I teach just now at three universities, at West Bohemian University Pilsen (it is
my home university), at Charles university and at Palacky University Olomouc.
I prepare for the West Bohemian University the educational program Security
studies, which is the first one in Czech Republic and which should be open for
students from the next academically year.
I also participated on two grants about Security policy of Yugoslavia and security
policy of Lithuania for Czech Military Academy Brno.
Publications:
I have publications in Czech, English and German.
Some of the topics of my publications: international regimes analysis, regional
cooperation in Central and Eastern Europe, Central Europe and security issues
(Czech Republic as a part of north Atlantic security community, Czech Republic
and NATO enlargement), security concept in international relations theory etc.
Last month I published my first book – An Introduction to international relations.
The book is in Czech language and is written for Czech students of IR .
Plans:
I would like to stay to work at the university, security studies will be “my baby”. I
would also like to be more active in research on international security, conflict
resolution and international relations theory.

Brief Biographical Details:
Major G.S. Kaarle Lagerstam is currently assigned as the acting Director and
chief teacher at the Department of Strategic and Defense studies, National
Defense College. He has held a variety of command and staff assignments in
Finland and holds an M.A. degree from Helsinki University.
INDIA Rattan Lal HANGLOO

I would like to work on “American Foreign Policy and Terrorism in South Asia.”
Brief Biographical Details:
Professor Rattanlal Hangloo is originally from Indian Kashmir. He started his
career at the Kashmir University, Srinagar and then moved to North Eastern Hill
University at Shillong. He has been teaching various aspects of South Asian and
Central Asian society, economy, politics and culture since the past two decades at
various Universities in India and abroad. Professor Hangloo has also been
awarded DAAD Fellowship by the Federal Republic of Germany under the
German Academic Exchange Programme. He has been a visiting scholar at the
South Asian Institute of the Heidelberg University, University of Berlin and
University of Bamberg, all in Germany. He has also been visiting scholar at the
Maison de Sciences del homme of (Paris), France. Besides he has delivered
lectures at Ashkabad University in Turkmenistan (Former Soviet Republic) and
University of Michigan in United States.
He has presented papers at international and national seminars and conferences.
These include the 14th International Congress of Ethnology and Anthropological
Sciences at Williamsberg, U.S.A. (1998), the International Conference organised
by the Russian Academy of Sciences and the Foreign Ministry of Turkmenistan
at Ashgabat (2000), and most recently at the XIIIth International Congress of
Economic History Association held at Buenos Aires, Argentina. His books
include ‘Agrarian System of Kashmir’ (Delhi, 1995), ‘Situating Medieval Indian
State’ (Delhi, 1995), ‘State in Medieval Kashmir’ (Delhi 2000) and a number of
research papers on various aspects of South and Central Asia under Muslim rulers
in national and international journals. Professor. Hangloo has guided a number of
M.phil and PhD scholars on various aspects of South Asian History, politics and
religion particularly Islam.
At present he is holding a permanent chair of Professor in History at the
University of Hyderabad, which has been conferred the status of University with
Potential for Excellence by the University Grants Commission, Government of

Brief Biographical Details:
I give guest lectures on American affairs at the National Defence College (New
Delhi); College of Combat (Mhow); College of Naval Warfare, Mumbai; UGC-
sponsored Academic Staff Colleges in various universities; and Society for
International Law and Diplomacy (New Delhi). I am also a visiting faculty
member at the Ansals Institute of Technology (Gurgaon) on American History.
I am actively engaged in research activities on American affairs. Most of my
publications, books, chapters in edited volumes and journal articles, are related to
US foreign policy issues. One of my books is focused on Indo-US relations and
currently I am working on another volume on US-Pakistan relations.
I have contributed several articles to national and regional newspapers; and
magazines; have contributed commentaries to All India Radio's spotlight and
other programmes. I have participated in international affairs discussion
programmes of various television networks.
INDONESIA Teuku REZASYAH

At the moment I am revising my dissertation entitled “Change and Continuity:
Indonesia-Australia relations (1983-1996)”. The thesis is to be presented at the
Department of Politics, Murdoch University, Western Australia.

The application of regime theory on the Indonesia-Australia relations.
Analysing the strategies of the APEC's developed and developing economies in
dealing with the issues of globalization.
The development of APEC and ARF up to 1996.
An evaluation on Indonesia-Australia relations in the areas of political, economy
and security.
Brief Biographical Details:
I began my career in 1986 at the Department of International Relations of
Universitas Adjadjaran in Bandung. My areas of responsibility involving:
a) teaching comparative politics and international relations in the Asia and Pacific
region;
b) examining the research design and thesis of the students; and
c) representing the university in various national and international converences.
From 1999 up to the present, I am lecturing at the School of Staff and Command
of the Indonesian Army and Air Force. My area of responsibilities are:
a) designing the field work;
b) analysing the latest development in international relations affecting Indonesia.
At the moment I am designing a centre for American Studies in my department,
and my university rector had introduced this idea to the current United States'
ambassador (Mr. Ralph Boyce), on November 26, 2002. I hope that I could
develop this idea further with experts at the University of Delaware.
MALAYSIA AHMAD GHAZALI Bin Abu Hassan

Brief Biographical Details:
Before joining the academic world I was in the army for 25 years. I left the
service as a Lieutenant Colonel but continued my association with the military as
a regular guest lecturer at the Malaysian Armed Forces Defense College and
Malaysian Armed Forces Peacekeeping Training Center – teaching International
Law and International Humanitarian Law.
As an infantry officer during the Cold War years I was actively involved in
counter terrorist operations in my country. I have also taught counter insurgency
warfare at the Malaysian Army Combat Training Center.
I served the United Nations for one and a half years (1994 to 1995) initially as a
military observer with United Nations Iraq-Kuwait Observation Mission
(UNIKOM) at the Kuwait-Iraq DMZ, and later as UNIKOM liaison officer at its
liaison office in Baghdad, Iraq.
MEXICO Martha Elena Federica BARCENA Coqui

and our bilateral relationship.

Brief Biographical Details:
Mrs. Barcena has a Bachelor of Arts in Communication Studies from Universidad
Iberoamericana in Mexico City and a Bachelor in philosophy from the Pontifical
Gregorian University in Rome. She has a master’s degree in Diplomatic Studies
from the Diplomatic School of Spain and has concluded her studies to obtain a
Master on Philosophy specializing in political philosophy from Universidad
Iberoamericana.
She joined the Mexican Foreign Service in 1979 and is currently a Minister. At
the Foreign Ministry she has worked at the North American Affairs Division in
charge of Migrant Workers and Border Cooperation issues; at the Mexican
Institute for International Cooperation in charge of multilateral cooperation, as
Director of specialized agencies of the UN, as researcher in the prospective and
planning unit in charge of the international security project. She was external
advisor to the Undersecretary for Africa, Asia-Pacific, Europe and United Nations
in charge of international security issues, particularly peace keeping operations.
As a diplomat she participated in different sessions of UN General Assembly and
US Mexico group on border crossings.
Since September 2001 is the Director General for the Centro Latinoamericano de
la Globalidad (CELAG), a civil society organization that do research on Global
Governance and the impact of globalization in Latinamerica.
She has published a number of specialized articles on the
reconceptualization of security, the evolution of UN collective security and peace
keeping operations and on the work of John Rawls and Paul Ricoeur. She teaches
at Universidad Iberoamericana International Organization and International
Negotiations, at the Mexican Diplomatic Academy security issues and diplomatic
practice. She is a lecturer at the Center for Naval Studies of the Navy Ministry,
where she lectures on US national security doctrine and at the National Defense
College where she lectures on international security.

NEW ZEALAND Robert Griffith PATMAN

The title of my proposed project is “The US, Globalization and the National
Security State”. The conventional wisdom after the suicidal terrorist attacks of
September 11 is that the world will never be the same again. But it is clear that a
new strategic era has actually been in place since the early 1990s. What happened
on September 11 is that the "new wars" of this period finally caught up with and
directly impacted on the United States. This project will seek to explore whether
the Bush administration has really come to terms with a fundamentally new
security environment. In particular, is there a mismatch between President Bush’s
insistence on a distinctly American internationalism in the war on terror and the
transnational challenges created by the new conflicts?
Brief Biographical Details:
Robert G. Patman is currently an Associate Professor in the Department of
Political Studies at the University of Otago. He is also Programme Director of the
Master of International Studies programme, and has played a strong leadership
role in both formulating and implementing this innovative and new
multidisciplinary programme. He attained his Ph.D in 1987 at the University of
Southampton. His research interests centre on international relations, Russian and
US foreign policy and Africa. He is the author of The Soviet Union in the Horn of
Africa: the Diplomacy of Intervention and Disengagement (Cambridge:
Cambridge University Press, 1990) and editor of New Zealand and Britain: A
Special Relationship in Transition (Palmerston North: Dunmore Press, 1997),
Security in a Post-Cold War World (Basingstoke: Macmillan, 1999; New York:
St Martin's Press, 1999) and Universal Human Rights? (Basingstoke: Macmillan,
2000; New York: St Martin's Press, 2000). He is currently working on three books
for publication. These are Introduction to Introduction to International Relations:
A New Zealand Perspective (Oxford University Press); Sovereignty Under Siege:
Globalisation and New Zealand(Ashgate); and Globalisation, Civil Conflicts and
the National Security State. In addition, Dr Patman currently serves on the
editorial board of International Studies Quarterly and Bildhaan: An International
Journal of Somali Studies.

In 1991 I have graduated from the School of History, Saint-Petersburg State
University. For the next 18 months I was working as a program officer in Foreign
Department of Russian Academy of Sciences. In 1992 I have returned to the
Saint-Petersburg State University as a post-graduate student at the Department of
Political History, later (1994) transformed to the School of International
Relations. After defending my Ph.D. dissertation (1995) I have started the carrier
of a university teacher. The School of International Relations became the second
professional school with International relations program in Russia after Moscow
Institute of International Relations. During last seven years I used to teach various
courses in IR program, including general courses on IR history, IR theory, and
several specialized courses on international security and foreign policy.
SOUTH AFRICA Jo-Ansie Karina VAN WYK

Research project:
I am interested to study the foreign economic relations between the US and South
Africa against the background of the African Growth and Opportunities Act
(AGOA), the New Partnership for Africa’s Development (NEPAD) and the
recently announced free trade agreement between the US and South Africa which
will be, according to media reports, more comprehensive than South Africa’s free
trade agreement with the European Union.
Brief Biographical Details:
I was previously attached to the University of Stellenbosch (Stellenbosch) and the
Parliament of the Republic of South Africa (Cape Town). I currently lecture
International Politics, IPE and Foreign Policy (theory, analysis and comparative
foreign policy) at the Universities of South Africa (Pretoria) and Pretoria
(Pretoria). I am an external examiner for the Universities of Stellenbosch and the
Witwatersrand (Johannesburg). I have published on South African foreign policy,
environmental politics, globalization and IPE.

SPAIN Inmaculada Candelaria MARRERO Rocha

U.S. Non Proliferation and Disarmament Policy After the Cold War
Brief Biographical Details:
I obtained my degree in Political Science in Granada University in 1994, and then
spent period in Dublin and London School of Economics researching in European
Foreign and Security Policy. Afterwards I spent two year doing doctoral courses
in the International Law and International Relations Department at Granada
University. Then I took a Master in International Relations at The Graduate
Institute of International Studies in Geneva, working in French and English.
While I was there, I did an internship at the Geneva Center for Security Policy
working on European Security Policy. I followed this by going to Maastricht
(Holland) for four months to do and internship in the European Institute for Public
Administration. I was working for the Common Foreign and Security Policy
Research Group.
In October 1997 I returned to the University of Granada to write my Ph.D. on
Horizontal Nuclear Proliferation in the New International Regime, and at the
same time I was contracted as an Assistant Professor in the Law Faculty in the
Public International Law and International Relations Department. I have
remained working there as a teacher in the Political Science faculty. I defended
my Ph.D. in September 2002 which was awarded Cum Laude.
I have worked in a number of research groups abroad and am now in a research
group networking between four universities in Spain.
SWEDEN Carl “Henrik” Jacob LANDERHOLM

Brief Biographical Details:
Mr. Henrik Landerholm (b. 1963) was appointed President of the Swedish
National Defense College in 2002. Between 1991 and 2002 he served as a
Member of Parliament focused on defense and security issues and in 1998-2002
he chaired the defense committee of the Swedish Parliament. Between 1983 and
1991 he served (active duty) in the Swedish Army and is still Major, Swedish
Army Reserve.

Now I am conducting research about the change of Japan’s foreign policy,
particularly her security policy and relations with the US after the 11 Sept. 2001
event. It is believed that due to the US pressure, Japan is going to change her
security policy, which will effect the balance of power in Northeast Asian region.

it is possible.

URUGUAY Luis Eduardo CORONEL

Brief Biographical Details:
Mr. Coronel is Head of the Department of Special Affairs (Drugs and Security) in
the Ministry of Foreign Relations of Uruguay, and Associate Professor at the
School of Law of the Universidad de la Republica, Montevideo. His previous
experience includes teaching in the public high school system, the position of
Executive Secretary of the Uruguay-United Kingdom Chamber of Commerce, and
teaching assistant at the School of Law of the Universidad de la Republica.
Mr. Coronel is Doctor in Diplomacy, Doctor in Law, Master in International
Politics of the University of Foreign Relations, Visiting Professor at the
University of North Carolina at Chapel Hill.
