Clear Monitoring, Evaluation, and Recognition of Green and Safe Health
Facilities The Green Assessment Rating System is developed to assess and
recognize the green, safe, and climate-resilient hospitals and other health
facilities based on their compliance to the technical standard and guidelines.
It identifies the areas that need improvement and fulfill the required
performance level in the implementation of green,safe, and climate resilient
health facilities. (Reference: Department of Health, 2023, Operational

Standards for Primary Care Facilities With the implementation of the
Universal Health Care Act, primary care facilities (PCF) serveas the initial-
contact of Filipinos with the healthcare system. There are currently 2,639
PCFs registered in the National Health Facility Registry as of May 2024.
Although individual contributions to greenhouse gas emissions of these
facilities may be small, in totality, their contribution as a whole to the sector
may be significant. In recognition of the potential contribution of PCFs
towards greening the health system, there is a need to develop standards
appropriate and applicable to PCFs in the Philippines. (Reference: National

Infrastructure system for Green and Safe The operationalization of the Health
Facility Profiling (HFP) System in 2021 L through the DOH DataCollect Hub
website, monitoring of the implementation of the PHFDPhasbeen facilitated,
given the updated supply of health facilities, equipment, and quality of
health services, and in strengthening system-wide health facility networks.
The HFP hasalso integrated and simplified data collection from health
facilities related to the Integrated Hospital Operation Management Program
(IHOMP), as well as the Medical Certification of Cause of Death (MCCOD)
Assessment and Integrated People-Centered Health Services. (Reference: DM

Philippines) C. Financial Viability a) Limited internal budget The HFDB
allocates a budget for the Green, Safe, and Climate Resilient Health Facilities
Program with an estimated amount of Php 7,500,000.00 from 2022 to 2024.
However, these budget allocations were dependent on the funds that will be
downloaded to the bureau for the year. These budgets were further broken
downinto different programs and activities of the bureau, hence, providing a
limited working capital to be sub-allocated to different regions for the
monitoring, evaluation and implementation of the program. (Reference:
