IMPLEMENTING RULES AND REGULATIONS

GENERAL GUIDELINES

1. College of Marine and Allied Sciences (CMAS) – Population: 641

2. School of Marine and Fisheries and Technology (SMFT) - Population: 637

3. College of Business Administration and Accountancy (CBAA) - Population: 843

4. College of Agriculture, Forestry and Environmental Science (CAFES) – Population: 1,010

6. The categories/events of competition are the following

7. All participants must be bona fide students of the university for the First Semester of the
Academic Year 2024-2025.

8. Indak Kalaunan Performing Arts, Koro Kaayad Kaligaon, and Tabo Dagat members are not
allowed to participate in any events but they can serve as coach/mentor in different colleges if
there is none.

COMPETITION GUIDELINES

A list of participants per event is required and participants must adhere to approved rules and
regulations stipulated herein:

Names of the participants must be listed along with their respective events and all participants must
adhere to the listed rules and regulations.

1. Participating Teams

1. The deadline for the submission of the list of participants must be fourteen (14) days before the
start of the PALAKASAN 2024 at 11:59 PM.

2. The submission of the list of participants can be in handwritten or printed format in any size of
bond paper.

3. Changes on the list participants are not allowed on the day of the event or during the event.

1.3.1. Substitutions will only be allowed on the grounds of unforeseen emergencies, such as illness,
personal or family emergencies, or other circumstances beyond the control of the participant.

1.3.2. Proper documentation or a valid explanation may be required to process the substitution request.

4. Participants must present their I.D. or COR during the event proper.

5. Participants must actively attending classes and not candidate for dropping out.

6. Participants who are underloaded are subject to investigation

1.6.1. Participants will be disqualified if proven that the reason for their underloaded status is due to
the failure of 70% of their enrolled subjects.

1.6.2. Must have a minimum of 12 units allowed to participate.

7. Transferee students are allowed to participate for at least 1-semester residency.

8. Transferee participants shall be subject to residency investigation.

9. Names of the participants must be listed along with their respective events. All participants must
adhere to the rules and regulations stipulated.

10. A photocopy of the updated Certificate from the College Dean should be attached to every list
of participants per event.

11. Students are allowed to join for at least two (2) cultural events.

Reminder: Lack of entries will not be a hindrance to start the particular event.
1. Attendance

1. All participants are expected to be at the venue one (1) hour before the competition, except for
Mr. and Ms. PALAKASAN 2024, and Acoustic Jam which will require two (2) hours before the
competition.

2. Technical team is responsible for the confirmation and checking of the attendance of the
participants

3. A point deduction will be imposed for late participants.

2. Attitude

1. Participants under the influence of liquor and/or prohibited drugs are not allowed to perform
during the event.

2. Any participant or college/school representative displaying misdemeanor, obscenity, reckless


behavior and the like will be sanctioned accordingly as deemed necessary by competent
authority.

3. Content and Manner of Presentation

1. Performance must not include killing of animals onstage, foul language, lewd acts, and
promotion of violence.

2. Presentations must not mock, ridicule or disparage any ethnic, religious or national group,
gender or sexual orientation.

3. Props/paraphernalia are allowed in all competitions. However, for safety reasons the organizer
will not allow hazardous chemicals and elements, pyrotechnics, sharp and rusty objects, live
animals and liquid substances.

Note: Participants are responsible for mounting and removing their props during and after the
performance.

4. The SSC Cultural and Arts Committee reserves the right to settle all protests and complaints
concerning the conduct of a specified competition and tabulation of scores.

4.1. Any complaint /protest should be in written and submitted to the SSC Grievance Committee within
two (2) hours after the competition.

4.2. Sequence of participating teams for the Cultural and Arts

Event is as follows:

 College of Agriculture, Forestry and Environmental Science (CAFES) - 1st

 School of Marine and Fisheries and Technology (SMFT) - 2nd

 College of Education and Social Sciences - Integrated Developmental School (CESS-IDS) - 3rd

MR. AND MS. PALAKASAN 2024

IMPLEMENTING RULES AND REGULATIONS

The concept of this year’s competition is FAIRY TAIL

1. Each competing team shall send one (1) male and one (1) female candidate.

2. Qualifications of candidates are as follows:

1. The candidates must be 14 to 23 years old.

2. Female Candidates must be at least 5’3 height. Male candidates must be at least 5’5” height.

3. The candidates must be of good moral character.

4. The candidates must be single (civil status) and not have a child out of wedlock.

5. Candidates must have a passing grade point average (GPA) with no failing grade in the previous
semester.

6. Candidates must be a person of integrity and with commitment to uphold the ideals of
Mindanao State University at Naawan community.

7. A screening process shall be made by the SSC Cultural and Arts Committee with selected
representatives from the administration to ensure that all qualifications stated above will be
met.

1. Screening process shall include the following:

1. Fully Accomplished Candidate Application Form

2. Measurement of height

3. Copy of the Report of Grades of the previous semester

4. Preliminary screening process by a panel of judges for evaluation.

8. In case that a particular candidate could not pass the screening process, the competing team will
be notified and can replace their candidate/s before the pictorial schedule.

3. The search for Mr. and Ms. PALAKASAN 2024 will consist of two events and shall compete in
different categories:

 Sports Wear

 Cosplay ( Inspired with College guild)

3.2 Coronation Night

4. Talent Night

1. Talent Competition

 Presentation of talent must not exceed five (5) minutes, including the entrance and exit.

 Back-up dancers are allowed but will be limited to four (4) persons only.

 Use of flames (including fire props or fire breathing) and fireworks is strictly prohibited, including
any form of pyrotechnics, flares, or devices that produce fire or sparks.

 Concepts of the presentation must be wholesome.

 Candidates must not perform killing of animals onstage, foul language, lewd acts, and promotion
of violence.

 Candidates must not have presentations that would mock, ridicule, or disparage any ethnic,
religious, or national group, gender, or sexual orientation. Including creativity, authenticity,
craftsmanship, stage presence, and overall presentation.

4.2. Sports Wear

 Candidates shall wear any sports attire.

 Candidates shall wear any footwear that suits the candidates Sports Attire. (Portray Sports that
they are wearing)

4.3. Cosplay ( Inspired with College guild)

 Candidates must wear a costume designed and inspired with their chosen college guilds.

 Candidates must be able to wear a design crafted with the symbolism of their guilds.

 No live steel props or weapons (Specifically those with sharp edges) are permitted. Any live steel
prop or weapon must be peace-tied.

 Props should be under 6-8 feet in length.

 Revealing designs are prohibited

 Candidates can wear any comfortable Shoes/heels.

5. Coronation Night

5.1.Production number.
1. Candidates must wear their respective college shirts in pair with their white jeans

2. Candidates are allowed to wear their comfortable heels with a limit of 4 inches in height and below in
all segments of the event.

5.2. Advocacy Video

1. Candidates must prepare an advocacy video that represents college or school ideals;

2. Each candidate shall prepare at least one (1) minute video presentation but not to exceed two
(2) minutes; and

3. The advocacy video would be judged during the event by a selected panel of judges

5.3. Formal Attire & Evening Gown

1.This segment showcases the Formal Attire of the Candidates and how the candidates elegantly display
the attire.

2. Female candidates must wear elegant Evening Gowns.

3. Male candidates must wear traditional men’s formal attire.

4. Revealing designs are prohibited.

5. Candidates can wear any comfortable shoes that would incorporate the attire.

5.4. Preliminary Q & A

1. Candidates shall be asked to pick a name of the judge in a box, in which the chosen judge will
provide the question for the candidates.

2. Candidates shall be given 60 seconds to answer.

5.5. Final Question and Answer

1. Candidates shall be asked to pick a name of the judge in a box, in which the chosen judge will
provide the question for the candidate.

2. Candidates shall be given the liberty to share their thoughts in the English language or Filipino
Language.

3. Candidates shall be given 60 seconds to answer the question.

Note: Only one (1) hair and make-up artist and one (1) assistant shall be allowed for every candidate
of each competing team. Governors and the committee head are allowed to check the candidates.
Exclusive for Ms. and Mr. PALAKASAN.

 All candidates shall report backstage two (2) hours before the start of the competition, both the
Premier and Coronation Night.

5. The criteria for judging are as follows:

 Winners for this award shall be chosen by the candidates themselves.

 Voting shall be in secret balloting and shall be held before the Coronation Night.

 Each candidate shall vote for one (1) female and one (1) male but they cannot vote for
candidates of their team.

 The candidates garnering the most number of votes shall be declared as the winners.

 Photogenic Award

0 Winners for this award shall be chosen by the official photographer of the Mr. and Ms. PAKALASAN
2024 according to the following criteria:

■ Photogenic Beauty - 40%

■ Projection and mood - 30%

■ Personality and charm - 30%

 People’s Choice Award

0 Winners for this award shall be coming from the following:

■ Facebook reactions – fifty percent (50%)

 Facebook users must react to their chosen candidate’s photo with


“LOVE”. Reactions such as “LIKE”, “WOW”, etc. will not be counted as a vote.

 Auto-reactions are not allowed. Failure to do so shall incur the votes of a particular as null and
void thus, losing the fifty percent (50%) portion in this award.
 Casting of votes will start after the photos are uploaded and will end on the day before the
coronation night. Candidates with the highest number of reactions shall be determined as
winners.

 The decision of the judges shall be final and irrevocable.

ACOUSTIC JAM

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send a combination of singers and instrumentalists with five (5) to six
(6) performers.

2. Participants must wear the color representing their team.

2.1. Participants must wear their respective Team Shirt or any shirt having their college color (e.g. CAFES-
Green).

3. The participants must perform three (3) songs, which have been mashed-up, in accordance with
any of the following:

1. Original Pinoy Music (OPM)

2. Foreign Song

3. Original composition from the performers

4. The performance must be within three (3) to five (5) minutes.

5. To avoid repetition of the songs, “first come, first served” rule must be applied.

1. The participants must submit their set of songs to the SSC Cultural and Arts Committee not later
than seven (7) days before the first day of PALAKASAN 2024.

2. In case the song has been chosen already, participants must change it and submit another song
not later than twenty four (24) hours after notification.

3. The song chosen must not have any offensive lyric/s.

6. The criteria for judging are as follows:

1. Arrangement (tune selection, difficulty, and originality) – thirty percent (30%)

2. Execution (singing, picking, timing and dynamics) – thirty percent (30%)

3. Stage presence and crowd interaction – thirty percent (30%)

4. Overall impression – ten percent (10%)

7. The decision of the judges shall be final and irrevocable.

8. The ranks for the competition shall be based on the average percentage the participant/s has
earned less deduction/s.

Note: SSC will provide the instruments.


VOCAL SOLO

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send one (1) performer.

2. The performer must wear decent and fully secured formal attire (e.g., a well-fitted suit, dress
shirt, and tie or a formal dress, with shoes/Heels).

3. The performers must choose their song in accordance with the following rules: Choice of song
must adhere to the following:

3.1. Limited to one (1) Original Pinoy Music (OPM) song/English Song Must be in minus one, mp3
format, and high audio definition. The lyrics must not be offensive.

3.2. The music file must be submitted not later than fourteen (14) days before the first day of the
PALAKASAN 2024.

4. The performance must be within three (3) to five (5) minutes of the song.

5. To avoid repetition of the songs, “first come, first served” rule must be applied.

1. The participants must submit the title of the song and its artist to the SSC Cultural and Arts
Committee not later than fourteen (14) days before the first day of PALAKASAN 2024.

2. In case the song has been chosen already, participants must change it and submit another song
twenty four (24) hours after notification.

3. The song chosen must not have any offensive lyric/s.

6. The criteria for judging are as follows:

1. Vocal quality (projection, resonance) – thirty-five percent (35%)

2. Interpretation (delivery, dynamics, accuracy of notes, accuracy of the rhythm, breathing control)
– thirty-five percent (35%)

3. Clarity – twenty percent (20%)

4. Stage presence (deportment, bearing, discipline) – ten percent (10%)

7. The decision of the judges shall be final and irrevocable.

8. The ranks for the competition shall be based on the average percentage the participant/s has
earned less deduction/s.

VOCAL DUET

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send two (2) performers.


2. The performers must wear decent and fully secured formal attire (e.g., a well-fitted suit, dress
shirt, and tie or a formal dress, with shoes/Heels).

3. The performers must choose their song in accordance with the following rules:

1. The song chosen must have been sung in duet.

2. The song chosen must be limited to one (1) only.

3. The lyrics must not be offensive.

4. The music file must be in a minus one, mp3 format and high audio definition.

4. The performance must be within three (3) to five (5) minutes of the song.

5. To avoid repetition of the songs, “first come, first served” rule must be applied.

1. The participants must submit the title of the song and its artist to the SSC Cultural and Arts
Committee not later than fourteen (14) days before the first day of PALAKASAN 2024.

2. In case the song has been chosen already, participants must change it and submit another song

8. The ranks for the competition shall be based on the average percentage the participant/s has
earned less deduction/s.

POP DANCE

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send six (6) to fifteen (15) performers in any combination of gender.

2. The performers must wear decent and fully secured attire.

1. Attire must not depict nudity or lewdness.

3. The performers must choose their competition piece in accordance with the following rules:
1. The music file must be submitted not later than fourteen (14) days before the first day of the
PALAKASAN 2024.

2. The music file must be in an mp3 format and can be played without any malfunction.

3. The music must be clear enough to be heard by the audience.

4. The performance must be within (3) to five (5) minutes of the song.

1. Timer will start on the first note of the music and will end if all of the performers are already out
on the stage.

5. The performance must be purely in dancing; any other forms of exhibitions, such as acrobatics,
cultural dance , magic tricks, or spoken words/chants, are not permitted.

6. The criteria for judging are as follows:

1. Choreography and interpretation – thirty-five percent (35%)

2. Performance – thirty-five percent (35%)

3. Costume and music – twenty percent (20%)

4. Overall impact – ten percent (10%)

7. The decision of the judges shall be final and irrevocable.

8. The ranks for the competition shall be based on the average percentage the participant/s has
earned less deduction/s.

LYRICAL TRIO

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send three (3) performers in any combination of gender.

2. The performers must wear decent and fully secured attire.

1. Attire must not depict nudity or lewdness.

3. The competition focuses on contemporary dance.

1. Competing teams shall have the same music piece to perform.

2. Competing teams shall be performing the song of Janine Berdin titled “Nasa Puso”.

3. The SSC Cultural and Arts Committee and Technical team will be the one to prepare the music
for the performers on the competition proper.

4. The performance must be within (3) to five (5) minutes of the song.

5. The criteria for judging are as follows:

1. Choreography and interpretation – thirty percent (30%)


2. Rhythm and timing – thirty percent (30%)

3. Mastery – twenty percent (20%)

4. Techniques and performance – ten percent (10%)

5. Overall impact – ten percent (10%)

6. The decision of the judges shall be final and irrevocable.

7. The ranks for the competition shall be based on the average percentage the participant/s has
earned less deduction/s.

WANNABE

IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall send a maximum of twenty (20) performers to include the props men
and the back-ups in any combination of gender.

1.1. The competing team must choose one performance to transform into.

1.2 Performances include singing, dancing, acting, or a combination therefore, imitating a chosen
celebrity, character or idol.

1.3. The contestants must only portray one artist/character/group; mash-up is not advisable.

1.4. The competing team to be portrayed is open to any genre and it can be foreign or local.

1.5. Hilarious portrayals of acts are accepted but malicious acts (to include: foul, offensive, and vulgar
words) are strongly prohibited. Any of the member/s caught doing such, will be subjected to the
disqualification of the entire group.

1.6. Heavy props are discouraged but handy and light weighted props are considered.

2. The performers must wear decent and fully secured attire.

2.1. For male performer/s, the following must be prohibited:

1. Topless in front of the audience.

2. Undressing in front of the audience.

2.2. For female performer/s, the following is prohibited:

1. Exposure of cleavage.

2. Wearing micro mini-shorts without any under garment such as boy leg shorts or leggings.

3. Any attire that will expose the private parts of the body.

2.3. Failure to follow prescribed shall be subject for disqualification depending on the come up of the
table discussion with the SSC Cultural Committee
3. The contestants are required to perform a song by their chosen artist, integrating dance or acts to
demonstrate that they embody the same personality traits as the artist or character they are emulating.

1. The performance must be lip sync. No live singing is allowed.

2. The video chosen must be foreign or local in language.

3. The video must not be offensive.

4. The video must be in a mp4 fo

3.4.1. The video file must be submitted not later than fourteen (14) days before the first day of the
PALAKASAN 2024.

3.5. The file must be played without any malfunction.

4. The minimum length of the performance must be within the duration of the chosen video.

1. The timer will begin when the first note of the video starts, and will end on the exit of the
performers from the stage.

2. A deduction of two (2) percent of the overall percentage shall be incurred for any under time or
overtime.

3. The performance must be within (3) to five (5) minutes of the song.

5. To avoid repetition of the videos, “first come, first served” rule must be applied.

1. The participants must submit the title of the videos and its title to the SSC Cultural and Arts
Committee not later than fourteen (14) days before the first day of PALAKASAN 2024.

2. In case the video has been chosen already, participants must change it and submit another video
twenty four (24) hours after notification.

3. The video chosen must not have any offensive script or lyric/s.

6. The criteria for judging are as follows:

1. “Ka-copya” Factor- 30%

2. “Aliw Factor” - 25%

3. Creativity-20%

4. Overall Appeal (Stage appeal, audience impact) - 15%

5. Costume-10%

7. The decision of the judges shall be final and irrevocable.

8.The ranks for the competition shall be based on the average percentage the participant/s has earned
less deduction/s.

TRAILERS SPOOF
IMPLEMENTING RULES AND REGULATIONS

1. Each competing team shall select ten (10) to twenty-five (25) artists.

1.1 The contestants must choose one (1) any movie trailer.

2 . The artist must wear decent and fully secured attire.

2.1. For male artist/s, the following must be prohibited:

2.2. For female artist/s, the following is prohibited:

2.2.1. Exposure of cleavage.

2.2.2. Wearing micro mini-shorts without any under garment such as boy leg shorts or leggings.

2.2.3. Any attire that will expose the private parts of the body.

2.2.4. Failure to follow prescribed guidelines shall be subject for disqualification depending on the come
up with the SSC Cultural and Arts Committee.

3. The minimum length of the video must be at least two (2) to three (3) minutes.

4. To avoid repetition of pieces, the "first come, first served” rule must be applied.

4.1 The artist must submit the title of trailer to the SSC Cultural and Arts Committee not later
than five (5) days before the first day of PALAKASAN 2024.

4.2 The trailer chosen must not have any offensive words

5. The criteria for judging are as follows:

5.1. Creativity - 30%

5.2. Content - 25%

5.3. Costume - 20%

5.4. Musicality - 15%

5.5. Audience Impact - 10%

6. The decision of the judges shall be final and irrevocable.
