Special Guidelines and Ground Rules
I. TITLE: BULHAO SUMMER BASKETBALL LEAGUE 2025
It is a game specially designed to build a strong foundation for developing basketball
awareness. It also aims to develop the basic skills and character among young boys aged 30
and below, providing a unique experience for fun, and enjoyment, eventually leading the way to
long-term involvement in sports.
II. SPECIFIC OBJECTIVE OF THE GAME
To throw the ball in the playmates' basket and to prevent the players of the other team
from securing the ball or scoring based on fair play and within the spirit and intent of the rules.
The games shall be DEVELOPMENTAL. in nature and approach.
To enhance camaraderie, goodwill, sportsmanship, discipline, teamwork, and other LIFE
SKILLS values inherent in the practice and participation in sports.
III. TEAM (Players, coaches & other team officials)
1. Players Eligibility
1.1
Intepurok Open Entry
Mini Kids – 14 & under Kids – 20 & under
Kids – 21 & under Midget – 30 & under
Junior – No age Limit
2. Team Composition
2.1 A team shall be composed of 12 players, Muse, Statistician, Coach and Assistant
Coach.
3. Coach
3.1 A team shall be headed by a responsible Coach as required
3.2 Only the coach shall stay at the team bench during official games.
3.3 Proper attire of the coach is required. Wearing short during the game is prohibited.
4. Entry Fee
Intepurok Open Entry
Mini Kids – 300 Kids – 400
Kids – 350 Midget – 450
Junior – 400
5. Registration Fee
The registration fee is 500 and non-refundable
IV. TIMING REGULATIONS
1. The game shall consist of 4 periods and shall be played in 5 minutes and 3 minutes for every
extra period.
2. The intervals between periods, is one (1) minute while interval between halves is five (3)
minutes
V. TOURNAMENT GAME FORMAT
For Interpurok, there are 1 bracket and after the elimination the Top 4 Teams will go on
the Semi Finals. In Open Entry, the Kids Division divide to 3 bracket, and top 2 of each bracket
will enter to another round robin and during another round robin the Top 4 teams will enter the
Semi Finals. While on the Midget Open Entry will only have the same format on Interpurok.
VI. PLAYERS PLAYING REGULATIONS
1. The tournament will be play every day Starting March 15, 2025
2. All teams scheduled to play shall report at the playing venue twenty (20) minutes before the
scheduled time. A grace period of fifteen (15) minutes shall be observed before the forfeiture
proceeding will be enforced.
3. Substitution procedures shall apply in all periods Players may enter in a game as a substinate
as many boys, all players must be field in before the time in the first half was ended. Only 3
quarters are allowed to each player, it is at the discretion of the coach on which quarter are they
going to be field in.
4. One (1) time-out for every period shall be granted to each team for the first three (3) periods
and two (2) time-outs shall be granted in the 4 period and one (1) time-out for every extra
period.
5. In case a team has an incomplete line-up during the scheduled game,
a. The 1" period shall always start with 5 players while the other periods may be played
with the remaining members of the team.
6. Coaches shall always confirm their next schedule of the games with the tournament manager
or game officials before leaving the playing venue.
VII. RULES OF CONDUCT
1. FOULS
1.1 TECHNICAL FOULS any player/coach who displays unsportsmanlike/disrespectful
acts such as the slashing of the neck, showing dirty fingers, pointing accusing fingers and trash
talking/shouting bad words/foul language, contesting calls arguing with the officials and others.
A warning may be given or a technical foul shall be slapped.
1.2 PERSONAL FOULS a player causing contact with an opposing playmate, which
gives an unfair advantage, and such contact is neither intentional nor flagrant.
1.3 FLAGRANT FOULS a player causing excessive contact that may cause or have
caused injury to an opponent, such as a) excessive swinging of elbow; b) throwing a punch; c)
tripping; and intentional contacting/pushing the back of a player going for a basket shall be
judge to be either an UNSPORTSMANLIKE/DISQUALIFYING FOUL.
VIII. GAMES DISRUPTION:
Games that are canceled/disrupted/stopped due to "FORCE MAJEURE of for any valid reason,
will be treated in the following manner:
1. REMATCH- if the disruption of the game took place during the first half (1 & 2nd periods), the
game shall be replayed.
2. RESUMPTION if the disruption of the game took place during the second half (3rd & 4th
periods), the game shall be resumed with the remaining game time.
3. RESET if a scheduled game was canceled for a valid reason, the management will re-
schedule the game at the bottom all the schedules.
4. DURATION OF WAITING in a case of a power failure or any incident (rain or darkness) that
may affect the progress of the game, the LENGTH of time to wait for the restoration of normalcy
is 30 minutes or as may be allowed by.
IX. PROTEST
a. The Team Captain of the team shall immediately at the end of the game. inform the referee
and the table officials that his team is protesting against the result of the game and sign the
score sheet in the space marked, "Captain's Signature in case of protest".
b. To make the protest valid, it is necessary for the Coach to give confirmation of this protest in
writing. This must be made within twenty (20) minutes following the end of the game.
c. Detailed explanations are not necessary. It is sufficient to write the name of the delegation
protest against the result of the game between the team and Then he shall pay a protest fee to
the tournament manager, in the amount of Five Hundred Pesos (Php500.00), NON-
REFUNDABLE.
d. The team/delegation in question must submit to the Tournament Manager the full
text(detailed) of its protest within two (2) hours following the end of the game which shall be
noted by the Athletic Manager (District PESS Coordinator) and approved by the Head of the
Delegation
e. The Tournament Manager within two (2) hours shall answer the protest or make a decision.
f. Should the team in question not be in agreement or not accept the decision of the Tournament
Manager, it may then address to the Jury of Appeal.
g. To make the appeal valid, it must be made in writing, within thirty (30) minutes to two (2)
hours following the delivery of the decision/answer of the Tournament Manager and be
accompanied by an Appeal Fee of Five Hundred Pesos (Php500.00).
h. The jury of appeals shall judge the appeal in the last instance and its decision shall be FINAL.
i. Videos, film, pictures, or any equipment shall not be used to determine or change the result of
the game.
X. Players
a. If any case that the players got injured, the Sangguniang Kabataan and Barangay will not be
involved to any consequences but can offer a help if they want.
b. The management is the only one who decided on what teams are schedule and not the
players
c. Any bad accusations, actions or offense do by the player to the Management, they will have a
consequences or removed the player.
XI. AGREEMENT.
Any statements made herein shall be followed and once signed by the team
representative, this shall be followed and there shall be no right to complain. As proof, this shall
be signed by the Commissioner and the team Representative
