AN EXECUTIVE ORDER DESIGNATING THE SANGGUNIANG KABATAAN CHAIRPERSON TO ASSIST IN
OPERATION AND MAINTENANCE OF BARANGAY COMMUNITY GARDEN IN BARANGAY SAN LUIS.
WHEREAS, Article II, Section 16 of the Philippine Constitution provides that “the State shall protect and
advance the right of the people to a balanced and healthful ecology in accord with the rhythm and
harmony of nature”.
WHEREAS, It is the policy of the state to ensure the sustainable use, development, management,
protection, and conservation of the country’s environment and natural resources and cultural heritage
for the enjoyment of the present and the future generations.
WHEREAS, the economy of the Philippines depends heavily on the agricultural sector, thus challenges
encountered, especially by farmers, have negative effects on the food security of the Philippines
experienced numerous threats to food security brought about by strings of natural calamities that have
rendered farm produce unusable or increased food prices due to food shortage.
WHEREAS, the Covid-19 pandemic has further worsened the country’s food security, disrupting the
availability and access to fresh and nutritious foods at affordable prices. When people are severely food
insecure, they most likely experience hunger.
WHEREAS, to address the problem of hunger and food insecurity in the Philippines, the national
government enacted several laws and implemented various initiatives and strategies to ensure
sustainability and resilient production and food availability throughout the country. However food
insecurity remains a challenge in the country due to food shortage and rising food prices.
WHEREAS, in support to the thrust of the current administration and cognizant of the role of barangay’s
as essential partners of the national government in contributing to addressing hunger and ensuring food
security in the country, the Department of the Interior and Local Government (DILG) is introducing the
Halina’t MAgtanim ng Prutas at Gulay (HAPAG) sa Barangay Project .
WHEREAS, the HAPAG sa Barangay Project aims to strengthen the capacities of Barangays towards
sustainable agriculture Initiatives.
WHEREAS, the Department of the Interior and Local Government (DILG) Issued DILG Memorandum
Circular (MC) 2023-001 dated January 3, 2023 Re: “ Implementation of the Halina’t Magtanim ng Prutas
at Gulay (HAPAG) sa Barangay Project” to provide guidelines for the establishment of a Barangay
Community Garden that will serve as a strategy to diversity the food source and contribute to ensuring
food security in the community.
WHEREAS, the Sangguniang Barangay deems it necessary to establish barangay community garden to
address the problem hunger, food insecurity and rising food prices
NOW THEREFORE. I, HON. EMELIANO G. VENANCIO, Punong Barangay of Barangay San Luis,
Pagsanghan, Samar hereby designate, HON. EDGILYN M. SALIPOT, to assist a operation and maintenance
of the community garden of Barangay San Luis, Pagsanghan, Samar.
Section 1. Duties and Responsibilities of the Sangguniang Kabataan member on environment
on the Barangay Community Garden. The Sangguniang Kabataan Chairman shall assist in the
establishment, operation and maintenance of the barangay community garden of Barangay San Luis,
Pagsanghan, Samar.
Section 2. Effectivity. This order shall take effect immediately.
