepted or reviewed.

MEDICAL ATTENTION
1. It is the responsibility of the group members, manager, or choreographer to report a group
member's injury or illness to the event committees.
2. If at any time, prior to or during competition, a group member becomes ill or injured, or
his/her physical or emotional condition is at risk by participating, he/she may be declared
ineligible to compete, and may be disqualified from the competition. The committee
reserves the right to withdraw any competitor who appears to have such serious disability
or injury or needs medical attention.
JUDGING CRITERIA
The judges will score the crews according to the judging criteria on a 100-point system.
1. OVERALL IMPACT – 20 pts
a. Confidence/Showmanship, Intensity, and Projection (5) – The group’s ability to
exhibit a dynamic and energetic routine that leaves a lasting impression on the judges
and the audience. Appropriateness of music, costume, choreography. The projection
of the members is consistently strong throughout the entire routine with an
uninterrupted display of confidence measured by facial expression, eye contact, and
body movement. The crew members should perform with enthusiasm and passion.
b. Entertainment Value/Crowd Appeal (5) – Ability to evoke feelings from an audience
through use of high energy, showmanship, genuine expression, and emotion.
c. Street Presence/Attire (10) – This is the capability of the members to demonstrate an
authentic and uninhibited representation of hip hop dance. Street presence includes
attitude, energy, posture, and street style. Clothing and accessories worn should
represent and reflect the real character and natural style of the urban street
environment with a unique look that sets the crew apart. Crew members do not have
to be identically dressed or in a uniform, individuality of dress is encouraged. Crews
may wear stylized clothing representing their routine's theme. Theatrical costumes are
not typical of the urban street (ex. Storybook characters, animals, Halloween
costumes, etc.), and are not recommended.
2. CHOREOGRAPHY – 40 pts
a. Creativity (15) – Choreographing and presenting the routine in a fresh, unique way
with signature moves that are original and creative. Story, transitions, music editing,
clothing, and a unique look and style that stands out from other routines.
b. Variety of Dance Styles (10) – The more styles a crew includes and performs correctly
in the routine, the higher the variety score will be. Crews should include a broad
selection of street dance styles selected from the list below without excessive use of the
same move or patterns. A varied range of styles should be shown in the choreography
of arm, leg, and body movements.
c. Difficulty (10) – Use of intricate and challenging skills/movement including various
jumps, stunts, floor work, and signature moves.
d. Formations and Transitions (5) – Use of inventive formations and creative ways to
move from one formation to another, allowing for seamless changes of positions.

2. Only bona fide BSCE students who have registered in the form prior to the said event are
eligible to participate.
3. All band participants must be at the venue 20 to 30 minutes before the start of the activity.
Those who fail to appear during the draw lot is automatically eliminated from the
competition
4. Having no participants for the event may cause a penalty (point deduction) that might
affect the overall score and standing.
