1. PURPOSE
This procedure shall be provide the construction work plan for Fabrication works which will carry out by
LILAMA69-1 for Nghi Son Refinery Project.

2. REFERENCE CODE AND SPECIFICATION

3. MATERIAL STORAGE AND HANDLING

3.1 All piping materials shall be delivered as smooth handling without damage from storage area to shop
(temporary).

3.2 Internal and external surfaces to be thermally cut or welded shall be clean and free from paint, oil,
rust, scale, or other materials that will be detrimental to either the weld or the base metal when heat is
applied.

3.3 Piping materials shall be stored in a suitable manner to preclude mixing of different kind of materials
and to check easily the quantity of piping materials.

3.4 Steel pipe and fittings of 2 inches and larger may be stored at outdoors with cover and dunnage.
Fittings of 2 inches below shall be stored indoor.

3.5 Bolt/nut and gasket shall be stored indoor.

3.6 Stainless steel piping material shall be stored in separated place from carbon steel material store
and no direct contact of stainless steel with carbon steel are allowed.

3.7 Piping and fitting shall be end capped to prevent ingress of water and any foreign matter.

3.8 Thread end shall be plugged or capped with waterproof type material.

3.9 Flange face shall be greased for anti rust prevention and protect by wood plate from damage.

3.10 Piping materials shall be identified by color code and prior to fabrication, piping materials shall
be verified whether or not it is the same materials as drawing materials by Piping Superintendent.

4. DRAWING OF SHOP SPOOLING

4.1 Spooling in Isometric drawing shall show shop and field weld joint number, spool number and
dimension.

4.2 Random pipe length shall be used in spooling as maximum as possible to reduce field welding
work. For this purpose, unit length of supplied pipe shall be checked prior to spooling.

4.3 For alignment with equipment nozzle of rotating equipment, final tie-in weld for alignment shall
be in field

4.4 Unless otherwise shown in drawing, minimum distance between groove weld joints in 50mm or 5
times of pipe wall thickness, which is greater shall be kept.

4.5 Small bore piping, NPS 2 pipe and smaller may not fabricated at shop.

5. FABRICATION WORK

5.1 Piping welding works shall be performed by qualified welder and shall be in accordance with approved
Welding Procedure Specification.

5.2 A vent hole shall be provided at the side of any pad or saddle to reveal leakage in the weld between
branch and run and to allow venting during welding and heat treatment.

5.3 Examination and any necessary repairs of the completed weld between branch and run shall be made
before adding a pad or saddle.

5.4 Seal welds shall cover exposed threads in accordance with code/ standard and project specification.

5.5 No hammering for removal of attachment is permitted.

5.6 End preparation shall be acceptable only if the surface is reasonably smooth and true, and slag from
oxygen or arc cutting is cleaned from thermally cut surfaces.

5.7 Branch connection detail may be either "set on" or "set-in" type and shall be prepared to provide full
penetration welds of a quality equal to the girth welds in the same piping system.

5.8 Branch nozzle reinforcement, if necessary, shall be indicated on the isometric drawing and reinforcing
pads or saddles shall have a good fit with the parts to which they are attached and a vent hole shall be
provided at the side of any pad or saddle to reveal leakage in the weld between branch and run and to allow
venting during welding and heat treatment.

5.9 Pipe may be bent but the following requirement shall be applied.
Only seamless pipe shall be used for bending according to approved isometric drawing.
Field bending of pipe shall be limited to NPS 2 and smaller but if necessary, field bending of pipes over
NPS 2-1/2 shall be approved by Pipe Engineer and checked by Q.C inspector.

For ferrous material, when the radius of a bend is 5 times of nominal diameter or greater, and nominal wall
thickness of pipe is sch.40 or greater, the difference between maximum and minimum diameter shall not
exceed 8% of average measured outside diameter of the pipe before bending. Bend surface shall be free of
crack and substantially free of buckles.

5.10 When pipe wall thickness differs from those of fittings or flanges, the thicker one shall be reamed out
or ground smooth to match the other, as dictated by the applicable code / standard.

5.11 Threaded joints, which are not to be seal welded, shall be cleaned, the male threads coated with the
sealant noted in the individual piping material specifications, and fitted causing the threads to seize.

5.12 Following consumable material shall be used for stainless piping works.
Tape, solvent, grease & Marker pen: chloride free tape
Cutting, grinding disc: iron free (0.5% content below)
Purge gas: as per W.P.S.

5.13 Special care shall be taken for fabrication of following spools


Spools to be connected with angle valve and 3 way valve, flange bolt hole orientation shall be checked to
match with mating flange.
Branch connection in slope line, required slope shall be given by shimming on fabrication stand.
If spool contain orifice flange shall be check instrument tap point, jack bolt hole, upstream and down stream
etc carefully.

5.14 If material required heat treatment (pre and post), spools shall be handed over to heat treatment work
sub contractor after visual inspection. The heat treatment sub contractor shall carry heat treatment work by
Work Plan Procedure of Heat treatment (PWHT procedure).

5.15 Each fabricated spool shall be properly identified by spool number with paint marker.

6. WELDING INSPECTION

6.1.1 Prior to starting of piping work, it shall be verified by Field engineer (FE) and/or subcontractor that
applied Welding Procedure Specification (WPS) of piping line is approved by CLIENT/Contractor.

6.1.2 The original of all WPS shall be filed and controlled by QC department and QC department shall send
one copy of all WPS to piping superintendent for piping work.

6.1.3 Piping Superintendent notify each welder of WPS to be applied for proper welding performance
whenever welding process or base/filler material is changed according to work schedule.

6.1.4 The copy of all WPS shall be filed and controlled by Piping Superintendent and applied WPS per
piping line shall be recorded on line list for information, if necessary.

6.1.5 For visual inspection, Piping FE/subcontractor shall prepare the daily inspection and Notification and
inspection report according to ITP (Inspection & Test Plan)and notify QC and CLIENT/Contractor of daily
inspection and test schedule at least one the day before inspection.

6.1.6 According to daily inspection and test schedule, LILAMA69-1 QC and CLIENT/Contractor shall
perform the visual inspection, joint by joint, with construction staff.

6.1.7 QC inspector shall record the inspection result on welding inspection report that is prepared by
Isometric Drawing base.

6.1.8 By daily base, after all work is completed, Piping Superintendent shall make the daily welding report
and send it to QC for follow-up.

6.1.9 Inspection of piping shall be performed in accordance with the applicable code, specification and
Inspection & Test plan.

6.1.10 Inspection shall be performed on shop fabricated, field fabricated and packaged piping system.

6.2.1 All NDE work shall be performed in accordance with applicable code/standard, project specification
and approved work plan procedure.

6.2.2 Weld joint subjected to examination (NDE) shall be selected by Q/C engineer/Inspector.
