Sub:- Amendment Slip No.2 to Accident Manual – 2012 – Testing of points of


the lines on which ART/MRT/140 T crane stabled and change in

The following amendments to Accident manual – 2012 have been given for
implementation proforma
of track measurements.

Ref: i) CSO/SC Lr. No.157/ART & MRT/Vol.III dtd. 02.12.2014


ii) CSO/SC Lr. No. 157 G&SR,AM,BWM/Vol.III dtd. 21.01.2015

Item No.1: Add the following as 603.2 (f) below para No.603.2 (e)

(f) For dispatching ART in time, the points of the line on which ART/140T crane
stabled are to be tested once in a week and the results to be noted in the station
diary of the concerned station. Any malfunctioning to be got rectified by
concerned maintenance staff. SS of the station is responsible for ensuring
regular testing as above.

Item No.2: Add the following as 605.3 (v) below para No.605. (iv)

(v) The points of the line on which MRT stabled are to be tested once in a week and
the results to be noted in the station diary of the concerned station. Any
malfunctioning to be got rectified by concerned maintenance staff. SS of the station
is responsible for ensuring regular testing as above.

Item No.3: Replace the proforma under 504.2 – Track measurements with the
following proforma.

The following amendments to Accident Manual have been given for implementation.

Item no. 1: Sub-rule i) of (a) of Rule no. 906 in Chapter IX (at page no. 103) is
amended as follows:

In case of Commissioner of Railway Safety or Chief Commissioner of Railway


Safety is not in a position to into serious accident cases involving coaching train,
notified to him under section 113 of Railway Act, the inquiry shall be carried out by
a Committee of SA Grade Officers and CSO of the Railway shall be convenor of
such Committee. The General Manager of the Zonal Railway will be the
accepting authority of the Accident Inquiry Report of the Committee.

Item no. 2: Sub-rule (b) of Rule no. 906 in Chapter IX (at page no. 103) is
amended as follows:

All other consequential train accidents shall be inquired by Dy. CSOs from Safety
Department to be nominated by GM, with the GM as accepting authority. The
Inquiry Officer can co-opt any other officer as necessary. The investigating team
would be assisted by the Divisional Officers.

Item no. 3: Sub-rule (c) of Rule no. 906 of Chapter IX (at page no. 103) is
amended as follows:

All other accidents shall be inquired into by a Committee of Senior Scale or Junior
Scale Officers as decided by respective DRMs with DRM as the accepting
authority.

Item no. 4: Sub-rule (g) of Rule no. 906 of Chapter IX (at page no. 103) is
amended as follows:
In accident cases where the Inquiry Committee determines the responsibility on
the staff of Foreign Railway, the Inquiry Report should be put upto Principal Head
of the concerned department of the Railway on which the accident took place
through CSO after which such enquiry report shall be accepted by the AGM
(instead of DRM). Finalisation of Inter Railway DAR cases arising out of such
inquiry report be followed up by the Principal Head of the Department of the
concerned department of the Railway on which on which the accident took place.
If suitable response is not received from the respondent Railway at General
Manager’s level, then the case should be referred to Railway Board.

All inquiries will be ordered by the concerned DRM except for inquiries falling
under items (a) & (b).

Rule no.803.1 of Chapter VIII “Scale of Compensation” (in page no. 95) is

amended as follows:

803.1 Scale of compensation: The amount of compensation in case of death and


permanent disability is 8.00 lakhs. In case of Injuries, the minimum amount is
64, 000/- and the maximum is 7.20 lakhs.

The following should be cut and pasted in the Assurance Register by SMs for
information and acknowledgement by the Operating Staff.
