Consignment-Based Conformity [CBCA]

The Zimbabwe Government has signed on 16/03/15 a 4-year Consignment-Based Conformity [CBCA]
contract with a French global company, Bureau Veritas. The contract is for the provision of pre-shipment services
of the listed products in the country of export and issuance of certificates of conformity based on the national and
international quality, safety, health and environment standards in line with the World Trade Organisation [WTO]
agreements.
CBCA [Pre-Shipment Inspection – PSI] will become mandatory for all import cargoes as from 1st March 2016

The Government released a notice to importers to announce the full implementation of the Consignment-Based
Conformity [CBCA] programme in Zimbabwe. The transitional phase will end on February 29th 2016 until
which the transitional Certificate could still be accepted. However, as from March 1st, 2016, the fully compliant
Certificate of Conformity will be required for the clearance of goods that depart the country of export.

All imports into Zimbabwe will need to be pre-inspected by Bureau Veritas. In case PSI is missing, goods will
not be accepted in Zimbabwe and cargo will have to be discharged in neighbouring Country warehouse where
agent of Veritas can inspect the goods. All costs will be under consignee’s account.

Program
The CBCA (Consignment Based Conformity Assessment) programme is intended to substantially reduce
hazardous and substandard imported products and improve Customs duty collection. Goods intended to be
exported to Zimbabwe will be verified prior shipment in the country of export. Upon satisfactory verification, a
CBCA certificate will be issued for the consignment. This certificate shall be presented for Customs clearance on
arrival in Zimbabwe.

3. Technical requirement

Conformity requirements: Compliance of goods to applicable international standards shall be demonstrated with
conformity documents issued by accredited/competent entities and/or testing.
National deviations:  Type of plugs and sockets: 3 squared pins (BS 1363).
Other kind of plugs could be accepted if provided with a compliant plug adapter (male
part being compliant to BS 1363)
 Voltage: products connected to the mains shall be rated 220V (230V accepted)
 Frequency: products connected to the mains shall be rated 50Hz
 Vehicles: it is recommended to have the Steering wheel on the right hand side
(driving on left side of the road). However, vehicles with a steering wheel on the left
hand side will not be rejected.
 GMO are prohibited in food/agricultural products
 Scales shall be approved by the Superintendent of Trade Measures Section of the
Ministry of Industry and Commerce of Zimbabwe
 Fight against Counterfeits
Labelling requirements:  Language: markings and instructions required per the applicable standards shall be
at least in English

The electronic Certificate shall be forwarded to the importer to be presented on arrival for Customs clearance.

 PROCESS

Step 1 : Request for Certificate

Exporter lodges a Request for Certificate to a Bureau Veritas local contact.
Said request should include:
 List, designation and price of goods intended to be exported, if available : transport
and insurance price, importer / exporter details (this is usually included in the
proforma invoice to the importer)
 Conformity documents available (ex: Third party certificate, Test reports, Reports of
analysis, certificate of the manufacturer according to ISO 9001 or other quality
standard)
 Information related to local and provisional date of availability of goods to carry out
their physical inspection before shipment. (Filling up of the Request For Certificate
(RFC) Form)

Step 2 : Routes to compliance

To facilitate trade and adjust intervention to the risk, 3 different routes are
available in our CBCA Programme to demonstrate compliance:
 Route A: Any good, any trader
 Route B (Registration): Goods already registered by Bureau Veritas
 Route C (Licensing): Goods already licensed by Bureau Veritas

Step 3 : Documentary review / Testing / Valuation

Bureau Veritas reviews all informations provided and checks their adequacy
against the applicable international standards. Laboratory testing / analysis
are conducted on samples if necessary. A valuation of goods service is
processed for Customs purpose.

Step 4 : Inspection
Bureau Veritas checks that:
 Goods presented are those identified during the documentary review
 Goods match their description in the import / export documents
 Products comply with applicable standards
 If necessary, Bureau Veritas inspectors may take samples for additional assessment.

Step 5 : CBCA Certificate

Bureau Veritas checks the inspection report against the provided document
and adjusts valuation if necessary. Upon satisfactory results, an electronic
Certificate of Conformity is issued, else, a Non-Conformity Report is
produced.

 FACILITATION PROCEDURE

Registration (Route B) and Licensing (Route C) are options offered for regular importer/exporter
to Zimbabwe. The documents and system in place to ensure conformity to Zimbabwean
requirements are preliminary reviewed (test report, certificate, results of testing, inspection,
factory audit….)
