PROJECT
NARRATIVE REPORT
As of December 2024

DILG Memo Circular 2023-001, the “Halina’t Magtanim ng Prutas at Gulay” (HAPAG) sa
Barangay Project was launched in February 2023 in the Barangay San Antonio Laguna.

Project HAPAG is a nationwide strategy aimed at empowering the barangays, especially the
households, to take part in sustainable agriculture initiatives like community and household
gardening, which allows them to produce vegetables and fruits in their own backyards.

This project will further strengthen sustainable gardening in the barangay as they add more
communal gardens adjacent to the barangay health center and further extend this initiative to
their respective parks as well as the households of nutritionally at-risk groups in the
community. The end goal is to establish a self-sufficient household and reduce if not totally
end, food insecurity, malnutrition, and poverty.

On February 22, 2023, the Municipal Local Government Operations Officer (MLGOO)
instructed the Municipality to direct all 14 barangays to attend the National Launch of the said
program. The Punong Barangays, together with their respective Sangguniang Barangay
Members and barangay employees and personnel, likewise prepared and planted vegetable
seeds and plants in their community garden. As of the reporting period, 100% of the
Barangays have identified their community garden within the barangay.

The Barangay San Antonio fulfilled and adheres to the regular reminders of the Municipality of
Los Baños through its official social media accounts, public address and weekly flag-raising
ceremonies to fully supports the Program and other programs of the national government. The
primary goals of our barangay for community gardening are to;

● Promote sustainable gardening practices


● Enhance community engagement and build social cohesion.
● Increase access to fresh, healthy food.
● Improve the overall aesthetics and environmental quality of the neighborhood.
● Educate community members on environmental issues and healthy living.

Barangay San Antonio, Municipality of Los Baños, Laguna had allotted 300 sqm for 3
community gardens with vegetables and fruit plants such as string beans, eggplant, nuts,
okra, pechay, mustasa, patola, squash, and chili pepper. Different partnered organizations of
our Barangay participated in this project, they gathered to prepare the soil, build raised beds
or garden plots, and plant the crops. We allotted three different garden plots to plant
seedlings. Below are the details:
● Purok 5 Feliciano Area joined by Guardians International Unified Force Command
Incorporated (GIUFCI)
● Purok 5 Dizon Compound joined by Barangay San Antonio Employees and BPSO
● Purok 6 Betterland Subdivision joined by Solo Parent of Los Baños

The Barangay continuously monitors the program's proper implementation and ensures its
objectives are met. The positive impact of the “Halina’t Magtanim ng Prutas at Gulay”
(HAPAG) sa Barangay Project reinforces the importance of collaboration, environmental
stewardship, and healthy living
